POP-UP PINWHEELS AT THE PIER COMMUNITY SCHOOL OF NAPLES SELECTED FOR THE 2024 DESIGN On April 5, 2024, a spectacular garden of more than 4,000 shimmering blue and silver pinwheels will bloom in the sand at the Naples Pier. Pinwheels at the Pier is a free pop-up art display planted each April by Collier CAC, the Children’s Advocacy Center of Collier County in observation of National Child Abuse Prevention Month. It’s the largest pinwheel garden in the U.S., and the only one planted on a beach. Each year’s pinwheel garden is unique. The design is not revealed until the morning of the event. The 2024 design is being created by art students at CSN, The Community School of Naples. The child-friendly display offers a memorable family selfie-spot, and a supply of pinwheels is kept aside for children who are drawn to the sparkle and would like to plant one in the garden. Popular NBC-2 anchor Peter Busch, a long-time supporter of the CAC’s work often comes to give a dedication. “As a community we need to know that child advocacy organizations like CAC are available, at no cost, day or night,” he says. “I’m honored to do what I can to help get the word out.” Collier CAC serves more than 2500 children and family members at no cost each year. Consider these tips and tricks to make your small bathroom appear larger to better compete with other homes for sale in Naples. #1: TILE THE SHOWER TO THE CEILING The key to this trick is to draw the eye higher upward toward the ceiling. When you tile your shower walls to meet the ceiling it makes the walls appear taller, which enhances the visual volume of your bathroom. So, go the extra mile with a little extra tile! Along with tiling to the ceiling, consider installing a shower door—if you currently use a shower curtain. A drawn shower curtain visually cuts the shower off from the rest of the bathroom, which can make it appear smaller. Or you can simply leave the curtain open during open houses. But buyers will no doubt appreciate your upgrade from a curtain to a shower door! #2: PAINT USING LIGHT COLORS AND A FLAT FINISH This tip shouldn’t be a surprise. It’s the easiest and oldest trick in the book. Dark colors visually shrink spaces by making walls appear to draw inward. So, paint with light colors to keep your bath looking airy and bright. The finish of the paint you use matters, too. Opt for a flat, or matte, finish because it has a chalky appearance, which can de-emphasize surface imperfections on your walls and make the walls stand out less overall. Flats are also best for ceilings that have irregularities, and for hiding lap marks when you paint. #3: MAXIMIZE THE USE OF MIRRORS Having friends in high places can be a great thing, but having mirrors in small spaces can be even better! Mirrors can make the walls they cover virtually disappear due to their reflective nature. If you hang two wide mirrors above a double vanity or install one continuous mirror over a single or double vanity, you will open up the look of your small bath. #4: LAY FLOOR TILE ON A DIAGONAL, OR USE LARGE TILE You can visually enhance the size of the footprint of your small bath. Laying floor tile at a 45-degree angle can stretch the eye and give the appearance of a larger floor space. The first tile should be positioned in a corner of the room where the walls form a 90-degree angle. Another way to give your bath the appearance of a larger footprint is by installing large tiles—tiles that are bigger than the common 1-foot by 1-foot size.

22 | North Naples News April 2024 THE “WHY” CHAD OLIVER Chief Communication Officer Collier County Public Schools Most people do not enter the jail with a smile. Hunter Sayers does it every day. He clears the security checkpoints and steps into an elevator leading to a classroom full of desks and posters teaching leadership skills. The most prominent feature is a “legacy” wall honoring inmates who have earned their equivalency diploma, a circuitous route to completing high school requirements made possible through the work of educators like Hunter. He works for Collier County Public Schools (CCPS) within Adult and Community Education, where he preps students for the GED, teaches English, and helps them re-enter the workforce. Superintendent Dr. Leslie Ricciardelli and other district leaders visited Hunter inside the Collier County Sheriff ’s Office Naples Jail Center to tell him he had been chosen as the Post-Secondary Teacher of the Year. I asked Hunter a simple question. Why do you do what you do? “I always had a heart for helping people. I see people who are here in jail, many of them are extremely intelligent, for whatever reason they might not have been able to finish school or maybe they come from another country and don’t have an educational background,” explained Hunter. I heard variations of that response along our stops to honor the 2024 CCPS Employees of the Year. The Middle School Teacher of the Year is Gulfview