Project objective : To rectify and complete the balance work for the Elections Commission Building
(Bangunan Suruhanjaya Pilihan Raya or SPR)

Location : Lot 2C10, Precinct 2, Putrajaya

Client/Owner : Putrajaya Holdings Sdn Bhd
Project duration : 18 months (2013 – 2014)
Contract value : RM87.0 million



Project background
• This project entailed PMSB taking on a project abandoned by another contractor and sorting out
major defective works.




• The Elections Commission Building, a 10-storey government office building with a three-storey
basement, was uniquely conceptualised as a transparent ballot box to symbolise the transparency
of the national elections processes. The cross-louvered fins at the east and west elevation not only

symbolise the crosses on a ballot form, they also help reduce the glare from sunlight thereby

reducing energy consumption. At night, the facade lighting enhances the features of the building
with three different modes – weekday, weekend and festive modes.

Project highlights

• Despite the major challenges posed by the remedial
works involved in the restoration of the structural integrity

of the building (i.e. defective post-tensioning slab
tendons and major column eccentricity), we managed to

carry out the repair and the remaining structural works
concurrently in a safe and timely manner conforming to

the project schedule.

• We successfully complied with the very high safety and
quality standards expected of client Putrajaya Holdings

Sdn Bhd. As such, we were awarded with the certification
for Highest Merit Points Achieved in Health and Safety

under the “High Rise Building” category for 2014.



• Following the implementation of a well-managed quality
control system, the building scored 81% in the QLASSIC

Assessment by the Construction Industry Development
Board Malaysia and 77.3 points in the CONQUAS The meeting room.

Assessment by the Building and Construction Authority
Singapore. All these achievements attest to PMSB’s

commitment to construction excellence.



• Despite the additional requirements introduced by various
regulatory agencies and Putrajaya Corporation during

the Certificate of Completion and Compliance (“CCC”)
inspection stage, we implemented all requirements with

minimal impact to the scheduled completion period.

CUSTOM, IMMIGRATION AND QUARANTINE (“CIQ”) COMPLEX,

MELAKA



Project objective : To design and construct a Custom, Immigration and Quarantine Complex

together with a passenger jetty

Location : At the river mouth of the Malacca River (downstream)
Client/Owner : Public Works Department Malaysia

Project duration : 23 months (2010-2012)

Project background

• The CIQ Complex, which stands grandly along Sg. Melaka, combines a state-of-the-art passenger

ferry terminal and 15th century Malaccan architecture. In order to meet UNESCO’s requirements
marking Melaka as a UNESCO Heritage Site, the CIQ was to be constructed based on 15th century
architectural designs at a restricted height specified by the authorities.

Project highlights
• In spite of the complexity of the project, which demanded a high level of ecological conservation
amidst the massive construction work, we successfully completed the project on schedule without

a hitch.


• Several innovations were brought into play. These included a user-friendly mechanical platform, the
first of its kind in Malaysia, that facilitated the smooth transfer of physically challenged passengers
on and off a ferry with minimal assistance.



• The CIQ Complex project received two awards from JKR which included the 2012 Champion
Award in Construction Management under the Design and Build Category and overall; and the

2013 Contractor Excellence Award (Champion) in the Large Infrastructure Project Exceeding RM50
million Category.
