Report Presented by Secretary for year 2018-2019
Honourable President Prof. S.K. Khokhar, My Respected Seniors, Dear Friends and
distinguished fellow Ophthalmologists.
It is my privilege and pleasure to extend a warm welcome to all of you.
I thank one and all for the utmost cooperation and support I received from each
one of you during my tenure as secretary DOS. When I took over as Secretary DOS two
year back, I have imagined and Re-imagined what my ideas of a DOS are. I had a dream
and vision for DOS. With every passing days of our term, we have aspired to fulfill
everything we were founded for; reform our existing norms; provide you with the best
of best and ensure transparency. This DOS Executive has the proud privilege of having
seen several firsts in all its endeavours to raise DOS to greater heights and set standards
in all fronts.
1. DOS Membership:
DOS is the world’s largest state ophthalmological society with a current
membership of 9,443. In the last 1 year we have added 326 members. We extend a Prof. Subhash C. Dadeya
warm welcome to all of them for joining DOS family. As we continue to revel in the
appreciation and commendations received as the best state ophthalmic society in
India, holding this coveted position close to our heart, our pledge and commitment to take it up further needs to get stronger.
The national appreciation and applause for the growth of DOS is a matter of pride and satisfaction for all of us. I invite Non-

DOS Executive and Subcommittee Meetings
In this year’s tenure, the DOS Executive discussed its business in various meetings. I sincerely appreciate everyone in this
executive for all its constructive suggestions towards raising the performance standands of DOS in all aspects.
Several meetings of the various DOS subcommittees constituted this year (DOS monthly meeting review subcommittee,
DOS house subcommittee, the Day care centre subcommittee, the awards subcommittee, constitutional amendments, the TPA
subcommittee, the financial advisory subcommittee, the academic, fellowship and research subcommittee, election commission)
have provided wise deliberations on recommendations for effective functioning of DOS in various aspects.
We wish to express our sincere thanks and appreciation to all the chairpersons and members of the various subcommittees
of DOS for taking out valuable time from their hectic schedules to assist this executive with their constructive recommendations
in the related aspects. There is still scope for more work in all these arenas which could perhaps have been possible with more
broadened time frame.
On behalf of the President and the entire executive, I wish to express my sincere gratitute to the chief election commissioner
Dr Rajendra Khanna and the election commission members Dr V.P. Gupta & Dr S.C. Gupta for their incredible service of meticulous
nature, rendered for successful conduct of DOS Elections 2019. It is indeed a pleasure to observe and learn the various nuances
involved and the tremendous efforts involed in taking on this responsibility for the society.
2. DOS Monthly Clinical Meetings
DOS holds monthly clinical meetings with high academic standards. All the monthly meetings have been very successful. I
would like to thank organizers for organizing excellent monthly clinical meetings. The monthly meetings were held at following
Hospitals as per list. The format of two clinical case presentations, one guest case presentation, one clinical talk & mini
symposium continued in all meetings. In addition we have started wet labs for the benefit of youngsters and residents.

