Through the years, the PNP Bacoor remained steadfast in its pursuit to provide security and safety to the growing populace. The notable accomplishments of the Bacoor Component City Police Station could be attributed to the strong commitment and the collaboration among each other, including the Local Government Unit (LGU) led by Mayor Strike B. Revilla, who is always ready to provide logistical support for us to fulfill our duty in the anchorage of the "to serve and protect” mandate. The officers and personnel are determined to reduce the 8 focus crimes that threaten the security and safety of the citizens, and if unavoidable, we seek cooperation from the Barangay and the community concerned stakeholders to mitigate these crimes. Annual Report 2023 GENERATED LOGISTICAL RESOURCES UNDER PEACE AND ORDER PUBLIC SAFETY PLAN (POPS PLAN) January 2023, the Bacoor City LGU provided valuable logistical support to this station. The support included 6 desktop computer sets amounting to PHP 324,000.00, 3 Epson printers valued at PHP 115,500.00, 2 webcams worth PHP 21,000.00, 1 computer speaker valued at PHP 1,495.00, and 1 keyboard worth PHP 890. P R O C E S S E X C E L L E N C E On December 4, 2023, at around 1 o’clock in the afternoon, this City Police Station led by PLTCOL JOHN PAOLO V CARRACEDO in coordination with Cavite Provincial Intelligence Unit and Cavite Provincial Forensic Unit headed by PLTCOL OLIVER B DECHITAN initiated the conduct of 4th Quarter Mandatory Drug test to all its PNP Personnel. The said activity ended with a total of one hundred ninety-one (191) PNP Personnel undergone the said Drug Test CONDUCT OF DRUG TEST NEUTRALIZATION OF PARUNGAO DRUG GROUP The Bacoor PNP dismantle the Parungao Drug Group operating in the city, the neutralization of the group will decrease drug supply in the city. 5

Mambog 2, Bacoor, Cavite personnel of Bacoor CPS conducted Anti-Illegal Drug operation that resulted in the arrest of Aljim Islam y Epil @ali (listed as sli), John Duran y Malunes (listed as SLI) and Van Jasper Gejon y Matalubos (listed as SLI) suspects who were caught in selling one (1) pc HSTPS containing suspected dried marijuana leaves to a police that act as poseur buyer in exchange for Php300.00 buy-bust money. Following confiscated pieces of evidence from the suspects possession together with the buy-bust items: 1. Six (6) pcs zip lock MOL 500 grams containing suspected marijuana leaves; 2. Two (2) pcs plastic wrapped containing suspected marijuana leaves; 3. Three (3) pcs of Php 300.00 bill (Marked money); 4. Two (2) cellular phone; 5. P220 pesos recovered money; 6. These operations resulted in the confiscation of 7,453.09 grams of shabu with an estimated street value of PHP 50,681,012.00 and 39,441.53 grams of marijuana with an estimated street value of PHP 7,888,306.00. Molino 3, Bacoor Cavite DEU operatives of Bacoor CPS conducted an Anti-Illegal Drugs operation that resulted in the arrest of Jan Rolando Carlos @Janno (HVI), Lamberto Angeles (HVI), Vincent Pateño (HVI) and Macky Natividad (HVI) suspects who were caught in the act of selling one (1) pc self-sealing ziplock containing suspected marijuana to police that acted as poseur buyer in exchange for a worth of Php 500.00 buy-bust money. The following pieces of evidence were confiscated from the suspects possession together with the buy-bust item: 1. Seven (7) pcs self-sealing transparent bag or ziplock containing suspected dried marijuana leaves weigh MOL 700 grams w/ DDB value of Php 84,000.00 2. Three (3) pcs self-sealing ziplock containing suspected marijuana kush weigh MOL 25 grams w/ estimated DDB value of Php37,500.00 3. One (1) pc 500-peso bill buy bust money. 4. Following confiscated pieces of evidence from the suspects possession together with the buy-bust items: 1. Thirty Eight (38) pcs taped sealed plastic sachet MOL 38 kilos containing dried marijuana fruiting tops with estimated value of Php 6,700,000. 2. P R O C E S S E X C E L L E N C E CONFISCATION OF 105 GRAMS OF SHABU At about 8:50 P.M. of December 16, 2023, Operatives of Bacoor CPS DEU at conducted Buy-bust operation under PDEA Pre-ops Nos. 10005-122023-0521 that resulted in the arrest of ZYRINE KUAN a.k.a. BALOT and ARIEL DEBESMI a.k.a. AKI. The evidence recovered during the operation are the following. 1. One (1) piece knot-tied transparent plastic bag and three (3) pieces heat-sealed transparent plastic sachets each containing alleged shabu with an estimated weight of 105 grams and Standard Drug Price of Php 714,000.00. 2. One (1) piece genuine 500 peso bill with serial no. KG644958 incorporated with fake one thousand peso bill (Buy bust Money) 3. Black coin pouch containing identification card; and 4. One (1) cellular phone Campaign Against Illegal Gambling: In CY 2023, this station conducted a total of 128 operations, leading to the arrest of 470 suspects. These operations also resulted in the confiscation of PHP 65,018.75 in betting money, 18 fighting cocks, and assorted gambling paraphernalia. 8


