ส ถานการณ์์การแพร่่ระบาดของโควิิด-19 ในปีีที่่�ผ่่านมา ประเทศไทยมีีกลุ่�มเด็็กและเยาวชนที่่�ติิดเชื้�อสููงถึึง

434,169 คน และมีเี ด็็กกลายเป็น็ กำำ�พร้า้ จากสถานการณ์น์ ี้้� ที่�กรมกิจิ การเด็ก็ และเยาวชนให้้การช่ว่ ยเหลืือ
จำำ�นวน 448 คน นอกจากนี้้� โควิดิ -19 ส่ง่ ผลให้ส้ ุุขภาพจิิตเด็็กและวัยั รุ่�นไทยย่ำำ��แย่่อย่า่ งต่อ่ เนื่�อง ทั้้�งจากปัญั หา
เศรษฐกิิจในครอบครััว ปััญหาสัังคม หรืือแม้้แต่่การปรัับตััวให้้เข้้ากัับการเรีียนรููปแบบใหม่่ จนส่่งผลกระทบ
ต่่อการเรีียนและพัฒั นาการได้ห้ ลายด้า้ น
ตลอด 2 ปีีที่่�ผ่่านมา การแพร่่ระบาดของโควิิด-19 ส่่งผลกระทบต่่อการเปลี่�ยนแปลงทางสัังคม วิิถีีชีีวิิต
ทำำ�ให้้คนต้้องปรัับตััวและเกิิดความเครีียดได้้ง่่าย ความเครีียดที่�มากขึ้ �นส่่งผลต่่อสุุขภาพจิิต ซึ่�งไม่่ได้้เกิิดกัับ
ผู้�ใหญ่่เท่่านั้้�น เด็็กและวััยรุ่�นก็็เช่่นเดีียวกััน ผลการประเมิินสุุขภาพจิิตเด็็กและวััยรุ่�นไทย โดยกรมสุุขภาพจิิต
พบว่่า ร้้อยละ 28 ของเด็็กและวััยรุ่�นมีีภาวะเครีียดสููง ร้้อยละ 32 มีีความเสี่�ยงที่�จะเป็็นโรคซึึมเศร้้า
ในขณะที่่�อีีกร้้อยละ 22 มีีความเสี่�ยงที่�จะฆ่่าตััวตาย และการสำำ�รวจโดยยููนิิเซฟ (UNICEF) ยัังพบว่่าเด็็กและ
เยาวชนจำำ�นวน 7 ใน 10 คน มีีสุุขภาพจิิตที่่�ย่ำำ��แย่่ลง ซึ่�งเป็็นผลกระทบจากการแพร่่ระบาดโควิิด-19 โดยเด็็ก
และเยาวชนส่ว่ นใหญ่่กัังวลกับั รายได้้ของครอบครัวั การเรีียน การศึึกษาและการจ้า้ งงานในอนาคต

I n the pass year spreading situation of COVID-19, there were up to 434,169 children and youth

in fected, and 448 orphans from this situation was assisted by Department of Children and Youth.
Moreover, COVID-19 had been effected Thai children and youth mental health to be worse
continuously, as the result of family economics problem, social problem, or even the adjustment with
new style of learning effecting various aspects of learning and development.
Through the pass 2 years, the pandemic of COVID-19 led to social change and life style; people
had to adjust themselves and easily get stressed. The stress effected mental health not only in adult,
but also in children and youth. The assessment results by Mental Health Department (1) founded 28%
of children and youthhad a high level of stress, 32% were at risk of depression, while 22% were at risk
of suicide. The survey of UNICEF showed 7 from 10 children and youth had worsen mental health
effected by COVID-19 spread, worrying about family income, learning, studying, and future hire.

ความช่่วยเหลืือเด็็กและครอบครััวอย่่างรอบด้้าน เช่่น การเร่่งค้้นหา
เด็็กที่่�ต้้องการความช่่วยเหลืือ ผ่่านช่่องทางแจ้้งเหตุุต่่าง ๆ ทั้้�ง Mobile
Application “คุ้�มครองเด็็ก” หรืือ Line OA “@savekidscovid19”
และการลงพื้้�นที่ �เพื่ �อประสานความช่่วยเหลืือเฉพาะหน้้าเป็็นรายกรณีี
การจัดั บริกิ ารการเลี้ย� งดูทู ดแทน (ครอบครัวั อุปุ ถัมั ภ์์ / เครือื ญาติอิ ุปุ ถัมั ภ์)์