Monthly Meeting of Year 2018-2019
I would also like to congratulate the members of monthly meeting sub-committee for revising the criteria for allocation of
monthly meetings to different hospitals, which has been published in July-August 2018 issue of DOS Times. Hence forth only
one institution will be dropped from the calendar of monthly meeting based on DCRS rating.
3. DOS Evening CME
Keeping in view the sentiments of our members, Current DOS Executive has started evening CME’S with High Academic
Standards. All the evening CME’S have been very successful. I would like to thank all the organizers.
4. Winter DOS Conference 2018
The Delhi Ophthalmological Society organized successful winter conference in November 2018, at India Habitat Centre,
Lodhi Road, New Delhi. This conference brought together clinicians, researchers and educators from India and abroad who are
engaged in state of art ophthalmic academic work.
The conference was a two‐day celebration of ophthalmology featuring the best works in the fields of Cataract, Refractive
Surgery, Cornea, Glaucoma, Strabismus, Neuro‐ophthamology and Oculoplasty. The diverse program featured plenary lectures,
wet labs and live surgery demonstrations, E‐posters and Videos. A Session for young ophthalmologist was a special addition
to our diverse program. Sub‐speciality surgeries were additional and unique feature of Winter DOS 2018. Live surgeries were
conducted from Guru Nanak Eye Centre and I would like to specially thank Director GNEC Prof. Sushil Kumar for providing all
possible help. Successful SSTC courses were organized for the benefit of residents and youngsters, mobile app, Selfie counters
were added first time in Winter DOS Conference. After the academic extravaganza cultural programme and fellowship dinner
true to DOS traditions were organized.
5. 70th DOS Annual conference – DOSCON 2019:
The 70th DOS Annual conference was organized successfully from 12th to 14th April 2019 at Hotel Ashoka & Samrat
Complex . The Delhi Ophthalmological Society, is committed to furthering the cause of continuing medical education and
promoting camaraderie and fellowship amongst ophthalmologists worldwide. The DOS conference is a much awaited, time‐
honored academic fiesta, which attracts faculty, trade exhibitors and delegates from all over the world. The Highlights of DOS
conference 2019 were Live Surgery. From CFS, Sharp Sight Centre and Eye7. Scientific deliberations in Cataract & Refractive
Surgery, Retina, Cornea, Glaucoma, Squint & Neuro - Ophthalmology and Oculoplasty, SSTC, Young ophthalmologist session,
Free paper, Debates, Poster Sessions, E-Videos and Quiz. For the first time in the history of DOS on the first day the halls were
jam packed. Mobile app, Selfie counter, may I help you counter, spouse and kid programme and reduced registration charges
were unique features of Annual DOS. The court martial, OPL, game of ophthalmic thrones and film festival were additional
unique features of Annual DOS. Management of common medical problems and burning problems of medical profession
were discussed first time in the history of DOS. 3 Quiz were conducted for the first time in history of the DOS. The traditional
fellowship Dinner with cultural programme was organized at the Nikunj.
6. DOS Times 2018 - 2019
DOS Times, the bulletin magazine of Delhi Ophthalmological Society strongly holds its forte as the most popular and most
widely-read ophthalmological bulletin in India. DOS Times 2018 – 2019 series has seen a further hike in its popularity quotient
besides its international outlook with international standard scientific content. DOS TIMES can be accessed online for current
and archived articles as well (www.dos-times.org) by all DOS members.
The DOS Times is a pre-eminent ophthalmological publication, an official bulletin of the Delhi Ophthalmological Society.

The magazine is published in two months (six issues in a year: July - August, September - October, November - December,
January - February, March - April, May - June). The Society releases three regular issues in a year and three national issues.
The DOS Times has now been made into bulletin magazine covering all important & latest aspects of ophthalmology
catering to the needs of all. We started publishing Sub specialty wise issues of DOS times , which have been appreciated by one

News Watch, Quiz, Crossword and Tearsheets.
The articles undergo a thorough review by the editorial board before publication. The articles are easy to read, concise and
simple to understand and are of great help to students as well as ophthalmologists alike.
DOS Times entered cyberspace in 1998 and has been freely available on the internet to the Society members. It includes all
the articles published in the past ten years which can be downloaded and saved for reading anytime. Your subscription to DOS
Times will keep you updated with the latest developments and ongoing research in the field of ophthalmology which will be of
importance in your day to day professional experience.
It also has a search engine by which you can search articles by entering relevant key words or author’s name.
In Experts’ corner of DOS Times we got a very good response from the international faculty and most of the issues had a
good coverage by the reputed international and national experts of the topic under discussion.
6. DOS website (www.dosonline.org):
DOS website www.dosonline.org with its sophisticated outlook, upgraded and user friendly navigation options provides
huge scientific resource material, online library services all of which play a significant role in maintaining the society’s
popularity with ophthalmologists across the country. The website continues to showcase in an organized manner the various
tabs of special sections for the members including access to the online directory, member’s sections, news and updates, access
to the DOS times and DJO and information about all DOS activities. DOS website navigation is faster with the use of latest
software to make it faster and lighter. Online facility for Profile update is very user friendly and efficient to help members update
their address changes and current addresses in no time. Unlimited online contents are available under the column Academic
material. The various highlights of web are Home page, About DOS, Meetings, Conferences, Member Services, Public Corner, DOS

