REPORT

Over the past year, the Institute has provided multiple platforms for 會 會員及 員
members and fellow HR practitioners to share best HR practices and 務
experiences while driving continuous advancement in their profession
enabling them to brace themselves for new challenges and ride through
changes. As the strategic business partner of their organisations, HR
professionals take on a vital role in helping to navigate areas of HR
transformation and creating new growth spurts with their competences
and foresights.
The merits of data analytics for people management and growing 及
the business bottom line are getting increased recognition in HR 員
management. However it is perceived from among the trends in the year,
that technology is making its impact felt in transforming the nature of 會
jobs, job roles, and the ways in which work is carried out and completed.
Such rapid technological advances have enabled workers to collaborate 2016 會
virtually in a cross-team environment on project bases. The widespread 員
adoption of automation, artificial intelligence and robotics has resulted in 員 員
a growing number of job losses across business sectors and industries. HR 2018 會 員
is advancing into the technology era where transformation is taking place. 員

work distribution will be necessary. Recognising this trend on workforce
planning, the Institute organised a seminar entitled Future of Work in early
2016 to present the challenges and opportunities for the HR profession in

and career aspirations, and the real challenge is to manage, motivate

Moving forward, HR is not just a strategic business partner, but also
playing the role of a transformer taking an advanced step in technology on
HR practices.

2016 marked an inspiring year for the Institute’s development in many 2016
ways when Hong Kong experienced an economic slowdown. This was 會
amidst an increasingly regulatory environment, including among others,
the full implementation of the Competition Ordinance in Hong Kong 會 及
which prompted the Institute to rethink a balance between compliance 務
with the Ordinance and serving members’ needs. The Institute continued 會員

same time, worked with multiple legal experts to step up members’ 會 務
awareness and understanding of the legal environment on HR practices. 會
Economic headwinds posed a financial challenge to many organisations in 會員
Hong Kong. Through cautious budget planning, the Institute managed to
maintain a good financial standing with a surplus of HK$ 507,044 thanks 5,500 會員
to a prudent financial approach and a stable membership record of over 務

Challenges always come with opportunities that drive us to continue to
advance, innovate and think anew to meet members’ professional needs 會員 會

including members’ activities, training and learning programmes, flagship 務

In terms of numbers, we organised over 210 activities, events, training and 210 2015/16

Ensuring HR professionals’ voices to be heard, the Secretariat worked 會員
closely with the Executive Council and the Employment-related Hong 員
Kong Legislation and Issues Committee to step up our advocacy efforts on 會
Hong Kong’s employment and labour issues by reflecting members’ views
to the Government on MPF offsetting arrangements, standard working 會
hours legislation, minimum wage review and the city’s imminent manpower
challenges in response to the Government’s calls for professional HR 會員 8會
insights and recommendations prior to the 2017 Policy Address and the
Budget. Our research and survey efforts provide members with foresights 會 Human Resources
to facilitate their work from formulating reward and engagement strategies
to prioritising training needs. During the year under review, we published Management Association 會籍

press releases and press briefings. 會
Mutual recognition of HR professional qualifications and work experience 會員 會
among HR professional organisations in other countries presents more 20 會員
opportunities for members. In August, the Institute entered into a
reciprocal professional recognition arrangement with the Canada-based 會
Human Resources Management Association. This arrangement offered
members an added advantage with increased work mobility in another 會 100
jurisdiction. As at the end of the reporting year, 20 members were referred 會 會 會員
to attain the professional status from our Canadian counterpart.

Significant mileage was achieved in our work as the Professional Writer
of the Specification of Competency Standards (SCS) for the HRM sector 務 200
under the Qualifications Framework. The Institute completed phases II
to IV of the compilation of the HRM SCS, with the support of various 會
stakeholders and, most importantly, the participation of over 100 senior 員
members from various industries, business sectors and professional
backgrounds. Their expert knowledge and functional insights were 會 2017 40
translated into the core contents of more than 200 Units of Competency 會 員會 員
across seven HRM functional areas. This cross-industry effort under the
Institute’s stewardship will provide a clearly defined progression pathway 會 員及 會
for HR practitioners to pursue their professional development and will play
a pivotal role in the future development of HRM in Hong Kong.
As the Institute celebrates its 40th anniversary in 2017, I would like to thank Kwan Kin Mei
members of the Executive Council, various Committees and Taskforces, Executive Director
fellow members for their ongoing support to the Institute’s work. I would HKIHRM
also like to thank the Secretariat team for their dedication as we continue
to respond to various callings from fast-changing environment that have
impacted the role of HR professionals as well as HKIHRM.

Apart from these events, a wide variety of lifestyle 2
programmes were organised to enhance fellowship
amongst members. For example, a workshop
on Business Dining Etiquette was organised in a
restaurant where participants learnt practical tips
on dining etiquettes and practices for business
occasions. With the assistance and involvement of
some enthusiastic Associate Members, a Book Share
event was held in December with the aim of creating

functional matrix was completed in early 2016 with 會

framework of the HRM SCS, the Institute devoted
itself to drafting specifications for all HR tasks linked
to each Unit of Competency in the seven HRM

