San Antonio is well acquainted with hosting major world class sporting events and
is excited for the opportunity to host the best ever CONCACAF Gold Cup™ matches
in 2017, 2019 and 2021. High profile events hosted in San Antonio include many
national championships including three NCAA® Men’s Final Fours® and a fourth
Men’s Final Four® in 2018, two NCAA® Women’s Final Fours®, the USA Swimming
National and Junior National Championships, two PGA TOUR tournaments, 86
Valero Texas Opens, 23 Valero Alamo Bowls, the U.S. Army All-American Bowl, an
NBA All-Star game, six NBA Finals, an Olympic Festival, Mexico vs. Korea SUM event
and a plethora of other highly recognized events.

SAN ANTONIO MISSIONS
Recently classified as a United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage
Site, the San Antonio Missions, including the renowned Alamo, represent the largest concentration of Spanish
colonial missions in North America.

THE ALAMO
Today the Alamo, originally Misión San Antonio de Valero, is the heart of San Antonio and it is Texas’ most visited
historic landmark. Home of the famous 1836 battle, the beautiful 300-year-old former Spanish mission turned
fortress is open year-round for everyone to visit, experience the battlefield personally, and “remember the Alamo.”

THE RIVER WALK
The San Antonio River is the source of a South Texas treasure and the city’s favorite attraction, the San Antonio
River Walk. You can shop, dine, lounge in a cafe, or simply stroll along and let the strumming mariachis soothe your
spirit. An improvement and revitalization project added more than 10 miles that now stretches 15 miles through
the Mission Reach, into downtown and up through the northern Museum Reach, which ties San Antonio’s major
museums to the River Walk and attracted the Pearl development to it banks. Parks and trails now link the city’s
center with four of the San Antonio missions to the south, making the River Walk the largest urban ecosystem in the
country.

ALAMODOME
Since opening in 1993, San Antonio and the Alamodome have established a proven track record for successfully
staging major sporting events, including the annual Valero Alamo Bowl, U.S. vs. Mexico soccer match, Mexico vs.
Korea soccer match, the USWNT victory tour vs. Trinidad, and a number of neutral site college football games. The
Alamodome will also be the site of the upcoming 2018 NCAA® Men’s Final Four®.

The Alamodome, San Antonio Convention & Visitors Bureau and San Antonio Sports are committed to taking the
tournament to a new level in terms of hospitality and atmosphere. The Alamodome is currently undergoing a $50
million renovation project that is scheduled to be completed by November 2017. The transformation will include
converting the North Plaza into a space for outdoor events, expanding concourses, and many other improvements
and additions, such as new locker rooms and a 24,000-sq.-ft. multipurpose room. Our facility will provide a unique
competition site for the CONCACAF Gold Cup™, and our location in the downtown area lies within immediate
walking distance of major hotels and the famous River Walk. The Alamodome staff will endeavor to provide Gold Cup
athletes with a memory that will last a lifetime and offer coaches and spectators a taste of our Alamo City hospitality.

The Alamodome’s staff, under direction of General Manager Nick Langella, is operating the facility at greater than
95% capacity on the weekends and more than 140 event days per year with a permanent football tenant, an annual
bowl game and a host of other events and concerts. The venue hosted the Mexico vs. Korea match in 2014 before a
crowd of 54,313 happy fans. We know that the 2017 CONCACAF Gold Cup™ match will be a grand success.

SAN ANTONIO SPORTS
For more than 30 years San Antonio Sports, a 501(c)(3) organization, has transformed our community though the
power of sport. With a focus on healthy kids, places to play and events that impact, San Antonio Sports has become
a driving force in attracting premier sporting events to the Alamo City and creating opportunities for families and
kids to improve their quality of life. Regarded as one of the nation’s premier sports commissions, we are proud to
serve as the candidate host partner in our city’s bid for the 2021 Gold Cup.

San Antonio Sports has provided hundreds of events that impact the community physically and economically,
like the Go!Kids Challenge, Fit Family Challenge and i play! afterschool. I play! afterschool currently provides 45
elementary schools and more than 1,100 at-risk children in third through fifth grade with early-stage development
in five different sports. The i play! soccer unit is one of the most popular sport activities provided via this worthy
program. San Antonio Sports as an organization has also hosted events that include four NCAA Men’s Final Fours,
two NCAA Women’s Final Fours, the Humana Rock ‘n’ Roll San Antonio Marathon and numerous U.S. Olympic and
NGB championship events. In addition, San Antonio Sports has served as the community facilitator for the creation
of new park spaces, sports facilities and programs affecting community health and wellness.

San Antonio Sports has been a leader in advocating for the creation of new facilities, such as the Alamodome and
the world-class natatorium at Palo Alto College, and helped with the successful 2007 city and 2008 county bond
campaigns to build new sports fields and facilities.

SAN ANTONIO CONVENTION AND VISITOR’S BUREAU
The mission of the San Antonio Convention & Visitors Bureau (SACVB) is to promote and market San Antonio as a
premier leisure, visitor and convention/meeting destination for the purpose of positively affecting the city’s economy
and enhancing citizens’ quality of life.