เพื่�อลดผลกระทบระยะยาวที่�อาจเกิิดกัับเด็็กและเยาวชน รวมไปถึึง
การเสริิมสร้้างขีีดความสามารถของภาครััฐในการรัับมืือกัับผลกระทบ
เหล่่านี้้� เพื่�อให้้เกิิดการจััดการสร้้างรากฐานที่�ครอบคลุุม การสร้้างชุุมชน
เข้้มแข็็งเพื่�อเสริิมพลัังการดููแลและพััฒนาทรััพยากรกำำ�ลัังคน ให้้สามารถ
ดููแลสุุขภาพกาย-ใจ และเพิ่�มการคุ้�มครองทางสัังคมแก่่เด็็กเยาวชน
และครอบครัวั ได้้
This memorandum of understanding is another proactive
measure in helping children and their families; ex. urgent search
out children who need helps through notification channel either
mobile application “Koom Krong Dek” or Line OA “@savekids
covid19”, including field working to cooperate in offhand case by
case helping. Furthermore, there were alternative care service,
kinship care, including being help center for children with COVID-19
by joining with other units to lessen long-term effects that may
happen with children and youth, and encourage capability of
government unit in managing these effects to enable extensive
fundamental, construct strong community to boost caring power,
develop man power resource in order to take care of ones physical
and mental health, and increase social protection for children,
youth, and families.

นอกจากนี้้� โมเดล “หนึ่�งบ้้าน หนึ่�งโรงพยาบาล (One House One Hospital)” ที่�กรมกิิจการเด็็ก
และเยาวชนร่่วมมืือกัันพััฒนาร่่วมกัับกรมสุุขภาพจิิต เพื่�อช่่วยดููแลทางสัังคมและจิิตใจของเด็็กผ่่านการทำำ�งาน
ของบ้้านพัักเด็็กและครอบครััว และโรงพยาบาลในทุุกจัังหวััดเป็็นช่่องทางสำำ�คััญที่�จะช่่วยให้้เกิิดความรวดเร็็ว
และเป็็นหนึ่ �งเดีียวในการดููแลช่่วยเหลืือปััญหาด้้านจิิตสัังคมของเด็็กและเยาวชนทั้้�งยัังมีีการจััดเก็็บข้้อมููล
อย่า่ งเป็น็ ความลับั และเป็น็ ระบบอีกี ด้ว้ ย ตั้ง� แต่เ่ ริ่�มดำ�ำ เนินิ การเมื่�อเดือื นสิงิ หาคมที่่�ผ่า่ นมาและติดิ ตามดูแู ลต่อ่ เนื่�อง
พบว่า่ เด็ก็ ทั้้ง� หมดมีสี ภาพจิติ ใจและการปรับั ตัวั ที่่�ดีขีึ้น� ครอบครัวั สามารถดูแู ลเด็ก็ ต่อ่ ไปได้อ้ ย่า่ งมีคี ุณุ ภาพ ส่่วนเด็็ก
อีกี หนึ่�งในสามที่่�ยังติดิ ตามไม่ไ่ ด้้ มีกี ารพัฒั นาบริกิ ารเชิงิ รุกุ ด้ว้ ย “รถเพื่�อนใจ” ซึ่�งเป็น็ รถส่ง่ เสริมิ พัฒั นาการและให้ก้ ารดูแู ล
จิิตใจเด็็กและเยาวชนในเชิิงรุุก เพื่�อให้เ้ ด็ก็ กลุ่�มเปราะบางทางสัังคมสามารถเข้า้ ถึึงบริิการเหล่า่ นี้้�ได้โ้ ดยง่า่ ย
Moreover, “One House One Hospital” model that Department of Children and Youth cooperated
with Department of Mental Health to take care of children’ social and mind through Shelters for
Children and Familyies project and hospitals in every province is the important way to boost speed
and build up unity in taking care and solving psychosocial problems of children and youth.
The information we get will be confidential and recorded systematically. Since we started the projects
in August, it was found that children and youth have better mental health and adjustment. Families
can take care of their children with regard to the quality. However, there is 1 out of 3 children couldn’t
be follow up, therefore we have developed proactive services “Mind Friend Car” which is the car in
purpose of proactive development encouraging, and looking after children and youth mind, in order
that these vulnerable groups can reach the service easily.