7. 11th DOS teaching program (DOST 2019):
Successful 11th DOS Teaching (DOST 2019) was held at Army Hospital. It was appreciated by all. Congratulations to all
delegates and Faculty Members of DOS Teaching Programme.
This exhaustive 2 - day teaching Programme featured new approach to PG Teaching with a comprehensive cover of all
aspects of postgraduate learning. Keeping in view the needs of the students, this year only case based discussions were part of
DOST.
8. DOS Library
The DOS library is a popular service providing excellent academic resource materials to ophthalmologists across the
country. The current contract renewal with OVID which provided the services for DOS gives us access to 7 online international
indexed journals and 45 e-books.
9. Delhi Journal Ophthalmology
Delhi Journal of Ophthalmology is much sought after by resident ophthalmologists, both in Delhi and around the country.
It has been published regularly and distributed to all the members.
Delhi Journal of Ophthalmology (DJO) once called Visiscan, is a peer reviewed journal published on behalf of Delhi
Ophthalmological Society (DOS). The journal is a quarterly journal and is published in January – March, April – June, July –
September, October – December. The online journal is completely open access while the print publication is available free of
charge to life members of Delhi Ophthalmological Society.
10. DOS Picnic
For family and friends, DOS Picnic was organized at Vedic Gram Guru Gram on 25th December 2018. My special thanks to
Dr. Alkesh Chaudary for organizing the same.
11. DOS Cricket Match
DOS cricket match was organized at Siri Fort Sports Complex on 10th March, 2019. It was enjoyed by one and all. Again my

12. DOS Webinars:
Successful webinars were organized on the topics of Paediatric Cataract, Amblyopia and Glaucoma. My special thanks to
Prof. S.K. Khokhar, Prof. Rosario Gomez de Liaño, Prof. John Sloper, Prof. Andrea D. Molinari, Prof. Seyhan B. Özkan and Dr. AGP
Konstas.
13. DOS House
Having proper DOS House is on Top of Agenda and we cannot run Society from Road. The need for purchase of DOS House
has been repeatedly emphasized in various executive and general body meetings. The DOS House is needed for following
purposes.
To avoid Income tax related issues.
Proper maintenance of records.
To avoid expenditure of Monthly Meetings.
To have proper address and to avoid problems of repeated change of address and phone numbers.
Since 1998 every year DOS House subcommittee was appointed by the President to explore the acquiring of the property
for DOS House. So this is cherished goal for DOS. The funds for DOS House are available and distinct from corpus fund arising
out of life membership fund.
Keeping in view the various recommendations of various sub-committees and executive meetings.
We have identified A-23, First Floor, Green Park Property with area of 2654.54 Sq. ft. suitable for DOS House. The final re-
negotiated price of the property is 5.9 crore.
14. PIL on TPA issue:
During interaction with members, it was found that TPA empanelment is one of the areas, where there is no transprancy,
no accountability, no standard pricing, no proper grievance redressal mechanism. There is total arbitrariness.
We will tackle these so called new middle mens in Indian Health Insurance Companies by the way of legal course. I would
like to congratulate Dr. Rajendra Khanna and Dr. C.P. Khandelwal and TPA Committee for taking this decision. The PIL has
finalized and it will filed very soon.
15. Constitution amendment:
Delhi Ophthalmological Society since its inception in 1948 has stood for its members and has been involved in the betterment
of science and imparting the education about latest of techniques, technology and understanding of ophthalmology to one and
all. A society which has continuously grown has done its functioning as per the guidelines laid down by its constitution and
bye-laws. A bye-law is a rule or law established by an organization or community to regulate itself. No matter how good a job
you have done creating your byelaws, at same point of time you need to change something. Over the period of evolution of
the society, the bye-laws also need to evolve as per the suitability of the changing scenario. Bye-laws are meant to guide the
members for the optimal functioning of the society. As time changes, different problems arise that force its members to re-think
about the existing bye-laws. However, in amending a previously adopted byelaw, the basic aim is to make sure that the rights of
all members continue to be protected.
The DOS constitution sub-committee has spent a lot of time on discussing the changes required. After discussing the pros
and cons of all the suggestions, the sub-committee has done the necessary amendments and finally come out with the final
shape of the bye-laws of the society. These are being put before the GBM for final discussion and approval. This may not be the
best and I invite suggestion from General Body on the constitutional amendments. The copy of amendments approval by the
Committee are attached for your kind perusal.
16. Registration of Ophthalmic A&B scan under PNDT act.
We have raised the issue with Delhi Govt. With kind support from Director GNEC, HOD Radiodiagnosis MAMC, issue have
been amicably settled in the meeting held with DGHS Govt. of NCT of Delhi.
17. Day Care Centre
To fill in the lacuna between OPD Treatment and nursing home treatment, it has been felt necessary to provide for
Ophthalmic day care centers as advancement in medical science, many operations and procedures do not require overnight
admission/stay in a nursing home but still the same cannot be called as on OPD procedure but can be called as Ophthalmic day
care treatment as it is not necessary to admit the patient overnight and the patient can go home a few hours after the surgery
or procedure including Laser. The Ophthalmic day care center cuts the cost to an extent of nursing home establishments which
ultimately results in reducing the cost to the patient without their being any compromise in the treatment/service. One-day
surgery is rapidly growing concept as non-emergency, secondary or intermediate surgeries form a major portion of treatment
and Ophthalmic Day Care Centers will make it affordable and safe.