Annual Report 2023 Campaign Against Loose Firearms: In the pursuit of addressing loose firearms, this station conducted 29 operations in CY 2023, leading to the arrest of 27 suspects. The operations resulted in the confiscation of 13 pieces of caliber 38, 8 improvised firearms, 6 caliber 45 pistols, and 2 caliber 380 pistols. Additionally, 1 caliber 22 firearm was confiscated. Furthermore, this station successfully deposited 100 expired firearms under the Revitalized Katok program. Bacoor Component City Police Station I I I . P R O C E S S E X C E L L E N C E I I I . P R O C E S S E X C E L L E N C E Campaign Against Wanted Persons: In the campaign against wanted persons in CY 2023, this station achieved notable success. The apprehensions include 25 Most Wanted Persons at the Regional Level, 68 at the Provincial Level, and 12 at the City Level, totaling 105 Most Wanted Persons. Additionally, 221 other wanted persons were successfully arrested, bringing the total to 236 wanted persons apprehended. 9


Annual Report 2023 CRIME SITUATION Comparative Crime Statistics 2022 vs 2023 Bacoor Component City Police Station For the crime volume, index crimes recorded 195 for CY 2023, showing a significant decrease compared to 309 for CY 2022, reflecting a reduction of 114 incidents or 37%. Similarly, nonindex crimes recorded 1,106 for CY 2023, down from 1,355 in CY 2022, indicating a decrease of 249 incidents or 18%. On the other hand, public safety index crimes recorded 2,655 for CY 2023, compared to 2,373 for CY 2022, revealing an increase of 282 incidents or 12%. I I I . P R O C E S S E X C E L L E N C E The crime clock for CY 2023 reveals notable patterns in incident occurrences. The data indicates that incidents mostly transpired during the early morning hours, specifically from 2 AM to 4 AM, and during the evening hours from 7 PM to 9 PM. Crime by Day The crime by day table for CY 2023 highlights specific trends in incident occurrences. Saturday ranked highest with 33 cases, closely followed by Wednesday with 32 cases. Sunday and Thursday both recorded 27 cases, while Friday had 28 cases. Tuesday recorded 25 cases, and Monday recorded the least with 23 cases. 11

P R O C E S S E X C E L L E N C E The data reveals that Barangay Habay 2 ranked number 1 with 22 cases, followed by Barangay Molino 3 with 19 cases. Additionally: Barangay San Nicolas 3 recorded the highest incidence of murder with 10 cases. The Barangays of Zapote 2 and Tabing Dagat recorded 1 case each for murder. For rape cases, Barangays Bayanan, Molino 4, Zapote 2, and Zapote 5 recorded 2 cases each. For physical injury, Barangay Molino 3 topped the list with 4 incidents. In theft cases, Barangay Habay 2 had the highest count with 19 cases. For robbery, Barangay Molino 3 ranked highest with 3 cases. In carnapping of motorcycles, Barangay Molino 3 recorded 2 cases. For carnapping of motor vehicles, Barangays Habay 1 and Niog 3 recorded 1 case each." 12