SAN ANTONIO SPURS AND SAN ANTONIO FC
Spurs Sports & Entertainment
Spurs Sports & Entertainment (SS&E) is the premier provider of sports and entertainment in South Texas. SS&E owns
and operates the San Antonio Spurs (NBA), San Antonio Rampage (AHL), San Antonio Stars (WNBA), Austin Spurs
(NBA Development League), San Antonio FC (USL) and also manages the day-to-day operations of the AT&T Center
and Toyota Field.

San Antonio FC
San Antonio FC, owned by Spurs Sports & Entertainment, is San Antonio’s professional soccer team. San Antonio was
awarded the thirty-first USL franchise on January 7, 2016.

The establishment of the club, along with the concurrent purchase of Toyota Field by the City of San Antonio and
Bexar County, is part of a plan by local officials to obtain a Major League Soccer expansion franchise.
San Antonio plays home matches at Toyota Field, an 8,296-seat soccer-specific, natural grass stadium, which is
designed to be expandable to more than 18,000 seats. SA FC launched a successful season ticket campaign and is
fully engaged with the local San Antonio soccer footprint.

San Antonio FC ‘s Managing Director Tim Holt joined SS&E from Orlando City SC where he served as vice president of
development, contributing to the team’s successful inaugural campaign in Major League Soccer last year.

Holt has been recognized as one of the top executives in domestic soccer. He was named one of Soccer America’s
‘Rising Stars’ in 2006, which highlighted the top American soccer executives under the age of 35, and was included by
SI.com in 2013 as one of “The 50 Most Powerful People in U.S. Soccer.”

CLASSICS ELITE SOCCER ACADEMY
Classics Elite Soccer Academy (CESA) was formed in 1992 with the mission to develop and maintain practice
facilities; develop players and build their skills for college placement; provide early exposure to the under 11 girls
and boys soccer players; and to develop more opportunities for youth, regardless of financial resources, by awarding
scholarships to applicable candidates.
In 2004, CESA merged with an all-boys soccer organization to become the largest youth soccer entity in San Antonio.
Today, the organization has more than 1,100 families participating in the sport of soccer and actively promotes
improved fitness among all children. CESA also annually offers between 60 and 100 need-based scholarships
providing assistance with organized and other sports expenses to qualifying low-income families. In addition, the
organization offers free sports clinics in multiple areas of the city, including low income neighborhoods.
Classics Elite will support volunteer efforts for the Gold Cup in collaboration with San Antonio Sports. Many of these
volunteers are soccer savvy and help with special events, tournaments and programs that help our community.
Classics Elite has robust relationships with the tourism and hospitality sectors and hosts several tournaments and
events during the year. The CEO of Classics Elite, Marco Barros, is also the president and CEO of the San Antonio Area
Tourism Council. Strategically, this will allow Marco to serve the CONCACAF in two very important areas--on the field
and off the field!

SCHEDULE AND AVAILABILITY

San Antonio’s commitment to the CONCACAF Gold Cup™ 2017 can best be described as “All In!” The Alamodome has
strategically made all dates requested in this RFP, from Group Stages starting July 7, 2017 to Finals ending July 27,
2017, open, available and blocked for CONCACAF. CONCACAF will have exclusive stadium access available no less
than six days prior to each match date. We hope that further details described in this bid document illustrate our
desired outcome, which is to support and make the 2017 Gold Cup events held in San Antonio, the best ever.

PROPOSAL SPECIFICATIONS

KEY SUPPORT PARTNERS: LOCAL GOVERNMENT AND OTHER SPORTS FRANCHISE SUPPORT
A key element for the ongoing success of the CONCACAF Gold Cup™ has been the ability to rally the support of city
officials, local sports commissions, convention and visitors bureau’s (and/or equivalent) as well as major influencers
and other sports franchises in the area. The city’s support in addition to the local CONCACAF/SUM efforts to promote
the games have resulted in true social and cultural celebrations surrounding the matches.

1. OPPORTUNITIES FOR HOST CITY AND VENUE TO SUPPORT CONCACAF WITH IN-KIND
PROMOTIONAL SUPPORT.

As demonstrated by the letters of support from local government officials, hospitality partners and support network
stakeholders, we can commit that San Antonio will embrace and support the 2017 CONCACAF Gold Cup™ and future
SUM Events. With the San Antonio Mayor’s welcome and City Manager’s support of services, CONCACAF can expect a
very fluid, cooperative and smooth event.

In kind promotional support and added value assets will be delivered to the CONCACAF Gold Cup™. These include
city-wide promotional and welcome campaigns supported by many stakeholders. In addition, key host committee
members will strategically support SUM to engage corporate, cultural and community relationships for local
sponsorship, ticket sales and cultural celebrations surrounding the matches.

WELCOME CAMPAIGN
Being a premier event city, San Antonio knows how to welcome visitors. From the airport to the venue and even
downtown, visitors will see the CONCACAF Gold Cup™ brand and feel they are part of an extraordinary event. The
San Antonio International Airport has video monitors that can provide opportunities for digital welcome messages
and branding of the baggage claim area, as well as directional signage for guests. Upon exiting the airport, there is
an opportunity to display pole banners as visitors head to their destination.

In coordination with the San Antonio CVB, the City will allow groups to brand the downtown area with street pole
banners, as well as interior and exterior signage. In addition, creative “Welcome Gold Cup” marketing kits could be
distributed to downtown businesses along the River Walk. Signage and branding on site at the Alamodome will also
enhance the event’s visibility attracting fans and ticket buyers.