for removing the condition that there shall be nursing staff on duty.
18. Income Tax notice to DOS:
a) TDS demands amounting to Rs. 11.31 Lacs relating to earlier years were raised: these have been largely rectified as they
arose due to mistakes made in TDS returns filed earlier.
b) In asst. Yr. 2015-16, a demand of Rs. 7.61 crores has been raised due to the reason that while filing the I.T. Return, income
of Rs. 8.04 crores has been included twice. We had filed rectification applications u/Sec. 154 as well as a grievance petition,
and the matter was transferred to the jurisdictional Assessing officer, with whom the matter has been resolved.
c) Asst. Yr. 2016-17 and 2017-18 is under scrutiny.
In this case also, Forms and 9A have not been filed with the I.T. return by the previous CA.
e) The income tax department as issued order for refund of Rs. 32,64,736/- along with interest. It has been possible due to
untiring efforts of our CA and his team. I would like to congratulate Mr. A. Ravinder Nath and his team for this task.
19. Contribution to Army welfare fund.
The executive has approved an amount of Rs. 10 Lakhs for Amy welfare fund.

I wish to acknowledge the tremendous amount of support extended to DOS by Dr Guru Nanak Eye Centre, all the faculty
and residents to all academic activities of DOS. My sincere gratitude goes out to the Director of GNEC Prof. Sushil Kumar for
providing all infrastructure support to house the DOS office and his immense wisdom and constant guidance in making every
DOS event a wonderful success.
I am indeed blessed with the most coveted privilege of working under the able guidance of my teacher and the best
president DOS has even seen, Dr S.K. Khokhar, doyens in Indian ophthalmology, who with their exemplary personification of the
role of presidency have enabled me to take DOS to greater heights as never before.

and committed accountant, who works tirelessly under the able guidance of Dr Arun Baweja our treasurer to keep all accounts
in order, with such ease that is amazing, given the immense load of finances that goes through the DOS account each year. Mr

March – April, May – June). Solicited and unsolicited manuscripts of good quality academics are accepted provided that they are not under
consideration for publication in any other journal. All submitted manuscripts are subject to editorial review before acceptance.

SCOPE OF THE JOURNAL
DOS Times covers clinical, experimental and basic science research studies related to medical, ethical and social issues in field of ophthalmology.
Articles with clinical interest and implications are given preference.
MANUSCRIPT SUBMISSION AND PROCESSING
A manuscript is reviewed for possible publication with the understanding that it is being submitted to DOS times alone at that point in time and
has not been published anywhere, simultaneously submitted, or already accepted for publication elsewhere. Initial screening by the editorial desk
assesses the formatting, topicality and importance of the subject, the clarity of presentation, and relevance to the target audience of the journal.
Acknowledgement of receipt of all manuscripts will be sent to the corresponding author, once the editorial desk reviews the manuscript for
conforming to the requirements of the journal.
Manuscripts that are found suitable for publication are sent to two or more expert reviewers for Peer Review through an online reviewer system.
The identities of reviewers and authors are kept confidential. Authors and Reviewers are required to disclose potential conflicts of interests/
financial interests.
The comments and suggestions (acceptance/ rejection/ amendments in manuscript) received from reviewers are conveyed to the corresponding
author. Corresponding authors are requested to submit the revised manuscript along with one highlighted copy with revisions highlighted. The
final decision on acceptance of the manuscript for publication lies with the Editor-in-chief. This process is repeated till reviewers and editors are
satisfied with the manuscript. Manuscripts accepted for publication are copy edited for grammar, punctuation, print style, and format.

