It is a wellknown fact that from California to Australia, wildfires strike that brought their path to ash. Hurricanes through wind and rain flooded the city and other places and destroyed properties. The National Oceanic and Atmospheric Organization and the Zebra’s proprietary data revealed myriad resources for us all to know the natural disasters and severe storms. This information will only show how we are going to prepare for any kind of natural disaster that will strike us at any time. The data was relevant to how Americans stood on emergency preparedness and the consequential effects of climate change. Here’s the nationwide survey as of July 2021: (1) Only 18.3% of Americans have set aside an emergency fund to cover damages caused by natural disasters, despite 61.6% of respondents reporting that widespread climate change is increasing the danger posed by natural disasters. (2) Respondents of 52.7% reported that they have concerns about severe weather damaging their homes or cars. (3) Severe weather storms (hail, lightning, high winds) were reported as the number one most concerning natural disaster, with tornados and wildfires reported as second and third respectively. (4) While most 43.9% of respondents have done nothing to prepare for the event of a natural disaster, others have reviewed their home and auto insurance policies to see what is covered (28.8%) and prepared emergency supplies (23.8%). This kind of scenario usually happens to us in our country. The question when making the survey goes like this: What specific have you taken to prepare for a severe storm or natural disaster that could damage your home, items in your home, or your vehicle? (5) Most respondents (57.3%) believe the federal government is not doing enough to reduce the effects of climate change. (6) When asked which item would they first rescue in a natural disaster, most respondents answered pets first (18.3%), family second (10%), and pictures last (5.5%). (7) Over half (57.5%) of all respondents believe that climate change is directly affecting their community. Let‘s review the key statistics and insights from Zebra‘s National Disaster Statistics dated January 21, 2023: (1) Natural disasters affect 218 million people and claim 68,000 lives per year (Center for Research on the Epidemiology of Disasters (CRED). (2) In 2020, 22 of the natural disasters that occurred in the USA cost at least $1 billion in damages and repairs (National Oceanic and Atmospheric Administration (NOAA). (3) Draught affected more than one billion people between 1994 and 2013 (CRED). It shows 52.63 million people were affected per year draught. (4) In the last 25 years, there have been almost 7,000 natural disasters that have killed over 1.35 million people (CRED). It shows 280 natural disasters per year and 54,000 people killed per year. (5) Hurricanes can produce winds higher than 75 miles per hour (NOAA). (6) In 2013, over three days, 343 tornadoes spawned in the southwest USA across 13 states NOAA) (7) Natural disaster losses totaled $74.4 billion in 2020 (Insurance Information Institute (III). Natural disasters kill an average of 60,000 per year globally. The deadliest natural disaster in history was the 1931 Floods in China, killing almost four million people, depending on the source. In 2019, natural disasters helped roughly 11000 people worldwide. The Indian monsoon season floods were the most deadly catastrophe in 2019 with approximately 1,750 reported deaths. Of all the types of natural disasters, hydrological events such as floods - have had the largest effect on humans and the landscape in the last decade. 2019 was the 11th most expensive disaster year in the 21st century. In the same year, the deadliest natural disaster was Cyclone Idai, which hit the African countries of Mozambique, Zimbabwe, and Malawi. Idai killed 1,303 people. Disasters and storms affect areas of extreme poverty most severely high death tolls tend to be centered in low-to-middle income cities and countries without the necessary infrastructure to prevent or combat significant economic upheaval. Man’s Reflection According to (Durrell, 2023), our great ecosystem are like complex tapestries with million of complicated threads, interwoven, and make up the whole picture. He further stated that nature can cope with small rents in the fabric, it can even after a time, cope with major disasters like floods, fires, and earthquakes. The only thing that nature cannot cope with is the steady undermining of its fabric by the activities of man. Life’s Lessons 1. Such man’s attitude towards nature will likewise determine Mother Earth’s attitude towards us. For whatever man did something against her, nature treated them the same way. The philosophy of for every cause there is an effect sounds applicable to our present condition. We need to do the right thing to preserve Mother Nature at all costs. 