1.0 The MSPO Standard Review
Process
The National Steering Committee (NSC) had directed MPOCC, the
Scheme Owner, to review the MSPO Standards. This was done
together with the MSPO Standards Owner - Department of
Standards Malaysia (Standards Malaysia), as joint secretariat.
Each MSPO Standard had its own Working Group (WG), which was
responsible for reporting to the MSPO Technical Committee (TC
MSPO).
TC MSPO made decision on recommendation made by the WG and
approved the Draft Malaysian Standards (DMS) for submission to
the National Standards Committee on Oil Palm and Its Products
(NSC X) for its approval as Malaysian Standard.

1.0 The MSPO Standard Review
Process
Fact # 1 The review process started in August 2019 and
completed in January 2022.
The MS 2530:2022 documents followed the Malaysian
Fact # 2 Standard/ISO format in accordance to the Standard
Malaysia’s SOP.
MS 2530:2022 were drafted based on TC
Fact # 3 recommendations, WG input and stakeholder
consultations.

Fact #4 A total of 49 stakeholders have been consulted from 2019
to 2021, which include government agencies, private
companies, certification bodies, NGOs as well as financial
institution.
Fact # 5 Two phases of public comment have been conducted:
a) 1st phase (1st August to 30th September 2019) = 905

b) 2nd phase (1st May to 4th July 2021) = 3, 909 comments
Fact # 6 From August 2019 to December 2021, a total of 32
meetings have been carried out:

Fact #7 In December 2021, the Draft Malaysian Standards have
been presented to NSC X and approved by Menteri
Kementerian Perdagangan Antarabangsa dan Industri
(MITI) on 27th January 2022.

Process
MSPO Standard review is an open and transparent process.
Some of the challenges encountered during the process
were:
❑ MSPO is mandatory. Hence, concerns from all parties particularly farmers and
growers, must be taken into consideration.
❑ Different level of knowledge and aim from each WG member (e.g. complying to
the legal requirements vs the international market demand).
❑ Maintaining balance of representatives from stakeholders group. For example,
small number of representatives from social (worker’s union & indigenous
peoples’ organisation) and environmental NGO for each Working Group (WG).
❑ Decision making mainly through consensus from all members. However, there
are long deliberation on some issues (e.g., deforestation and child at work) that
could not be easily achieved through consensus hence resulting in the voting
process.

2530:2022 Standards
B) Terms and definitions that are used throughout the Standards are listed in MSPO
Part 1 only. A number of new terms and definitions were also introduced (e.g.,