DOS Travel Fellowship for Partial Financial Assistance
to Attend Conferences
Applications are invited for DOS Fellowship for partial financial assistance to attend conference(s).
Conferences
International: Eight fellowships per year.
• Maximum of Rs. 50,000/- per fellowship will be sanctioned
Partial travel fellowship to attend AIOC: Five fellowships per year
The last date of DOS Fellowship for Partial Financial Assistance to Attend Conference(s) for receiving application is 30th
September for National Conference.
Maximum of Rs. 10,000/- per fellowship will be awarded out to five one to the winner of the DOS best paper (A C Aggarwal
Trophy) for travel to present the paper in the forthcoming AIOC.
Eligibility
• DOS Life Members (Delhi Members only)
• 75 or More DCRS Points
• Accepted paper for oral presentation, poster, video or instruction course or invited guest speakers
Time since last DOS Fellowship
Preference will be given to member who has not attended conference in last three years. However if no applicant is found
suitable the fellowship money will be passed on to next year. Members who has availed DOS fellowship once will not be
eligible for next fellowship for a minimum period of three years.
Authorship
The fellowship will be given only to presenting author. Presenting author has to obtain certificate from all other co-authors
that they are not attending the said conference or not applying for grant for the same conference. (Preference will be given to
author where other authors are not attending the same conference). If there is repeatability of same author group in that case
preference will be given to new author or new group of authors. Preference will also be given to presenter who is attending
the conference for the first time.
Quality of Paper
The applicant has to submit abstract along with full text to the DOS Fellowship Committee. The committee will review the
paper for its scientific and academic standard. The paper should be certified by the head of the department / institution, that
the work has been carried out in the institution. In case of individual practitioner he or she should mention the place of study
and give undertaking that work is genuine for invited guest speakers & instruction courses only acceptance letter is required.
The fellowship committee while scrutinizing the paper may seek further clarification from the applicant before satisfying itself
about the quality and authenticity of the paper. Only Single best paper has to be submitted by the applicant for review (6
copies). Quality of the paper will carry 50% weightage while deciding the final points.
Poster and Video
The applicant will need to submit poster and video for review.
Credit to DOS
The presenter will acknowledge DOS partial financial assistance in the abstract book / proceedings.
The author will present his or her paper in the immediate next DOS conference and it will be published in DJO / DOS Times.

• If found guilty the candidate is liable to be barred for future fellowships.
Application should reach Secretary’s office and should be addressed to Chairman Travel Grant Fellowship Committee before
February 20, June 30, September 30 and December 30 for International Conference and National Conference. The committee
will meet thrice in a year in the month of August, November and February within 2 weeks of last date of receipt of applications.
The committee will reply within four week of last date of submission in yes/no to the applicant. No fellowship will be given
retrospectively.

maximum attendance

Calculation of overall meeting assessment score
Please Note: For calculation of overall meeting assessment score, only marks awarded by the external DOS member
delegates is taken into consideration
Step 1:
The average of the two case presentations & clinical talk out of 300 marks will be calculated and reduced to 30 marks
Step 2:
To this, will be added the overall meeting arrangement marks (for a total of 20). The total will now add up to 50
marks to compute total marking score by each delegate
Step 3:
The average of this marking score (out of a total of 50 marks) of all external DOS member delegates will be
calculated. To this will be added the attendance score of outside delegates the institution having maximum
numbers of outside delegates will be given 50 marks, the other institutes will be given percentile score
proportinately to yield the FINAL SCORE for each centre hosting the DOS Monthly Meeting, based on which for
BodhRaj Trophy of best monthly meeting will be awarded.
POINTS TO BE NOTED:
DCRS marking sheets will have details of time in of all delegates & marking sheets according to time of entry will be given to the
delegate upon signing in the attendance register
All delegates will be required to hand in their completed DCRS sheets at the conclusion of the meeting, which will be counted by
DOS staff, checked and signed by head of the institute(/representative) holding the monthly meeting and DOS Secretary
(/President/DOS executive committee representative) & subsequently sealed in their presence.
All centres are encouraged to provide their meeting programme details 4 weeks ahead of their date of programme.
All presenters of case reports and clinical talk are required to submit their presentations to the DOS SECRETARIAT in two weeks
time following the date of the presentation by email ([email protected]) for publication in the monthly meeting korner
section of the forthcoming DOS TIMES issues.
PLEASE NOTE THAT ALL DOS monthly meetings SHOULD commence by 11.0 am sharp. The number of speakers in the Clinical
symposium should not exceed 3
VIOLATION of the recommendations for DOS Monthly meetings will
Result in PENALIZATION of the final DCRS score of the centre
Hence forth only one instution will be dropped from calendar of monthly meeting based on DCRS rating.We
