DeAnna’s Thoughts

In Missouri, there are over 1,162 youth available
for adoption. As I sit and re ect on the reason so many kids are lingering in foster care my mind shifts to a couple of things. One, we have a solution! CMFCAA’s Family Development program has a
full FY19 calendar including STARS and Spaulding classes (pre-service training) for those interested in becoming foster and adoptive parents. Call us and we can add you to the list! I want to believe; our community knows ALL youth deserve a family.
This brings me to my second thought: Do you know, most kids in temporary foster care are over the age of 8 1⁄2? Do you know youth in foster care dream of
a family, siblings, someone to walk them down the aisle and most importantly, to teach and guide them? Do you know, accepting the challenge is not without a sacri ce and living in the “mess” is a growth opportunity? While researching for my Master’s Capstone project I stumbled across a shocking statistic. Every year, in Missouri, there are around 500 youth who emerge out of foster care. Can you imagine-- no support and no family as you leave the courthouse steps? The words ringing out, “Congrat- ulations, you have achieved independence.” But to what end? This isn’t permanency.
Family is permanent. The worst poverty of all is having no family. Can you imagine having no family?
Our Family Development team and Family Finding teams can help you make a lifelong commitment
to a youth in foster care. Instant Family® is a new 2018 blockbuster movie starring Mark Wahlberg and just in time for Adoption Awareness Month. This lm shows true experiences and emotions of both biological parents, foster parents, and children in foster care.
In 2019, CMFCAA will be hosting Instant Family Forums. The FORUM will consist of movie review
and a Q&A professional panel; including older youth in foster care. We will talk about the honest truth
of forgiveness, unconditional love, personal growth, sibling connection, youth expression, teenage drama, moving from place to place and the challenge of adoption. We encourage you to join us at one of the Forums and ask questions about your fears, personal challenges and what it would mean to have a youth join your family.

Tammy Rodgers: Director of Finance
Tammy Rodgers is CMFCAA’s
Director of Finance. Tammy is a native of
Colorado, but has called
Missouri home for many years now. She rst came to Missouri to attend Southwest
Baptist University where she earned a B.A. in Accounting.
Tammy is married to Jerry Rodgers. She has three beautiful adopted children, Joshua 17, Elisabeth 16 and Isabella 14, and
three amazing step children, Lexi 22, Lane 20 and Sara 12. She was blessed with the ability to stay home with her children before they were school age.
Tammy has always had a heart for children, especially those in need of a home. As a former foster parent, she has fostered over
15 children. Tammy was instru- mental in helping to establish CMFCAA over ten years ago. As one of CMFCAA’s co-founders she is amazed at how far the organization has grown. After years away developing her
own business and working in
accounting, Tammy is happy to be back at CMFCAA as our Finance Director. She is excited to have the opportunity to combine her accounting skills and experience with her passion for the foster and adoption community.
In her spare time, she enjoys playing keyboard with her church worship team, reading a good book, working in her yard and cheering on her kids and husband in their many activities. As a native Coloradoan, she is an avid Denver Bronco football fan, and enjoys any opportunity to visit her home state.
Being a mom to three
amazing kids is Jessi’s biggest accomplishment. Her two daughters and son keep her laughing and on her toes. From having brownie bake-o s to playing horseshoes in the backyard, they enjoy their time together. Jessi strives to teach them the importance of helping others in and outside of their community. Jessi aims to be a steady source of support, hope and humor for her own children and the foster children she works with.

Born and raised in Je erson City, Jessi
worked as a cosmetologist
in a salon for ten years
before she decided to be the
rst in her family to go to college. Shortly after beginning Columbia College, Jessi began working on the Behavioral Health Unit at SSM, where she discovered her passion for helping people in need. This helped her set her sights on a degree in Human Services.
After a couple of years of college, Jessi began working for Central Missouri Community Action,
recruiting and enrolling families
in the Head Start program. This position helped inspire Jessi to pursue a role working one-on-one with children as a foster care case manager after she graduated from Columbia College.
Working with children in foster care, being their voice and source of strength, has become Jessi’s calling. She is honored to join the dedicated sta at CMFCAA and continue her mission of serving others. Jessi has seen rst hand the positive impact placing kids with relatives has on them and their families, and she is excited to devote herself to the 30 Days To Family® program.

