1.0 Introduction

Stadium Negara was the first indoor stadium built in Malaysia. It is located at Jalan
Stadium, the heart of Kuala Lumpur. The construction of the stadium took about two years
to complete and the estimate construction cost was RM34 million. It is also 300-foot
diameter column free multipurpose hall. Stadium Negara was one of the first few post-
modern architectural design buildings found in Malaysia. It was once considered one of
the advanced indoor stadiums in Southeast Asia.
On April 19, 1962, Stadium was officially opened to the public by DYMM Tunku
Syed Putra Al Haj bin Al Marhum Syed Hassan Jamalillail, the third Yang Di Pertuan
Agong. It is the first indoor stadium in Malaysia which was built after Stadium Merdeka.
Stadium Negara is situated across the road from Stadium Merdeka. This stadium was
designed by Jabatan Kerja Raya. The stadium was initially covered by a flat roof with
supports radiating from a central hub.
In 1980’s, the roof was refurbished and a dome was built. These providers more space
and better acoustics for the musical concerts held here each year. Throughout the years,
events such as local and international sports, musical concerts and official functions were
held in this stadium. It is capable to hold such huge events because it is fully air conditioned
and has 10 200 permanent seats. In May 17, 1992, the prestigious Thomas Cup was held
in Stadium Negara. Many would cherish the moment as it was the major sporting event
held that time. On February, 2003, Stadium Negara was named as National Heritage
building in Malaysia.

2.0 Brief History
Stadium Negara was announced as one of the eight symbolic national buildings by the
then Yang Di Pertuan Agong on Sept 17, 1963, the day after Malaya became Malaysia.
The 10 200 seat Stadium Negara was built in 1960 at a cost of RM1.5 million. Designed
by Public Works Department engineer, S.E. Jewkes, it had the largest unsupported concave
roof in the region. The roof spans a diameter of 300 without supporting columns. The
whole stadium had no air conditioning that would affect the flight of shuttlecocks. The
entire indoor space was cooled by natural air ventilation which were led into the stadium
via slits and vents. It was one of the amusing features of the stadium after unsupported
roof, which was later replaced with space frame done in 1985 when leaks developed.

3.0 Type of Facilities Offered and Price Listing
Based on our case study, I found that National Stadium is spectator facilities.
Spectator facilities is the place or stadium are more to public convenience that they
must get based on the fees. Spectator facilities include stadium, arena, theater,
auditorium, exhibition hall and convention center. National stadium is a large single or
multi-use facility hosting a large number of spectators. For example, Sheila Majid do
first solo concert after seven years at National Stadium in August 2017 and a lot of
tournament that held at National Stadium.
Every stadium or hall will charge to the client to do any events. The rent rates
depend on the time and event to do. For example, the management of stadium will
charge RM150 per day for training. Based on Malaysia Stadium Corporation (PSM), the
rental rates are under state government. So, National Stadium that located at Kuala Lumpur
is under Dewan Bandar Raya Kuala Lumpur (DBKL). The price listing client want to rent
facilities at National Stadium is:

4.0 Usage Statistic and Type of User By Age
As we know, Stadium Negara was built fully air-conditioned and capable of
hosting many different events, including sporting events and concerts. Once the venue
for major sporting events, it now occasionally holds concerts and shows. Back in
recent 10 years, there are a lot of concerts have been held there such as Running Man
Fan Meeting Asia Tour Season 2 at 1 November 2014, Backstreet boys In a World
Like This Tour on 3 May 2015, Dato' Siti Nurhaliza & Friends Concert on 2 April
2016, Seventeen 1st World Tour "Diamond Edge" on 9 September 2017 and Wanna
One 1st Fan Meeting in Kuala Lumpur "Wanna Be Loved" on 19 January 2018.
Even though the stadium has 10000 permanent seats, usually, they will make it
3/4 from total of available seats to attend each event that been held there. Like
example, during Wanna One 1st Fan Meeting in Kuala Lumpur "Wanna Be Loved",
there only open around 6 until 7 thousand tickets but there only 5 thousand tickets
sold. During Dato' Siti Nurhaliza & Friends Concert on 2 April 2016, the concert was
a success with more than 7000 attendees came to watch the concert but they limited
to 7500 tickets only.

5.0 Operating Budget
Operating budget are expenses associated with the maintenance and
administration of a business on a day-to-day basis. The operating budget is deducted
from revenue to arrive at operating income and is reflected on a company’s income
statement. Operating budget can include the cost of goods sold, which are the expenses
directly tied to the production of goods and services. Some of the budget include direct
labor, rent of the plant or production facility, repair and maintenance cost and utility
costs and taxes of the production facilities. Several operating budget for National
Stadium is:
5.1 Roof

As we know, we have variety of roofing such as glass dome roof and PVC
concave roof. Most high standard stadium will use glass dome roof because the roof
was initially made of sheet glass creating a huge greenhouse with skylights for
acoustical purposes. Having the stadium built for sheltering purposes, transparent
material was used as the arena of the stadium was a field of grass for baseball
activities. Thus. natural sunlight was needed for the grass. On the other hand, Stadium
Negara did not have to consider the maintenance of the arena when constructing the
roof. Hence, the roof was covered with sheets of PVC for easy maintenance and
lightweight structure. The ventilation of light through the clerestory created by the
vents at the perimeter of the stadium was sufficient to light up the arena.

