Additional Ways to Support Your Scholarship Fund! Give Later Through Your Will or Living Trust You can support our scholarship fund by including a gift in your will or living trust as beneficiary for a specific dollar amount or a percentage of your estate or a noncash asset, such as real estate or artwork. Equally important, wills and living trusts allow you to retain control of your finances should you ever wish or need to make a change due to life circumstances. By notifying us of your bequest now, we can provide assistance to ensure that the University is able to carry out your specific intentions after your lifetime. Below is suggested wording to share with your legal counsel: I give to the University of Maryland College Park Foundation, a charitable organization [Tax ID: 52-2197313] located at 4603 Calvert Road, College Park, MD 20740 [insert $ amount, percentage of residuary estate, or otherwise name gifted assets] for the Phi Sigma Kappa Scholarship Fund for its general educational purposes. Give Now and Receive Income for Life A gift annuity is a simple, popular charitable life-income arrangement by which you can support our scholarship fund and receive fixed-income payments for life. Your annuity payment depends on your age(s) and the gift amount to establish the annuity. Our minimum age is 60, and it can be funded with cash or appreciated securities. A portion of the annuity payment is tax-free, and you can claim a charitable tax deduction in the year you make your gift. And, if you don't need income right away or are younger than 60, you can defer your payments by one or more years and receive larger payments and a larger tax deduction. How It Works 1. Transfer cash or other property to the University of Maryland, with designation for the Phi Sigma Kappa Scholarship Fund 2. The University of Maryland agrees to make payments for the life of one and up to two annuitants (payments are backed by our entire assets) 3. The balance of the transfer inures to the Phi Sigma Kappa Scholarship Fund upon the passing of the annuitants Benefits Payments for life that are favorably taxed 1. When gift is funded with cash, part of payment will be tax-free 2. When gift is funded with appreciated property, part will be taxed as capital gain, part will be tax-free, and part will be taxed as ordinary income Federal income-tax deduction for a portion of your gift Your gift will provide generous support for the Phi Sigma Kappa Scholarship Fund Next Steps Read a detailed description of this gift: https://umd.giftplans.org/index.php?cID=91 Contact us to learn more about this gift plan or other options: https://umd.giftplans.org/index.php?cID=126 Receive a personal calculation of this gift: https://umd.giftplans.org/index.php?cID=138 Request an eBrochure with more information: https://umd.giftplans.org/index.php?cID=148&broch4=checked For additional information, please contact: Ed Kenny at UMD: 301.405.0322 or [email protected] STEP 2 The University of Maryland College Park Foundation makes fixed payments to you and/or another beneficiary starting now STEP 3 Remainder to the Phi Sigma Kappa Scholarship Fund Phi Sigma Kappa Scholarship Fund Donor STEP 1 You give the University of Maryland College Park Foundation a gift of cash or property (and receive an income-tax deduction) December 2023 The THIRD DEGREE 49

How will receiving this scholarship, fellowship, or award positively impact your life? Obviously, there is a financial stress that comes with attending a prestigious University such as UMD. This scholarship not only demonstrates to myself and my peers the solid work that I have put in, but it also affords me the opportunity to focus on being the best person I can be and staying academically and socially strong now that I have some of that financial stress lifted. Please tell us about yourself and your Maryland experience: I joined Phi Sigma Kappa in the Spring of 2023. I quickly became an active member of their organization by becoming Athletics Chair and being elected as Treasurer shortly after. Joining Phi Sigma Kappa has blessed me with friendships and opportunities that I will forever cherish, and it is easily the best decision I've made in my college career. Academically, I have stood out as a top Accounting student and I plan on doing the Plus One Program to obtain my masters and reach the 150 credits needed to take the CPA Exam. What do you hope to accomplish after you leave the University of Maryland? After I graduate, I would love to work for one of the Big 4 Accounting Firms. I am not quite sure what my future holds, but I continue to take on challenging internships with different CPA firms and I would like to work my way up to a high position in a firm that recognizes the good work I put in. Why did you decide to enroll at University of Maryland? My dad attended the University of Maryland. I have always been a huge fan of Terps Football and Basketball. It