Alhamdulillah, it is with His Great Blessing that all of us can meet today for this seminar, albeit by virtual means. It is an honour for me to be invited to officiate this event. I would also like to thank Allah Subwanahu Wa Ta’ala because, even though we are facing this challenging pandemic of COVID-19, we are still able to organise important events such as this virtual seminar. The 5th USIM International Health Conference is a biennial, 2 days conference organised by the Faculty of Medicine and Health Sciences, Universiti Sains Islam Malaysia. This is the second time that the conference will be conducted virtually after the successful event in the 4th edition where we received more than 300 participants, with more than 200 papers presented. For this edition, the theme is “LESSONS FROM THE PANDEMIC: RESHAPING MEDICINE AND HEALTHCARE”. As we move towards the endemic phase, we should not forget that for the past two years, the COVID-19 pandemic has affected all of us. Many of us have been infected, hospitalised and to some extent, some of the family members or friends had passed away due to the infection. Many have lost their jobs and still struggling to meet their daily needs. The COVID-19 pandemic had also taught us that a good and efficient healthcare system is crucial in facing all the potential threats and challenges in the future. I hope that through this conference, new ideas, experiences and knowledge could be presented, shared and discussed among scholars, academicians, scientists and clinicians. With more than 200 registered participants, together with distinguished speakers from various countries, backgrounds and experiences, it is expected that this conference will provide a good platform for us to get valuable lessons from the pandemic. Through this conference also, the possible development of new protocols, guidelines, or policies related to pandemic preparedness could be produced. Regardless of the pandemic, the prospect of healthcare transformation looks promising, as more and more aspects of medicine and healthcare need to be injected with new ideas and concepts as a way forward. Bismillahhirrahmannirahim Assalamualaikum and Salam Sejahtera. With great pleasure, I welcome all the participants to the 5th USIM International Health EConference 2022 (IHeC 2022). Since 2020, the COVID-19 pandemic has affected us badly in many aspects of our lives, including social, economic, educational, and health care. The impact has been felt worldwide, causing significant morbidities and mortalities while also taking a severe toll on societies and economies. Many lessons that we can learn from this pandemic. COVID-19 showed that a global pandemic could happen and inflict severe loss of life, even in the world’s wealthiest countries. With the advancement of technologies, COVID-19 vaccines were being produced in a considerably shorter time. Vaccination is one of the most impactful and cost-effective public health interventions. Vaccines have helped to eradicate many infectious diseases, such as smallpox and polio. This pandemic also showed that COVID-19 can inflict long-term damage on physical and mental health, some of which may not yet be fully understood. People with long COVID syndrome from COVID-19 can suffer from persistent and debilitating symptoms like dizziness, forgetfulness, headaches, and fatigue. The most important lesson of this pandemic is our healthcare preparedness in responding, detecting, and managing this novel outbreak Two years since the announcement of the COVID-19 pandemic, we are slowly rising to reshape our lives into the endemic era. This year IHEC’s theme, “Lessons from the pandemic: Reshaping medicine and healthcare”, we hope that this conference will be a platform for sharing state-ofthe-art knowledge and updates on a wide variety of topics. Academicians, researchers, and medical professionals from several disciplines can discuss novel findings and share their cutting-edge discoveries as well as lessons they have learnt from the pandemic. Future collaborations between universities, research institutes, and industry are expected to come from the intellectual dialogue both locally and globally. It is anticipated that emphasis will be placed in especially on the important lessons learnt from the pandemic, leading us in creating protocols and regulations, pandemic preparation, and maybe even imagining creative conceptions of future medicine and healthcare. At the same time, we at USIM, in particular, have a keen interest in incorporating our core value with the global discourse, which is the integration of Naqli (revealed knowledge) with the Aqli (scientific knowledge). Finally, I would like to congratulate the organizing committee for their tremendous effort in organizing and continuing the virtual format initiated during the last IHeC in 2020 with the hope of minimizing the risk of COVID-19 transmission. The COVID-19 pandemic has resulted in dramatic impact on global health causing significant morbidity and mortality inadvertently affecting our social well-being and the economy. The introduction of vaccines had somehow provided us