3. Project OPTIKAL ‐ Philippines Space Agency (PhilSA) With the partnership of PhilSA and the team of STAMINA4Space (Space Technology and Applications Mastery, Innovation and Advancement) Project OPTIKAL conducted a hyperspectral aerial survey in Batangas on October 24-29, 2022. Hyperspectral imaging obtains the spectrum for each pixel in an image of a scene that gathers and processes information from across the electromagnetic spectrum which collects photographs at several wavelengths that allows for the identification of the present in the scene that has a spectral signature. It can also be used to detect plant health, and vegetation classification. The survey aims to test their own developed airborne hyperspectral images from Project OPTIKAL for agricultural missions. ● TECHNICAL ASSISTANCE 1. RDE In‐House Review 2022 The National In-House Review which is being conducted annually by the Luzon Agricultural Research and Extension Center (LAREC) in Pampanga and La Granja Agricultural Research and Extension Center (LGAREC) in Negros Occidental. In the review, research outputs, on-going projects, and proposed studies are presented and discussed. This year’s In-House Review was hosted by LAREC held in Microtel by Wyndham Pampanga, City of San Fernando, Pampanga last November 28-29, 2022. The ABE-CE team facilitated in the preparation and consolidation of the completed papers, proposed studies, venue for function hall and accommodation of the participants, programs, certificates, and even technical assistance during the said event. During the review, The ABE-CE team assisted in registration of participants and as part of the technical committee, maintained the audio and visual PowerPoint slides during the presentation and also online viewing via zoom application for online attendees. 2. Farm‐to‐Mill Road Network Mapping The Crop Estimate Team also assisted on the Farm-to-Mill Road network mapping for the updating of the SRA-Infrastructure Masterplan. The aforementioned mapping covers all completed, on-going, proposed and even dirt roads within all the Mill Districts of Luzon, Visayas and Mindanao which are suitable for FMR projects. 3. Blockfarm Parcellary Map The SRA Crop Estimation Team assisted with mapping out the existing and proposed block farms in some mill districts in Luzon and Mindanao. The parcellary map has a major role in determining the boundaries and individual parcels of the sugarcane area in the district, and it is one of the requirements for block farm accreditation. Below are some of the parcellary maps in the districts.
D. Government Internship Program for Agricultural and Biosystems Engineering Youth (GIP for ABE Youth) I . Highlights of Accomplishment The Government Internship Program for Agricultural and Biosystems Engineering Youth (GIP for ABE Youth) is a collaborative Program of the Department of Agriculture (DA) and Department of Labor and Employment (DOLE) through the Bureau of Agricultural and Fisheries Engineering (BAFE). This program is in support to the Section 24 of Republic Act No. 10601 or the Agricultural and Fisheries Mechanization (AFMech) Law which mandates all the DA regional field offices, bureaus, attached agencies and corporations to strengthen the provision of agricultural and biosystems engineering services on the implementation of agri-fishery mechanization, infrastructures and engineering programs and projects. In support of the said program, the Sugar Regulatory Administration (SRA), through the ABE unit, have deployed a total of 18 ABE youth in the different offices. IV. Sustainability Plan of the PAP The SRA will continually support the Government Internship Program for Agricultural and Biosystems Engineering Youth (GIP for ABE Youth), which is a collaborative Program of the Department of Agriculture (DA) and Department of Labor and Employment (DOLE) through the Bureau of Agricultural and Fisheries Engineering (BAFE). Assisted in encoding the necessary information in Job Order (JO) request file, Disbursement Voucher (DV), and Purchase Order (PO).
E. OTHER ACCOMPLISHMENT ● FUEL DISCOUNT FOR FARMERS AND FISHERFOLKS The Department of Agriculture (DA) has issued Memorandum Circular No. 32, Series of 2022, or the Amendments to Memorandum CircularNo. 29, Series of 2022, On the Provision of Fuel Discount for Farmers and Fisherfolk. The said Memorandum directs all concerned offices under DA distributing farm machinery to submit a master list of recipients and corresponding machinery to the DA Regional Field Offices for subsequent submission to the Bureau of Agricultural and Fisheries Engineering (BAFE). Under MC 32 s 2022, the coverage of the fuel discount/assistance shall be expanded to include all agricultural commodities. The program will therefore cover all farm machinery with an attached engine that is being used for crop production as well as motorized banca. The Sugar Regulatory Administration already submitted a master list consisting of 3,263 sugarcane farmers nationwide to the Bureau of Agricultural and Fisheries Engineering (BAFE) in October 2022. Specific qualifications for individual farmers and/or farmer’s cooperatives and associations (FCA) are the following: ● The farmer must be registered at RSBSA and encoded in FFRS; and ● A farmer must own, operate, or rent machinery. As per BAFE, target beneficiaries will be set per region, but allocation per commodity (at the regional level) will be first come, first served, and the scheme options for implementation are fuel assistance through cards, through vouchers, or through ayuda. This provision will be greatly beneficial to farmers, especially now that fuel prices have increased. The above table shows the number of proposed beneficiaries based on the submitted data from each Mill Districts in Luzon, Visayas and Mindanao.

● Online Training on the Use and Operation of Agricultural and Biosystems Engineering Management Information System (ABEMIS) The Bureau of Agricultural and Fisheries Engineering (BAFE) conducted an online training on the use and operation of the Agricultural and Biosystems Engineering Management Information System (ABEMIS) on November 24-25, 2022, to strengthen the information linkage between BAFE and SRA on agricultural mechanization, irrigation, farm-to-mill roads, and other infrastructure interventions. The training was participated in by SRA ABE-CE personnel, namely Mr. Marby Gonzales, Engr. Jezelle Salayon, Engr. Casey Cagatin, and Engr. Camille Joyce Martin. It was focused on ABEMIS, which is a BAFE in-house developed web-based information system that serves as the central repository and monitoring tool of agricultural and fisheries machinery and infrastructure projects of DA from proposal, validation, procurement, construction, completion, and operation. Currently, all DA-RFOs are encoding to ABEMIS all of their agricultural engineering-related projects funded under the different banner programs, including their Budget Accountability Report. During the training, the participants were familiarized with the features, benefits, and interface of ABEMIS for proper data encoding and processing, which will support the information provided by the DA in the monitoring and reporting of the status of project implementation.