was a really easy decision when I was accepted into UMD. The campus is beautiful, and this was really my only choice at the end of the day. What are you most proud of as a Terp? I'm proud of the vast amount of opportunities that are provided by the campus. There really is a place for everyone to fit in, and it just goes to show why Maryland is an extremely diverse school, and whyeveryone has a smile on their face when you walk the campus. Dear Mr. Criscuoli, My name is Nicholas Condrasky, and I am a Junior Accounting Major here at the University of Maryland. Joining Phi Sigma Kappa was the greatest decision I have ever made. I would be lying if I said that this scholarship was the best thing they've offered me, because truthfully the brotherhood and home that I have found here has been priceless. I have stood out as an Accounting student here at UMD. Last semester, I was able to meet the President of the American Institute of CPAs because of my exceptional performance in Accounting I and II. The following summer, I completed my first internship at Myers & Stauffer LC, where I performed audits on nursing homes around the country. This Payroll-Based Journaling (PBJ) project was brought up by President Joe Biden in his State of the Union Address, which I found particularly interesting, and honored to be able to work on it. This scholarship is something I am so grateful for because it allows me to continue to bond with my brothers and lead by example without having the concern of tuition and other costs in the back of my mind. I cannot express enough gratitude to Phi Sigma Kappa for recognizing my commitment to this Chapter and the University. Your amazing contribution to my education motivates me to continue to work hard, and make my family, friends, and brothers proud. After I graduate, I plan on doing the Plus One Program and continuing my education so that I can sit for the CPA Exam. This scholarship helps me continue to take these steps in my education and career, and I look forward to the bright future I have ahead. Sincerely, Nicholas Condrasky Meet the ‘23 - ‘24 Scholarship Winners! How will receiving this scholarship, fellowship, or award positively impact your life? As many students attend The University of Maryland, student loans are a constant worry. I am in no different situation than these students. Albeit fortunate enough to be able to receive student loans to attend university eventually they must be paid back post-graduation. Receiving this scholarship will help me to pay off these loans earlier and reduce the interest that occurs on them. The earlier that I can begin to pay back these loans, the less money will compound together to pay as I pass graduation. I intend to put the awarded value directly to student loan debt. Please tell us about yourself and your Maryland experience: I have had a fantastic time at the University of Maryland. Becoming a terp in August of 2021 was an exciting time for me, I joined so many clubs and organizations. In spring of 2021 found my home at Phi Sigma Kappa. I made many of best friends through my fraternity, and can thank it for countless experiences. Since becoming President of my fraternity I have had so many wonderful adventures. What do you hope to accomplish after you leave the University of Maryland? After leaving the University of Maryland I hope to work in the tech industry as either a Data Scientist or Software Engineer. I hope to be successful in my field and grow quickly throughout the company I join. I plan on working on projects that have great meaning and impact on the world, so I may positively affect it. Why did you decide to enroll at University of Maryland? I decided to enroll in the University of Maryland for a few reasons. First the renowned computer science school was of great interest. Being listed as a top-10 university for computer science, and having the professors and teachings to back it up, I couldn't say no. Additionally, the beautiful campus caught my eye the day I stepped foot on it. Having plenty of green grass and space to be outdoors was extremely appealing. Finally, knowing that I wanted to join Greek life when attending a university, UMD's large and diverse Greek life experiences drew me towards coming here. What are you most proud of as a Terp? As a terp I am most proud of the impact that I have had in the Greek life community at UMD. I would like to say that I have positively impacted the lives of not just the members of my chapter, but others throughout Greek life at UMD. From Alumni and staff to active members, I have tried my best to communicate and take action to leave the space better than I arrived in. Dear Mr. Criscuoli, I am writing to express my sincere gratitude to you for choosing me as a recipient of the Phi Sigma Kappa Scholarship. Thank you so much for this Award! I am Computer Science and Statistics dual degree with specialization in Data