5.2 Maintenance
Maintenance expenses are the costs incurred to keep an item in good condition or
good working order. When purchasing an item that requires upkeep, management of
National Stadium should consider the initial price tag as well as the item's ongoing
maintenance expenses. Maintenance expenses are major reasons why home ownership
can be more costly than renting. maintenance costs can be measured by the square foot
to gain an understanding of how much money yearly maintenance activities might
potentially cost.
This can also differ by industry, so it’s important to look into what the typical
maintenance cost per area is for your organization’s needs. For example, for something
like stadium facilities, a typical maintenance cost per square foot is RM5 per sq. foot,
whereas other facilities quote the average cost as RM3.50 per sq. foot. Based on Malaysia
Stadium Corporation (PSM), seven major sports centers include National Stadium receive
RM30 million a year from the government for maintenance purposes. RM30 million is just
for maintenance. the corporation had to find its own resources to cover operating costs
including the payment of workers' salaries.

6.0 Management Concept and Application
National Stadium is organized by PSM that the concept is gain profit or revenue. In 2015,
PSM accumulated a deficit of RM12.9 million from January till Sept 30, the Dewan Rakyat
was told. Youth and Sports Minister Syed Saddiq Syed Abdul Rahman said the corporation
which did not receive any special grant from the government recorded a deficit of RM20
million in 2015, RM26.6 million (2016) and RM32.7 million (2017). He said his ministry
had revamped PSM's Board of Directors by appointing experienced individuals with the
potential to generate income for the corporation. This is in line with the intention to make
this stadium a preferred venue for organizing events at the national and international level.
So, to gain revenue, government identifying and growing new business markets. To
create wealth and value for our shareholders, they need striving to grow revenue base. This
strategic initiative ensures that continue to aggressively secure opportunities, be it by
increasing the number of tenders submit, or venturing into new business segments, like
stadiums, where we can leverage on our proven expertise in infrastructure.
The highlight in 2017 was the completion of the stadium, a project that showcased not
only our expertise in undertaking highly complex infrastructure, but also our commitment
to delivering high quality projects on time and within budget. The RM1.2 billion project,
which was conducted through a privatization agreement with the Ministry of Youth and
Sports, encompassed the refurbishment and upgrading of four stadiums at the previous
National Sports Complex in Bukit Jalil, Kuala Lumpur comprising the National Stadium,
the Aquatic Centre, the Axiata Arena and the National Hockey Stadium.
In efforts to secure high margin projects, they have undertaken initiatives to unlock
value through new business segments. Given the strong track record and technical
expertise, they have identified roles as one of the areas where they should focus on.
Management of National Stadium will also continue to sustain our profitability through
new ventures that will assist in their plans for long-term growth. The way they enter to the
new market, they will gain profit or revenue to cover the payment of workers' salaries.

7.0 Facility Risk Management and Liability Insurance
The stadium or arena has a particular high risk level relative to other sport venues and
industry sectors with so many fans huddled together, with a game of sport unfolding with the
potential likelihood of injuries in the stadium, a robust insurance package is a must. The stadium
is open to the risk of court proceedings being brought against you in consideration to any civil
responsibility for physical injuries or harm to properties occurring during the course to any
operations.
So, Stadium Negara provided 2 types of insurance which are public liability insurance and
also employee liability insurance. Public liability insurance used to protect the injured person
against claims made against him in respect of the stadium legal liability for personal injury or
damage suffered by third parties. Meanwhile, the management at the Stadium Negara shall be
liable to protect their employee from claims made against them in respect of their employee
legal liability for the death, illness or injury suffered by an employee in the course of their
employment.
8.0 Arising Issue & Management Problem
There is an arising issue of Stadium Negara during, before and after the constructions.
Whenever the stadium gets crowded, it will be very stuffy and hot. Different building has
different way to cope with Malaysian whether. Stadium Negara was built on a small hill
which makes the building higher than other building which means Stadium Negara will
exposed more to sunlight. There is also the management problem like the construction
costs an estimated of RM34 million only, as during that time Malaysia has a very tight
budget due to unstable economy.

9.0 Recommendation & Solution
As an architect, Sir Stanley Edward Jewkes has recommended to change the flat roof
of the Stadium Negara and use the availability that have on that time. He replaced it with
a dome shaped roof. The dome shaped also has a function of ventilation. The hot air is
concentrated at the top and release at the top of the roof. This is to allow more air circulate
in the stadium. Therefore, a large tunnel is built circulating the stadium under the middle
terrace. The construction manages to be finish by using the available technology that have
been provided. The building was able to use complex truss design for the structure.
10.0 Conclusion
In conclusion, based on the evaluation facilities and equipment management of
Stadium Negara was well doing from the beginning until the end of the construction.
Overall, Stadium Negara focuses on a vernacular and contextual approach. What makes
this building significant in the history of Malaysian Architecture is that it is known to
address the humid climate using newer materials during its independence period to
construct a cantilevered concrete ring. An innovative construction method that makes the
building appealing to represent Malaysia in a field of sports symbolically and culturally.
Making the one of the know stadiums for its large interior, full usage of natural ventilation
such a light and wind. A bold expressive building.