Middle science teacher Samantha Wilson. Her mother, who teaches next door, and father joined for the surprise announcement. “I was lucky enough to have two parents who were educators,” Samantha explained. “I got to see it as a kid going through Collier County Public Schools. I love this community... born and raised in it. My “why” is seeing [students’] faces when it clicks and they make a connection.” Andrea Polanco teaches civics at Oakridge Middle and is our nominee for Florida Teacher of the Year. “My why is them,” explained Andrea. “[Students] need people who are passionate about education. The more passionate you are in the classroom, the more learning they are going to do. We work as a team.” Talk about a team. This year, the Elementary Teacher of the Year went to co-teachers who often finish each other’s sentences. I wanted a career where I could teach and coach. I was a girls’ basketball coach for many years. So, it fit. I really did truly feel a calling,” Lisa added. “When I was a young girl, living in Michigan, I started a folder that said Naples, Florida. I had a goal to teach here. We used to vacation here as a family, so I was driven. It was the right decision.” Pre-K assistant Sandy Rayburn at Village Oaks Elementary in Immokalee is our Collier County Nominee for School-Related Employee of the Year. “I love being with [children] and nurturing them,” Sandy explained. “I want them to enjoy their life outside of their home and have a good time learning and feeling confident in themselves.” Back at the jail, Hunter shared an example of the trust he builds with inmates waiting for the next steps in the judicial process. He sometimes walks over to their cells and wakes them up so that they don’t miss his class. Nobody wants to admit it, but it happens. There is a good chance that at some point, once over the age of 20, more commonly women (62%), but also men (15%), will experience some form of incontinence. WHAT IS INCONTINENCE? Urinary incontinence is leaking of urine that you can’t control. Many Americans suffer from urinary incontinence. We don’t know for sure exactly how many because people do not tell anyone about their symptoms. They may be embarrassed, or they may think nothing can be done, so they suffer in silence. Urinary incontinence is not just a medical problem. It can affect emotional, psychological, and social life. Many people who have urinary incontinence are afraid to do normal daily activities because they don’t want to be too far from the bathroom. Urinary incontinence can keep people from enjoying life. Many people think urinary incontinence is just part of getting older. That’s not always the case! The good news is that it can be managed and/or treated. Don’t be afraid to talk to your doctor to find out what treatment is best for you. WHAT ARE THE TYPES OF URINARY INCONTINENCE? Urinary incontinence is not a disease. It is a symptom of many conditions. Causes may differ for men and women. These are the three most common types of urinary incontinence: 1. Stress Urinary Incontinence (SUI) With SUI, weak pelvic muscles let urine escape. It is the most common type of urinary incontinence, more so for women, and less for men. SUI happens when the pelvic floor muscles have stretched and weakened. Physical activity puts pressure on the bladder, and then the bladder leaks. Leaking may happen with exercise, walking, bending, lifting, or even sneezing and coughing. It can be a few drops of urine to a tablespoon or more. There are no FDA-approved medications to treat SUI, but there are things you can do to improve your symptoms. Remedies to manage SUI include strengthening the pelvic floor, lifestyle changes, vaginal and urethral devices, pads, and even surgery. 2. Urge Incontinence or Overactive Bladder (OAB) Overactive bladder affects more than 30% of men and 40% of women in the U.S. It affects people’s lives and may restrict people from certain activities. People may fear they will suddenly have the urge to urinate when they aren’t near a bathroom. Some may not even be able to get a good night’s sleep. The main symptom of OAB is the sudden urge to urinate. You can’t control or ignore this “gotta go” feeling. Another symptom is having to urinate many times during the day and night. OAB is more likely in men with prostate problems and in women after menopause. Treatments can include lifestyle changes, drugs that relax the bladder muscle, or surgery. 3. Mixed incontinence Many people have both SUI and OAB and this is known as mixed incontinence. The good news is that there are ways to treat incontinence, and nobody must suffer in silence. 