Jennifer Perkins: Program Director
Many of you know Jennifer Perkins
through
her time volunteering
in many ways with CMFCAA
over the past years. We are thrilled to have her join us as our Program
Director now.
Jennifer resides in Je erson City with her husband and 11 year old son. She spent 17 years in the banking industry, until recently moving into the non-pro t sector after the nalization of her son’s adoption. Going through that process made her want to help in any way she can. She is currently obtaining her Bachelor of Science
In Behavioral Health Science,
with an Emphasis in Trauma. She is most passionate about Mental Health and older youth needs. She and her husband have volunteered with CMFCAA for several years and care deeply for their mission. They have taught classes on
the “Your Money Your Goals” curriculum supported through
MO DSS, along with mentoring youth for the Transitions program. Jennifer recently has volunteered to take on the Transitions program.
Jennifer says she is honored
to be working for CMFCAA
and excited to be a part of the education, advocacy, and support that CMFCAA provides to the community. She is thrilled to
be a part of an agency that is dedicated to creating trauma informed approaches to foster care and adoption that will create resiliency in our community’s youth and in their homes.
She feels the gift of family is something to be treasured, through the ups and the downs. Jennifer feels being a part of an organization that provides that gift to the community is such a joy.
Her husband Jeremy shares her passions and they enjoy helping with dog rescues when they can, along with spending time together as a family making memories to compensate for lost time before they were blessed with their son.

Family First Prevention Services Act:
The Family First Prevention Services Act, signed into law as part of Bipartisan Budget Act on February
9, 2018, prioritizes keeping families together and
puts more money toward at-home parenting
classes, mental health counseling and substance abuse treatment, as well as placing limits on placing children in institutional settings such as group homes. As a result, grandparents, aunts, uncles and many more kinship providers are stepping up to take
care of their families. Kinship care gives preference to relative care givers instead of traditional foster parents. If family and/or kin can be found, kids should be reunited with family - if they are safe and appropriate.
For years, the old saying, “the apple doesn’t
fall from the tree” trumped most placement decisions. In recent studies kinship care indicated stronger permanency rates, sibling connections
and well-being. It was also noted less placement disruptions occurred; where kids bounced from home to home. (Metzger, 2008) (Zinn, 2012) (Hegar & Rosenthal, 2009) In addition, children and youth are reported to have much stronger attachment and bonding with kinship caregivers. (Hegar & Rosenthal, 2009)

families are found so culture can stay intact and the same sense of community is shared. Research also shows that kinship care reduces negative behaviors and kids are less likely to experience motor and neurocognitive development delays. (Stacks & Partridge, 2011)
Through the advocacy e orts of the Central Missouri Foster Care & Adoption Association we have implemented the 30 Days to Family® programming and are researching the Kinship Navigator® programs to o er relief and support to our kinship population in mid-Missouri. The outcomes are good for kinship families; however, without supportive organizations and services families can feel alone, overwhelmed and guilty for taking in their kin. Even more, the Family First Act provides a supportive network of services; including mental health, substance use treatment, and in-home parenting skills to improve the well-being of children.

Kia & Devin
Ready for adventure? This dynamic duo sure is! Siblings, Kiara and Devin are ready for a fun, caring family that will help them along the way.
Kiara, born in ’05, enjoys being pampered, loves to swim, watch movies, the outdoors and hanging out with friends. An excellent hobby for Kiara would be drama club or theatre, she is quite the actress! Kiara describes herself as kind, outgoing and generous. Her dream is to become either a doctor, lawyer, or maybe even a foster parent.
Devin, born in ’06, likes Pokémon, puzzles and sports. He hopes to play football someday. He sees himself as intelligent, strong and fast! Devin enjoys school & math is his favorite subject. He would like to become a member of the SWAT team when he grows up.
Kiara and Devin are close siblings, looking for a family where they can be together. Kiara is a typical older sister, always looking out for Devin’s best interest. Devin looks up to Kiara and enjoys having her around. Both like to joke around and really enjoy one on one time.
Both homestudied and non-homestudied Missouri families are encouraged to inquire; only homestudied families from other states should do so.