The River Walk, San Antonio’s most iconic destination, can serve as and be utilized for creating special pre- and
post-match events; including gala dinners, team river barge parades, sponsor and media engagements, and press
conferences.

LOCAL CORPORATE SPONSORSHIP & TICKET SALES PACKAGE ENGAGEMENTS
Soccer has a high participation rate and rich tradition of which we are proud. The 2017 CONCACAF Gold Cup™ will be
embraced throughout San Antonio and the State of Texas. Many local and national companies based in San Antonio
support the sport of soccer and sponsor local teams. There is no doubt these companies will look to support the
2017 Gold Cup through local sponsor and ticket packages.

San Antonio Sports has long engaged with local, regional and national companies including Valero, CST Brands,
NuStar Energy, Blue Cross Blue Shield, Humana, Coca-Cola, AT&T, H-E-B and USAA to name a few. The San Antonio
Sports board of directors boasts more than 50 corporate leaders and decision makers.

San Antonio Sports will work with SUM to develop a local corporate sponsorship / ticket steering committee working
alongside the SUM’s on-site sales team. This support network will make key introductions, share relevant databases
and work collaboratively to support a sponsorship and ticket sales campaign.

San Antonio Sports has hosted numerous large-scale events, including the annual Corporate Cup which attracts
more than 80 different companies to participate in a multi-sport event that promotes wellness and active lifestyles;
an annual high school all-star football game in the Alamodome, NCAA Championships and other events that require
significant corporate support. We are well-respected and work hard to exceed partner’s expectations.

MEDIA RELATIONS, DIGITAL SUPPORT, PR AND FAN BASE DEVELOPMENT
San Antonio Sports has significant in-house capabilities for public relations, governmental relations, earned media
support, media planning and buying, sponsorship development/sales/fulfillment, database and email marketing,
photography, videography and graphic design. All of these services will be available to help the Gold Cup exceed
expectations for the event in San Antonio.

Whether collaboration in development of local media campaigns, appointment of local celebrities as game
ambassadors, coordination of major event calendars or reaching out to the host committee’s organizational
databases to reach thousands of targeted fans, San Antonio is committed to support all best outcomes and SUM
objectives.

The San Antonio Convention & Visitors Bureau will coordinate with the State of Texas Department of Economic
Development & Tourism to allow streamlined communication for Gold Cup participants and fans arriving from
around the world. The SACVB will also provide social media reach in support of the Gold Cup to the 500,000-plus Visit
San Antonio Facebook and Twitter followers.

The CONCACAF Gold Cup™ will be a featured event on VisitSanAntonio.com to five million annual visitors, and
VisitSanAntonio.com will create a customized microsite for use by SUM / Gold Cup to promote San Antonio as a
destination for the 2017 CONCACAF Gold Cup™.

The SACVB, through its network, can provide housing management to manage leisure and travel bookings to the
Gold Cup at no cost to SUM and can assign a destination services manager to liaise with city staff and officials.

2. AIRPORT AND TRAIN STATIONS, CONVENIENCES AND ACCESS
San Antonio International Airport
The San Antonio International Airport welcomes more than eight million passengers annually, and services more
than 35 domestic and international destinations. With more than $275 million in recent upgrades, travelers can
now enjoy upgraded interior spaces, new dining options and a reconfigured TSA queuing area for quicker and
more efficient passenger processing. Named as one of the fastest growing airports in the country, San Antonio
International continues to improve and enhance service.

By 2018, the airport will complete a $127 million, seven-level Consolidated Rental Car Facility (CONRAC) connected
to Terminals A and B by a new sky bridge, complete with a customer service center, Quick Turn Around (QTA) for
convenient pick-up and drop-off that will greatly reduce the time rental car customers spend picking up or dropping
off their vehicles, and 2,600 ready/return spaces.

The more than 1.8 million sq. ft. structure will replace a short-term parking garage and adjacent surface parking.
The first two levels of the CONRAC will provide 1,400 dedicated short-term public parking spaces with another four-
and-a-half levels providing rental car agencies with 3,100 parking spaces, as well as customer service centers and
facilities to maintain and wash vehicles. Gold Cup guests will experience a new level of luxury and customer service
when flying in and out of San Antonio.

There are 125 flights from 36 non-stop routes daily to San Antonio and 34 flights from 24 routes with one or more
stop.

Austin-Bergstrom International Airport is located approximately 75 miles from San Antonio and offers the many non-

stops from Central and South America and Europe.

The host committee will work with the San Antonio International Airport via the SACVB and San Antonio Area

The San Antonio International Airport utilizes more than 200 volunteer ambassadors to assist passengers with
everything from directions, baggage claim, and information about the city. As soon as you see them, you will feel the
hospitality. These experienced ambassadors staff welcome/information booths in both terminals where CONCACAF
Gold Cup™ information can be distributed.

LOCAL TRANSPORTATION
Airport Shuttle
Transportation from the airport to downtown is very affordable for Gold Cup fans. Shuttle services currently run $19
one-way and $34 round trip.

Taxi Service/Uber
Traveling with friends? Up to six passengers travel for the price of one. The approximate fare, based on traffic, not
including tips, is $33-$40 to downtown.

By Car
The San Antonio area is fortunate to have one of the most comprehensive urban freeway systems in North America.
San Antonio is conveniently located in south-central Texas, just 1.5 hours from Austin, 3 hours from Houston and 4.5
hours from Dallas. In fact, the major highways through San Antonio make driving in from all directions easy.

