There comes a point in your life when you start to mark the passing of time. And not with milestones like getting your driver’s license or graduating from high school, but simply saying, “Can you believe it’s already the middle of February?” I find myself asking myself that question repeatedly, especially when it feels like time is passing by suddenly. We just celebrated this year’s State of the City event yesterday, and it’s our first event that really kicks off the year! During the event, Mayor Jeff Wagner shared a video of the cleanup efforts and shared how our community members were stepping up for each other. It is remarkable to witness how everyone across Pasadena joins together to help each other. Ambassadors - Represent, promote and encourage participation in chamber activities and are the face of the organization in welcoming new members. Ambassador objectives include promoting membership in the Chamber, facilitating networking among members, and encouraging meaningful participation and involvement in Chamber events and programs in order to enhance the membership benefits received by each member, strengthen member commitment, and increase long term member retention. Chambergram 12 2022 Citizen of the Year: Melinda Torrison The Citizen of the Year is the highest award given to one individual annually. The person receiving this award is someone who exhibits a level of dedication and contributions to Pasadena above and beyond the call of duty. We are proud to announce this years Citizen of the Year is Melinda Torrison of Meador Staffing Services. Melinda Torrison is the President/COO of Meador Staffing Services, and an incredible leader and friend to many in our community. She has been involved in the Pasadena community for many years including serving as Chairman of the Board for the Pasadena Chamber of Commerce in 2020, during the pandemic. It was certainly no easy task to lead an organization through a disaster that no one had ever experienced before, but Melinda proudly took the reins, and led with grace, wisdom and courage and brought the Chamber through those trying times. Melinda has also served as an IMPACT Pasadena Mentor, chaired the Economic Alliance Houston Port Region’s Women’s Leadership Committee, served on The Bridge Over Troubled Waters Capital Campaign for The Kid’s Bridge, among many other others. Chambergram 13 2023 Business of the Year: Established in 1969 by C.A. Taylor, our company got its start in Pasadena, Texas, as a general contracting and construction firm. Although the business originally bore its owner’s name, when Mr. Taylor’s son, Jeff, joined the ranks in 1975, it became Taylor & Taylor — or T&T, for short. Along with the name change came a shift in focus, from general contracting to concrete construction. The father/son duo worked closely for years, with C.A. remaining on as a valued consultant even after retiring in 1978. Jeff and his wife, Dianna, continued the family business as co-owners, putting their personal touch on the company. They concentrated their efforts on offering quality craftsmanship and building steady customer relationships. The company forged ahead, weathering the 1980s recession by expanding offerings to include services such as demolition, tree removal and hauling. T&T saw continued growth, thanks in large part to its quality people and the company’s reputation for on-time service and attention to detail. In 1988, Jeff’s son, Ryan, became the third generation to join the business. He worked his way through the ranks and, in 2001, assumed leadership. Under his watch, T&T has experienced increased sales and expansion into areas such as underground construction and earthwork. Today, T&T employs 65 skilled individuals on average, and is proud to remain a family-owned and operated business that customers can trust with their important projects. T&T is a licensed storm drainage installer, is certified in foundation construction and maintains membership with the American Society of Concrete Contractors and the American Concrete Institute. T&T is also very active in the communities it serves, including memberships in Deer Park, La Porte and Pasadena Chambers. The company has provided resources and labor for Team Up 2 Clean Up for many years, a favorite for its employees, many of whom live in Pasadena. Ryan and his mother Dianna have served in elected positions in Deer Park and they both continue to serve on numerous boards and committees, to help with quality-of-life projects, create economic development and help many nonprofits serve the community at large. The company is proud to call Pasadena home and has made its mark on over 1,000 projects throughout the Greater Houston area, and plans to continue forward, providing customers with the knowledge, equipment, and service, it takes to make their projects successful. 2023 Business of the Year: T&T Construction. Human Trafficking Awareness & Prevention Event Human Trafficking Prevention and Awareness. Spreading knowledge and awareness is a critical factor in the fight against this heinous crime. Legislative Update Speaker Dade Phelan (R-Beaumont) unveiled committee assignments with Houston-area members chairing or vicechairing several critical committees. Of the thirty-six full committees, seventeen will have Houston-area representatives in leadership positions. Economic Development Incentives • Proponents of a new economic development incentive program remain hopeful legislation establishing a new program will be filed in the coming weeks. Such legislation would likely be considered by the powerful House Ways & Means Committee and the Senate Committee on Natural Resources & Economic Development. Members of the Houston delegation serve on both committees Energy Transition • Rep. Craig Goldman (R-Fort Worth) will again chair the Energy Resources Committee, handling priority issues like carbon capture use and storage (CCUS). Under Chairman Goldman's leadership last session, the committee helped pass legislation clearing a path for state primacy to permit carbon geologic sequestration wells. • We look forward to building upon that success to ensure Texas can become a global leader in CCUS. Higher & Public Education • Leadership changed hands in both the Higher and Public Education committees, as the Speaker selected new chairs for each. Rep. John Kuempel (R-Seguin) was assigned Chair of Higher Education and Rep. Brad Buckley (R-Salado) was selected to lead the Public Education committee. • What it means: It remains to be seen which direction the new leadership will take their committees, but it is encouraging that the Houston region is well-represented on both. Senate Finance Committee This week, the Senate Finance committee held its first hearings on public and higher education. State agencies and educational institutions laid out their priorities and legislative requests to lawmakers. Why it matters: This was the first look into the education-related policies and topics that will be most important to legislators this session and offered insight into the requests of educational institutions. Highlights include: Public Education: • The committee explored ways to address school districts’ declining funding, which has resulted from declining student populations. One solution is to base funding on enrollment rather than attendance. • The Texas Education Agency committed to make significant investments in math-related instructional materials. • Teacher recruitment and retention strategies were discussed, including expanding the Teacher Incentive Allotment and increasing base pay. Higher Education: • The committee discussed workforce development and the ways that Texas’ colleges and universities are supporting our talent pipelines in high-demand fields such as nursing and teaching. • Houston-area universities requested additional research funding, which would help attract federal dollars, highquality faculty, and top students. • Several legislators raised the issue of high tuition costs and their prohibitive effect on student enrollment and success. The committee explored methods of increasing financial aid to make college more accessible to more students. Going forward, the outlook is optimistic as both chambers have proposed meaningful investments in education. These investments will strengthen the region’s and state’s economies, workforce pipeline, and long-term competitiveness. Go deeper: The Governor, as required by the Texas constitution, must submit emergency matters to the Legislature. Emergency items are typically announced at the beginning of session. However, the Governor has the ability to submit emergency items throughout session for appropriations related to specific purposes. Why it matters: Legislators can immediately take up bills on emergency issues. 22 Chambergram
