In order to address peculiarities at the local level,
the NTIPC is replicated at the regional and industry
levels through the Regional Tripartite Industrial Peace
Councils (RTIPCs) and Industry Tripartite Councils
(ITCs), respectively.

Constituted on key industries, ITCs provide a venue for workers, employers and government
representatives to engage in a regular social dialogue to discuss relevant social, political
and economic concerns peculiar to the industry.

resulting in more responsive policies on labor

challenges affronting key industries in the
country.

The Bureau serves as the adjudicatory arm of the Office of the Secretary of the
Labor and Employment in labor relations. It has original and exclusive jurisdiction
on inter and intra-union conflicts involving federations, national unions, and
workers’ associations operating in more than one region. Likewise, it has appellate
jurisdiction on the decisions of Regional Mediator-Arbiters in intra-union disputes and
decisions of Regional Directors in petition to cancel registration of union certificate.
The Bureau also formulates policies,
programs, standards, procedures, manuals of
operation and guidelines pertaining to
settlement of intra-inter union disputes
including representation cases.
Mediator-Arbiters are authorized to decide representation
status, inter/intra-union disputes, and other related labor
relations disputes except cancellation of union registration
cases.
CERTIFICATION
ELECTION
The Bureau, through the Mediator-
Arbiters, shall order the conduct of a
certification election upon the petition
of the employees’ organizations in the
public sector. It is to determine, through
secret ballot, the sole and exclusive
bargaining agent (SEBA) of all the
employees in an appropriate bargaining
unit for the purpose of collective
negotiation.

implementers on labor-management relations programs and policies
and to monitor and evaluate the implementation of BLR programs.