VIA Bus Service
VIA Metropolitan Transit offers scheduled public bus transportation conveniently servicing all areas of San Antonio,
a great benefit to fans of the CONCACAF GOLD CUP™ who want to take advantage of safe, affordable and timely
transportation within and out of the city.

River Taxi
One of the most scenic and unique modes of transportation in San Antonio is the river taxi. Connecting dozens of
hotels, restaurants, museums and attractions, this is a great way to enjoy the city while getting around. The cost of a
river taxi is currently $15 for a 24-hour period, between 9 am and 9 pm.

Sightseeing & Getting Around Downtown
San Antonio’s public transportation system, VIA, offers the Sightseer Special (Bus 7) with an hourly service that runs
between the city’s favorite sites daily.

Our compact, walkable downtown makes getting around the city easy. More than 14,000 sleeping rooms are offered;
the majority located on the River Walk.

Bike–Share Program
San Antonio B-Cycle is great way to get around town, it’s fun and offers an automated bike sharing system intended
for short trips and quick adventures. B-stations are distributed in downtown San Antonio in highly visible and
trafficked areas.

ADDITIONAL SUPPORT AND SERVICE CAPABILITIES
The Host Committee will provide support at every level, including sharing local relationships and access to provide
needed services for the CONCACAF Gold Cup™. These added value services include but are not limited to the
following:

1. LODGING
With a desired objective to have the “best ever” CONCACAF Gold Cup™ held in San Antonio, we are committed
to ensure that fans, teams and supporting staff have a great hospitality experience. San Antonio is the number
one tourist destination in Texas and offers a vast selection of hotels, with more than 14,000 sleeping rooms in the
downtown area alone. The selection includes 5-Star golf resorts just 15 minutes from downtown to world class
destination hotels along the famed River Walk, a destination we know the CONCACAF GOLD CUP™ fans will want to
enjoy. More humble, economically friendly hotels along the corridors leading into downtown are also plentiful.

Our suggested hotels are all in close proximity to the Alamodome, and most are a comfortable walking distance.

Multiple hotels across different price ranges are committed to supporting the CONCACAF Gold Cup™ with favorable
rates and benefits for all attending the competition. Hotels selected as official Gold Cup lodging partners will offer, as
described below, complementary and preferred rates included room blocks, additional CONCACAF meeting rooms,
on-site promotional branding display footprints, special team rooms, and benefits such as free Internet in meeting
areas where available.

The SACVB through its network can provide housing management to manage leisure and travel bookings to the Gold
Cup at no cost to SUM and assign a destination services manager to liaise with city staff and officials.

2. TRANSPORTATION
San Antonio has many options for transportation which include, cars, VIP limos, buses, shuttles, private services and
trucks. The host committee will work with CONCACAF to support its needs.

Official Car
The host committee has established and close relationships with major key automobile dealerships. The Ancira and
McCombs families own multi-brand dealerships in San Antonio. San Antonio Sports takes great pride in having these
partners sit on its board of directors. The host committee will work with these industry partners to secure a select
number of Gold Cup / SUM courtesy cars and special rates for CONCACAF needs.

3. POLICE ESCORTS FOR PARTICIPANTS (I.E. TEAMS AND OFFICIALS)
The host committee will coordinate with CONCACAF to arrange all security and police needs, including team security
and in-city travel support. An assigned security liaison manager, appointed by the host committee, will be available
to support and work with each team’s needs.

4. PRACTICE/TRAINING FACILITIES
The host committee has secured the community’s best practice facilities for CONCACAF teams in close proximity to

Alamodome and the central business district, site of the host hotel. These fields are in compliance with the RFP’s

desire to make at least four secure practice / training facilities with natural grass available.

The selected facilities can produce the requested fields and supporting volunteers on site to aid each team’s needs.

made available to participating Gold Cup teams. Classics Elite McAllister Soccer Complex includes six full-size, grass

multiple training areas.

6. LOCAL MEDICAL AND AMBULANCE SUPPORT
• Hospital and medical services on 24-hour basis
• A minimum of three ambulances provided at the venue during event
• The Alamodome will arrange for local medical service and certified Advance Treatment Ambulance support.
The cost for First Aid service is included in the cost of the Event service agreement. The Ambulance service is an
additional fee at a cost of $2,250 per ambulance / $450/hr. X 5 hour event.
7. VOLUNTEER SUPPORT
Ability to engage volunteers to provide operational support for the event.
San Antonio Sports, a member of the host committee, boasts one of the largest volunteer corps in the country. More
than 8,000 volunteers in the database are ready to assist a 17-person staff in providing the quality leadership needed
to make events run smoothly. San Antonio Sports relies on our wonderful family of volunteers to tackle everything
from pre-event planning to the post-event wrap up.
San Antonio Sports has managed volunteers at five NCAA Final Four tournaments (three men’s and two women’s)
and numerous other NCAA regional and divisional championships. Every year, the organization manages 3,000-
plus volunteers who operate the Rock ‘n’ Roll San Antonio Marathon & ½ Marathon, plus hundreds more for a full
calendar of sporting events.
The volunteer registration system also allows us to communicate directly with volunteers. The San Antonio database
for CONCACAF Gold Cup™ volunteers will increase with the added support of volunteers from Classics Elite, San
Antonio FC, local soccer clubs, teams, schools and organizations.