2. No Need to Resist Citing examples from many powerful typhoons that we experienced like Typhoon Ondoy that devastated the city of Tacloban and other neighboring towns, are providing some lessons not to resist Mother Nature’s power but to just allow things to happen as they are meant to happen. Man’s preparedness cannot do exactly what they want to do but will try to rehabilitate what was lost and rebuild and develop new things for future disasters. 3. Expect Nothing Important lessons were being taught to us when disasters after disasters happened. That important lesson is to expect nothing, meaning that we have to let go of our expectations. Let’s not put ourselves playing Superman, Harry Potter, Batman, Spiderman, and whoever movie heroes we adore cannot help and support us when disasters come. But rather, see on how things should happen, how people should behave, how nature should not be so cruel, and how life should not be so unfair. According to an unknown author, “Let go of expectations and live the life you’re destined for. Peace comes only when we are true to our soul’s nature.” 4. Love for Love During these times of trouble, holding grudges should not be entertained. It will be a waste of time. Instead we have to do the right way for everyone to be safe and at peace with each other and help rebuild the community which was hit by disasters. Knowing how the storm hits us, what matters in life is loving and forgiving yourself. Love those who treated you unkindly and those who love you. Love them, and forget all their faults because life is more beautiful when we see things so wonderful and amazing. John Green said, that “the only way out of the labyrinth of suffering is to forgive. Here goes the saying “Love for Love” not “Tooth for Tooth.” 5. Patience with Prayer Mother Nature’s forces are too much for us to resist. There’s no way to deploy nuclear power whatsoever. Against the forces of nature, it needs powerful prayer. When prayer is done, it can still the water and calm the storm while patiently praying. Then you will learn how to surrender to your Creator and become a patient person, with the other people that surround you, likewise nature and life in general. In this section, Lao Tzu admonished us with his philosophical queries: Do you have the patience to wait till your mud settles and the water is clear? Can you remain unmoving till the right action arises by itself? Conclusion. Our Planet Earth is what we have. Nothing else. Some billionaires tried Mars by spending much. It boils down to money, greed, self-actualization, and whatever you think it is just for fulfilling something unique that nobody has ever done yet. Fine! But what does that do to you when you are called for and report to your Creator anytime? Can you bring all these things? Surely Mother Nature will take all the wealth that you have. The total number of activities for this month was thirteen (13). Here they are: On day 5, We visited Davao at the Mt. Apo via Mindanao Caravan. The usual meet and greet protocol with the officers and members of the chapter was conducted. On day 7, the 7th monthly all-chapter presidents meeting was started at 7:00 P.M. via Zoom. I did the usual inspirational talk in the presence of the chapter officers and members. The following day, (July 8) PSME CaviteCARSIGMA was chartered which started at 8:00 A.M. and ended at 3:00 P.M. It was conducted at the FCIE Locators Hall, Dasmarinas Cavite. Refer to the posted news item. It was also the Cavite Chapter’s General Membership Meeting. The event was successful with your president providing an inspirational message. Your president then proceeded to Cebu City to catch up on the 2nd Cebu General Membership Meeting and Technical Seminar from 1:00 P.M. to 6:00 P.M. It was held at the CTU, Main Campus. See posted event. The 11th Mindanao Regional Conference followed from July 13 to 15 with the daily timing from 7:00 A.M. to 5:00 P.M. It was well attended by delegates from the neighboring chapters and the national officers. The place of event was held at Dottie’s Place, Butuan City. More on the news items are being posted on the regional level. On the 18th of July, a CIAP Document 102 Committee Meeting was conducted