Mission Vision The promotion of healing and recovery by inspiring Hope, Empowering lives, fostering Acceptance and spreading Love A Stigma-Free Society for Healing and Recovery About Club HEAL Club HEAL was formed in 2012 by a group of like-minded individuals who have a strong passion in helping people with mental health conditions regain confidence in themselves and work towards community reintegration. Club HEAL also supports and enables their families to provide better care during their recovery journey. We promote healing and recovery by inspiring Hope, Empowering lives, fostering Acceptance and spreading Love. Our services include day recovery activities, counselling, home visits, public education, support groups and volunteer training. We are a member of the National Council of Social Services (NCSS) and a part of the Community Mental Health Intervention Team (COMIT) and Community Resource Engagement and Support Team (CREST) programmes under the Ministry of Health. 03

12 Highlights Youth Mental Health Club HEAL was one of the four social service agencies (SSAs) appointed to be part of the Supporting Youth In Community (SYiNC) programme, Staff Picnic @ ECP Club HEAL had our very first Picnic Day at East Coast Park (ECP) on 25 June 2022. Our staff, families and friends were engaged in a pilot project by the President’s Challenge and the IMH to boost community-based support for youths with mental health conditions. Club HEAL has reached out to and supported 13 youths in this financial year. many activities, including face painting, balloon sculpting and outdoor games. It was a time for everyone to unwind, relax and bond with each other.
13 Beach Clean-Up with NUS Volunteers On 6 July 2022, staff members and clients joined forces with 43 enthusiastic National University of Singapore (NUS) student volunteers for an impactful beach clean-up at East Coast Park. Participants engaged in icebreaker activities, fostering connections and friendships between the student volunteers and our clients. This collaborative effort provided a unique opportunity for the students to gain a deeper understanding of mental health challenges. It also served as a meaningful way to contribute to the environment. The bags of trash collected during the clean-up were promptly disposed of, ensuring the park remained clean and pristine. At Club HEAL, we believe in the importance of environmental stewardship, and we encourage everyone to embrace the 3Rs: Reduce, Reuse, and Recycle. We extend our heartfelt appreciation to Getrawr.sg for their generous sponsorship of protein balls, which provided sustenance and energy to the participants throughout the event. Their support exemplifies the power of collaboration in creating positive change.
14 Photo Credits: Caregivers Alliance Limited Only Human In line with the theme for World Mental Health Day 2022 in Singapore: “Stand Together for Mental Health”, Club HEAL commemorated the occasion on 23 October 2022 by collaborating with Bukit Batok Public Library. Readers were given the chance to get up close and personal with eight ‘human books’. “Uncovering & Empowering Hidden Heroes” campaign The “Uncovering & Empowering Hidden Heroes" campaign by Caregivers Alliance Limited challenged the stereotypes associated with carers of individuals with mental health issues and dementia. Launched on 1 November 2022, the North-East Line (NEL) train carriages became a canvas of inspiration as they were adorned with vibrant stickers, inviting passengers to reconsider the definition of a caregiver. The campaign aimed to raise awareness that anyone could potentially be a caregiver themselves. Through the inspiring and courageous stories of these ‘human books’, the event, entitled “Only Human”, invited readers to understand people with mental health conditions as full, complex human beings, beyond their diagnosis, so as to break stereotypes and dispel misconceptions. Our appreciation goes to the Guest-ofHonour and Club HEAL's Patron-in-Chief, President Halimah Yacob for gracing the event and dedicating time to interact with our clients and staff. Club HEAL is honoured to have been one of the main supporters of this significant campaign.
15 Mural Painting and Open House @ BBE On 13 November, Club HEAL collaborated with the Bukit Batok East constituency to bring together 26 passionate individuals - comprising clients, student volunteers and neighbourhood residents- to paint a beautiful mural on the wall adjacent to the Bukit Batok East Centre. Initiated by the mother of “KJ”, in his loving memory, the community mural was part of her advocacy for the PleaseStay Movement, which focuses on promoting youth mental wellness. We are grateful for the generous sponsorship from the family of “KJ”. To bring this vision to life, we partnered with Mural Lingo, a creative studio specialising in mural arts. This mural has become a powerful catalyst for conversations within the community, with residents showing great interest and actively inquiring about the project. It has raised awareness on mental health services available within their vicinity, making a positive impact.