Family Finding
Fontez
When we rst met Fontez, he was going before the judge asking to be referred to Independent Living Facility. At 16 years old, Fontez did not think that he would nd a forever family to call his own. Fontez had been in and out of foster care for a majority of his life. Fontez was referred to Extreme Recruitment after spend- ing over a year in a residential facility.
Extreme Recruitment is a 20 week program that simultaneously recruits for an adoptive family through several methods. These methods include General Recruitment, Child Speci c and Family Finding. Through general recruiting, Fontez’s pro le was placed on adoption websites and his pro le was released to known adoptive social media sites for exposure. In addition, Fontez was featured in Stories From the Heart, which are digital stories told from the perspective of a youth waiting to be adopted.
Child speci c recruiting includes going through Fontez’s le and recovering any information that may have been lost or forgotten. This includes any connections that Fontez has had throughout his entire life, contacting those people in an attempt to reconnect Fontez with these lost relationships. In addition to those connections, the Extreme Recruiter Investigator, a former police investigator, uses his detective skills to build a geno-gram, or otherwise known as a family tree. While building this geno-gram, the investigator nds the biological family members and reaches out to each of them, letting them know that they have a relative that is currently in the foster system, awaiting to be adopted.
The Extreme Recruitment team started out with 6 known relatives of Fontez. We were able to build that up to over 100 family members.

Through this process Fontez was able to reconnect with several relatives that he had lost contact with. Most of these reconnections turned into people in Fontez’s life that he can reach out to in moments of need, or to have a connection to where he came from. Extreme Recruitment also reconnected Fontez to a former respite provider that Fontez had stayed with in the past. Fontez had positive memories of his time at their home and the respite provider also remembered him fondly.
After reconnecting through phone calls and a visit, Fontez began staying at their home on the weekends to get to know the family better. It did not take long before they asked Fontez to be
a permanent part of their family. Currently, Fontez is living full time with this family and an adoption hearing has been set. After feeling as though he had no other options, willing to live in a placement that would teach him to live with no other connections, Extreme Recruitment reconnected Fontez with life long relationships and a forever family.

Family Development
Over the past eight months, Central Missouri
Foster Care and Adoption Association’s Family Development Program has been hard at work recruiting, training, and supporting families through fostering and adopting. Family Development trainers Carol Montie and Mary Rorhbach have trained families for over 117 hours! Families from across CMFCAA’s 13 county service area have attended STARS training for prospective foster families and Spaulding training for prospective adoptive families. To date, CMFCAA sta have trained 58 people in STARS training and 52 in Spaulding training. This has led to the development of over 30 License Ready foster and adoptive homes. This number will increase throughout the end of the year. Director of Family Development, Megan Corbin reports, “It has been a phenomenal year for Central Missouri Foster Care and Adoption Association’s Family Development Program. We have worked with families from counties all over our service area and we are working hard to increase the number of resource providers available for children in foster care.”
Training families is only part of the work completed by Family Development sta . When families go through STARS and Spaulding training, they work with Family Development trainers to complete
home assessments of their families. Throughout this process families discuss their motivations to foster or adopt, what they do as a family, their life history, and even talk about the hard things people have gone through in their lives. Family Development trainer Carol Montie enjoys working with families through the assessment process, “I love developing relationships with families and how they let me into their lives. It is inspiring to see how resilient families are and how they want to give back to children.” Mary Rohrbach, Family Development trainer loves “getting to know all kinds of people from all walks of life.”
Creating relationships with families extends beyond home assessment and training process. CMFCAA Family Development sta always look forward to getting updates from past program participants when children join their family. The team celebrates these families for fostering children in their homes. Rohrbach’s favorite part of her job is “seeing a child nd a safe place that they can be a kid and not worry about adult issues.” Montie feels “truly blessed to work with our AMAZING and loving families, who are dedicated to learn how to meet the needs of a child that will be joining their family through the foster/adoptive process. It has been incredibly rewarding when our families share their journey and provide an update of their family’s growth. I have so much gratitude for the families I am fortunate to work with!”
Interested people are able to become foster and adoptive families by working with CMFCAA sta through all pre-service licensure requirements. Family Development trainers support families through the process of background screens, home assessment visits, training, and licensure. WHAT IS A
HOME ASSESSMENT?
This is one common question the Family Development Team gets asked often. If you have inquired about foster care or are a foster/adoptive parent, you likely know that a home assessment is critical for licensure. Here’s the top ve need to know things about home assessments!
1. We might get really personal. Home assessments can seem really scary and overwhelming because we will ask about your personal history and challenges you might have faced throughout your life. While it can be hard to talk about, we want to make sure you are in a place where you can really support kiddos in foster care.
Remember: We look for your resiliency! While we do ask
about hard things, we want to
see what your family and you
have overcome. Don’t be afraid
to share these hard things with
our team. We always work from a strengths-based perspective to see how these experiences might make you the perfect parent for a kiddo who has entered foster care.