at 10:00 A.M. onwards. The place of the event was on the 6th floor, Conference Room, Trade and Industry Building (Main Office) No. 361 Sen. Gil Puyat Avenue, Makati City. Details were posted in the news item. On July 20 to 22, the 9th Luzon Regional Conference conducted their event at the Ginazel’s Hotel Restaurant from 7:00 A.M. to 6:00 P.M. daily for 3 days. Your president provided an inspirational message to the officers, members, and guests who attended. The following day, July 23 it was the Zamboanga Del Norte Chapter Feeding Program. This provided some sort of corporate social responsibility to the community in collaboration with the local government officials. Page 4 GreenPSME Five days later, the PSME-SOK Mid-Year General Membership Meeting was conducted at the Millennium Hotel at the Central Kuwait Downtown in Kuwait City through F2F and via Zoom. Your president was able to relay his inspirational talk via Zoom. Towards the end of the month on the 29th of July, the Makati PSME Chapter conducted their technical seminar at the PSME Headquarters, Scout Bayuran, Quezon City. On the same date, the PSME LPM Chapter’s Mini Exhibit and their 4th Technical Seminar were held from 1:00 P.M. to 6:00 P.M. The location was at the B Hotel, Alabang, Muntinlupa City. Both events were attended by your president. On the last day of the month the 31st, a membership promotion for board takers was launched at PRIME, Manila. Your president was there to grace the occasion. To summarize the whole July activities, we have visited places where chartering of new chapters was necessary to accomplish our mission for this year which is to increase our membership. Your president’s participation in the general membership meeting and regional conferences made his travel and trips significant to boost the officers and members of the chapters in promoting PSME’s vision, mission, values, and philosophies which are embodied in the Constitution and By-laws. Our networking with the government is also a necessity for PSME to carry out its tasks in promoting its quality services and expertise in the field of mechanical engineering to the different government agencies that deal with us in this respect.

Loreto Catalan. The event culminated with a sense of accomplishment and optimism, as Engr. Rolyn E. Beunconsejo, PME, the Cavite Chapter Vice President External, stepped forward to deliver the closing remarks, encapsulating the sentiments of the day and looking toward the promising horizons that the newly formed CarSigMa chapter would undoubtedly explore and conquer in the spirit of mechanical engineering excellence. With an air of significance, the chapter officers were introduced standing as the embodiment of leadership and dedication. They were then entrusted with their roles and responsibilities by the PSME National Vice President for Luzon, Engr. James D. Abarca, who skillfully charged them with the duty of upholding the values and aspirations of the society. A moment of commitment and dedication ensued as the officers undertook the solemn oath of office, a pivotal step towards The Philippine Society of Mechanical Engineers - Cavite Chapter held a momentous event on July 8, 2023, at FCIE Locators Hall in Dasmarinas, Cavite, heralding the chartering and induction of the PSME Cavite CarSigMa, marking a significant milestone as the 143rd local chapter under the PSME umbrella. This newly formed chapter encompasses the vibrant locales of Carmona, Silang, and General Mariano Alvarez. The occasion unfolded with the solemn and revered PSME rites, a ceremonial prelude to the formal proceedings. Following this, Engr. Ricky Dela Cruz, PME, the esteemed president of the Cavite chapter, extended a warm welcome to all attendees, setting the tone for the momentous event. In a truly poignant and impactful gesture, Engr. Jerry D. Asuncion, a distinguished past national president of the PSME, stepped forward as the keynote speaker, delivering a resonant message that left a lasting impression on all present. His insights and wisdom reverberated with the audience, underscoring the significance of the occasion. The momentous 9th PSME Luzon Regional Conference was successfully conducted last July 19-22 at Ginazel’s Hotel and Restaurant, Batangas City with the theme, “Empowering Filipino Mechanical Engineers towards Sustainable GREEN Industry for a Better Philippines.” The conference was hosted by the PSME Batangas Chapter. The 3-day event was attended by mechanical engineers from Luzon. On July 19, 2023, a sports event was held 3 to further