The London Borough of Enfield
Enfield Council SEN department operates around 225 routes per day, transporting 750 SEN
and ASC clients. The annual budget is around £4 million per year and there has been signifi-
cant pressure to deal with a very fast increase in new passengers and the costs associated
with this.
The Challenge
The system must offer all the benefits of web based, secure, multi-user, multi-depart-
ment processing with very detailed financial and numerical analysis.
Daily scheduling, provider management, sophisticated accounts, remote SEN & ASC
staff, management costs, statistics and performance analysis.
Specific challenges are - very fast increasing demand for travel assistance, students
travelling further - across and outside of the borough and an increase in number and
length of journeys as well as increasing complexity of need.
LB Enfield also required a new system for Passenger Risk Analysis with status analysis,
imported documents and Excel exports for manipulation and analysis of data.
Integrated Mapping and Optimising was required to analyse every single set of routes
to every school for optimum ocupancy, vehicle type, lowest cost and best value routing
and provider selections.
The Solution
The Mission Web System was installed. All existing data was migrated, harmonised and
cleansed. The standard failover/backup system was installed and configured.
The SEN team was given full training then a customised learning plan that covered all
parts of the system. On go live, Mission staff were on site to help and assist. The system
was constantly enhanced using the prepaid support time and development and
support is on going.
R Route sheets were customised to match the layouts required by LB Enfield. A custom-
ised system was developed for Passenger Risk Assessments and this was deleivered and
working within 6 weeks. Specific Analysis and statistical reports were created and a set
of new forms designed to allow users to very quickly sort and filter data for analysis.

The Benefits
The Mission MPS software replaced a spreadsheet system that could not handle
the multi-user processes required. The users liked the very fast development and
delivery times of custom development, support and training from Mission staff.
The customised Risk Assessment development was beneficial because it inte-
grated work that was being done externally on spreadsheets. The teams moved
very quickly to role based processing with forms and reports exactly suited to
their daily work. This lead to instant process and efficiency improvements.
The Failover backup system gives guaranteed uptime and resilience of the web
systems. This includes a seperate server system in another country that is
updated every 15 minutes to ensure if any part of the main systems become
unavailable a second live backup system will kick in straight away - all included in
the price.

Mission are now working with the Council to analyse how the whole financial ission are now working with the Council to analyse how the whole financial
management can be improved. This includes sophisticated “Average Cost Per
Child” calculations, annual costs analysis and provider billing systems.
LB Enfield is currently trying to reduce costs by around £1 million per year
on SEN and ASC Transport. The Mission software is key to streamlining the
scheduling, spend, vehicle occupancy and financial reporting.
