● Ensure voters are informed and work with campaigns making sure they have
adequate outreach and the tools to reach these voters.

● Ensure Republican election inspectors cover each precinct in Oakland county.
● Plan Election Day and early voting plans with candidates and the chairman to

ensure smooth and easy elections with maximum Republican turnout.
● Use election law to benefit Republican candidates in Oakland county
● Create databases to help and assist Republican and conservative candidates in

Oakland county.
● Ensure the suggested vendor's list is accurate with important information
● Connect candidates with resources available through the party and if needed

help make sure the county party helps these candidates in any way possible

Committee Priorities
● Lead and create plans to engage and promote young Conservative involvement
in Oakland county.
● Prepare for activism in 2023 & 2024.
● Create a youth program in Oakland County with the support of the chairman.
● Use county funding to expand and grow involvement and conservative youth
messaging.
● Help outreach and connect with more audiences.
● Structure programs with College and affiliate Conservative groups to advance
the conservative message.

1. Outreach and Coalitions Chair -Ensure the committee follows objectives,
organizes where needed, and delivers measurable results. Oversees Committee
members and directors assigned by chairman Vance Patrick.

2. Cultural outreach director- Be the first contact bridge between cultural
organizations groups and functions and the county party and candidates.
Organize with cultural director teams (Shall be assigned and appointed by chair).

3. Grassroots Coalitions Director-be the Bridge between grassroots
organizations and groups to ensure that Grassroots volunteers are coordinated,
active, and successfully delivering the Republican message in the most
effective ways possible.

4. The youth vice chair-Assigned to the committee but not subject to the
committee chair as per OCRP bylaws.

5. Religious outreach director-Be the first contact bridge between the county
GOP, candidates, and issue leaders with religious institutions.

6. Senior Outreach Director-Be the first contact bridge between any senior
center, organization, and or living facility that has people over the age of 65 and
the GOP.

● This committee's goal is to build and organize a coalition. It is also to outreach to
organizations, groups and different cultural, religious and age based groups.

● Directors may be appointed by the chair as needed.
● Once a candidate is announced this committee should provide connections to

them to be as helpful as possible. Candidates are highly encouraged to attend
events this committee suggests and sends them.

● To ensure qualified candidates who desire to work hard are communicated to
and informed of opportunities to run for local office.

● Recruited candidates should be prepared to invest a high amount of time into
their election.

● Recruit nonpartisan candidates as well as partisan (for example, school
boards, city councils, mayors, and village councils,Township officials) and make
sure they have the resources and are connected with the campaign & elections
committee to ensure victory.

● Connect candidates with county resources and committees based on their
needs.

● Verify candidates' agreement with Conservative ideals.

The Bylaw and Convention Committee shall be made up of 7 persons from the
Executive Committee as appointed by the Chair. The Committee shall assist and advise
the Chair regarding OCRP Bylaws and Convention procedures, rules and deadlines.
The Committee will also be responsible to approve any change(s) in the city sub-caucus
groupings at least 45 days before the Convention, or as available from the state party.

● Work with party leadership to create engaging content for people interested in
the GOP.

● Connect with media whether print, digital or other forms to be the connected
bridge between O.C.R.P and GOP candidates within Oakland and media.

● Organize media contacts within the region of Oakland county (Wayne, Genesee,
Macomb, Lapeer, Livingston, etc.)

● Ensure that communication reaches the media about successes of GOP
candidates and elected officials.

● Make a contact database of media professionals to be accessed by O.C.R.P.
And used as a resource when needed by candidates.

● Prepare public release statements that would be necessary for positive
responses to the conservative agenda and negative towards the liberal.

● Schedule engaging events that increase energy improve name recognition and
gain funding for OCRP

● Identify donors and business owners interested in supporting the goals of OCRP.
Work closely with the events committee to ensure we receive maximum funding

Events goals
● Run 500 club events and grow 500 club membership.
● Grow our higher level donor base
● Create a database of event halls and costs for candidates and as a resource.
Fundraising Goals

The goal of the wide variety of events will be to raise funding and awareness for our
candidates running in Oakland County. Bringing resources into the party by making and
running engaging events is a priority of OCRPs leadership. Meeting with important
donor contacts as well as being involved in local communities will give us the visibility to

assist candidates in more than one way. The goal by end of 2024 will be to have raised
2,024,000

The Committee shall consist of seven (7) members appointed by the Chair. The Chair of
the JCRC shall be a licensed attorney. The Committee must have at least two (2)
non-attorney members among those selected. The JCRC shall evaluate and make
recommendations to the OCRP Executive Committee on all judicial candidates relating
to support or endorsements if allowed by the rules governing the same.

SEC 10.2 O.C.R.P. Bylaws-The Budget Review Committee shall review and approve, or
modify by majority vote, the proposed annual budget, which shall be submitted by the
County Chair. The Budget Review Committee shall submit the reviewed and
recommended budget summary by the March meeting of the Executive Committee for
review and approval. As defined, this committee should require a dedicated secretary to

record all motions, votes, and changes to the proposed budget and to compile a final
version of the Budget. The Budget Review Committee shall meet at least quarterly and
shall regularly report to the Executive Committee the current status of the financial
policies and programs of the OCRP. The Budget Review Committee may recommend
such changes and alterations in the budget as are necessary when actual revenues and
revised revenue projections are not adequate to support budgeted expenditures.
Recommendations of the Budget Review Committee with reference to the budget shall
be presented to the Executive Committee for approval at the next Executive Committee
meeting.