relief and hope. However, The emergence of novel COVID-19 variants such as the Delta and Omicron, as well as the surge of previously well controlled diseases such as monkey pox, hand foot and mouth disease, measles, and polio has hampered the recovery process and our progression towards the endemic phase. This year, we have decided to exploit the theme “Lessons From Pandemic: Reshaping Medicine And Healthcare” as we are sure that it would provide an oppurtunity to discuss what we have learnt so far from the atrocities imposed by the deadly virus globally. In particular, it is expected that focus will be given to valuable lessons learnt form the pandemic, guiding us in developing protocols and policymaking, pandemic preparedness and perhaps even envisioning novel concepts of future medicine and healthcare. I welcome you all to the 2022’s edition of the International Health Conference! As our friends and colleagues from Universiti Sains Islam Malaysia, Universitas Islam Sultan Agung, and the Universitas Muhammadiyyah gather to share and learn, we at the University of San Carlos are nothing but thrilled to partake in this event’s offering of learnings, practices, and healthcare advancement. I truly appreciate the constitution of this conference - highly interprofessional and inclusive of the many health disciplines. The National Academy of Sciences has emphasized the importance of collaboration in successfully addressing the SARS outbreak back in 2003 – from identifying the causative agent through multidisciplinary communities, to the industries and government collaboration for vaccine development, effectively communicating restrictions to the public, integrating information and skills in the training of health care professionals, and the academia. We can only emerge in this pandemic as victors when we are all well, which can only be achieved if best practices and success stories from our expert health practitioners are replicated in our respective countries. These learnings shall propel our recovery and boost our readiness for future outbreaks. The pandemic and the learning it brings are clearly disruptive of the comforts we have grown in our respective disciplines, but this is what healthcare is – one that listens and learns. Profesor Leong Chee Onn has conducted multi-year research focused on drug target discovery, novel molecules development through preclinical and clinical trials, and biomarkers development for diagnosis of refractory breast cancers. He has received numerous national and international awards including the FMD Fellowship (USA), the Institute of Biomedical Science President’s Award (UK) and the Top Research Scientist Malaysia (TRSM). He was a Senior Research Fellow at the Harvard Medical School and Massachusetts General Hospital, Boston, USA; a professor in cell and molecular biology, and the Deputy Director of Research at the International Medical University, Malaysia. He is currently the Fellow of the Institute of Biomedical Science (FIBMS, UK), Fellow of the Royal Society of Biology (FRSB, UK), Fellow of the Royal Society of Chemistry (FRSC, UK), and the CEO of AGTC Genomics, a tech start-up focuses on development of advanced genomics technology. The COVID-19 pandemic has been a defining moment in history, illustrating the critical importance of genomic surveillance methods in mitigating against disease outbreaks. According to data collected by the World Health Organization (WHO), 68% of countries had sequencing capacity in January 2022, up from 54% of countries in March 2021. This suggests that public health authorities and scientific institutions globally are registering the need to improve their infrastructure. Consensus from expert organisations also indicates a vital need to innovate our approach to monitoring pathogens. Moving forward, studying the genetic makeup of pathogen will be a crucial driver in shaping the response to the current and future pandemic, from understanding its transmission pathways to tracking its evolution. The speed of knowledge discovery for infectious diseases is going to be exponential, the attention will be huge, and data will be freely available for everyone, with the skill and tools, to generate and test different hypotheses. Given that globalization has increased the threat from infectious diseases, the onus is on the world to learn from COVID-19. We need to be ready for the next pandemic. Datuk Dr Norhayati binti Rusli is a public health specialist currently acting as the Deputy Director of Health (Public Health) of the Ministry of Health Malaysia. Dr Norhayati obtained her Bachelor of Medicine from the University of Malaya in 1991, and subsequently a Master of Public Health from University Kebangsaan Malaysia (UKM). As a public health specialist, she was appointed as the first Health Officer of the Kuala Lumpur International Airport (KLIA), before joining the Disease Control Division, Ministry of Health Malaysia. Dr Norhayati has been influential in contributing to the good image of Malaysia internationally. During her service, she contributed in KLIA's recognition as the first international point of