strengthen the camaraderie and sportsmanship of the chapter. A golf tournament was conducted at Fernando Air Base Golf Club, Lipa, Batangas and a badminton fellowship game was held at the Batangas Badminton and Fitness Gym Center, Batangas City, respectively. The 2nd day, July 20, 2023, started at 7:00 AM in the morning and all the delegates received a conference kit. To officially open the conference, a ribbon-cutting ceremony was inaugurated and was followed by a tour of exhibits. Engr. James D. Abarca, the overall chairman of the conference and the PSME National VP for Luzon declared the opening of the conference and Engr. Venchito V. Alcantara, the President of the Batangas Chapter delivered the welcome remarks. The National Secretary, then, introduced the National Board of Trustees and the guests. The conference chairman, Engr. Francisco C. Duenas, acknowledge the chapter presidents and the delegates. The National President, Engr. Loreto G. Catalan, gave his message and presented the progress of the organization and VP for Mindanao, Engr. Jeremy T. Aguinea, promoted the upcoming 71st National Convention. The delegates were inspired by the message delivered by the governor of the Province of Batangas , Hon. Bienvido E. Laguesma. Three technical topics were presented during that day: PSME Batangas Chapter hosts the 9th PSME Luzon Regional Conference Topic 1: “Continuous Improvement Engineering” by Dr. Jeffrey F. Singson, PME, PhD Topic 2: “Air Distribution and Air Circulation in HVAC” by Engr. Edgardo F. Florindo Topic 3: “Standard Installation Requirements for Stationary Fire Pump” by Engr. Edwin D. Soriano, PME After the day session, the fellowship night started with an invocation followed by the welcome remarks of Engr, Venchito V. Acantara and the acknowledgment of guests by Engr. Francisco Duenas. Participants enjoyed the rest of the night with various singing performances. The fellowship night was hosted by Engr. Kelvin A. Maranan. On the 2nd day of the event, three technical topics were presented: Topic 4: “6 Phase of Energy Efficiency and Green Projects” by Engr. Vicente Edwin F. Delgado, PME Topic 5: “DOLE Department Order 238 Series of 2023” by Engr. Melanie F. Banayos, PME Topic 6: “6 Phase of Energy Efficiency and Green Projects” by Engr. Simeon P. Turno Aside from the technical topics presented at the conference, an exhibition of products from various companies was also present at the event. They also had the opportunity to do a product Presentation in between the technical topics. To discuss about professional practice, internal affairs, and education, a divisional workshop with three breakout areas was conducted. The workshop was followed by the plenary session discussing the different issues and resolutions raised during the divisional workshop. Afterward, the ceremonial turn-over of the conference was held to acknowledge the host chapter of the 10th Luzon Regional Conference: the Cagayan Valley Chapter. On behalf of the Cagayan Valley Chapter, Engr. Virgilio S. Lacambra delivered his acceptance speech as the incoming conference host. The conference was officially closed by Engr. Francisco Duenas, PME. The conference was a success with over 160 participants from various chapters of Luzon. PSME Cebu South Convenes its 2nd General Membership Last July 8, 2023, the bustling hall of CTU-Main Campus in Cebu was abuzz with excitement as the Professional Society of Mechanical Engineers (PSME) Cebu Chapter hosted its highly anticipated 2nd General Membership Meeting and Technical Seminar. This event, spanning from 1:00 PM to 6:00 PM, promised a blend of insightful learning, knowledge exchange, and camaraderie among the mechanical engineering community. The occasion kicked off with an elegant opening ceremony, where the attendees, comprised of seasoned engineers, young professionals, and eager students, gathered to mark the beginning of a day filled with intellectual enrichment. Engr. Harold B. Bojra, a distinguished figure and the president of the PSME Cebu Chapter, took the stage with an air of authority and welcomed everyone with his opening remarks. Acknowledgement, a gesture of gratitude that fostered a sense of unity, followed Engr. Bojra's opening remarks. Engr. Reynaldo D. Simborio, the chapter's diligent treasurer, stepped forward and warmly recognized all attendees, acknowledging their presence as an integral part of the event's success. This humble acknowledgment laid the foundation for a collaborative atmosphere where all participants felt valued. The event transitioned