32 | North Naples News April 2024 ANALYZING THE STRUCTURE OF COUNTY GOVERNMENT On February 27, 2024, I will be requesting the County Commission to conduct a study to determine how best to structure county government for the long-term future as our county continues to grow in population. The last time such an analysis was conducted in Collier County was in 1988. Obviously, much has changed since then. Though the Commission may ultimately decide to do nothing to change how we are structured, I believe it is important, and a valuable exercise, to re-evaluate our governmental structure to make sure we have the most efficient and effective form of governance for the future. In Florida, all non-charter counties (like Collier County) are divided into five commission districts. There are three basic types of county government structure in Florida: 1. At-large districts (40 counties), in which each district has a resident Commissioner, with all five Commissioners elected in county-wide elections. In this structure, each commission district is represented by an individual who lives in the district (just like our current system), but all citizens can cast votes for all five commissioners. This structure ensures that each commissioner must consider not only the impacts of decisions on the commissioner’s district, but also the county-wide impacts of those decisions. 2. Single member districts (20 counties), in which each district has a resident Commissioner who is elected on a district basis, not county-wide. Since 1988 this has been the model used by Collier County. Prior to 1988, Collier County commissioners were elected in county-wide elections. 3. A mixed district (seven counties) consisting of a combination of five single members (elected on a district-by-district basis) and two at-large commissioners (elected on a county-wide basis). Proponents of the mixed system claim that it allows two commissioners to bring a countywide perspective on matters brought before the commission while also allowing the five districtbased commissioners to advocate for their specific areas of the County. To change the structure of county government, a countywide referendum is required. Only the County Commission is empowered to call such a referendum. Once a study is conducted, the County Commission could schedule such a referendum in the general election in November, 2024. The deadline to schedule such a referendum is August 20, 2024, at which time ballot language must be presented to the Supervisor of Elections. For much of Collier County’s history, the County operated BURT SAUNDERS Vice Chairman District 3 Commissioner
April 2024 North Naples News | 33 under the five-member district system with commissioners elected in county-wide elections. On December 1, 1987, the Collier County Commission adopted a resolution calling for a referendum election to be held on March 8, 1988, to submit the following question to the electors of Collier County: “Shall the five members of the Board of County Commissioners of Collier County, Florida, be elected to office from single-member districts by electors residing in each of those districts only?” By a vote of 14,521 in favor (Yes) to a 13,745 vote against (No), the single-member county commission district referendum passed. Obviously, Collier County has dramatically changed since the 1988 vote with a county population approaching 500,000 and over 256,000 registered voters in the County. I believe it is time to re-evaluate the structure of county government and to let our citizens determine what is the best type of county governance for the future. Section 124.011(10), Florida Statutes, allows Collier County to return to countywide elections or adopt the seven-member system with two members elected in county-wide elections and five members elected in district-wide elections. This can only be considered by the voters in a county-wide referendum called for by the county commission. There are many good reasons to select each of the three systems. For example, there is an argument that at-large systems can have an adverse impact by making it more difficult for minority residents to elect a minority representative to the commission. Though that is certainly a valid and important consideration, many other factors should also be addressed as well in evaluating what is best for all Collier County residents. My request on February 27 was for the county commission to create a study committee to evaluate the pros and cons of the three governance systems. This committee could be formed very quickly, with each commissioner appointing the members, or this could be assigned to an existing committee, such as the Productivity Committee, for a thorough and timely review. This committee would evaluate the basic types of county governance and the pros and cons of each for consideration by the Commission. In addition, public forums could be scheduled to give citizens the opportunity to hear about the pros and cons of each system. I want to hear from citizens their thoughts on this proposal. Recently, Intuit has made an announcement to inform users of a deadline that may affect your business. The word “subscription” is nothing new to us. Services such as TV streaming apps, digital