1.0 Introduction
XYZ Secondary School believes the philosophy of discipline should be consistent and reflect

what would happen when students enter adulthood. Discipline in school plays a significant role in
building a successful and responsible individual. To keep the school discipline management in
check, the school policies and procedures set the stage for how the school approaches school
discipline. The policies and procedures in a discipline guidebook play a significant role in telling
students about the values and commitment to keeping all students safe in school. The XYZ
Secondary School Discipline Guidebook consists of a few parts, namely the behavioral focus/ types
of misconduct, merit and demerit system, disciplinary warnings, rehabilitation/ community service
and the roles of students, teachers, and parents.

This discipline guidebook conveys information on the proper conduct and behavior that
should be observed while in school together with the penalties of misconduct. Besides that, it shares
information on ways that students can earn recognition or awards through Merit and Demerit
System, and they provide information on the ways that schools may respond to discipline incidents,
including suspensions and expulsions. With good school discipline policies and procedures, the
school can be a conducive and fun place for the students and educators. This can promote better
outcomes for students, educators, and schools to better manage the disciplinary procedures.
2.0 Concept, Vision & Mission

2.1 Concept
XYZ Secondary School Students Discipline Guidebook can identify and supervise

students’ conduct. Subsequently, intervention measures can be designed and
implemented in schools to create/shape students’ human capital that is balanced in terms
of physical, emotional, spiritual, and intellectual aspects, in line with the requirements of
National Education Philosophy (NEP).
2.2 Vision
To groom students to become outstanding human capital.

2.3 Mission
Ensure that school discipline management is at its best level having robust and effective
disciplinary regulation.
3.0 Types of offences and misconducts
The offences and misconducts committed by students are subjected to the Ministry of
Education 2013 circular (Ministry of Education Malaysia. (2022). Pekeliling dan Garis Panduan.
Ministry of Education Malaysia (MOE)). The circular recognizes offences as grave offences (heavy
and medium) and minor offences. The list of offences may need the discretion of the authorized
staff or the principal himself. A structured framework is designed to guide teachers on the manner
in how the disciplinary action should be executed (refer to Appendix 10.0). Corporal punishments
are applied to more serious offences but in a strict procedure which should be abided by the school
authorities.
3.1 Offences and misconducts

The offences and misconducts are punishable by suspension or expulsion depending
on the seriousness of the offence stated in Ministry of Education circular letters (refer to
Appendix 10). The following offences shall be categorized as grave offences (heavy and
medium) and minor offences.

a. Grave offences (Heavy and medium)
Drugs relating offences
Cheating and stealing
Extortion
Gambling
Assaulting a teacher or any other school authority or his agents or students
Smoking inside the school premises (cigarettes or vapes)
Possession of dangerous weapons
Vandalism, writing on or destroying school property

Drinking liquor
Fighting causing injury to others
Using, possessing, and selling of prohibited drugs
Sexual harassment
Rape
b. Minor Offense
Absenteeism
Playing truant
Failure to wear proper uniform
Wearing costume jewelries
Using foul language
Littering
Loitering
Bringing gadgets to school without consent.
Selling stolen goods in school
Disrespectful to the national flag and singing of the national anthem
Spitting
Putting make-up and face powder during class hour
Bullying including physical, emotional, mental and cyber-bullying
4.0 Merit and Demerit System
Merit-demerit system is introduced in this school this year to upkeep the rules and
regulations. It is a system whereby teachers record the students' behaviour and their achievements.
In a system developed. Merit means "Meritable actions" where students earn and accumulate
points. while demerit means the students are losing points and may get penalties when involved or
breach the disciplinary rules set by the school.

4.1 Objectives of the Merit-Demerit System

• To encourage students to follow school rules.
• To instill good discipline standard

• To monitor individual pupil conduct.

All pupils start with 75 points at the beginning of the year. Points will be added
or deducted accordingly. The merit/ demerit point will begin at 75 points again at the

start of a new year. In addition to the demerit points, corrective actions and
consequences as stated in the school rules and regulations disciplinary guidebook

would be meted out according to the type(s) of offence.