Science. Currently in my Junior year, I still have some time left to go. I am hoping to join the University of Maryland +1 accelerated business masters program soon as well! I joined Phi Sigma Kappa in the Spring of 2021, and have served as its president since October of 2022, and I am excited for the remainder of my term. I really appreciate all the Eta Alumni Association has done to put the scholarship together. I am forever grateful to receive this award and be a part of such a great organization. Being president of Phi Sigma Kappa has not been an easy adventure, but I would not trade it for anything. The invaluable skills and experiences that I have learned through this role will stay with me for my lifetime. Receiving this scholarship is an amazing example to all members of our fraternity of all it has to offer, and a reminder of why we do what we do. Thank you again for choosing me as a recipient of The Phi Sigma Kappa scholarship. I will never forget your generosity and kindness. Sincerely, Parker Homann Parker Homann Major(s): Computer Science & Statistics Projected Graduation Date: May 2025 Hometown: Holland, Pennsylvania December 2023 The THIRD DEGREE 51

How will receiving this scholarship, fellowship, or award positively impact your life? Receiving this scholarship will allow me greater financial security during my last year of my undergraduate degree. I have taken semesters off in the past two years for a paid co-op position that will allow me to pursue my cybersecurity dreams after graduation. When I am at school, I am not being paid. Both of my majors have extra fees on top of normal tuition and I still have to cover the costs of books and groceries. This scholarship will allow me to finish my year strong and confident ready to take on my budding cyber security career. Please tell us about yourself and your Maryland experience: Due to Covid and my co-op position, my time at University of Maryland has not been typical. I've prevailed through online education and taking extended breaks in my education. Despite these factors, I have done my best to be an involved and active member of the UMD community. I am a member of Phi Sigma Kappa fraternity, and in my time with the chapter I have served as the recruitment chair and the philanthropy chair. I have been fortunate enough to be a member of the University of Maryland Lab Band, which has enriched my musical experience on campus. In regards to my co-op position, I have been working for the Department of Defense training for a full-time position in cybersecurity since the fall of 2021. These efforts have landed me an offer post graduation which I have accepted. Finally, I have been working on a computer science capstone project in CMSC435. My group and I are developing a virtual robot and accompanying game for the Neuromotor Control and Learning Laboratory here on campus. What do you hope to accomplish after you leave the University of Maryland? After leaving the University of Maryland, I will be continuing my career as a cybersecurity professional. I have been accepted into a full time program with the Department of Defense to hone in my cyber skills. I have a desire to keep the nation safe from cyber terrorism and malicious online actors, and I feel this is the best possible way to accomplish that goal. Why did you decide to enroll at University of Maryland? I decided to enroll at University of Maryland because it was the best place for me to grow academically and as a person. There is no better school to study computer science, and I knew I would be set up with all the tools I need to succeed post graduation. Additionally, my mother is a Maryland alum and has always expressed a deep love for her alma mater. The friends that she made in college are still her best friends to this day. I wanted to have that same experience and to one day hopefully pass that feeling on to my own children. What are you most proud of as a Terp? I am most proud of my community. There were many times that the only way I was able to get through some difficult semesters were because of the support group I had around me here on campus. Even after my time living on campus is over, my group is so close-knit that I know they will have my back for the rest of my life. Just in the way that my mom has kept her college friends close, I intend to do the very same thing. Dear Mr. Criscuoli, I would like to extend my sincerest thank you for rewarding me with the Phi Sigma Kappa Scholarship. If you do not already know, my name is Michael Gardiner and I am a senior at the University of Maryland. I double major in computer science and Jazz Saxophone Performance and anticipate graduating in May 2024. This scholarship has made it possible to continue my involvement with many different organizations across campus. My time in Phi Sigma Kappa has been nothing short of a blessing during my time here at University of Maryland. I have made