P R O C E S S E X C E L L E N C E The crime trend analysis for the three chiefs of police with an average of 16 cases, offers valuable insights into their respective tenures: PLTCOL RUTHER D SAQUILAYAN: Over a span of 142 days, recorded 59 cases, indicating a consistent level of incidents during this period. ·PLTCOL JESSON BOMBASI: Throughout 148 days in office, oversaw a higher volume of cases, totaling 104, reflecting the dynamics of crime during this tenure. PLTCOL JOHN PAOLO CARRACEDO: In the 74 days of service, managed 32 cases, showcasing a specific pattern of incidents during this relatively shorter timeframe. 13

C O M M U N I TY At around 5:00 in the morning June 22, 2023, personnel of this station under the direct supervision of the PLTCOL JESSON V BOMBASI conducted security assistance during the said activity. Ram Revilla, Provincial Board Member • City Officials • Mr. Patrick Joseph Lee, National Commission of Culture and Arts; • PCOL ROEL C RODOLFO, Deputy Regional Director for Operations PRO4A • PCOL CHRISTOPHER C OLAZO, PD Cavite PPO • PLTCOL JACK E ANGOG, DPDO Cavite PPO • PLTCOL JESSON V BOMBASI, OIC Bacoor CCPS. PLEBISCITE ON THE BARANGAY MERGING OF BACOOR CITY To ensure orderly and peaceful conduct of the Plebiscite on the Barangay Merging of Bacoor City on July 29, 2023, in coordination with the AFP counterparts and other line agencies of the government deputized by the COMELEC. be informed that this Office has undertaken the following activities/security preparations to ensure a safe, secured, and peaceful Plebiscite for Bacoor City. 16