8. CONCACAF GOLD CUP™ STADIUM
The Gold Cup requires a minimum 15,000 seats, 10 suites and/or VIP areas, and the ability to deliver a
premium broadcast platform for our media partners.
The Alamodome seating capacity is 63,037 not including the newly remodeled 52 luxury suites in soccer
configuration that will offer fans a VIP experience from the Club Level. All suites are furnished with new furniture and
carpet, flat screen televisions and custom artwork.

Club/Premium Seats
The Club Level is located on the fourth floor of the Alamodome, and provides access to all 52 suites, various VIP
areas and hospitality options in addition to the 6,560 general spectator seats.

ADA Seating
The Alamodome consists of 404 disabled seats and companion seats.

Stadium Date Availability and Exclusivity
Stadium should adhere to the following event blackout windows:

International Soccer Match - The stadium must agree not to host or promote any other international soccer
competition, exhibition, or friendly match from 30 days prior to its match date through 14 days after the match date,
inclusive.

Alamodome agrees not to host or promote any other international soccer competition, exhibition, or friendly match
from 30 days prior to its match date through 14 days after the match date, inclusive.

Building exclusivity – The stadium must agree not to host any other activity, of any kind, from six days prior to
its match date through two days after the match date. Further to this point, the stadium must inform of all other
activities being hosted by the stadium from 30 days prior to its match date through two weeks after the match date,
inclusive.

With regards to building exclusivity, the Alamodome agrees not to host any other activity, of any kind, from six days
prior to its match date through two days after the match date. Further, the Alamodome will inform the CONCACAF
of all other activities being hosted by the stadium from 30 days prior to its match date through two weeks after the
match date, inclusive.

Field of Play
The stadium may not host any events that risk the integrity of the playing surface minimum 10 days prior to the
event. For clarity, if the stadium’s surface is natural grass, the stadium must agree not to host any events that risk the
integrity of the playing surface or the possibility to deliver a pitch of international standard, free of any markings.

To mitigate any chance, the Alamodome will not host any events that risk the integrity of the playing surface
minimum 10 days prior to the event.

For clarity, the Alamodome will not host or conduct any events on the exclusively installed grass playing service prior
to any CONCACAF events.

GOLD CUP STADIUM FINANCIAL PROPOSAL
List your stadium financial proposal based on the following guidelines and principles listed below:

1. A rent-free offer or preferred rent and expense rates.
Alamodome is committed to support the CONCACAF GOLD CUP with a Rent Free offer and will be responsible for the
purchase, installation of the turf/sod, field painting, and removal of the soccer turf utilized for this Event.

Building License Payment. In consideration for the LICENSEE to use the Alamodome as provided in this Agreement,
LICENSEE shall pay CITY a Building License Payment of $0. Services provided in Building License Payment,
reasonably necessary for the operation of the Alamodome for this Event, include: rental of stadium, ingress/egress
days, advance box office services, bike racks (as available), chairs (as available), tables (as available), in-house sound
equipment, in-house equipment, and utilities.

Other Services.Services not included in the Building License Payment include, but shall not be limited to, house
audio operator, event attendants, cleaning crew, conversion costs, housekeeping, maintenance, medical service for
patrons, overnight security, San Antonio Fire Marshals, San Antonio Police Officers Off-Duty Security, Supplemental
Security (T-Shirt Security), catering, insurance, LED video wall system/ribbon board operating staff, riggers, television
production, spotlight operators, box office services (day of event), scoreboard operators, game officials, locker
room supplies, soccer equipment, medical services for players, ambulance, security for players and officials, PA-
announcer(s), telecommunication systems and services, and other equipment, services, and staffing requested by
LICENSEE and not provided in Paragraph 4.1(a). LICENSEE shall be responsible for payment of these services as
required for the presentation of the Event.

2. A detailed list of all taxes and fees associated with ticket revenue including sales, city, county or other
(e.g. entertainment tax, facility fee) Taxes and Fees Associated with Ticketing at Alamodome.
Sales Tax – 8.25%
Facility Access Fee - $4 per ticket 2017 and $6 per ticket in 2019 and 2021
Tickets sold by credit card through the Alamodome Box Office – 4% fee

3. A detailed outline of expense assumptions including venue operations (Assuming a sold out event
lasting approximately 4.5 hours of play.)

4. The Alamodome will retain concession revenue.

5. Merchandise sales split of no less than 80 (CONCACAF/SUM) /20 (venue/concessionaire) for the event.
The Alamodome agrees to the proposed 80 (CONCACAF)/20 (Venue) split.

6. Other revenue-generating opportunities and / or cost-saving assurances that can be made available to
the CONCACAF Gold Cup™.

Texas Event Trust Fund

San Antonio has extensive experience with the Events Trust Fund and helped create the original legislation that has
been successful at attracting major events like the NCAA Men’s Final Four® as well as many other championship
events.

In the late 1990s, San Antonio Sports and the City of San Antonio approached the legislature to find a way to attract
the Pan Am Games to San Antonio without having a fiscal impact on the state. A financing structure was put in
place to do that, specifically recognizing the special nature of attracting huge international and national events.
Appreciating the huge potential gain to the state from winning these events, the original legislation established
a trust fund financing approach that gathered the taxes considered a “gain” to the state and allowed the host
municipality to tap into those funds to attract the event. The approach was simple: Winning the event means
winning the taxes generated by the event so that sharing some (or even all) of that tax gain to get the event does not
fiscally burden the state.

