First and foremost, we would like to express our sincere gratitude to our lecture, Dr. Nor
Raihana for the continuous support of our assignment, for her patience, motivation and
enthusiasm and immense knowledge. Also, an effort to complete this task perfectly and
stay on time. The process of completing this task is not easy because with the current
situation, we are all forced to live with new norms due to the covid-19 pandemic.
Everything have to be done by online. We would also like to expand our gratitude to all
those who have directly and indirectly guided us in writing this assignment. Many
people, particularly our classmates, provided helpful comments on our work, which
inspired us to increase the quality of the work. And do not forget both our parents
because they help a lot in giving opinions and views on the assignment we do and their

ABSTRACT
The findings show that EKSA was introduced from January 2014 as a rebranding
initiative of Public Sector 5S Practices taking into account the need to highlight a quality
and conducive workplace environment to be more relevant to public sector
departments/agencies in Malaysia. The key components in the implementation of EKSA
are still based on the improved 5S Practices as well as the addition of several new
elements. EKSA is not intended to replace the 5S concept previously practiced, but
rather to improve the 5S elements by supporting the creation of a more conducive work
environment. 5S Practices are enhanced by adding 5 new elements, namely Corporate
Image, Creativity and Innovation, Green Practices of Conducive Environment and
Agency Diversity. EKSA can be implemented in an orderly manner through the
establishment of sound governance and management actions including the following
matters namely establishing an EKSA Implementation Committee and setting a clear
implementation action plan, creating sectors/work zones, conducting training programs
and launching EKSA departments/agencies. Therefore, the Masjid Tengku Ampuan
Jemaah has been in EKSA to create a tidier, clean and good environment.

1.0 INTRODUCTION TO EKSA
1.1 DEFINITION OF EKSA
EKSA stands for Conducive Public Sector Ecosystem (EKSA). It is spearheaded by
MAMPU (Malaysian Administrative Modernization and Management Planning Unit),
and is a rebranding of the Implementation of Public Sector 5S Practices (2010), and
aims to enhance a culture of organizational excellence with a more corporate image and
creativity and innovation ideas and activities. EKSA also is meant to enhance the
existing Public Sector 5S Practice with an emphasis on creating a conducive working
environment. MAMPU has undertaken the initiative to enhance the existing Public
Sector 5S Practice in a rebranding exercise which introduced the Public Sector
Conducive Ecosystem or better known as EKSA. This move is line with efforts to
strengthen the organizational culture of high performance and innovation among public
sector agencies by providing a conducive environment, work culture and positive values
for public servants. Apart from that, EKSA also introduced a new evaluation and
auditing model that includes Generic Criteria and Specific Criteria by also taking into
account the diversity of Government agency premises according to the types of services
provided. The one-size-fits-all approach previously practiced was found to be
inadequate to meet the needs of the diversity of Government agencies at present.
Therefore, the assessment of EKSA will be adjusted according to the locality of the
agency being audited. In conclusion, the EKSA introduced is not intended to replace the
existing 5S concept, but rather to improve the 5S elements by supporting the creation of
a conducive work environment.

1.2 OBJECTIVES OF EKSA
There are five objectives of EKSA, the first of which is to expand implementation in
Government agencies to create a conducive environment such as placing more seats in
the waiting area or the environment in which the room must always be tidy to be
comfortable to use. The second is to enhance the corporate image such as the room or
place must have an office image and it is not like pasting sticker flowers and so on. In
addition, foster creativity and innovation activities in line with the demands of
stakeholders. For example, using old boxes for shoe storage, making creative officer
movement signs and so on. Next, the objective of EKSA is to encourage activities
towards creating a green environment through fostering Green Practices. For instance,
make a recycling corner, put up a sign to make sure electricity is always turned off or
save electricity. Lastly, ensure that the audit element meets the needs of various
Government agencies. Types of agencies such as the federal public service (PAP) for
security and infrastructure, the state public service (PAN) for the economy, the federal
statutory body (BBP) for administration and the state statutory body (BBN) for social.