16 10th Anniversary Fundraising Gala Dinner It was a night to remember as Club HEAL celebrated its 10th Anniversary through a Fundraising Gala Dinner at the Orchid Country Club on 3 February 2023. Entitled “An Elegant Celebration of Friendship”, the event saw more than 600 friends of Club HEAL, supporters, beneficiaries and their families joining us in this very special occasion as we commemorated the 10 years of serving the community’s mental health and wellbeing. From a humble start-up of one staff, Club HEAL has grown by leaps and bounds to a staff strength of more than 70, operating four centres island-wide to bring mental health support to those in need of care and their families.

Recovery Wellness Programme rename As of 28 February 2023, the rehabilitation programme has been officially renamed as the Recovery Wellness Programme (RWP). In RWP, our clients work towards their full potential by learning coping strategies to emerge stronger from setbacks in life, in a safe and supportive setting. Projek Jalinan Twenty participants had a blast at the “Projek Jalinan” workshop conducted by Variasi at our Bukit Batok East Centre on 18 March 2023. The workshop aimed to help participants aged between 18 and 35 years old express themselves through art, drama, and movement. The workshop was graced by Mdm Rahayu Mahzam, Senior Parliamentary Secretary for Health and Law, who is also Club HEAL's Patron. 18 They are introduced to varied activities such as exercise, pottery and crafts, poetry, cooking and baking, and motivational talks. The programme is conducted at our four centres; Bukit Batok East, Buangkok Crescent, Marsiling and Pasir Ris East. This activity was part of a collaboration between Club HEAL, Variasi and Bukit Batok East to engage youths in exploring, experimenting, and experiencing various artistic expressions to improve their mental health.
CommunityInterventionTeam In our comprehensive programme, clients embark on a journey of recovery to unlock their full potential. They acquire essential coping strategies to overcome life's setbacks, fostering personal growth in a safe and supporting environment. Through a range of engaging activities including therapeutic art sessions like pottery and crafts; poetry; culinary endeavours such as cooking and baking; and inspiring motivational talks, clients regain their selfconfidence, build their self-esteem, and develop resilience. RecoveryWellnessProgramme The Community Intervention Team (COMIT) provides assessment, counselling, therapy, case management and psychoeducation support for clients with mental health issues and dementia, including their caregivers. COMIT works closely with the community outreach teams, General Practitioners, Polyclinics and other community partners to provide holistic care to clients. Community OutreachTeam The Community Outreach Team (CREST) focuses on raising public awareness of mental health conditions and dementia, promotes early recognition of atrisk individuals, provides emotional support to individuals and their caregivers, and links individuals to relevant health and social care services when necessary. Programmes and Services 19
DementiaWellnessProgramme Our HEALing Voice (OHV), which is co-produced with NCSS and funded by ComChest, has been instrumental in empowering numerous peers each year. By providing a well-structured platform, OHV enables participants to acquire valuable skills, and harness their lived experiences as individuals in recovery from mental health challenges to share their inspiring journeys of recovery. Additionally, they gain first-hand experience in serving as peer mentors to fellow clients of Club HEAL. The impact of OHV extends beyond the programme itself. Many participants choose to further their learning in Mental Health Recovery and Advocacy through the Peer Support Specialist programme offered by NCSS. Furthermore, some have embraced a career in mental health by joining organisations like IMH and Club HEAL as full-time staff, offering valuable support to others on their own mental health journeys. Our HEALingVoice Dementia Wellness Programme (DWP) aims to provide a safe space where our clients can be engaged holistically and meaningfully. We harness their existing strengths and introduce opportunities for them to learn new skills, while providing social support to them and their caregivers. We ensure that their overall well-being is addressed so that they can age gracefully. Activities are conducted in DWP to meet their physical, cognitive, psychosocial and spiritual needs. CREST-Caregivers The CREST-Caregivers focuses on caregivers who have or are at risk of developing depression, anxiety and burn-out due to their caregiving role. The team aims to increase public awareness of caregiving concerns, promote the identification of caregiver needs, support caregivers in self-care, empower caregivers to support one another and link them to essential services where needed. 20
