Technical Working Group Consultants – Draft Terms of Reference
Prevention
1. Background
The HIV/AIDS epidemic in Tanzania with an estimated prevalence of 7% is
recognised by the country’s leadership as one of the critical challenges to
the future social and economic development. Recent projections from
ESRF (2003) show that by 2015, the economy will be 8.3% smaller and
the per capita GDP will be around 4 per cent lower as a result of
HIV/AIDS. While many achievements have been made to date, they have
not kept pace with the demands of the epidemic. Tanzania’s National
Multi-sectoral Strategic Framework for HIV/AIDS (NMSF) is in its final year
of implementation. With the need to revise the framework to continue to
the fight against HIV/AIDS, Tanzania has reached a critical stage where
the national multi-sectoral response has to move beyond the “business as
usual” approach for a more determined and concerted move forward.
The Tanzania Commission for AIDS (TACAIDS) will lead and facilitate this
process, whose key outputs will be a new NMSF for the period 2008-2012.
In addition, the process itself is expected to benefit Tanzania through the
focus on a participatory process. The new NMSF will have to satisfy the
needs of a multi-stakeholder and multi-level response, as detailed below.
This framework will need to be specific and targeted in order to make a
serious impact on the epidemic.
2. Purpose
The National Multi-sectoral Strategic Framework is the guiding document
for all stakeholders in the response to HIV/AIDS. The milestone from the
Joint Review was “to revise the NMSF using a participatory process and
aligned to the MKUKUTA by 2007”
The purpose of the technical working groups (TWG) is to assess the
progress made against the epidemic, and mark out the way forward by
using evidence and setting ambitious but achievable targets for the next
five years. For this reason, the TWG will consist of no more than 12
people, all of whom are required to be experts and/ or working in areas
which focus on Prevention.
The role of the consultants for each of the technical working groups is to
facilitate this process from a knowledgeable position to ensure the group’s
output is strategic and effective.

3. Project Goals
The overall goal is the adoption and approval of the National Multi-
sectoral Strategic Framework for HIV/AIDS 2008-2012 to be the
national guiding document in the response against HIV/AIDS.
The goal for each of the Technical Working Groups is to develop goals,
objectives and strategies to impact on the epidemic.
4. Objectives
The overall objective is the development of a quality NMSF by
June 2007
The objective for the Prevention TWG is to develop an approach
that will prevent HIV infection.
5. Timeframes
The overall deadline is June 2007
The first draft has to be developed by March 2007
The Zero Draft has to be developed by November 2006 for
consultation.
6. Deliverables
Attend a one day meeting as part of the preparation/ orientation
to the process [ Current proposed date 15th September 2006)
Prepare a situational analysis on Prevention programs. (The
lead consultant will prepare the general situational analysis)
Facilitate a 5 day workshop with the TWG members to achieve
the following [Proposed dates 16th to 20th October 2006]:
i. Create an understanding of the status of the epidemic as
it relates to that particular theme
ii. Assess the progress made and how it relates to the main
drivers of the epidemic for Prevention
iii. Review and revise the goals of the NMSF 2003-2008
iv. Develop strategies to prevent HIV infection using an
evidence based approach
v. Prioritise strategies for largest gains
Post consultation process
i. Review comments and inputs gained from the central and
regional consultation process against the zero draft
strategies as preparation for workshop
Facilitate a 5 day workshop with TWG members [Proposed
dates 6th to 11th March]
i. Review and assess comments and inputs gained from the
consultation process
ii. Review and revise goals and strategies in light of
consultation process
iii. Review prioritisation
Post M&E Workshop
i. Finalise TWG output for first draft

The consultants will report to the Team Leader Consultant.
The contracting authority is TACAIDS with the contact person being
TACAIDS is Dr Mmbando.

8. Communications
There will be a preparatory day for all consultants to ensure everyone
understands the aim of these workshops and agrees on formats and
wording.
TWG consultants will be required to brief the team leader on progress
made during the workshop. This is to ensure the output of the workshop is
achieved.
9. Reporting Framework and Schedule

10. Required Competencies
TWG consultant 1 (international or local)
Minimum of MPH, MSc, MD, or professional qualification
Demonstrated technical skills at least one intervention area in
Prevention
Good knowledge of international policy environment and issues of
HIV/AIDS and development
Experience of working in Africa, and preferably East Africa
Should have worked for a minimum of 5 years in a senior position in
technical area
Should have experience in developing strategic documents to
international standards
Preferably have worked within multi-sectoral multi-stakeholder settings
Conversant with principals of mainstreaming HIV/AIDS
Preferably conversant with the Tanzania national response, and
HIV/AIDS situation
Must be capable of mentoring younger/ less experienced consultant
TWG Consultant 2 (local)
Should have a minimum of a post-graduate degree
Demonstrated technical skills
Should be conversant with HIV/AIDS in Tanzania, the multi-sectoral
approach and the “three ones” principal
Should have at least 3 years work experience in a health/ HIV/AIDS or
consultancy environment

11. Contract
The contract is a fee based contract. This will include all travel and
subsistence costs. Costs breakdown must be specified.