entry in Malaysia to comply with World Health Organization’s (WHO) International Health Regulation (IHR) in 2005, and Malaysia's recognition as one of the countries to successfully meet IHR health standards. She was also a pioneer of the ASEAN Emergency Operation Centre (ASEAN EOC) network initiative which has been praised at the WHO level at set an example for other WHO regional countries. As a specialist in disease control and prevention, Dr Norhayati is involved in coordinating preventive control measures of infectious disease at the point of entry, such as during the Severe Acute Respiratory Syndrome (SARS) 2003, and the Influenza Pandemic in 2009, as well as managing preparedness, and response to epidemic and national disasters such as the Sg Kim Kim chemical contamination, the Measles outbreak in Kelantan, and the Polio outbreak in Sabah in 2019. As the then Director of Disease Control Division of Ministry of Health Malaysia, Dr Norhayati was regarded as a key figure in Malaysia's successful handling of the COVID-19 Pandemic. In recognition of her various achievements and contributions, Dr Norhayati was awarded the Darjah Pangkuan Seri Melaka (D.P.S.M), bringing the title of Datuk, in 2020. While Malaysia has entered into transition phase to endemicity, the management of COVID-19 need to shift from heavy reliance on government interventions to individual responsibility and community solidarity. The measures taken under this phase will prepare us for an exit strategy into the endemic phase once the WHO announces it. Training of the community volunteers to function as behavioural change agents, who will educate the community, to empower the community to take accountability and ownership in the managing of their health and the health risk factors.. The Agenda Nasional Malaysia Sihat (ANMS), as a catalyst for health promotion and community empowerment in Malaysia was initiated in 2021, adopts the ‘Whole-of-Nation’ approach to establish a network of smart partnerships with various ministries, organizations, public and private sectors, and non-governmental organizations as strategic partners in conducting activities for community empowerment. One aspect of healthcare to be secured for the future would be Non-communicable Disease (NCD) care. The spectrum or continuum of NCD care ranges from prevention, followed by early detection, diagnosis and management, then rehabilitation and palliative care. If we can enhance these efforts, the cost of future health care can potentially be reduced. Primary healthcare services need to be uplifted, highly accessible and fully equipped to enhance service quality. During the COVID-19 pandemic, many countries with robust primary health care systems were able to respond better and faster to the pandemic, maintaining essential services with minimal disruption. Malaysia pivoted as well by using COVID-19 assessment centres (CAC) at our Klinik Kesihatan and private GPs in the community to manage asymptomatic and mildly symptomatic patients, avoiding further congestion of the already overloaded hospitals. Primary health care thus needs to be viewed as the cornerstone of our health system, bringing care closer to the people and the community, as well as the primary line of defence in addressing demographic challenges, changing disease patterns and increased environmental hazards. Primary care services must also work more closely with other sectors to be effective. Support by sufficient resources, such as family health teams, that engage their communities as equal partners in promoting and maintaining health. These we hope to be covered in the health reforms plans through the Health White Paper which the government intend to table at the end of this year. Another issue that must be addressed is the maldistribution of equipment, capacity and skill mix between the public and private sectors in the healthcare system, which contributes to gaps in coverage across state and urban-rural lines. Moving forward, with a fundamental shift from ‘sick care’ to health care and wellness, the health system as we know today would naturally change. This shift in service delivery and focus will require an organisational change in the healthcare system by integrating public and private delivery of healthcare. After more than ten years with Ministry of Health he decided to be part of academics and have high motivation to teach medical scholars. Currently he is a medical lecturer in Universiti Sains Islam Malaysia, serves as an Emergency Physician at Ampang Hospital and currently as Deputy Dean of Student Affair and Alumni, FPSK USIM. He obtained his medical degree from Universiti Kebangsaan Malaysia and Master of Emergency Medicine from University Malaya. To date, he actively participates in various research involving prehospital care and medical devices. Nonetheless he has been invited as speaker in various international conferences as well as presented numerous scientific papers in conferences locally and internationally. In addition to his multiple contribution in academic journal papers, he has authored books and chapters in book that are related to