YouthMental Health@Club HEAL Funded by MUIS, our Madrasah counsellors provide counselling and case work services to students at all six full-time madrasahs in Singapore, as well as conduct mental health talks and training for teachers and parents. MadrasahCounselling Aimed at enhancing community-based support for youths (aged 13 –19) with mental health conditions, this programme offers intervention and psychosocial support to youths with mild to moderate conditions like stress-related disorders, depression, addictions, and self-harm behaviour. Back-to-WorkProgramme The Back-to-Work programme prepares our clients to reintegrate into the community and the workforce, allowing them to put their skills and capabilities into practice to earn an income for themselves. Our dedicated Employment Support Officers (ESOs) play a crucial role in facilitating this programme. During the course of 12 weeks, the ESO coaches and supports mental health beneficiaries through their job search process and continues to offer support for up to six months from the employment date to ensure that the beneficiaries remain in employment. The ESO will also act as a liaison officer to manage any misunderstandings or minor disputes that could arise between beneficiaries and employers during the time of employment. The ESO may also help conduct training in relevant areas such as communication, CV and interview preparation to help the beneficiaries prepare for the job market. 21
22 Club HEAL celebrated our 10th Anniversary through a Fundraising Gala Dinner at the Orchid Country Club on 3 February 2023. About 600 of our friends, supporters, beneficiaries, and their families joined us in celebrating the 10 years of serving the community’s mental health and wellbeing. The donations collected will go towards funding our fifth centre and our mental health programmes. 10thAnniversaryGala Dinner Club HEAL launched “Only Human”, a human library featuring the stories of inspiring and courageous human books to commemorate World Mental Health Day in October 2022. Their journeys, shared with honesty and dignity, reveal the real struggles of people going through mental health conditions: the acceptance of their condition, their perseverance, and also the tenacity of their devoted caregivers. Ramadan2023SocialMediaCampaign Towards the end of the holy month of Ramadan, Club HEAL sought donations, via Facebook and Instagram, to support our non-funded programmes and for the construction of our fifth centre. 23 Future Plans We will continue to evaluate the quality and impact of our programmes and services to ensure that we fill the gaps on the ground. There will be greater emphasis on preventive care and intervention upstream to aid long-term maintenance of mental and emotional well-being. This includes increasing the understanding and awareness of mental health and the impact of our mental health services within the society at large. We look forward to more collaboration opportunities with potential partners in the mental health ecosystem as we work towards creating a stigma-free society for healing and recovery. Continuous Improvementof Programmes We will scale up our digitalisation efforts to adopt secure, user-friendly, reliable and efficient solutions for higher operational efficiency and to better serve our internal and external stakeholders. We plan to leverage data analytics using data collected from our programmes and services for greater process efficiency and effectiveness. Digitalisation To ensure that we continue to deliver quality services to our clients, we will further improve the competencies and skills of our staff, including focusing on their mental and physical wellbeing. We will uplift our volunteer management capabilities to enhance volunteer engagement and to better manage volunteer resources in meeting our strategic goals. HumanResource We plan to recruit and renew more corporate and individual donors through our donor care programme. This includes resuming our physical fundraising activities in the year ahead such as the Friday Mosque Collection and participation in booth sale events. At the same time, we will further leverage online platforms such as Giving.Sg and Giving Friday to reach out to more potential donors. Fundraising Initiatives
Club HEAL conducts regular public talks and training sessions in our efforts to reach out to the public to educate and discuss issues and topics related to mental health. We work with community and agency partners to conduct mental health training for their staff and members of the public, as part of our efforts to advocate the importance of mental health. At the same time, we view volunteers as playing an integral role in aiding the recovery journey of our clients. We train and equip volunteers with the necessary skills to build a therapeutic relationship with our clients or programme participants, through the HEALing Friends Training (HFT). This training course provides volunteers with mental health education so that they are equipped with the knowledge