LGU Pandan completes construction of P6M-worth disaster-
resilient evacuation center

The Local Government Unit
(LGU) of Pandan, Catanduanes
has completed the construction
of a two-storey disaster-resilient
evacuation center in Barangay Wagdas
on August 2021.
The Php 6-million worth project
is funded under the Fiscal Year (FY)
2020 Local Government Support Fund
– Assistance to Municipalities (LGSF-
AM), a program of the Department
of the Interior and Local Government
(DILG) that “seeks to equitably assist
all municipalities in the delivery of basic
services by providing financial subsidy
to municipalities for the implementation
of their priority programs and projects.”
The structure can provide
temporary shelter to 300 individuals or
60 families (or 10 families in the current
pandemic situation) displaced from their
homes following a disaster or calamity.
The 470.4 square meter evacuation
center was built in a low-risk area
identified in the hazard map of the Mines
and Geosciences Bureau (MGB) and was
designed to be resilient from any disaster
such as typhoons, floods, earthquakes,
and other calamitous events.
Consistent with the 2020 AM
implementation guidelines and project
minimum standards for the construction
of evacuation centers, the ground floor
of the completed project features among
others a spacious hall, a clinical room,
breastfeeding and lactation area, storage
area, kitchen and dining area, wash or
laundry area, and comfort rooms for men,
women, and persons with disabilities
(PWDs). The second floor provides for
a hall, a Disaster Risk Reduction and
Management Office (DRRMO), couples
room and toilet for men and women.
The evacuation center was also
installed with two units of 1,000-liter
capacity elevated water tanks and 8-cubic
meter capacity elevated rainwater
collector.