The CONCACAF Gold Cup™ qualifies for the Texas Events Trust Fund (ETF). The ETF can be used to help pay select
costs related to preparing for or conducting the event. Based on a pre and post event economic impact study,
with data documenting visitation from out of state fans, the state will allow selected event related expenses to be
reimbursed to the venue or host. The Host committee will look at each qualified opportunity and may be able to
pass along a savings or absorb some of these expenses which traditionally the CONCACAF may be paying for.

6. MARKETING, ADDITIONAL SUPPORT AND/OR OTHER SERVICES BEING OFFERED TO
THE CONCACAF GOLD CUP™

Local Market Relationships and Media Support
As a key member of the San Antonio host committee, San Antonio Sports has deep roots in the corporate and
media community. San Antonio Sports is committed to utilizing its good will and established relationships to create
marketing and advertising advantages for CONCACAF.

These programs may yield better rates, complementary coverage and stretch the CONCACAF advertising and
promotional dollars. San Antonio Sports is fortunate to have top level media executives supporting SAS’s mission
with significant added-value and in-kind media to support the events and programs that we provide for our city.

Development & Tourism to allow streamlined communication for GOLD CUP Teams and fans arriving from GOLD
CUP Countries, provide social media reach of the GOLD CUP to the 500,00-plus Visit San Antonio Facebook and
Twitter followers, promote GOLD CUP as a featured event on VisitSanAntonio.com to 5 million annual visitors,
create a customized microsite for use by the CONCACAF to promote San Antonio as a FUN destination for the 2017
CONCACAF GOLD CUP, provide housing management to manage leisure and travel bookings to GOLD CUP at no cost
to CONCACAF/SUM, and assign a Destination Services Manager to liaise with city staff and officials.

Unique Hispanic Community Engagement and Supporting Activations
San Antonio is culturally diverse with a 63% Hispanic marketplace, and it is critical to understand cultural history and
preferences to effectively engage this market segment. Al Aguilar serves as a San Antonio Sports board member and
CEO of Creative Civilization and has been recognized by the Smithsonian’s National Museum of American History as
one of the “Godfathers of Hispanic Marketing.” He and his team will also assist in marketing efforts.

7. If the stadium does not have a natural grass field, the stadium’s proposed remedy to provide a natural
grass field, according to CONCACAF/SUM specifications
The Alamodome does not have a natural grass field. New for the San Antonio 2017 CONCACAF bid, the City will be
responsible for the purchase, installation, painting and removal of the natural grass field. This obligation represents
as much as a $300K value that the City is undertaking in support of bringing a CONCACAF event to San Antonio!

8. The use of luxury suites at best locations and other designated areas assigned for CONCACAF/SUM
hospitality at no cost (F&B charges will be additional), no incremental charges for cable, power, media Wi-
Fi, park-and-power plug-in or other production facilities and services.
The Alamodome will offer 10 best located suites. Ten suites will be provided for CONCACAF hospitality needs at no
costs. Two additional suites can be purchased at the discounted rate of $600 per game day.

Regarding incremental charges, while there are no building charges for the needs listed, without knowing the full
extent of CONCACAF needs, if major electrical work is required, a preferred electrician would have to be contracted at
the expense of SUM/CONCACAF.

STADIUM OPERATIONS REQUIREMENTS AND EXPECTATIONS
It will be the expectation of the CONCACAF Gold Cup™ that all stadium facilities and operations will
be provided, executed, and/or presented in a world-class and professional manner befitting a major
international soccer competition.
A. STADIUM SPECIFICATIONS AND REQUIREMENTS
FIELD
1. Maximum field-of-play dimensions (width/length) available for an international soccer match (keeping
in mind a minimum of three yards of safety zone between the field-of-play and field advertising boards)
The Alamodome agrees and will support / provide the targeted field measurements of Length: minimum 105 m (115
yds.) maximum 110 m (120 yds.) / Width: minimum 68 m (74 yds.) maximum 75 m (80 yds.).
The Alamodome will only have soccer field marking(s). The field of play will have only the soccer field markings
provided by CONCACAF/SUM.

Club/Premium Seats – The Club Level is located on the fourth floor of the Alamodome, and provides access to
all 52 suites, various VIPS areas and hospitality options in addition to the 6,560 general spectator seats.

Suites - Newly remodeled, there are 52 luxury suites in soccer configuration that will offer fans a VIP experience
from the Club Level. All suites are furnished with new furniture and carpet, flat screen televisions and custom
artwork.

2. CONCACAF SUITES
The City of San Antonio will reserve ten suites for exclusive use by Gold Cup. Two of the ten will be located at

FIELD EQUIPMENT
1. International equipment (i.e. goals, corner flags, including spare goals and flags). Please detail the goal
affixing capabilities of the stadium (sleeves in the ground, net posts, etc. if any)
Alamodome regulation goals provided to CONCACAF are Kwik Goal. Goals are weighted with sand, not sleeves in the
ground. Six regulation corner flags will be provided with weighted bases, made for turf fields.
2. Team and Match Official Seating – Must accommodate 20 members on each team and five persons on
the referee bench (including shields for both team benches and the fourth official bench). Bench shields
have to be transparent for viewing purposes.
Team seating will include two team benches and one officials’ bench. All benches will be shielded by a transparent
cover.