Annual Report 2023 a) A series of coordinating conferences had been conducted as part of the security preparation; b) On June 28, 2023, Bacoor CCPS in close coordination with Cavite PPO, AFP counterparts, BFP, BDRRMO, and Force Multipliers established one (1) COMELEC checkpoint located at Longos, Brgy Zapote 5 and 3 Border Control Points as guided by COMELEC Resolution No. 10195 and strict implementation of IATF Guidelines and COMELEC Gun Ban; c) The RHQ Red Team and Cavite PPO conducted Red Teaming Operations/inspection to deployed personnel at the established checkpoints and polling precincts; and d) The Bacoor PNP conducted Simulation Exercises and Operational Test for the scheduled plebiscite. On July 28, 2023, at around 8:00 in the morning personnel of this station led by the undersigned conducted a pre-deployment briefing on the transport of election paraphernalia on twenty-two (22) polling precincts. At about 7:00 AM on the same date, voters from different polling centers started to cast their votes, and detail personnel provided security assistance to ensure peace and order inside and outside the polling centers. Likewise, thirty-one (31) Body Worn Cameras (BWCs) were utilized in twenty-two (22) polling centers for realtime monitoring through the Command Center, Provincial Command Center, and PRO 4A Regional Command Center. The casting of votes ended at exactly 3:00 PM on the same date. At about 12:00 NN of July 29, 2023, personnel of this station led by POLTCOL JESSON BOMBASI conducted a pre-deployment briefing of all personnel to be deployed during the Plebiscite. Present during the said activity were PLTCOL JUAN P ORUGA, DPDO, PLTCOL JACK ANGOG, Force Commander, and PMAJ ERNESTO R CHAVEZ, AC, POMU. Likewise, the Advance Command Post was established at 161 Building, Brgy Talaba 4, Bacoor City, and the Command Post at Legislative and Resilience Building, Bacoor Government Center, Brgy Bayanan, Bacoor City. Annual Report 2023 At around 8:26 in the morning, COMELEC Chairman George Erwin Garcia, Commissioner Socorro B. Inteng, and party conducted an inspection at Talaba Elementary School, Brgy Talaba 4, Bacoor City. The group was welcomed by the undersigned. The group proceeded to Maliksi Elementary School, Brgy Maliksi 1, and conducted routine inspections. At around 9:30 in the morning PBGEN CARLITO GACES Regional Director PRO4A, PCOL ROEL RODOLFO DRDO and PCOL CHRISTOPHER OLAZO, PD, Cavite PPO arrived at Poblacion Elementary School, Brgy Tabing Dagat, Bacoor City. The VIP proceeded to Bacoor Elementary School, Brgy Alima to conduct an onsite visit. At around 9:45 in the morning polling inspection and visit of Chairman Garcia and Commissioner Inteng ended and went back to Fynn Hotel. PBGEN GACES and the party went to the Legislative and Resilience Building, Bacoor Government Center, Brgy Bayanan, Bacoor City for the viewing and monitoring of body worn cameras at 22 polling centers. At around 11:06 in the morning PBGEN CARLITO GACES and party went to perpetual Village V, Brgy Real II to witness the casting of votes of Senator Ramon “Bong” Revilla Jr., Congresswoman Lani Mercado Revilla, Congressman Bryan Revilla, Agimat Partylist, City Mayor Strike B. Revilla, Vice Mayor Rowena Bautista-Mendiola and the City Council. At around 12:05 in the afternoon the group went to Max’s Restaurant, Barangay Habay 2 for lunch. Afterwards, at around 1:49 in the afternoon PBGEN CARLITO GACES Regional Director PRO4A, PCOL ROEL RODOLFO DRDO, and the party left the Bacoor AOR. At around 1:50 in the afternoon, PCOL CHRISTOPHER OLAZO, PD Cavite PPO, PLTCOL JESSON BOMBASI, OIC Bacoor CCPS went back to Command Center for the monitoring. At around 6:19 in the evening, PBGEN CARLITO M GACES went back to Legislative Building to witness the canvassing activity. At around 7:25 in the evening, Commissioner Aimee Ferolino, Atty. Mitzele Veron L. Morales-Castro, Provincial Election Supervisor and Atty. Jastine Marine Dela Cruz arrived at Legislative Building for the start of canvassing. At around 12:03 in the morning July 30, 2023 the En Banc proclaimed the plebiscite on the barangay merging won with a total garnered of 29,285 votes for Yes and 2,994 votes for No. In conclusion, the activity was generally peaceful and no election-related violence transpired on the whole duration of the plebiscite due to early preplebiscite planning done by this Office and continuous monitoring and inspection of personnel from the regional down to station level were implemented which guaranteed that all personnel deployed performed respective tasks/duties properly. A total of 248 PNP personnel complimented by 9 personnel from Philippine Army, 20 BJMP, 17 BFP, 20 BDRRMO, and 110 Force Multipliers were utilized to provide security and other public safety services for the duration of the plebiscite. Jastine Marie Dela Cruz conducted orientation of deployed personnel at 41 polling centers held at Bacoor Component City Police Station Brgy Bayanan, Bacoor City At around 1:00 in the afternoon October 25, 203 PMAJ AMADEO BABY ESTRELLA III, Deputy Chief of Police attended the Final Command Conference on Barangay and Sangguniang Kabataan 2023 graced by Atty. Jastine Marie Dela Cruz, Election Officer Bacoor held at Strike Multipurpose Hall, Bacoor Government Center, Brgy Bayanan, Bacoor City. The discussion focused on the deployment plan of this station in BSKE 2023, assessment, contingency plan and dispatch of official ballots from Treasury Office to polling center and vice versa. The activity ended at around 3:00 in the afternoon. On October 6, 2023 this station led by PMAJ AMADEO BABY P ESTRELLA III conduct coordination with the office of the COMELEC regarding the composition of the City Kontra Bigay Committee 19