Emergency Medicine. Recent focus of his researches include pre-hospital care, ruqyah shariah and medical IOT. Disaster is defined as sudden ecological phenomenon of sufficient magnitude to require external assistance. Regardless type of disaster, most of it have common characteristics that are important preparedness, planning, and response. Covid19 pandemic has become very good example in managing disaster in Malaysia. Protocols are designed to help organisation to standardize overall management of disaster. They are made to provide emergency aid and assistance, reduce the risk of secondary damage, and allow rescue operations as easy as possible. Implementation of updated protocols also is able identify the hazards and threats ahead of time, to take steps to avoid or mitigate losses that could occur prior to the disaster, to ensure successful intervention and coordination, and to carry out post-disaster recovery works in a timely and efficient manner. Associate Professor Dr. Mohd Dzulkhairi Mohd Rani is a Medical Associate Professor and Public Health Physician with the Faculty of Medicine and Health Sciences, Universiti Sains Islam Malaysia (USIM). He graduated with Bachelor of Medicine and Surgery (MBBS) from the International Islamic University of Malaysia in 2002. He later obtained his Masters in Community Medicine from Universiti Sains Malaysia in 2010. Dr. Dzulkhairi worked with the Ministry of Health Malaysia as a medical doctor and was posted to Hospital Melaka, Hospital Kuala Lumpur and Sandakan District Health Office before he joined USIM as a Medical Lecturer in 2010. In USIM, he was appointed as Deputy Dean of the Faculty of Medicine and Health Sciences USIM in 2014-2016 and 2019-2020. Dr. Dzulkhairi is always passionate about research and innovations. His strong background in statistics and research methodology contributes to his desire to study about the health of the population and ways to improve it. He had co-authored and published more than 60 articles in local and international journals. The link between natural disasters and infectious diseases is often misunderstood. Natural disasters such as earthquakes, volcanic eruptions, landslides, tsunamis, floods, and drought can occur without warning or in some places seasonal. In the turmoil that follows natural disasters, the probability of disease transmission is frequently high. While most of the public members assumed that disease transmissions related with dead bodies and the epidemics; the risk factors for outbreaks following disasters are mostly related to population dislocation. The availability of safe drinking water and sanitation facilities, the degree of crowding, the population's underlying health status and the availability of healthcare services all interact within the context of the local disease ecology to influence the risk of communicable diseases and death in the affected population. In many situations, developing countries are disproportionately affected because they lack resources, infrastructure, and disaster-preparedness systems. Among the factors for disease transmission and outbreak include contaminated water supply, poor sanitation and hygiene, alterations in disease vector distributions or behavior, issues with housing and shelter and limited access to healthcare services. At different period, from the occurrence of natural disaster until post disaster phase, different pattern of infectious disease reported. The victims, rescuers, healthcare workers and volunteers were exposed to respiratory infection, skin infection, gastrointestinal infection, and zoonotic diseases. It is apparent that the risk assessment on infection control in evacuation centers and shelters are extremely important. Effective risk communication is crucial because it not only saves lives and reduces illness, but it enables countries and communities to preserve their social, economic, and political stability in the face of disaster. Prof. Datuk Dr. Azizan Baharuddin received her BSc (Hons) in Biology from the University of Tasmania, Australia in 1978, MSc (Univ. College London) in 1979 and PhD in Philosophy of Science (Science & Islam) from University of Lancaster, United Kingdom in 1989. She specialises in several areas such as environmental ethics, religion and sustainable development, Islam and science, bioethics, interfaith/ intercivilisational dialogue. She has published more than 200 books, book chapters, monographs, journal articles and newspaper articles in the aforementioned fields. She is active in several governmental and non-governmental organisations connected with her areas of specialisation, as well as being a member of various advisory and consultative committees for various ministries in Malaysia and abroad. Due to her works and contributions in the area of Science & Religion, and Islam and science, she received multiple awards international and nationally. She was appointed by the Yang Di-Pertuan Agong as Member of the National Council for Islamic Affairs (2018-2021) and recently, part of the drafting team for Al-Mizan an Islamic Covenant for the Earth (UNEP) in 2022. Recently, she