Futbol Fiesta - The host committee will work with CONCACAF to secure best below-market and preferred
rates including complementary space that will support the Futbol Fiesta. This space will be inclusive of
the Gold Cup sponsor and fan experience activation areas.
San Antonio has many locations suitable for Futbol Fiesta. Our proposed location for the Futbol Fiesta is the North
Plaza of the Alamodome. This newly remodled factily entry plaza is more than 170,000 contigous squre feet and can
be utilized free of charge.
Adjacent to the North Plaza, is Sunset Station. This uniquely, restored 10-acre facility and surrounding historic
district of St. Paul Square serves as a natural walkway for spectators visiting the Alamodome with both indoor and
outdoor space large enough to accommodate thousands of soccer fans throughout the Gold Cup. Sunset Station
hosts numerous, outdoor festivals every year for major events such as the annual Valero Alamo Bowl and the U.S.
Army All-American Bowl. The Host Committee is prepared to use existing relationship and established good will to
negotiate a below market rate at Sunset Station, though not completely complimentary the venue will be a perfect
setting for Futbol Fiesta!

The event level of the Alamodome is versitle and can be configured to meet the specific needs of the Gold Cup. Press boxes on
the 3rd and 4th level combined with a new 24,000 square feet multi-purpose room on the event level, will meet all technology
and media needs for the Gold Cup.

13. Office Space
At no cost to Gold Cup the Alamodome will provide office space that is equipped with a high speed copier/ printer, internet,
chairs, and tables for a total of 6-8 people 8 days prior to the event and throughout the event.

14. Mobile Kiosks
Alamodome will provide space on the Alamodome’s North Plaza and adjacent parking lots for this Mobil Kiosk.

EVENT ENTERTAINMENT PRESENTATION & BROADCAST ELEMENTS

Field Lighting
Alamodome will provide standard require lighting for all match dates, team practices, and television light checks. In full-broacast
configuration, the Alamodome provides 100 footcandles which equates to 1,000+ LUX.

Broadcast Truck Park and Power
Alamodome will provide Broadcast truck and power with no fee.

Free Internet
Alamodome will provide Internet at no charge

EQUIPMENT AND FURNITURE

1. Two golf carts each able to accommodate two people and three golf carts each able to accommodate four-to-six
people (number may vary depending on venue layout).
a. Alamodome golf carts will be utilized by facility staff for operations. Any additional golf carts will need to be rented by
CONCACAF.

2. Furniture (tables, chairs, trash baskets, table skirting, curtain walls, barricades, platforms, etc.) for all offices and
spaces.
The Alamodome will provide all equipment and furniture listed as available. Any pipe and drape needs will need to be rented by
CONCACAF at a discounted rate through the facility’s vendor, Freeman Decorating.

3. Standard equipment and supplies (tables, chairs, trash cans).
The Alamodome will provide all standard equipment including tables, chairs and trash cans.

4. Standard high volume multi-function color printer / scanner / fax.
a. San Antonio Sports will work with Dahill to provide the printer / scanner / fax needs.

5. A minimum of 30 radios for operations on game day.
a. The Alamodome does not have the radio requirement. San Antonio Sports will offer up to 10 radios to support CONCACAF
needs additional Radios will need to be rented by CONCACAF.

EVENT PRESENTATION AND BROADCASTING
1. Existing camera locations diagram below. Our stadium has hosted a reverse angle Soccer TV production – Mexico vs Korea.
2. Two new, High Definition Daktronics LED, 16mm Video Walls (pixel size 720x486).
Six Daktronics LED, 16mm Ribbon Boards (pixel size 48x1328) approximately 600’. Utilized for scoreboards, messages, and
advertising.
Full production facilities with associated equipment to include: five hand held sony cameras, 8 input switcher with internal
playback, Slow Mo Replay, PC Based Character Generator, and Adobe Premier Editing.
Three analog in-house closed circuit TV channels.
Three digital in-house closed circuit TV channels.
One high definition in-house closed circuit TV channel.
6. No fee for TV truck park, power, triax, audio, video cable usage or fiber connectivity.

EVENT DAY STAFFING, SERVICES AND PROCEDURES

1. Staffing - Staffing levels will be based on size of the event and round awarded.

2. Ingress and egress plan - There are a total 54 ticket scanning entry points on equally distributed on both the north and
south sides of the building. Egress will utilize all plaza level exit doors.

3. Stadium security and crisis management plans – The 41 page Emergency and Evacuation plan has been submitted
electronically.

6. Ticket service operation, exclusivities (if any) and related fees (i.e. credit card processing). Ticket capabilities (i.e.
electronic tickets).
Related ticket and credit card processing fees:
Sales Tax – 8.25%
Facility Access Fee - $4 per ticket 2017 and $6 per ticket in 2019 and 2021
Tickets sold by credit card through the Alamodome Box Office – 4% fee

Ticket Services
The Alamodome is an exclusive Ticketmaster facility. There is a $2-per-ticket facility access fee and a 4% fee on all tickets sold
by credit card at the Alamodome Box Office.

7. Assistance in securing all necessary permits, waivers, approvals.
Host Committee will work with CONCACAF in support to secure all permit and approval needs. Alamodome and city staff will
assist in securing any necessary permits, waivers and approvals.