music, cloud storage, and most software, including Intuit, are now subscription-based. Recently, Intuit sent out an email informing users that if you are a fan of QuickBooks® Desktop, July 31, 2024, will be the last day that you can buy into the QuickBooks® Desktop subscription. After this date, your next upgrade will be to the Online version. The desktop subscription is annual (Pro Plus starting at $650 and Premium Plus starting at $950). Additional licenses will increase that rate and are also paid for annually. The Online versions tend to be cheaper and start at $30 a month. What does this mean for the business owners who choose to use the legacy edition that they bought years ago? They must decide whether to take a risk and continue to go about bookkeeping and accounting with outdated software or subscribe to the latest and greatest software. Most people will read this and immediately turn to Intuit’s website. Note that you will not find any form of reference to Desktop Pro or Premium Plus on their site. For this reason, I really believe that they want all subscribers to eventually buy into the Online version. Germany has one of the highest percentages of protected land in the world. Some 25,000 castles and ruins rise above primeval forests or languish among twisted brambles as in a Grimm’s Fairy Tale, setting the scene for the heady sensation of time travel. The perfect place for an out-of-time experience is the Hessen countryside, home of The Brothers Grimm, where medieval towns, half-timbered houses, castles, Renaissance mansions and ancient cathedrals have stood for more than eight centuries. In the 15th century university town of Marburg, 18th century law students Jacob and Wilhelm Grimm began collecting German folk tales that had been passed down only by oral tradition. The gruesome travelers’ tales, told late at night, were never meant for children’s ears. Of the 209 stories they documented exactly as told, they chose 86 less gruesome ones for their first book, Children’s and Household Tales. The original stories featured murderous mothers, but as motherhood is sacred, they made the wicked character a stepmother. Early tellings of the Frog Prince had no happily ever after: forced by her misguided father to marry the frog, instead of a kiss, the horrified little princess smashed the poor creature against the wall. In an ironic time warp, 21st century students at Philipp-Marburg University still linger at sidewalk cafes, studying law beneath the watchful eye of the Frog Prince himself. They don’t find it the least bit odd to encounter the faces of The Wolf and the Seven Young Goats erupting from a lichen-covered wall. In the Town of Hameln, bas relief rats leer down from ornate 17th century mansions. Gleaming bronze rats are imbedded among the cobblestones; their tails pointing to significant sites in the truth-based legend of the130 children who disappeared on June 26, 1284. All summer, the official Pied Piper of Hameln strides through the narrow streets of Old Town in pointed shoes and feathered hat as a real rattenfanger (ratcatcher) might have done 740 years ago, dispensing sharp-tongued wisdom and playing his magical flute. But the Grimm’s legacy goes far deeper than fairy tales. As law scholars, anthropologists, philosophers and linguists, the brothers were among the most respected German academics of their time. Their proudest work was the creation of the first, and still most extensive, dictionary of the German language. be pleased. Besides artifacts, annotated manuscripts, and priceless first editions, dramatic interactive exhibits showcase their love of words and letters. There’s a talking magic mirror, of course, a surreal hedge of thorns, a kids’ augmented reality app, and a theater showing snippets from major movies incorporating their fairy tales from silent films to today. The Insult Machine is an enormous 17th century ear trumpet: lean in and whisper a rude modern-day word and it hurls back a foul 18th century retort. Pissblume for example, is not a compliment. On special exhibit now is “The Rumpelstiltskin File: Looking for clues in fairy tales and law,” inspired by the Grimms’ focus on the perception of right and wrong. At playful interactive stations, visitors get surprising perspectives on bad guys: robbers, evil witches, jealous sisters, and tricksters (like Rumpelstiltskin) who exploited less-than-honorable traits of others. Bergpark Wilhelmshöhe Half a century ahead of the Brothers Grimm, Landgrave William IX of Hesse-Kassel was so obsessed with 12th century tales of knights and chivalry that he built himself a fake but spectacular medieval castle. Castle Löwenburg possesses every element of a proper knightly castle: moat, drawbridge, heraldic lions, crenellated towers, and even crumbling walls. Its armory features the feared Black Knight astride his tournament horse. Löwenburg still stands within Bergpark Wilhelmshöhe, on the