to contribute in a confident and safe manner, and can be our champions for mental wellness. Club HEAL conducted more than 80 talks and training sessions at schools, government agencies and community partners in the financial year. Some of the sessions include: Talks and Trainings 1. Club HEAL is led by members of the Board who are elected or co-opted volunteers. The Board is headed by the President and consists of Board members who possess diversified leadership experience across various public and private sectors. No staff sits on the Board. Office bearers among the Board are the President, Vice President, Honorary Secretary, Assistant Honorary Secretary, Honorary Treasurer and Assistant Honorary Treasurer. All Board members are volunteers with no business relations with Club HEAL and works with the management team to lead the organisation in advancing Club HEAL’s mission and vision. The Board members do not receive any remuneration from Club HEAL. During the financial year 2022/2023, the Board met at least four times and exercised governance over Club HEAL’s strategic plans, progress and activities throughout the year. The authorities, duties and responsibilities of the Board are guided by Club HEAL’s Constitution and Terms of Reference (TOR) for the various committees. The term of office of the Board is two years. The Honorary Treasurer shall serve for not more than two consecutive terms. After relapse of a term, exBoard members are eligible to offer themselves for re-election. The Board is supported by the Nominating Committee in overseeing the recommendation and nomination of candidates for election or appointment to the Board and Committees. Club HEAL has policies in place to prevent and address actual and perceived conflict of interest that will affect the integrity, fairness and accountability of the organisation. These policies are clearly stated in the organisation’s Code of Governance and Conduct and are adopted by the organisation, Board members and staff. In situations where a potential conflict of interest should arise, the Board will evaluate the situation and the affected party will abstain from voting on the transaction. All employees shall exercise the utmost good faith in all transactions involved in their duties, and they shall not use their positions with the Organisation or knowledge gained for their personal benefit. There shall be no vested or personal interest or interest of third parties. The interests of the Organisation must be the first priority in all decisions and actions. Corporate Governance Conflict of Interest Policy 33
Annual reports are prepared, which include up-to-date information on our programmes, activities, performance and finances as well as a listing of the Board’s key office-bearers. Audited financial information is available at Club HEAL’s website as required by the Commissioner of Charities. Club HEAL maintains a reserve policy to provide clarity on the organisation’s management of its reserves. The policy applies to that part of the organisation’s income funds that are freely available for its operating purposes. It excludes endowment funds, restricted funds and designated funds. The Board has established a Reserve Policy of at least two years of operating expenditure to meet its operational needs. Disclosure and Transparency Reserves Policy Budgeting exercise for each programme, project and event is conducted before the beginning of the financial year and approved by the Board. Monthly financial reports are generated by the Finance Department, circulated to the Executive Director, Finance Committee and the Board Chairman to monitor the actual spending against budget. Quarterly budget reviews are also conducted and reported during the regular Board meetings. Club HEAL has a proper chart of authority for seeking approval for procurement and payment, which is approved by the Board. Financial and Budgeting All Directors of the Board are volunteers and do not receive any remuneration. To avoid potential conflict of interest when determining the remuneration of key management staff within Club HEAL, there is a formal and transparent procedure for determining key management personnel’s remuneration by the Human Resource Committee. No employee is involved in deciding his or her own remuneration. Remuneration Policies Club HEAL promotes an open, transparent, no-rank culture where whistle blowers – staff, volunteers, suppliers, and the general public – are encouraged to whistle blow about any possible corporate or employee improprieties in good faith without fear of punishment or unfair treatment. Of the current Board, two members have served on the Board of Club HEAL for more than 10 consecutive years. They are Dr Radiah Salim and Ms Siti Hawa Sulaiman, both founding members of Club HEAL. Reappointment of these two members was based on their subject expertise and experience in managing Club HEAL, as well as their understanding of the mental health sector and the charity sector.