has been appointed by the YAB Prime Minister as member of the Consultative Panel of the Malaysia Anti-Corruption Commission (MACC) (2020- 2022). She was appointed as Director-General of IKIM (2015-31st August 2021). Currently, she is the Director of Centre for Civilisational Dialogue, Universiti Malaya, Chairholder of UKM-YSD Chair for Sustainability, as well as Member of National Council for Islamic Religious Affairs (2021-2023), chaired by the Prime Minister. In order to better equip ourselves to cope with climate change in a post pandemic world, first of all we need to understand what is the relationship between climate change and the pandemic to begin with. We would then have to be clear as to what were the causes of climate change and what has been our role. The discussion would then lead us to the fact that in order to mitigate climate change according to the views of the United Nations and its agencies, the sustainable development goals need to be achieved by the year 2030. However, due to the slowness and lack of progress of the achievement of these goals as exemplified by the reports provided regarding the progress of the achievements of the SDGs as well as the onset of the Anthropocene since the middle of the 20th century, it is currently agreed that the or a sustainability revolution is an imperative. What socio-cultural-ethical-values elements are implied in this imperative, needs elaboration and plans for action. An unexpected element in this context is the current or recent global recognition of the role of religious-ethical value system or systems of faith traditions. The framework of thinking of such traditions is currently being actively studied and solutions being offered include: a) a change in worldview or how we perceive the world, how can we best live in it and for what purpose; b) religious ethos coupled with or supported by argumentations that are scientifically validated can offer more humanistic and compassionate economic solutions for making the new sustainable “circular economy” strategies more impactful. Local examples that focus on principles like waqf (donations), amanah (responsibility), mizan (balance), ‘adl (justice) can give clearer examples of a way forward for a post “pandemic” or a “continuing climate change” savvy society of the future. Dr. rer. biol. hum. Erma Sulistyaningsih, MD, M.Sc is an associate professor at the faculty of medicine University of Jember in Indonesia. She graduated in 1998 with a Bachelor of Medicine and Bachelor of Surgery and subsequently an MD in 2000 from Brawijaya University, Malang, Indonesia. She completed her MSc in Biotechnology from Gadjah Mada University in 2006 and pursued a doctorate from Ludwig Maximilians University of Munich with her thesis entitled: Characterisation of var genes and of the PfEMP1 binding capacity to ICAM-1 of Plasmodium falciparum isolates from Indonesia. During this time, she was also a recipient of the DAAD scholarship for her doctorate from 2008 to 2012. More recently, she obtained a graduate certificate in agricultural health and medicine from Deakin University, Australia, in 2020. Throughout her career, has published multiple papers and presented at many conferences related to infectious diseases and agromedicine, during which she has also published various books in the same field. Additionally, she has a passion for teaching, and has been involved as medical lecturer since 2001. The global commitment to accelerate the malaria elimination achievement as the Sustainable Development Goals (SDGs) to stop the malaria epidemic by 2030. The regional commitment for malaria elimination in the Asia Pacific Region. Indonesia account for 10.4% of malaria cases in South East Asia Region. There was a stagnation of reducing malaria cases since 2014, indicated the high challenge for controlling malaria especially in high malaria prevalence area. The covid-19 pandemic situation affects many aspects of diseases control including malaria. The study is intended to explore the best practice for malaria controlling program during covid-19 pandemic situation. Malaria program policy in Indonesia includes early diagnostic, standard and prompt treatment, early detection and epidemiological surveillance, vector control and surveillance, and information-education-communication and advocacy. The covid-19 pandemic situation significantly impact the malaria elimination. The pandemic reduced malaria case finding activities, affected the diagnostic and treatment policy, delayed vector control program, reduced the number of field supervision, training and suspended some operational research due to budget reallocation and travel restriction. In a nutshell, an innovation for malaria case investigation, renewing protocol for malaria prevention and treatment and strong surveillance system is needed for maintaining the malaria elimination program in pandemic situation. Mrs. Maria Lourdeni is a 51-year-old certified senior nurse from University of San Carlos, Philippines. She had her secondary high school graduate at University of the Philippines Cebu College and later further her studies in