5.0 Disciplinary Warnings
Disciplinary Warnings are in order. Through this system, disciplinary warnings are based on

the following;
5.1 First Disciplinary Warning (Written)
This warning is issued when the misconduct marks reach between 20 and 30 demerit
marks. This warning is only issued once to each student throughout their time in school.
First Warning Notice is attached in Appendix 9.1
5.2 Second Disciplinary Warning (Written)
This warning is issued when the misconduct marks reach between 30 and 40 demerit
marks. This warning is only issued once to each student throughout their time in school.
Second Warning Notice is attached in Appendix 9.2

5.3 Third Disciplinary Warning (Suspension)
This warning is issued when the misconduct marks reach between 60 and 70 demerit

marks. However, the principal may suspend a student (for special cases) without providing
the first and second disciplinary warnings beforehand. In this case, if a student is suspended
(for special cases), the first and second disciplinary warning will be issued simultaneously
with the suspension.
School Suspension Action is attached in Appendix 9.6
5.4 Fourth Disciplinary Warning (Final Warning)

This warning is issued when the misconduct marks reach between 80 and 90 demerit
marks. This warning is only issued once to each student throughout their time in school.
Final Warning Notice is attached in Appendix 9.3
5.5 Fifth Disciplinary Warning (Expulsion)

This warning is issued when the misconduct marks reach 100 demerit marks and
above. This penalty may also be imposed on special cases based on the principal’s decision.
5.6 Verbal Warnings

Verbal warnings are issued from time to time or when students misbehave.
5.7 Caning Punishment

The penalties listed for caning are related to smoking cases;
First time: One stroke
Second time: Two strokes
Third time: Three strokes
Fourth time: Suspension
Fifth time: Expulsion

6.0 Rehabilitation/Community service
6.1 Charity Work
Charity work is a form of punishment that students can voluntarily undergo. The e -
Disciplinary System offers two-time charity work for every Disciplinary Warning given to the
students.
The Rehabilitation/community service requirements of Charity Work are as follows:
a. Conducted outside of school hours or during non-school hours
b. The work carried out does not mean replacing the routine work of school staff.
c. Work that is not too heavy or burdens the student
d. Supervised by the teacher
e. Can also involve community work outside of school
6.2 Types of Charity Work
The types of Charity Work listed in e-Discipline are as follows:
a. Painting work/murals/heavy works
b. Noble works-emergency help
c. Commitment to coming early to school
d. Hardworking - volunteer to help the teacher
e. Cleaning and decorating the class
f. Cleaning and organizing special rooms
g. Cleaning area around the school
h. Repairing school equipment
i. Giving useful information to the school
j. Active in society activities
k. Planting and take care of flower trees
Involvement of parents / guardians in school activities
Other activities that demonstrate moral values

The Charity Work merit score consists of 3, 5, and 10. 3 merit score, which is considered
light. A merit score of 5 means moderate Charity, and a merit score of 10 means Charity
work that is considered heavy. This charity work merit score is to reduce students' demerit
marks.
7.0 Roles of Students, teachers and parents
7.1 Students’ Role

7.1.1 Cooperate with all teachers.
7.1.2 Students make confession in misconduct form during inquiry session by Head
of Discipline Teachers.
7.1.3 Provide accurate information during interrogation.
7.1.4 Students should defend themselves and appeal before punishment is given.
7.1.5 Students must follow counselling sessions before or after receiving
punishment.
7.1.6 Involve in charity work to decrease misconduct demerit marks.
7.1.7 Participate in recovery activities conducted by school management.
7.2 Parents’ Role
7.2.1 Collaborate with school authorities to control students’ discipline.
7.2.2 Parents should take note when school management issues First Warning
(Written).
7.2.3 Parents must present to school to discuss their child’s misconduct after the
Second Warning is issued by school management.
7.2.4 Parents should cooperate by present to school as witness in the signing
process of ‘Student Promises’ after the students undergone school suspension
punishment.
7.2.5 Parents should produce written appeal to State Educational Director within 30
days while the school expels their children.

check, all school policies and procedures set the stage for how a district and/or school approach es
school discipline. The policies and procedures in this discipline guidebook play a significant role in
telling students about the values and commitment to keeping all students safe in school. The
discipline handbook will consist of a few parts, namely the student handbook, student codes of
conduct and the school policies.