into its educational core - the technical seminars. Engr. Chammer Jake I. Plaza took the spotlight first. With a captivating presentation, he delved into the intricate details of "Energy Audit in Relation to R.A. 11285 and The Role of Mechanical Engineers." Following Engr. Plaza's engaging session, Engr. Joselito A. Dumdum took the podium, capturing everyone's attention as he shared his wealth of experiences on "DOLE: Technical Safety Inspection." His anecdotes and expertise in ensuring workplace safety left a lasting impression, reminding everyone of the pivotal role that mechanical engineers play in upholding safety standards. Understanding of the topics. This interactive engagement transformed the event into a dynamic platform for knowledge exchange. The pinnacle of the event arrived with the General Membership Meeting, a platform for collective decision-making and strategic planning. Guided by Engr. Alipio N. Bacalso, Jr., a venerable figure in the PSME community and the chapter's past president, the meeting commenced. Formalities were adhered to, including the approval of agendas and the establishment of quorum. The minutes of the previous meeting were read, and participants collectively recollected the progress made since then. The organization committee presented their vision, and the treasurer's financial report provided transparency about the chapter's fiscal health. The chapter president, Engr. Bojra, articulated a comprehensive report on the organization's strides forward, underlining achievements and outlining future plans. With minds abuzz from discussions, ideas, and insights, the meeting reached its closure, leaving everyone with a sense of accomplishment and unity. Engr. Jonathan A. Mirabales stepped forward to deliver the closing remarks. As the sun dipped below the horizon, the 2nd General Membership Meeting and Technical Seminar drew to a close, leaving behind a trail of enriched minds, inspired professionals, and a community ready to face the challenges and opportunities that lay ahead in the world of mechanical engineering. The PSME National Board of Trustees along with the organizers and participants of the 11th MRC encompassed a parade of banners, the entry of National Officers, and the parade of colors. Engr. Edgar D. Guerra, the PSME National VP for Mindanao, officially inaugurated the conference. Engr. Jello A. Mendoza, RME, President of the Agusan Chapter, extended the welcome remarks. The National Secretary introduced the National Board of Trustees and special guests. Engr. Samuel M. Toledo, Jr., PME, the conference chairman, shared his message. Engr. Loreto G. Catalan, the National President, delivered his insights and showcased the organization's progress and Engr. Jeremy T. Aguinea unveiled the upcoming National Convention. Cheryll P. Elicano, CPA, MBA, CESE, the director of PRC-Caraga Region, provided updates from the Professional Regulation Commission. The Mayor of Butuan City, Hon. Ronnie Vicente C. Lagnada, offered an inspiring address. The day continued with a student quiz bowl, dominated by Central Mindanao University. Technical topics on this day encompassed: Topic 5: Engr. Melanie P. Banayos, PME, covered "DOLE Department Order 238 Series 2023." Topic 6: Engr. Edwin D. Soriano, PME, discussed "Standard nstallation Requirements for Stationary Fire Pump." Topic 7: Engr. Roy O. The third day featured additional technical presentations: Topic 9: Engr. Feliciano C. Perater, Jr., PME, shared insights into "Best Practices of an Environmentally Compliant Sugar Mill and Refinery." Topic 10: Engr. Jeremy T. Aguinea, PME, discussed "Operation and Maintenance of Mechanical and Hydraulic Deck Equipment." Topic 11: Dr. Jeffrey D. Singson, PME, PhD, enlightened the audience about "Continuous Improvement Engineering." Topic 12: Engr. Jerry D. Asuncion, PME, delved into "Enhancing Indoor Comfort & Energy Efficiency in Commercial & Industrial HVAC Systems." Topic 13: Dr. Joemarie A. Arib, PME, PhD, presented "Sewage Waste Water Treatment Using Moving Bed Bio Film Reactor." A divisional workshop with three breakout areas delved into professional practice, internal affairs, and education. The subsequent plenary session addressed the various issues and resolutions discussed during the workshop. The conference concluded on a high note with Engr. Jason Z. Doysabas formally closing the event. This position allowed him to apply whatever he experienced with safety, transportation, utilities, and plant mechanical maintenance. He did not end in that office. He was then appointed