2.0 OVERVIEW OF THE MOSQUE
2.1 BACKGROUND OF THE MASJID TENGKU AMPUAN JEMAAH
The Tengku Ampuan Jemaah Mosque (MTAJ), also known as the Bukit Jelutong
Mosque, is a royal mosque in Selangor, Malaysia, located in Bukit Jelutong (Section
U8) near Shah Alam. After Sultan Salahuddin Abdul Aziz Shah Mosque in Section 14, it
is Selangor's second state mosque. The late Almarhum Sultan Sir Hisamuddin Alam
Shah's consort, late Almarhumah Tengku Ampuan Jemaah of Selangor, was honoured
with the name of this royal mosque. She was also Malaysia's second Raja Permaisuri
Agong (Queen). Sime Darby Properties, which is also a developer in Bukit Jelutong,
erected the mosque. While, the administrator of MTAJ is Masjid Agama Islam Selangor
(MAIS). The mosque's construction began in 2010 and was finished in 2013. The
mosque was officially opened by the Sultan Sharafuddin Idris Shah of Selangor on 13
March 2013.
MTAJ has an area of 2.07 hectares (5.12 acres) and it can accommodate about
4,000 worshipers at a time. The construction cost of MTAJ is RM25.5 million which
was funded through Wakaf Khas Almarhum Sultan Salahuddin Abdul Aziz Shah Alhaj
(RM6 million), the Selangor State Government (RM11 million), Sime Darby Property
Bhd (RM6 million) and the Mosque Parish Members (RM2.5 million).
There are few consultant of MTAJ include with the architect, civil and structural
engineers and many more. The architect of MTAJ is Senireka Group Sdn Bhd. Then, the
civil and structural engineers is DNP Consult Sdn Bhd. Ryad Hassan & Associates Sdn
Bhd is a mechanical and electrical engineers of MTAJ. The material engineers of MTAJ
is Yong & Mohammad Faiz Sdn Bhd. Moreover, the landscape architect of MTAJ is
Clouston Design (M) Sdn Bhd. The audio/visual engineers is Juru & Teras Bersekutu
Sdn Bhd. FNA Builders & Services Sdn Bhd is a contractor of MTAJ. As we know,
MTAJ has a few calligraphy on their wall, it is made by Galeri Seni Resources. Last but
not least, the wood carving is by Ismail Muhamed.

2.2 MANAGEMENT STRUCTURE

Here, this is the organizational chart of Masjid Tengku Ampuan Jemaah also known as
MTAJ. First thing first, I would like to say sorry because this is not actually the original
organizational chart of MTAJ. As we know, now, we are facing one pandemic which is
pandemic Covid-19 which every mosques are close. The information that had been state
in the organizational chart is we make a research about this mosque and finally we got
the information from the internet and we create it by our own creativity.
As mentioned in the organizational chart, we have a manager of MTAJ where the
responsibility of manager are to supervise the cleanliness of the building and conduct
activities for routine building maintenance. Next, to confirm that the structure is
functioning and meets the District's requirements for approval. To contrast, the manager
of the mosque is the head of the mosque where he has the responsibility to take care of
the whole mosque.

Next, in MTAJ also we have Assistant Officer of Islamic Affairs 1 and Assistant
Officer of Islamic Affairs 2. They are responsible to help the manager of the mosque to
take care of the mosque. One of their job is they have to make a report about the
activities or the services that provides by MTAJ to the people and send it to the manager
of mosque. For example, a team has been formed, namely the MTAJ ‘Bubur Lambuk’ as
a cooking team which named An-Najjah. All of them are members of the Bukit Jelutong
parish. The first purpose is to create cooperation that can strengthen the relationship
among them. ‘Bubur Lambuk’ is distributed after Asr Prayer in 500 packs. They give
‘bubur lambuk’ for free to the people especially to the residents of Bukit Jelutong.

