Preamble
Coal India Limited, A Maharatna Company and the largest coal producer as well,
has the huge responsibility in energizing the Nation and to play a crucial role in the
economic growth of the Country. Coal India produced 494.2 Million Tonnes of coal
during 2014-15. This was the biggest ever growth of about 7% in the last 22 years.
Even after coming closer to the magical figure of 500 Million Tonnes, the role and
responsibility of Coal India Limited is much bigger, as Government of India has set a
target of achieving 1 Billion Tonnes of coal production by 2019-20. This is in view of
growing demand of Power Sector and the mission of Government of India to provide
24x7 power supply to each and every household of our Country. The above target is
more than the double of present coal production, which means making a parallel Coal
India Limited in next five years.
Accordingly WCL has revisited its earlier long term projections and set forward
the path to enhance its output to 60 Million tonnes and beyond i.e. 50 % growth over
present level. Such paradigm shift in strategic planning does require opening of new
projects in WCL which was the only way forward. WCL has already opened 10 new
projects with a combined capacity of 20.59 Mty in 10 months. The future programme of
WCL to open 36 Projects in 36 Months reflects WCL’s aspirations to achieve its output
of 60 Million Tonnes and beyond.

Profile
Western Coalfields Limited (WCL) is one of the Eight Subsidiary Companies of
Coal India Limited, contributing about 10% of the national coal production.
The company came into existence on 1st November, 1975, after re-organization
of the Nationalized Coal Industry. At that juncture, the operations of WCL were spread
over in the States of Maharashtra, Madhya Pradesh and Orissa, organized into 2
Divisions and 12 operational Areas. By the year 1985-86, the number of mines in WCL
had increased to 130 and the total production to 48.89 Million Tonnes from the then
WCL.
Keeping in view the tremendous growth programme, the Company was
bifurcated, with effect from January 1986, into South Eastern Coalfields Limited and the
present Western Coalfields Limited (WCL). The present WCL has mining operation
spread over in the States of Maharashtra (in Nagpur, Chandrapur & Yeotmal Districts)
and in Madhya Pradesh (in Betul and Chhindwara Districts).

Turn Around Story
WCL’s production reached at its maximum level of 45.74 Million Tonnes in 2009-
10 but it got reversed there from registering negative growth year on year basis and was
39.73 MT in 2013-14.The reason for negative growth was non viability of projects, very
less possession of land, old equipment, depleting reserves, adverse geo-mining
condition etc.
Due to centralized location of its mines, demand of coal from WCL has been
always higher than its resources resulting in extraction of viable reserves at a faster
rate. The company was unable to open new projects to match the demand. WCL had 42
unviable projects approved subject to consumer/s agreeing to cost plus price. The
procedure of finalizing consumer and higher priced coal of these unviable projects
further delayed opening of new projects. Consumers were reluctant to source their
requirement through these cost plus projects. The reluctance was mainly due to higher
price of coal and provisions of Model Cost Plus Agreement document .Thus the
production of the company started declining from 2010-11 onwards.
The challenge before WCL was not only to plan for a growth of 50% from level of
about 40 MT to 60 MT but also to maintain production from existing mines, having
depletion of about 20 MT production in coming 5 years, through
Expansion/Replacement Projects.
Flagship Initiatives taken for opening of Projects
WCL took an initiative for revision of existing guidelines of cost provisioning in
Project Reports with CMPDIL & CIL and accordingly modification of cost
provisioning in PR for CIL projects were approved by CIL
Relaxation in provision of Bank Guarantee to power producing
companies/consumers for cost plus projects
Re-organization of smaller projects into amalgamated projects wherever feasible
so as to make them viable on notified price

Trust building initiatives with land owners to break the shackles in land
acquisition, payment of enhanced land rates and suitable change in modalities in
policies
Relaxation of River Regulatory Zone (RRZ) Policy 2006 of Government of
Maharashtra for opening / expansion of stalled projects located near rivers.
Timely action and monitoring for obtaining Environmental and Forestry
Clearances for projects
Activity-wise Time line of each & every project with fixation of date of
commissioning
A road map for opening new projects within command Area. Initiated with task of
commissioning 24 projects in 24 months.
Rigorous Project monitoring for scheduled implementation through on line
systems.
Trust building measures for Physical Possession of Land
On making the roadmap 24 viable projects,the major bottleneck was non
availability of land in possession of the company.This was due to several critical issues
such as higher compensation demand, lack of trust, bottleneck norms, lack of
cooperation/coordination among the stakeholders, etc.
For resolving these bottlenecks, there was a need for a change in approach to
take care of the interest of the Project Affected Persons (PAPs) on one hand and the
progress of the Company on the other. In order to meet this challenge, it was necessary
to start consultations with the stakeholders to chalk out the strategies for tackling the
situation.

Core issues
Landowners demanding higher land compensation and Rehabilitation and
Resettlement (R&R) demands beyond the scope of the provisions.
Lack of trust among PAPs since issues related to land compensation and R&R
benefits were pending for considerable amount of time in some projects
Some of the prevailing norms and practices were also proving to be bottlenecks
for extending R&R benefits and land compensation.
Lack of co-operation from landowners for executing agreement as well as
preparation of compensation bills
Reluctance of Project Affected Families to shift to resettlement site.
Inter-state posting of the land oustees and their dependents.
Need for Project Report (PR) revision/ updation to accommodate the cost of land
at the enhanced rates declared by the Government of Maharashtra.
Remedial Measures
Meeting with State Authorities and wide consultations with all stake holders as
confidence building measure.
Payment of Land Compensation at enhanced rates
Suitable modifications in R&R Policy
Our efforts paid dividend
Record Physical Possession of land: 2650 Ha in last one year against 2620 Ha in
last 10 years.
Employment Against Land: 1300 Nos. in last one year against total 941 in last 10
years.
Land Compensation/MC: `. 525 Crores in last one year against total of `. 160
Crores in last 10 years.

Opening of Projects
The initiatives and decisions as mentioned earlier have had a significant positive
impact on opening of new projects. WCL opened 10 new projects in last ten months as
compared to one project in the last ten years. This is record breaking achievement done
by Team WCL.

WCL made Turn Around in 2014-15 after 5 years by registering positive growth
of 3.6% in Coal Production Similarly, WCL has moved towards operational profit,
thereby reversing the trend of operational loss in last 3 years.

Looking Beyond Horizon- a Roadmap for Opening 36 Projects
in 36 Months
To produce 60 Mt coal and beyond by 2020, Team WCL rose to the occasion,
fine tuned its policies and took all stake holders on board through wide consultation.
The tireless efforts, innovative initiatives, speedy approval of Project Reports, improved
land acquisition & physical possession processes enabled WCL to open 10 new
projects from January 2015 to October 2015. With this successful experience, the
company have fixed the timeline for opening of another 26 new and replacement
projects adding to a total of 36 Projects (28 in Maharashtra & 8 in Madhya Pradesh) in
36 months.