lifelong friends and connections with the Meet the ‘23 - ‘24 Scholarship Winners! ‘22 - ‘23 Scholarship Winners! brothers both older than me and in my pledge class, so it is only right that I give that same experience to the newer members. That is why I have taken on the important role of being the recruitment chair for multiple semesters and help train younger brothers on how to fulfill the role. The support I receive from my brothers allows me to pursue other opportunities around campus and in advancing my career. I perform in one of the jazz bands on campus and am also working on a capstone project to virtualize a robot for the Neuromotor Control and Learning Laboratory to use in research papers. Outside of campus I participated in a co-op program with the Department of Defense working in the cybersecurity field. After finishing the program this past summer, I will be going back to work for them full time after graduation. I would not have the time or energy to pursue these opportunities if I had to worry about how I could afford everything. This scholarship has allowed me to get the most out of my time and the University of Maryland and I am deeply thankful for your investment in my future. Once again, I want to thank you for your generosity in providing me with this scholarship. It means the world to me that I am able to contribute back to the UMD community in return for all it has given me. Your selflessness to both your fraternity and alma mater is inspiring and I hope to one day pay it forward. Sincerely, Michael Gardiner Dear Joseph Criscuoli, I would like to thank you for taking the time to look out for the youngins of Phi Sigma Kappa. It has been a pleasure being a part of Phi Sigma Kappa this past semester and I wouldn’t trade it for the world. The amount of valuable skills I have learned that I can take with me after graduation would have never been possible without PSK’s help. I seriously appreciate you helping my family and I out by donating to the Phi Sigma Kappa Alumni Fund. I hope this note find you well and in good spirits. Happy Holidays and Thanks again, Ryan Lomax Ryan Lomax Hometown: Edgewater, Maryland As a senior and former Treasurer of the Phi Sigma Kappa Eta Chapter, the recent scholarship bestowed upon me by the esteemed alumni illuminates the profound impact of community and generosity. The Phi Sigma Kappa Eta Chapter alumni exemplify the unwavering dedication to nurturing future leaders. Their commitment, extending beyond graduation, speaks volumes about the enduring spirit of brotherhood and the ethos of empowering each member to achieve their utmost potential. This scholarship embodies more than financial aid; it signifies a torch passed down, igniting aspirations and fortifying the belief in one’s capabilities. It’s a testament to the profound bond that exists within our fraternity—a continuum of support that transcends time and space. As I navigate my final year, this scholarship not only eases the burden of academic expenses but also serves as a reminder of the undying support of the Phi Sigma Kappa Eta Chapter family. I am profoundly grateful for their benevolence, which reinforces the ethos of unity, service, and lifelong camaraderie within our cherished fraternity.” Daniel Siino Hometown: Morristown, New Jersey December 2023 The THIRD DEGREE 53

A Special Invitation from Joseph E. Criscuoli ‘82 President Eta Alumni Association There certainly was a surprise for the elected officers of the Eta Colony and Chapter during the re-chartering event held on March 12, 2011. Several months earlier, the Executive Committee of the Eta Alumni Association of Phi Sigma Kappa had adopted a legacy "Eta Alumni Pins Program." The program, developed and proposed by Robert G. "Bob" Pemberton, Class of 1958, and expertly administrated by then-First Vice President Wayne H. Bethards, Class of 1959, called for jeweled Phi Sigma Kappa fraternity pins, donated by alumni of the Eta Chapter, be outfitted with jeweled “Eta” guards and presidential dangles, and be used to establish an award or awards for those Active Members in recognition of their outstanding performance as an officer of the chapter. Brother Pemberton promoted the program via outreach by phone and committed to donations of a minimum of 17 pins to launch the program. Our hope was that the program would be sustainable over time so that it could become a traditional recognition element and an important part of the installation of officers ritual. At the re-chartering event, each newly-minted Eta Brother who had held elected office during the time when Eta was a colony was presented with a jeweled pin and guard as well as the dangle appropriate to his office. Where possible, the presentations were made by the donors themselves. In other cases, prominent Eta Alumni stood in as presenters for their absent Brothers. It was a very special and moving part of the re-chartering event. The