Bachelor of Science in Nursing at Velez College. She holds multiple post-graduate certificates and these include Master of Arts in Nursing Major in Clinical Supervision from the University of San Carlos and Juris Doctor (law degree) from the University of Southern Philippines Foundation. She is currently doing her Doctor of Philosophy (PhD) in Nursing Leadership and Management at the Philippine Christian University. She had nine and a half years of clinical experience working at Cebu City Medical Center from 1993 till 2002. Then she jumped into the academe, as a clinical instructor at the University of San Carlos Department of Nursing for seventeen years (2005 – present). Currently she is the Chairman of the University of San Carlos Department of Nursing. The COVID-19 pandemic has brought unprecedented challenges to public health, economic stability, and work balance, and has led to a devastating loss of life on a global scale. According to the World Health Organization, as of July 12, 2022, there have been 552,504,629 confirmed cases of COVID-19, including more than 6 million deaths. In the Philippines, there have been approximately 3.7 million cases confirmed over the years; of those, only 3.6 million Filipinos recovered. Such numbers bring into light the importance of the vaccines, and the vital role they play in offering natural protection and stronger immunity to the masses. With the availability of various types of vaccines, communities have built up an antibody response without having to experience sickness or post-COVID conditions. To curb the spread of the COVID-19 virus, a national vaccination program with a goal to vaccinate 9-million Filipinos was launched by the Philippine government. The nursing students and faculty of the University of San Carlos volunteered to vaccinate residents in Barangay Guba, Cebu during the 3-day vaccination drive in earnest support of the government’s efforts to end the pandemic. This opportunity helped equip the student nurses with the necessary knowledge and skills in the provision of preventive care to the community. Healthcare professionals are one of the leading contributors to limiting the spread of the virus and the administration of vaccines during the early phase of the pandemic. Aside from encouraging health protocols, they have provided essential primary healthcare services to everyone, especially those who do not have easy access to health facilities. Nurses, specifically, are key players in actively involving themselves in COVID-19 interventions through adequate assistance and emotional support. Compared to other healthcare professionals, nurses develop some of the strongest bonds with patients, thus providing trust, support, and sufficient patient education about the Coronavirus. Dr. Nizam Baharom is a Public Health Physician and medical lecturer at the Universiti Sains Islam Malaysia. He attained his undergraduate degree from St George’s Medical School, London. Dr. Nizam then pursued his Master’s in Public Health and subsequent Doctorate in Public Health at the Universiti Kebangsaan Malaysia. Prior to his current position in university, he served as Public Health Physician at the NonCommunicable Diseases section, Ministry of Health, Putrajaya, Malaysia. Dr. Nizam’s areas of interest include non-communicable diseases, nicotine addiction and health management. Dr. Nizam was involved in various COVID-19 research in the areas of public health, preventive medicine and medical technology during the pandemic. The research topics included were pandemic fatigue, shift work during the pandemic, nicotine addiction and the pandemic, impact of the pandemic on transgender community, online learning, effects of mouth rinse and COVID-19 status and 3D printed nasopharyngeal swab. SYMPOSIUM 2:6 THE 5TH USIM INTERNATIONAL HEALTH CONFERENCE 2022 COVID-19 vaccination was the main strategy to minimise the risk and also to curtail the duration of the worse part of the pandemic. In Negeri Sembilan, Universiti Sains Islam Malaysia (USIM), led by the Faculty of Medicine and Health Sciences, took the initiative to be part of the national COVID-19 vaccination programme. PPV IPT Mega USIM was a large scale COVID-19 vaccine centre in Negeri Sembilan, Malaysia. It was located at the Dewan Tuanku Canselor USIM. Commencing from 28th June 2021, this centre served up to 3,000 vaccinees per day. With immense organisation and co-ordination, PPV IPT Mega USIM delivered smoothly and had given a total of 200,516 doses of COVID-19 vaccines in a period of nearly 3 months. That’s about 21% of the entire vaccine doses for Negeri Sembilan at that time. Understandably, large scale operation such as this would encounter some hiccups along the way. However, this multidisciplinary, multi-organisations centre would overcome its challenges and propelled Negeri Sembilan into one of the fastest states in Malaysia to achieve herd immunity level among adult population (80% completed doses). The PPV IPT Mega USIM had received praises and compliments from individuals, governmental organizations, NGOs and also the royal institution of Negeri Sembilan. 44 ABSTRACT