3. Plan to discuss becoming a Foster or Adoptive Parent with important people in your life. Fostering and adopting can impact your family, friends, and your community. If you are considering this as a possibility for your family, ask important people in your life what they think. They might be
the people who can help with babysitting, picking kiddos up from school or events, and can be ardent supporters during the hard times. We all need cheerleaders!

Don’t be afraid to ask questions! During the home assessment process is the perfect time to ask questions about the process, what to expect, or what the “realities” of foster care can be. This is really your family’s time to make sure fostering or adoption
is right for you. We want you to
be as prepared as possible for the children who might join your family.
My family is not “the norm” and I might not be accepted as a foster or adoptive family. Families look di erent! We work with single foster parent families, married foster families, gay, straight, and lesbian families of all di erent backgrounds and religions! The most important thing to our team, is that you are willing and able to support children in need in your home with love. You don’t have to be perfect to be the perfect parent!

The Gift that Gives Back: YOP Tax Credits

The holidays are a miraculous time of year. It’s a time to celebrate, faith, family and friends. For many of us the holidays are full of fond memories, family traditions and delicious food. For others the holidays are lled with stress, uncertainty and not enough. CMFCAA o ers the YOP tax credit as an incentive to give directly
to our organization and in return receive a tax credit. YOP donations speci cally support our Begin Again Backpack Program, Respite Program, Farmer’s Market Vouchers and youth Transitions Program.
When you give a YOP donation you are speci cally helping foster, adoptive, and kinship kids and families in need.
YOP is an acronym for Youth Opportunities Program. It is a
tax credit o ered by the State of Missouri to eligible charities. A donation of $1,500 or greater, given in either 2018 or 2019, is eligible
for a 50% tax credit. Credits are limited and are given on a rst come basis. Please consult with your tax preparer to determine how this credit will bene t you.

Transitions Program
Jennifer Perkins, Program Director
Our Transitions Program is going strong. We have
a total of 13 youth this year. I am extremely PROUD of the team we have. Our mentors and mentees are all very dedicated. An example of this dedication occurred a few weeks ago. We had the opportunity to work the MIZZOU and clean up the parking lots after tailgating for money that will help sustain the program. While it rained all day, and was extremely cold, the team rallied together and accomplished a great deal of cleaning! We will nd out soon what our total payout is. It was great to see the mentors and youth work together and plan to divide and conquer this task. Unfortunately, there are no photos as it was raining and we were covered in yuck, so no one wanted to touch their phones.
This is the second service project our team has completed this year. The rst was helping clean
and paint barns at Where Pig’s Fly in Linn. So far this year, we have gone zip-lining, discussed each mentee’s strengths, and what career paths align well with those traits, talked about how those strengths can be used for good in life, discussed student
led fundraisers, and all aspects of car insurance & licensing. We have also discussed all aspects of identity from their legal documentation to their electronic footprint. I am so excited to see where this program is heading. Next year’s senior class applications will be going out in January, so be on the lookout! Any 11th grade kinship, adoptive or foster children are encouraged to apply early!

10th Annual CMFCAA Gala
November 2018 Central Missouri Foster Care and Adoption Association celebrated 10 years of serving foster and adoptive families! Thousands of children and families have bene ted from the resources, programing, and services provided here over the last 10 years and we are so grateful to have reached this milestone. We look to our past and see how far
we have come and we know that it was not done alone. On November 15th our community came together again for the 10th Annual Central Missouri Foster Care and Adoption Gala and once again showed their overwhelming care and support for the families in central Missouri by raising funds that will support CMFCAA programs for another year.
The CMFCAA Gala has been a major fundraiser for our programs for the past 10 years and we have been so thankful to see it growing each year to provide more and more programming for kids as we go! This year our keynote speaker, Ashley Rhodes-Courter, gave us all a glimpse into the life of a foster child by sharing her own story of being bounced from home to home and experiencing trauma and abuse. Her story leads us through her heartbreaking experiences, her joy of nding permanency through her adoptive family, and her lifelong mission to advocate and educate others on how they can change the life of a child in foster care. Her story reminds us all of why the work we all do at CMFCAA each day is so important.
Here at CMFCAA we want to take a moment to recognize the stories of triumph that have come from our communities and say ‘Thank You’ to everyone who plays a part in helping us provide for families. We are so fortunate to have had the support of over 400 community members in attendance at our Gala this year and we cannot begin to thank each of you enough.
