Skyway Emergency Protocols

The below information is for all emergency protocols. See specific protocols for additional
directions.

Immediately contact management (call if not on site) and request immediate assistance. If
needed, the lead instructor (or appointed first responder of the day) will determine if 911 is called.
“All clears” will be delivered ONLY by walkie talkies.

For ANY emergency protocol, an accident/incident report will be completed and given to
management.

Responsibilities of Safety Guru:
1. Communicate with first responders
2. Turn off HVAC for Atmospheric Release.
3. Responsible for managing participant forms

*Safety Guru will be determined at the beginning of each day. If no management that day, lead
instructor will assume responsibilities. *

Severe Weather

Management will assist in monitoring weather conditions.

Light Rain: Continue program if no danger to the participant is evident. High Courses will be
inside.

Heavy Rain: Move all participants inside

Lightening: All participants immediately brought to the ground and brought inside the building.

Tornado Warning

Management will assist in monitoring weather conditions.
1. Take all participants to shelter locations (corporate classroom and lobby restrooms)
2. Lead instructor take head count
3. Close and lock all doors
4. Wait for "all clear" signal before returning to activities

Fire

In the event of a fire, evacuation shall be implemented as follows:

1. Sound the Fire Alarm
2. Get everyone down from the high elements.
3. Evacuate the building via posted "primary exit" or "alternative exit" if safe. If unsafe, use

the nearest safe exit to clear the building.
4. Take all participants to furthest perimeter gate away from fire. Go to Crutcher Park if

needed.
5. CALL 911 after evacuation (use cell phone; don't take time to call before evacuating).
6. Co-Facilitator will monitor rooms until everyone has cleared the exits.
7. Provisions will be made for assisting physically challenge participants.
8. Close all doors (do not lock doors) to contain the fire.
9. Do not stop to gather personal items.
10. Staff will check restrooms, hallways and unoccupied rooms. Managers or highest-

ranking person will be the last to leave the building.
11. Do not re-enter the building until "all clear" signal is given over walkie talkie

Atmospheric/Chemical Release

1. A notification will be announced over the radio that an Atmospheric release has
occurred, stating the need to have Shelter-in-place until further notice.

2. Take all participants down from high elements via wall belay, ladder belay, and rescue
bag

3. Safety Guru will turn off HVAC located in South Equipment room
4. Group leader take students inside to corporate classroom (South)
5. Locate emergency provisions in closet

6. In classroom, close doors and seal gaps with plastic wrap and Velcro. Use duct tape to
seal plastic to door frame and floor. Do this to one door until everyone on campus is in
the room, then seal second door.

7. Take roll
8. Remain in room until management receives “All Clear” over walkie talkie.

Accident / Serious Injury / Illness

1. Lead instructor (or appointed first responder of the day) assumes responsibility and
directs situation.

2. Direct Group Organizer to take other participants inside or away from the incident.
3. Render only the level of emergency first-aid treatment for which you are qualified.
4. Perform only what is necessary to maintain or improve the condition of the injured

person.
5. Do not attempt to move the victim (unless victim is on the highs and needs to be

lowered).
6. Staff will not contact guardian. Responsibility falls to the Group Organizer
7. Direct EMSA to keep ambulance at gate to prevent ambulance getting stuck on

property.

Suicide Intervention

1. Contact Safety Guru if the individual is exhibiting active suicidal thoughts, talks about
committing suicide, or appears to have a plan.

2. Group Organizer contacts Parent/Guardian or identified safe individual
3. COPES (Community Outreach Psychiatric Emergency Services) at 918-744-4800 or Call

911

Device Threat (bomb)

1. Call 911
2. Take all participants to Crutcher Park across the street
3. Follow recommended procedure by police

Lock Down (Intruder off Campus)

Risk Management:

1. Identify each person, ask reason for visit before allowing person(s) inside building
2. Check with Group Organizer to make sure visitor is authorized
3. Visitor signs in and gets Visitors badge

Procedure:

1. Lockdown will be announced.
2. Move all participants inside
3. Lock exterior doors.
4. Clear hallways, restrooms and other rooms that cannot be secured.
5. Cover classroom windows and move all persons away from windows/doors.
6. Take attendance of participants.
7. Continue instruction with participants.
8. Safety Guru will announce “all clear” over walkie talkie when threat has subsided.

IOC (Intruder on Campus)

1. IOC will be announced. Relay location of intruder.
2. Direct participants, staff and visitors to nearest secured space.
3. Instruction that is outside of the building SHOULD NOT enter the building. Classes will be

moved to the primary evacuation site.
4. Lock classroom doors, move people away from windows and doors, and keep

participants sitting on the floor with the light off.
5. Take attendance of participants.
6. Do not respond to anyone until Safety Guru has given “all clear” over walkie talkie.

Active Shooter

Risk Management: Be alert to your area.

1. Run
a. Assist participants and observers in nearest escape path.
b. Prevent others from entering area.
c. Call 911 when you are in a safe location.

2. Hide
a. Lock/Blockade doors. Best areas if available are South class room, South equipment
room, and North equipment room.
b. Silence phones and quite participants/observers
c. Turn off lights
d. Hide behind large objects, move to safest area in the room

3. Fight
. Last resort; commit to incapacitate aggressor.

Child Abuse

Any suspected case of child abuse must be reported to management, call if not on site. The
employee will not question the participant of suspected abuse.

Participant Runaway/Abduction

If participant cannot be found after search, call 911. Group Organizer will contact guardian of
participant.

Media Contacts

The designated media spokespersons for SKYWAY is the CEO and TPAL community relations
officer. All media inquiries will be channeled through the spokespersons.
Employees and volunteers should refrain from responding to media inquiries unless
coordinated through the spokesperson. The purpose of this arrangement is to ensure that
information concerning SKYWAY activities is as accurate and current as reasonably possible.
No individual other than the media spokespersons are authorized to speak on behalf of
SKYWAY.