Eta Alumni Association wants to present each newly-elected chapter president with a donated jeweled pin and guard, along with the presidential (gavel) dangle. Where the donor did not have a jeweled guard and/or presidential dangle, the association can purchase these in order to ready the pin for presentation So, our inventory is now just two pins, so we are in need of additional jeweled pins for future presentations. Perhaps you have a jeweled pin that you would like to donate to this program? The program also calls for the pins that are to be awarded be accompanied by a short biographical sketch of the donor. If you would like to donate your Phi Sigma Kappa pin, our current inventory could really use your help. Please complete the donation form that follows this page and mail it with your jeweled pin to our Alumni Association. Donated pins will be inventoried, jeweled guards and presidential dangles will be purchased by the alumni association and the pins will be securely stored by the Eta Alumni Association until the time of their presentation. We look forward to your support of this special program! THE FUNERAL RITUAL of phi sigma kappa Inasmuch as it hath pleased Almighty God in His infinite wisdom to call our brother into everlasting life, we have come to perform a privileged duty which the dearest bonds of brotherhood enjoin, that of voicing our undying affection and appreciation of his character, loyalty and friendship. It is fitting that at this solemn time we should, as a fraternity, unbroken in the eternity of God, reffirm the Creed which we hold in common: (Repeat the Creed in unison.) In the firm conviction that my Fraternity demands of me a life of Faith and Purpose: I hereby solemnly declare MY FAITH in the wisdom and love of God; in the dignity and worth of my fellowmen; in the strength and beauty of true fraternity; in the history and future of my country; and in the traditions and program of my Alma Mater. Henceforward, therefore, it shall be MY PURPOSE to remain forever true to this, my Fraternity's faith in me and in turn, to preserve and promote courageously and unselfishly the chosen ideals of our mutual affection and common endeavor. To this end I dedicate MY LIFE to the maintenance of this Faith and the pursuit of this Purpose so that the ideals of Phi Sigma Kappa, being embodied in me, may be fulfilled in my character and conduct, and be known and honored by all men. By these things I stand. Let Us Pray Almighty and Merciful God, Our Heavenly Father, Who has taken unto Thyself the soul of our Brother, teach us to do well the tasks of life so that we may meet with Thy divine approval as workmen of whom Thou needest not to be ashamed. May the bonds of Brotherhood between us be unbroken and may our dependence upon Thy unfailing Fatherhood be strengthened. God of Light, God of Love, God of Life and Death, we commit to Thee our Brother; may he be approved of Thee and may we meet again in Brotherhood. Until day break, and these shadows flee away, we entrust ourselves to Thee. Oh, God, rest his soul and keep us steadfast. Amen. . Ernest R. May 20, 1935 - July 21, 2015 A Tribute to Major George Dwight Mock, Jr. (USMC Ret.) by his Daughter, MaryElizabeth Mock A firm handshake, a pleasant smile, and always well dressed were traits that were obvious to anyone who ever crossed paths with George “Dwight” Mock, Jr. He was a quiet man whom a special few got to know well, but he was well liked and respected by many. Among his favorite songs were The University of Maryland Fight Song and the Marine Corps Hymn, which we sang with him on many occasions. He was my hero and seemed superhuman to me: intelligent, educated, athletically gifted in every sport he ever played, a patriot, a tough Marine, yet he was humble, empathetic, and deeply concerned for the well being of others. He stood for truth and lived his life with integrity, while always remaining gentle and kind to everyone around him. He was a man of few words who defined what it meant to be a “gentleman”; a true class act. His depth of character was evident and nothing was more important to him than his family. Dwight was born in Washington D.C. and was raised an only child in Chevy Chase, MD. A scratch golfer, he grew up playing the courses at Bethesda Country Club and Kenwood C.C. and even enjoyed an occasional hole-in-one, winning many club championships. Dwight had a strong desire to join the Marine Corps from a young age, but his parents encouraged him to attend college. After all, his father was a graduate of M.I.T. and his mother, a graduate of Vanderbilt, so higher education was an obvious expectation in the household. Dwight saw the value in furthering his education and attended the University of Maryland where he earned his Bachelor’s of Science in Marketing. While at Maryland, he lettered in Varsity Golf and was a member of the fraternity Phi Sigma Kappa. During those