C O M M U N I TY On October 19, 2023 the Bacoor PNP in coordination with BDRRMO and PIO Bacoor conducted a simulation exercise on Lightning Rally as a contingency plan in case a violent protest erupts after the BSKE 2023. On October 26, 2023 this station established City Election Monitoring Action Center (CEMAC) at 5th Floor Bacoor Legislative and Resilience Building, Bacoor Government Center, Barangay Bayanan, Bacoor City. Conduct of COMELEC checkpoints/chokepoints: This station established one (1) COMELEC Checkpoint at Brgy Mabolo, Bacoor City Cavite in line with BSKE 2023. 20

COMMUNITY Provide security assistance during the conduct of Oplan Baklas by the COMELEC Conduct of send-off ceremony of forces and resources: At around 6:00 in the morning PLTCOL CARRACEDO together with personnel from Cavite PPO, NHQ, Regional Office, BFP, BJMP, BDRRMO and DEPED conducted sendoff ceremony for the deployed personnel for security for 41 polling centers in the city of Bacoor. A total of 86 PNP personnel, 4 BJMP, and 2 BFP personnel with a total of 92 personnel were deployed for the security of BSKE 2023. Hence, personnel from DEPED discussed the preliminaries for the election 2023 such as dispatch of official ballots and designated DESO. The OIC Bacoor CCPS reminded detail personnel to ensure the overall peace and security before, during and after the BSKE 2023. 21

C O M M U N I TY Security coverage of polling centers: The Bacoor PNP deployed personnel on 41 polling centers in the city to ensure the security before, during and after the casting of votes, as well as the proclamation of candidates. Security coverage of Provincial/City/Municipal BOC and proclamation of winning candidates (Barangay Captain, Barangay Councilors, SK Chairman and SK Councilors): This station provided security assistance during the proclamation of winning candidates on BSKE 2023. 22

C O M M U N I TY This station took proactive measures to enhance security by provided police assistance during the Dawn Mass in the city. Collaborating with BFP, BJMP, BTMD, Barangay officials, and force multipliers, the Bacoor PNP ensured the overall peace and tranquility in the vicinity of churches. Bacoor PNP wounded during the service of warrant of arrest, suspect neutralized Security Assistance during Simbang Gabi 2023 On December 7, 2023, Bacoor PNP personnel undertook an operation targeting a wanted person, which resulted in an armed encounter leading to the neutralization of the suspect. 23

C O M M U N I TY Posting of Emergency Hotlines in Establishments within AOR with a total of 1,825 The Bacoor PNP assist the Barangay for the drug clearing operations focusing on 10 Barangays subject for clearing. The Bacoor PNP consistently engages in citywide clean-up drives, collaborating with Barangay and the local government unit (LGU). These joint efforts have resulted in a total of 14 activities aimed at maintaining cleanliness and fostering community involvement. 24

C O M M U N I TY The Bacoor PNP participates on different activities scuh as Medical/Dental outreach program, distribution of food packs, feeding program and bloodletting. For the period covered, 810 Dialogues on different topics such as on Anti-Criminality, Campaign on eight (8) Focused Crime and Anti-Illegal Drugs, which were participated by 3,500. 25

C O M M U N I TY Through My Brother’s Keeper, with Bacoor City Transformation Office, the squad has conducted weekly meetings to assess each other spiritually with a total of 52 session. Personnel of Bacoor CCPS donated school supplies and participates in the different schools within AOR during Brigada Eskwela 2023. 26

C O M M U N I TY 27 Curious Owl Learning Center conducted educational visits at some local government offices here in Bacoor City, Cavite on November 17, 2023, for their pre-school program for kids 2-4 years old as part of the curriculum. One of the local government offices they visit is the Bacoor Component City Police Station headed by PLTCOL JOHN PAOLO V CARRACEDO, Officer-in-Charge of this station. During their visit, PLTCOL CARRACEDO warmly welcomed the teachers, parents, and children and had a dialogue to give insights about the roles, duties, and responsibilities of the police officers in maintaining the peace and order situation, especially in the City of Bacoor. He discussed the functions of the PNP as one of the law enforcement agencies that enforce and implement laws, prevent and control crimes, and ensure public safety for a better place to live, work, and do business.


This station generates locgistical support from the Bacoor LGU and Stakeholders to enhance quality service of Bacoor PNP.