outskirts of Kassel. About twice the size of New York’s Central Park, Bergpark is a UNESCO World Heritage Site encompassing dense forests, English gardens, lush meadows, waterways, tree-canopied paths and steep rocky trails. Its showpiece is the colossal 230-foot copper statue of Hercules, who for 300 years has gazed down from the hilltop upon the opulent Baroque palace, Schloss Wilhelmshöhe. Now a museum, it houses priceless Old Masters paintings, including one of the world’s largest Rembrandt collections. Twice weekly in summer, floodgates open in the grotto beneath Hercules, releasing 750,000 liters of water to cascade wildly over waterfalls into rapids and other water features, ending with a breathtaking 52-foot geyser in the palace fountain. During its hour-long descent, observers have time to meet the cascade at each point. Bergpark is free to the public, with admission charged only inside the castle and the palace. The city of Kassel is the epicenter of the Fairy Tale Route and all things Grimm. 48 | North Naples News April 2024 CABANA RISINGS Heatherwood Construction completed all phases of the pre-construction site and property clearance and excavation earlier this year for Cabana Resort and Spa. As announced, the 25-acre Bonita Springs development is now proceeding with the next phase of its development, the early Spring 2024 infrastructure and building projects. Structural and exterior aspects of its largest single component, Cabana’s luxury seven-story, 110-unit residential tower, will be completed first. HOW DO ELECTION YEARS AFFECT THE MARKETS? As the 2024 U.S. presidential election approaches, many investors are anxious about the impact politics might have on their portfolios. While this concern is primarily driven by the uncertainty a typical election year brings, a review of past cycles suggests that the upcoming presidential election shouldn’t be a cause for concern. To better understand the typical market dynamics during election years, we analyzed the returns of U.S. stocks over the last 60 years and compared those results to the returns generated during presidential election years and the year immediately following election years. Since 1960, the S&P 500 has averaged an annualized price return of roughly 8.2%. Returns during a U.S. presidential election year were slightly below average, coming in at 7.3% per year. However, returns generated the year after a U.S. presidential election were significantly above average, at 10.2% annually. We also reviewed the returns during calendar years when a Republican or Democrat was voted into the White House, though it’s worth noting that there’s a limited sample size (i.e., 16 U.S. presidential elections since 1960, with an even split between appointed Republicans and Democrats). If a Republican was elected, returns were roughly 9% per year during the election year (higher than the average annual return since 1960). In contrast, if a Democrat was elected, returns were below average at 5.6% per year during the election year. Meanwhile, the opposite was true during the calendar year following an election. If a Republican was elected, returns only averaged 3.1% per year, while if a Democrat was elected, returns averaged a whopping 17.3% per year in the year following a U.S. presidential election. There are of course many factors that impact performance in a given year, and macroeconomic trends such as growth, inflation, and the level of interest rates tend to demonstrate a stronger relationship with asset returns than the discrete results of a specific election. For example, during the 1980 election year, the S&P 500 rallied approximately 26% as the newly elected Chairman of the Federal Reserve (“the Fed”), Paul Volcker, was able to begin reigning in stubbornly high inflation that began manifesting in the late 1970s. Conversely, the S&P 500 was down 38.5% during the 2008 election cycle, driven by the burgeoning global financial crisis and the damage it inflicted on the economy and markets. In both cases, markets reverted the following year as the S&P 500 declined roughly 10% in 1981 as inflation resurfaced, and rallied 23.5% in 2009 as the Fed embarked on quantitative easing. Therefore, it’s important to understand the economic and market backdrop leading into an election year, and how that backdrop evolves: Is the economy on solid footing? Are interest rates accommodative or restrictive? Are asset prices over or under-valued? Are corporate profits sustainable? And so forth. As you will see from our 2024 market outlook, we’re cautiously optimistic regarding the U.S. economic backdrop heading into the new year. Still, many pockets of the market failed to participate in last year’s rally, and several attractively priced companies with longterm return potential remain. High-quality U.S. government and corporate bonds are another important portfolio diversifier, especially as the Fed pivots towards easing policy.