years, he made headlines when he won the DC Amateur Championship, playing against fellow DC area golfers and club mates, Dean Beman and Jennings “Jay” Randolph, but his fondest memories involved golf games with his best friend, Ed Dunlap, who he met in college and who his children would grow up knowing as “Uncle Eddie”. He also loved to reminisce about road trips with the University of Maryland golf team and time spent with his Phi Sigma Kappa brothers playing basketball, listening to music, and cheering on the Terps. Upon graduation, Dwight headed for Quantico to go through Officer Candidate School (OCS) and was commissioned an Officer in the United States Marine Corps. He served his country for 21 years with 26 consecutive months in combat in Vietnam as an Aerial Observer, directing Naval gunfire from a Birddog plane. He earned multiple medals for his military service; most notably, the Bronze Star with Combat V and Air Medal with Eleventh Strike Flight Award (11 Gold Stars). Dwight continued to compete in golf tournaments and played on the All Marine Golf Team, consistently placing in the top three of the All Forces tournaments, and held the titles Eastern USMC Golf Champ and Western USMC Golf Champ. He also remained an outstanding tennis player, swimmer, and runner. In 1971, he married Margaret Ann Brelish (“Peggy”) and had two children, George Dwight III and MaryElizabeth. After Dwight’s retirement from the Marine Corps, he worked for Hughes Aircraft in Fullerton, CA and Martin Marietta Aerospace in Orlando, FL and the family settled in Sarasota, FL in 1980. He is survived by his wife, children, and his grandson, Elijah D. Adams. Dwight was laid to rest at Arlington National Cemetery with full military honors. His Phi Sigma Kappa brothers may find him resting in Section 81, Grave 9, situated behind the Old Post Chapel. Maj. George Dwight Mock, Jr. Eta Class of 1957 66 December 2023 The THIRD DEGREE

June 29, 1937 - October 1, 2023 Vernon Mason Briggs, Jr., age 86, of Ithaca, NY passed away in Montour Falls, NY after a short illness, on October 1, 2023. He was a teacher and an economist devoted to the study of public policies designed to advance the economic well-being of American workers and their families. He appreciated living in Ithaca with its beautiful natural environment. The lifestyle was supplemented by several weeks spent each Summer in the Rocky Mountains. There, at a cabin he helped to build, he could read, write, hike, and be with his family for an extended period surrounded by the outdoor splendor of Colorado. Born June 29, 1937 in Georgetown, Washington, DC, he grew up in the Maryland suburbs; graduated from Bethesda-Chevy Chase High School; and served as President of his senior class (1955). He attended the University of Maryland at College Park where he continued to be active in student affairs – serving as President of the Student Government Association during his senior year (1959). He majored in economics; graduated with a B.S. degree; and was the recipient of the Algernon Sullivan Award given by the New York Southern Society to the undergraduate who best exemplified the principle of service to the University. Subsequently, he entered the graduate program at Michigan State University. There he studied labor economics; earned a M.A. degree; a Ph.D. degree; and taught as an Assistant Instructor of Economics. He was appointed an Assistant Professor of Economics at the University of Texas at Austin and was later promoted to Associate Professor and Professor. His teaching abilities were honored on several occasions – including being named the 1974 recipient of the Jean Holloway Award for Teaching Excellence, the highest such award given at the University at the time. Also, at the initiative of his students, he was given an honorific commission as “Admiral in the Texas Navy” by the Governor of Texas, Preston Smith, in 1971. He co-authored a national study that led to the opening of apprenticeship training opportunities for African Americans, Hispanics and women who had been largely excluded by most of the nation’s craft unions. He also participated in an extensive study of southern rural labor markets and of Hispanic employment in the Southwest. He became involved with Cesar Chavez’s efforts in 1966 to organize farm workers in South Texas. This episode exposed him to the adverse impact of mass immigration and border labor policies on the economic well-being of low income Chicano workers in the Rio Grande Valley. Subsequently, he expanded this regional interest in the subject to include the human resource effects of all of the various forms of immigration policies on the entire American labor force. In 1978, Vernon joined the faculty of the School of Industrial and Labor Relations at Cornell University in Ithaca, NY as a Professor. There he continued his research and teaching in the area of human resource economics and public policy. He