B. STADIUM EXISTING SPONSORS
1. The Alamodome is a clean venue for sponsorship. Currently there is no naming rights sponsor and no venue sponsors.
At this time, the Alamodome is a Pepsi venue and there is no exclusive pouring rights for alcohol.

The Alamodome AGREES to the following:

Agree - Ability to completely remove or cover field level signage (including existing LED panels) at no additional charge
(including walls and tunnel covers)
• Field level is defined as the area comprised of the field of play, lower seating bowl up to and including the first level LED

ribbon board.

Agree - Field boards/low-camera and ribbon boards exclusive use

Agree to provide - Exclusive use and programming of all digital assets available to the stadium (e.g. video boards, LED boards,
ribbon boards, any message boards on stadium premises, event presentation elements, public concourse monitors, public
address systems and/or any other digital fan point of contact) for promotional, marketing and sponsorship content
• The use of these assets will be at no additional cost (beyond labor cost)
• If venue has existing LED fieldboards, Gold Cup can use those boards at no cost. If Gold Cup chooses to bring in different

LED field boards, venue must remove and store existing LED field boards at own cost.
• LED system load-in must occur on MD-2.

Agree - No stadium or team sponsor activation in any public or private areas including concourses, plazas, suites, parking
lots, entrances/exits, and seating areas except for permanent signage located in non-camera view areas of stadium. Landmark

sponsor areas in competing categories must be covered or removed at stadium’s expense (inclusive of all charging
stations with competing sponsors)
• Activation exceptions only with CONCACAF/SUM approval

Agree - Stadium sponsor signage within Gold Cup private areas must be covered or removed.

Agree - All beverages must be poured into unbranded cups unless specified by CONCACAF/SUM.
• Ability to use branded cups at CONCACAF/SUM discretion

Agree - Ability for Gold Cup payment services partner to display temporary co-branded POS materials at all ticket, retail,
and concessions locations.

Agree - Waived corkage, service or delivery fees for all product donations.

Agree - Right to serve Gold Cup sponsor donated product exclusively in all Gold Cup-controlled private areas (Field,
Hospitality, Suites, Press Box, Locker Rooms, Futbol Fiesta/Fan Zone, TV compound, etc.)

Agree - Ability to put car displays at gates or on concourse.

Agree - Ability to distribute 3oz. samples during Futbol Fiesta.

Agree - Ability to conduct product sales by Gold Cup Sponsors in Futbol Fiesta (for example mobile phone sales
(Sprint), beer (in conjunction with stadium concessionaire).

Agree - Venue must provide comprehensive ambush marketing plan (identification, communication, removal, etc.)

Agree - Public/Fan Wi-Fi capabilities both in-stadium and in Futbol Fiesta area.

C. OPERATIONAL EXPECTATIONS OF STADIUM

1. Alamodome agrees with the operational expectations as set forth by CONCAF in this Bid RFP, including:
• Facilities including field setup and rehearsals completed no later than 30 minutes prior to opening doors on
day of game

• Field of play setup for match day -1 (and match day -2 if necessary) official team training sessions

• Mandatory access to the field of play for 60 minute training sessions per participating team on match day -1 (and
match day -2 if necessary)

• For the Final, availability of the stadium for official production rehearsals during the two days before the final

• Availability of stadium for host broadcasting rights holder(s) up to two days before match day for live, on-site telecasts/
coverage

• Will adherence to policy limiting access to sensitive areas including field and locker room areas

• Provide remote setup and stadium access for non-official broadcasters on the two days prior to final (not on field or in
locker rooms)

Event Safety and Security Requirements
Alamodome agrees that Safety and Security will be in the forefront of all the events under the control of CONCACAF/SUM and
should be given the highest priority.
C. STADIUM SAFETY SPECIFICATIONS AND REQUIREMENTS
Alamodome and Host Committees agrees with CONCACAF/SUM will appointment a Soccer Security Agent (SSA) for the
Alamodome venue, to act as the single point of contact for all security related matters and will ensure that the venue security
officer is kept up to date with all changes and relevant tournament information.
Furthermore, the Alamodome supports the following:
Venues should adhere to a Unified Command model or be prepared to adopt one for the tournament.
Location of unified command post should be located within view of the stadium and have access/control to internal and
external CCTV cameras (i.e. Suite, Broadcast/Media booth or screened off media area)
Representatives from each of the following organizations should be included (Venue, security provider, police, fire/emt,
CONCACAF/SUM security and federal agencies as appropriate)
Alamodome will adhere to the following procedures and be observed for all events:
• Access and searching, including full screening and MLS Bag Policy
• CONCACAF/SUM security reserves the right to move to a clear bag policy at any time before the start of the tournament.
• Access for the fan fest area should be considered, based on the arrangements at the venue and the local Fusion Center Risk
Assessment.
• Credential Use/Issue by the CONCACAF/SUM.
• Alignment with CONCACAF on prohibited and permitted Items.
• Supporter group privileges (in consultation with the venue).
• Partner giveaways (in consultation with the venue).
• Alcohol management (the pouring of all alcohol and the removal of all bottle tops for soda and water).
• Alcohol management (High Risk games, the pouring of all drinks, including the provision for no outside disposable water
bottles).
• Alcohol management (cut-off times, in consultation with the venue).