Lastly, there are (3) three Assistant in Islamic Affairs. They have their own task
in order to handle the activities or services that will provide to the people by MTAJ. As
we know, MTAJ has a lot of activities such as ‘Kuliah Maghrib’. This means that after
Maghrib Prayer, they have the ‘Kuliah Maghrib’ which they already arranged who will
be the lecturer for that night. For example, on 22th July 2020 they invited Ustaz Syafiq
Abu Halah to give a talk about ‘Penawar Bagi Hati’. That talk is very meaningful where
many people who join the talk and can get many information from it.

2.3 SERVICES AND ACTIVITIES
Services is any activities or benefits that are being offer to another that is essentially
intangibles and the customers’ judgment of overall excellent of the service provided in
relation to the quality that was expected. For activities, it means a form of organized,
supervised and often extracurricular recreation by a group of people or event. Mosque is
not a mere place of worship. Since prophetic times, the mosque has also been a school
and home for the use of all communities regardless of religion, race and ethnicity.
Same goes to the Masjid Diraja Tengku Ampuan Jemaah which provides services
and activities that meet the satisfaction and needs of its users. For example, this mosque
provides free religious class services as well as empty class services which can be rented
or used by anyone to be used as additional classroom space. Not only that, as we know
mostly mosques have the same services and activities for example such as lecture
programs and religious talks, organizing the funeral prayer and washing the dead body,
Ramadan activities and also welcoming delegations and visitors from schools, colleges
and churches.

3.0 PROPOSITION FOR EKSA ADMINISTRATION
3.1 COMMITTEE STRUCTURE

The goal of forming the EKSA Implementation Committee is to increase citizen
participation at all levels in the implementation of the EKSA, as well as to foster a
culture of continuous improvement and a work ethic that brings citizens together to
achieve exceptional performance and work culture.
EKSA Implementation Structure:
The EKSA Implementation Committee's tasks are broad, and each member and member
of the Committee must fulfil their tasks. The EKSA Implementation Committee
Manager is responsible for ensuring the implementation of EKSA is carried out
preferably. Firstly, the organization should have is Multimedia. Multimedia is a
combination of text, graphics, sound, video and animation that produces amazing
performance. It also has high interactive capabilities. From the perspective of computer
users, multimedia can be defined as computer information that can be presented through
audio or video in addition to text, images, graphics and animations. Its role is to plan,
coordinate and implement activities to improve the image of the ministry through
promotion/publicity plans, monitor and address news/issues, documentation of
information materials and photos. Then, Identify promotional activities/campaigns to
foster awareness of participation for the successful implementation of EKSA.

Parking lot is a location where cars or other vehicles can be temporarily parked. This is
one of the outside zone of MTAJ. As showed on the picture above, the decoration of
tress have been added to make the area looks cheerful. The people who comes to MTAJ,
they will park their car in this zone to avoid from any accident happens.

Muslimin’s toilet is only for muslimin user. This zone is on the first floor of the mosque
which beside with the muslimin ablution area. The purposed of this zone is to make an
easy for muslimin use this toilet without have to share with the muslimat.

This zone is on the first floor. Electrical rooms are critical for building operations
because they serve as a central hub for supplying electrical power to devices. These
rooms also house critical protective systems, as well as transformers in bigger
installations. This is room is only allow for staff only.

Muslimat prayer area is on the second floor. This zone is specifically for muslimat users.
The purpose of this zone is to keep the aurat of a Muslim woman so that it may an easy
for muslimat to performing their prayers.

An ablution area was recently added to provide a place for people to cleanse themselves
before praying. Muslims pray five times a day, according to one of Islam's pillars. They
are expected to undertake a purifying practise called Wudu before those prayers, which
includes washing their faces, hands, arms, and feet. Wudu, or ablution, is a traditional
ritual that refers to the mental preparation and physical cleanliness before prayer. This
zone is on the second floor which beside the muslimat toilet.

