REHABILITATION AND BEAUTIFICATION OF SUNGAI MELAKA
Project objective : To rehabilitate and beautify Sungai Melaka or the Melaka River
(Phases 1, 2 and 3)
Location : Sungai (“Sg.”) Melaka in the state of Melaka
Client/Owner : The Malacca Historic City Council
Project duration : 68 months (Phase 1 - 30 months; Phase 2 - 20 months; Phase 3 - 18 months)
Contract value : RM234.15 million (Phases 1, 2 and 3)
Project background
• The landmark project to beautify and rehabilitate Sg. Melaka and its riverine embankment was
the single biggest infrastructure development undertaken by the Malacca Historic City Council.
It was also PMSB’s first mega Design and Build project. The project sought to improve the
condition of Sg. Melaka as well as integrate urban design elements to enhance the potential and
characteristics of both the river and Old Melaka as important tourist and historical attractions.
• The overall scope-of-work for the project involved river embankment works, surface drainage
works, sewerage works, minor dredging works, landscaping works and conservation works.
PESONA METRO SDN BHD 19
Refurbishment of properties and walkways along the river banks offer dual frontage to these properties.
Project highlights
• In carrying out the works for the project, PMSB and joint
venture partner, Pembinaan Kaleigh Sdn Bhd, were tasked
with undertaking the works with great care so that no harm was
caused to the historic buildings and culture in the vicinity of the
“living museum”, that is the Melaka River. This was all the more
important given the UNESCO World Heritage Site status of the
river and its surroundings.
• From the onset, the team faced a variety of constraints that
included limited river reserve, soft marine clay conditions, nearby
properties, tidal fluctuations, boat traffic and inaccessibility to
certain stretches. By bringing a host of innovative solutions into
play, the project was completed on time and within budget.
Beautifully landscaped walkways encourage leisure strolls along the river banks.

Well-lit walking offering serenity at night.
• Today, the project has boosted tourism in Melaka as well as improved the environment. Sg. Melaka is progressively becoming
a clean and living river again while a storm water-pumping scheme is helping alleviate local flooding. The aesthetics of the
riverfront too have improved and recreational activities are being held along the river place throughout the year.
• The team’s attention to reusing “chunks of history” is evident throughout: original materials from colonial times were salvaged
and re-used as part of the embankment walls, while several ramshackle shop houses were rebuilt as close as possible to the
original style of architecture. Many historical icons associated with the city’s history too have been incorporated back into the
overall design.
• For our involvement in the project, we received a testimonial and letter of appreciation from the Melaka State Government.
The Sg. Melaka project also received several awards and accolades including the Malaysian Institute of Architects Category
8 (Special Category) Award and the Malaysia Independence Award (Star Category) in 2009; the FIABCI Award (National
Contribution - Special Category Award) in 2011; and Silver Award of Merit (Category 1 - Infrastructure) from the Association of
Engineering Consultants Malaysia in 2013.

Client/Owner : Department of Irrigation and Drainage Malaysia
(Jabatan Pengairan dan Saliran Malaysia)
Project duration : 36 months (2008 - 2011) for Phase 1
Contract value : RM82.6 million
Project background
• The Timah Tasoh Dam project in Perlis has the distinction of being the longest earth dam in
Malaysia. The main dam has a length of 3.5 kilometres (“km”) while the saddle dam is 1.0 km
long inclusive of its widened base.
• The upgrading works sought primarily to raise the then level of the existing dam some 3.5 metres
(“m”) higher for both the main and saddle dams. More than 1.0 million cubic meters (“m³”) of
imported earth was used for the upgrading works.

CIVIL ENGINEERING &
INFRASTRUCTURE WORKS
Project highlights
• PMSB was tasked with commencing the
upgrading works without halting any of
the dam’s operations. At the same time,
we were to maintain the cleanliness
and quality of the water from the dam
as it supplied raw water to almost 50%
of the population of Perlis.
• The upgrading works faced its biggest
challenge when Perlis was hit by two
big floods in 2010 and the water level
was at the danger level for almost a
month for both events. At the height
of this crisis, there was an incident
when the overflow even breached the
emergency spillway. Nevertheless,
the dam embankment filling works
were completed six months ahead of
schedule, while rip-rap works finished
one month ahead of schedule.
• From a safety perspective, the project
was nominated to represent the state
of Perlis at the national-level Safety
Rip-rap protection to main dam upstream. Best Practice Awards competition.

Project background
• The works at Segment 5 and Section 3F involved the construction of eco-bridges to keep wildlife in the
vicinity safe from traffic during animal crossings. Minimum forest clearing activities were undertaken
in both areas to lessen the impact on the natural habitat and food resources of wildlife.
• The pilot project for the construction of an eco-bridge at Sg. Tanum (Segment 5) involved providing a
headwall clearance of 5 m at the river berm under the bridge deck for safe elephant passage.
• Section 3F saw the construction of a 980 m span eco-bridge, the longest in Southeast Asia.
• Section 3E2 is the longest section of the entire Package 3 with 14km stretching from Merapoh,
a tourist spot, to Kg. Kubang Rusa in Pahang.

CIVIL ENGINEERING &
INFRASTRUCTURE WORKS
Project highlights
• In constructing the new carriageway, it passed through fringe virgin
jungle where at certain locations small streams could turn into fast
flowing floodwaters especially during the monsoon season. To protect
bridge construction works over the monsoon period, major shoring
and sheetpile cofferdams were put in place.
• The constant high water level at Sg. Tanum (Segment 5) especially
during the monsoon season also prompted the innovative use of
sinking caisson walls to accommodate the bridge pile cap construction
works that were located below the riverbed level.
• In late 2009, strong currents and flooding destroyed the temporary
steel bridge built across Sg. Tanum but we were able to restore this
immediately. Despite the interruption of the only access across Sg.
The “eco-bridge” at section 3F offers uninterrupted crossings for the wild animals.
Tanum during the earthworks stage, earthworks for Section 1 of the
project was completed on time due to the effective recovery plan we
had in place.
• The construction of the Vehicular Box Culvert (“VBC”) at CH2000
necessitated a major traffic diversion that posed a safety hazard due
to speeding traffic at the previously straight road section. Due to the
exceptionally high traffic safety standards and features provided, no
major traffic accidents involving fatalities were recorded at Section 3F.
• The overall construction works at Section 3F were completed six
months ahead of time following the introduction of the precast spine
beam and slab construction method for eco-bridge works in place of
the conventional cast-in-situ method.
• Again, the Section 3E2 was completed and delivered ahead of time.