as a Compliance Manager with the same organization. Due to his good performance in his multifunctions, he was appointed as an Officerin-Charge and an Assistant Vice President for the General Administration Group. The last position that he was assigned as part of being loyal and a true sense of his value to the only company that he worked for his whole life is a Consultant. Currently, that job is his reward. For the PSME office, he was a chapter president for three years of the PSME Bukidnon Chapter. He then joined the national office as National Vice President for Mindanao in 2017, a National Secretary in 2022, and the current Vice President for External Affairs. VPE Jun is the kind of person who wanted to give back to the community what he has and he was with his extra-curricular activities and with a business sideline. He was the Former Chairman of Busco Academy School, the current Chairman/President of BSCLI, Inc., the Officer of the Accredited Safety Practitioner and Pollution Control, and the immediate Former President of the Guardians of the Earth Association. EPM Jun Perater’s short bio notes will focus on four phases such as education, experience, PSME service, and social activities. For education, VPE Jun completed two degrees from the Cebu Institute of Technology now Cebu Institute of Technology University in Cebu City with mechanical engineering and electrical engineering. He received his PRC license in mechanical engineering and later as a registered professional mechanical engineer. For his work experiences, he started as a Gantry Officer of Busco Sugar Milling Co., Inc. He was elevated to a higher position as Chief of the Environmental Management and Safety Officer. He was assigned as a Motorpool Superintendent, then Utilities Superintendent, and a Mechanical Maintenance Superintendent with the same company. VPE Jun was then assigned to the administrative function as Human Resource
ENGR. REX CASIPLE VP for CPM, PSME National Another member of the National Board of Trustees who is a Who‘s Who among the practicing mechanical engineers in our country is Dr. Rex C. Casiple. Based on the summary of his bio notes we have the following data: He is the current National Vice President for Certified Plant Mechanic Affairs. An academician and an officer of CHED Visayas Region, he still has the time to fulfill his work as a National BOT of PSME that focuses on the affairs of the Certified Plant Mechanic. He served as a professor in the Graduate School at the Central Philippine University and the University of San Agustin both located in Iloilo teaching courses in Statistics and Engineering Management. As a CHED Officer, he supervised the education’s engineering programs and served as the Officer-inCharge of the Office of the Regional Director of the Commission on Higher Education Region 6. He is also currently working as the Chief Education Program Specialist at the Technical Division. For his awards and recognition, the Philippine Society of Mechanical Engineers awarded him the following: (1) The Outstanding Mechanical Engineer (TOME) awardee in the field of Government Service, and (2) One of the 70 Platinum Outstanding Mechanical Engineers on October 21, 2022. On the part of the government, he received the following awards: (1) A Leadership Award from the Office of the President of the Philippines in 2003, (2) A Loyalty Award from the CHED Central Office, (3) A Service Recognition Award from the CHED Central Office, and (4) A National Presidential Award in Statistics from the Philippine Statistical Association, Inc. (PSAI). Aside from his academic prowess, Dr. Rex Casiple is a prolific writer, a researcher, and a local newspaper columnist. His being a writer led him to present numerous technical papers with the Philippine Society of Mechanical Engineers. One of these articles was the “Schools Compliance with CHED Technical Panel Standard Requirements for Engineering Education in Western Visayas” presented during the PSME National Convention. As for his advocacy, he strongly promotes the Mechanical Engineering profession by airing and through print media the mechanical engineering education to entering college freshmen in the Visayas and across the Philippines. For his strong position and stand on the CPM profession, he was regarded and known as the “Father of Certified Plant Mechanics (CPM)” in his Region by promoting the said profession as one of the categories in the practice of Mechanical Engineering in the Philippines based on the Philippine Mechanical Engineering Act of 1998.