3.3 DOCUMENTATION OF ISSUES AND RECOMMENDATION OF
RECTIFICATIONS
Masjid Diraja Tengku Ampuan Jemaah has two level of floor. The first level or known
as first floor consist prayer hall for women, seminar room, library room, teacher room,
treatment room, pantry, management office and there is also a meeting room. Not only
that, for the next floor or known as basement consist of main prayer hall, toilets, priest’s
office, souvenir shop, car park and also a multipurpose hall. Here are the five areas in
the mosque that does not apply and identified with the 5S which are sort, set in order,
standardize, sustain and shine.

The picture above shows an open area next to the mosque which does not have a special
garbage disposal area. Visitors who come to the mosque will find it difficult to dispose
of rubbish due to the absence of recycling bins in the area. When this happens, they will
prefer to throw garbage everywhere in the mosque area.

The second picture shows an open space that has been transformed by placing a
recycling bin. With this recycling bin, it makes it easier for visitors who want to dispose
of garbage by following the class of garbage. Not only that, it also helps them to no
longer have to look for trash cans far away to dispose of trash.

The picture above shows the condition of the toilet which is in the basement. It looks
cramped and dirty. Not only that, the condition also looks bleak without trees and the
condition of empty walls with no paint colors and labels. Situations like this will cause
users not to feel comfortable with the toilet service provided at the mosque.

After using the 5s element in the picture above, it can be seen that the toilet has been
widened and enlarged. By doing so, users will feel comfortable to use it with such a
spacious and clean condition. Not only that, interior decoration such as trees also been
added to brighten up the atmosphere.

Next, a picture can be seen showing the electric room for the priest where state in the
basement. However, users and visitors who come to this mosque will be confused about
the room due to the lack of labels or signs indicating that the room is only staff are
allowed to enter.

Therefore, labels and warning signs such as staff only have been added to indicate that
the room is not for public use but can only be used by the staff of this mosque only. As a
result, visitors and users will no longer be mistaken or mistakenly entered the room after
labels and signs are added.

The picture above is a picture of the condition of the prayer room for women on the first
floor. But elements such as labels and silent warning signs that should be affixed to the
walls of the prayer room are missing. This will result in a high probability that visitors
and users who come for prayers forget to turn off the fonts or make noise.

After the use of the 5s element is included, it can be seen the addition of labels and silent
warning signs on the walls. This will allow visitors and users to be sensitive to the silent
signs and warnings displayed on the wall as soon as they enter the prayer room.

The picture above shows the ablution place which is in the basement. But the place does
not have a label on the wall. Not only that, imagine if water wastage occurs in the area,
the mosque’s staff cannot blame any party because there are no warning signs and labels
placed on the area.

Finally, the picture shows the condition of the ablution place that has been placed and
added a label on the wall area for notification to the public who use the place. With these
labels and warning signs, incidents of water wastage can be prevented from occurring.
In addition, the careful attitude in using water also can be encouraged at the same time.

4.0 CONCLUSION AND LEARNING REFLECTIONS
4.1 CONCLUSION
In conclusion of all that has been stated so far, the changes made in the mosque are very
important for the comfort of the users of the mosque. In fact, with the changes that have
been made such as does not have a special garbage disposal area then it makes it easier
for visitors who want to dispose of garbage by following the class of garbage. In
addition, after using the 5s element in the toilet, users will feel comfortable to use it with
such a spacious and clean condition. With the improvements that have been made, it can
attract many more visitors who want to perform worship with a beautiful and cheerful
atmosphere and environment.
4.2 LEARNING REFLECTIONS
With a pandemic happening around the globe, the Covid-19 pandemic has caused
dramatic loss of human lives around the world and presented unprecedented challenges
to public health, the food system and the world of work. The economic and social
disruption caused by the epidemic is destroying tens of millions of people at risk of
falling into extreme poverty. In fact, we were unable to conduct joint interviews with
mosque officials. This is because of the ongoing pandemic so that the government is
forced to conduct a total lockdown. This causes us to have to search for all the
information only through the internet and certain people only.
