been lost or stolen. Weddle provided the license plate number, NE 21-296. Weddle
advised that it had been placed on a courtesy vehicle that had been lent to a customer
and was observed days later to be missing. Weddle didn't believe the customer had the
plate. After being contacted by Weddle, the license plate was entered into NCIC through dispatch.

Cape called for an Officer after arriving at his store and finding the front door glass
broken. The glass was not broken out but was spiderwebbed and on closer examination it
appears that someone kicked the glass. The damge is low on the door and there are black

Lacy called for an Officer to report finding a window broken on his home with some slight
siding damage. The window is a basement window on the north side of the home directly
off of the driveway and the siding damaged is the piece above the window. It appears
that either someone may have struck the window with a vehicle or kicked it as there is a
black mark on the remaining glass. Lacy checked the residence and stated that all else
was in order within the home. There was no physical evidence present and there are no
witnesses or suspects at this time.

was able to locate the suspect vehicle at the corner of 19th St and Ave F. Based on
witness information, Units were able to locate the driver who was identified as Jason

route it was learned Jesse was actively engaging in a fight with Marcos Garcia. As I

On January 30th, 2014, Officer Rada was waved down by a lady who lived at 66 Jerry Dr.
She stated there was a man in her driveway. It was the man that we were looking for, he
was very intoxicated and had no place to go. Officer Rada then made a decision to have
him transported over to Scotts Bluff County Detention facility where he would be under
civil protection custody for 6 hours. See supplement for details.

On 01/31/14 I observed Terrance Mokeac driving southbound on 16th Avenue from E.
Overland. I had Mokeac checked for warrants and license suspension. I was advised that
Mokeac had an outstanding local Scotts Bluff County warrant for FTP fines on a DUS case.
Warrant #344284 signed Judge Worden 01/23/14. Mokeac was arrested and taken to the Scotts
Bluff County Detention Center without further incident.

On 01/31/2014 I was dispatched to 116 W. 22nd street regarding a male who was known to
have a active warrant. The male was identified as Mario Herrera. The communication
center confirmed Mario's warrant: See attached DOC #345567 Failure to Pay for possession
of marijuana. Contact was made with Mario and his identity was confirmed. Mario was
arrested, placed in handcuffs, checked for fitting and double locked. Mario was
transported to Scottsbluff County Jail without incident.

On 01/31/14 Alicia Rosas reported vandalism to her vehicle. Rosas advised that an unknown
white male slashed all four of her car tires. Rosas advised that a white male had been to
the home a little earlier asking for her boyfriend. After the male was told the boyfriend
was not home he left. A short while later they found the tires had been slashed.