was a frequent witness at congressional and state legislative hearings, national commission meetings and public forums. He was a consultant to numerous governmental agencies at the federal and state levels. He also served on the editorial boards of numerous professional economics journals. He was a longtime member of the National Council on Employment Policy as well as a member of the Board of Directors of the Center for Immigration Studies both located in Washington DC. He achieved emeritus professor status from Cornell in 2007. Locally, Vernon was a member of the Finger Lakes Chapter of the Sons of the American Revolution. Vernon is survived by his wife, Martijna, of 52 years. She is a linguist and teacher who also guided Vernon through his transition from writing with pencils on yellow pads into the digital age. They have two sons, Vernon III and Kees, who have provided them with four loving grandchildren and a brother, Donald. His sister, Carol Millen and brother, Robert predeceased him. An extended family gathering in his memory and his honor will be held in a mountain setting. In lieu of flowers, the family suggests that donations be given to the Center for Immigration Studies 1629 K Street N.W., Suite 600 Washington, DC 20006 Phone: (202) 466-8185 or to a charity of your choice. December 20, 1941 - May 6, 2023 Philip Roy Rever passed away peacefully at home on May 6, 2023, with his beloved wife, Brenda Brown Rever, by his side. Born on Kodiak Island, Alaska, Phil grew up in Kansas, Idaho and North Carolina. Phil was a renaissance man, equally comfortable on Capitol Hill and in the middle of a cold, clear stream with his fly-fishing rod or running across the Chesapeake Bay in search of breaking bluefish. Phil was a scholar, earning a bachelor's degree in business from the University of Maryland College Park and a Ph.D in education from the University of Iowa. These degrees led to an illustrious professional career which included leading offices of American College Testing (ACT) and the Higher Assistance Education Foundation (HEAF) in Washington, DC, where he often lobbied for education policy and financing. Attending the University of Maryland proved to be a pivotal decision that continued to echo throughout his life. Among his volunteer positions over the course of six decades, Phil served as president of the student government, president of the Alumni Association, and a trustee of the University of Maryland College Park Foundation. A particular point of pride for Phil came from raising funds to create the Riggs Alumni Association Center. Most importantly, Phil met both great loves of his life through Maryland. Phil married Pat in the university chapel in 1965 and had a beautiful 32-year journey of raising their family, building their careers, enjoying friends and family and traveling before Pat passed away. While serving on a campaign committee for the university, Phil met Brenda and their marriage provided a second happy full chapter, complete with travel, eleven grandchildren and fulfilling volunteer work. For the past twenty-five years, Phil dedicated himself to serving and advocating for organizations near to his heart, including the University of Maryland, American Rivers and the Baltimore Leadership School for Young Women. Phil leaves behind his devoted wife, Brenda Brown Rever; children Stephanie (Michael) Chu and Matt (Dolly) Rever; step-children Gene (Sari) Lipitz, Jon (Darlene) Lipitz, Amanda (Greg Smith) Lipitz; grandchildren Caroline, Christopher, Nicholas, Colt, Sophie, Chloe, Max, Westley, Charlie Jane, Eliza and Asher; identical twin brother Jack (Millie) and sister Patricia (Bob) Dalton as well as many nieces, nephews, cousins and in-laws. He was predeceased by his beloved first wife, Patricia. To those who knew him, a man with greater integrity and capacity to love would be hard to find. Services at Sol Levinson's Chapel, 8900 Reisterstown Road, Pikesville, MD 21208, on Monday, May 8th, 2023 at 2:00 pm. Interment is private. Please omit flowers. Contributions in his memory may be made to University of Maryland Alumni Association, Samuel Riggs IV Alumni Center Gift Acceptance, PO Box 49013, Baltimore, MD 21297-4913 or American Rivers, 1101 14th Street NW, Suite 1400, Washington, DC 20005 or Baltimore Leadership School for Young Women, 128 W. Franklin Street, Baltimore, MD 21201. The family will be in mourning at 10101 Grand Central Avenue, Owings Mills, Maryland 21117. Reception to be held immediately following services (no cemetery). Shiva will then be held at 3207 Bennett Point Road, Queenstown, MD 21658, with the following schedule: Tuesday 3/9 from 12-7 PM, Wednesday 3/10 from 12-7 PM. Dr. Philip Roy Rever Eta Class of 1963 On Sunday, April 27th, 2014 as part of the University's celebration of 100 years of Greek Life at Maryland, the Department of Fraternity and Sorority Life held a very large ceremony on Fraternity Row.