Close to 100 senior HKIHRM members from various 100 及

backgrounds contributed their expertise and industry 務
insights in the drafting process of the HRM SCS. They 及 務
shared details of their work in terms of specific HR
function, knowledge and competencies required to 會員 及 務
perform each task competently with demonstrable
outcomes. The culminated experience and
knowledge these members have from handling and
resolving real-life HR issues on a daily basis are highly
representative for the industry, helping to perfect the
HRM SCS.
Over the course of four months, rounds of interviews 會 會員及 員
and focus group consultations were carried out with 務 務
members and senior HR practitioners in Phase III
to identify the cognitive abilities and behavioural 會
requirements for the competency expected to 及
perform each HR task at a specific level. Drafting
of the initial HRM SCS document detailing Units of
Competency was the major deliverable in Phase
IV of the project, and it involved additional rounds
of consultation with local and overseas HR heads
and business leaders to complete the HRM SCS
document.
Beginning 2017, an HRM SCS document consisting 及 200
of more than 200 Units of Competency across seven 2017
HRM functional areas that map out the specifications 及
of applications, levels, credits, and assessment 及
criteria in terms of HR knowledge, competency and
performance outcomes for the HRM profession 員會
was endorsed by the Drafting Sub-committee,
and subsequently CITAC. This is to be followed by 2017
industry-wide consultations, which will commence in
the second quarter of 2017. 3
This first ever industry-wide endeavour of writing
and compiling the HRM SCS has strengthened the
Institute’s professional status as it assumes a project
leadership role, supported by a significant number

of senior members. With the HRM SCS becoming 員 及
an excellent guideline for all industries and sectors 會 會員
to develop or enhance their own industry-specific
HRM standards, this will clearly define a progression 會
pathway, motivate HR practitioners to pursue life- 員
long learning through a wider choice of SCS-based
programmes to be offered by training providers.

2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES 2. 主要會計政策概要 359(1)(a)
(A) BASIS OF PREPARATION OF THE FINANCIAL STATEMENTS (A) 編製財務報告之基準 會
The Institute qualifies for the reporting exemption as small private companies 及
under section 359 (1)(a) of the Hong Kong Companies Ordinance. The 會
Institute is therefore entitled to prepare and present its financial statements 會
in accordance with the Small and Medium-sized Entity Financial Reporting
Standard (“SME-FRS”) issued by the Hong Kong Institute of Certified Public 務務
Accountants.

These financial statements comply with the SME-FRS and have been 及會
prepared under the accrual basis of accounting and on the basis that
the Institute is a going concern. The measurement basis adopted is the
historical cost convention.
(B) FURNITURE AND EQUIPMENT AND DEPRECIATION (B) 傢俬及設備及折舊 及
Furniture and equipment are stated at cost less depreciation. The cost of an 及 會
asset comprises its purchase price and any directly attributable costs of bringing 及
the asset to working condition and location for its intended use. Expenditures 及
incurred after the furniture and equipment have been put into operation are
normally charged to profit or loss in the period in which they are incurred. 及
In situations where it can be clearly demonstrated that the expenditure has
resulted in an increase in the future economic benefits expected to be obtained
from the use of the furniture and equipment, the expenditure is capitalised as an
additional cost of the furniture and equipment. When assets are sold or retired,
their cost and accumulated depreciation are removed from the accounts and
any gain or loss resulting from their disposal is included in profit or loss.
(C) TRADE AND OTHER RECEIVABLES (C) 貿易及其他應收賬款
Trade and other receivables are stated at estimated realisable value after 及
each debt has been considered individually. Where the payment of a debt
becomes doubtful a provision is made and charged to profit or loss. 及
(D) IMPAIRMENT ON ASSETS (D) 資產減值
At the end of each reporting period, the Institute reviews the carrying amounts
of its assets to determine whether there is any indication that those assets have 會
suffered an impairment loss. If the recoverable amount of an asset is estimated to

be less than its carrying amount, the carrying amount of the asset is reduced to
its recoverable amount. Impairment loss is recognised as an expense immediately.
Recoverable amount is the greater of an asset’s net selling price and future
net cash flow expected from the continued use of that asset.
Where an impairment loss subsequently reverses, the carrying amount of the
asset is increased to the revised estimate of its recoverable amount, but so that
the increased carrying amount does not exceed the carrying amount that would
have been determined had no impairment loss been recognised for the asset in
prior years. A reversal of an impairment loss is recognised as income immediately.
(E) TRADE AND OTHER PAYABLES (E) 貿易及其他應付賬款
Trade and other payables are initially measured at fair value and, after 及
initial recognition, at amortised cost, except short-term payables with no
stated interest rate and the effect of discounting being immaterial, that are
measured at their original invoice amounts.
(F) PROVISION AND CONTINGENT LIABILITIES (F) 撥備及或然負債
Provisions are recognised when it is probable that an outflow of economic
benefits will be required to settle a current legal or constructive obligation as 會
a result of past events, and a reliable estimate can be made of the amount of 會
the obligation.
Contingent liabilities are possible obligations that arise from past events 會

whose existence will be confirmed only by the occurrence or non-occurrence 會
of one or more uncertain future events not wholly within the control of the
Institute; or are present obligations that have arisen from past events but are
not recognised because it is not probable that settlement will require outflow
of economic benefits, or because the amount of the obligations cannot 務 會
be reliably measured. Contingent liabilities are disclosed in the financial
statements unless the probability of settlement is remote.
(G) REVENUE RECOGNITION (G) 確認收入
Revenue is recognised when it is probable that the economic benefits will 會
flow to the Institute and when the revenue can be measured reliably, on the

Annual subscriptions are billed to members on an annual basis in respect
of each year ending 31 March. Subscriptions are recognised on a time 會 會
proportion basis. The proportion of annual subscriptions relating to future
periods is deferred and recognised in the statement of financial position as
subscriptions received in advance.
Entrance fees are recognised in the year of receipt.
Receipts from Institute functions are recognised when the functions are
taken place.
Income from sale of publications is recognised when the publications are
delivered or invoiced and title has passed.
Interest income is recognised using the effective interest method.

(H) TAXATION (H) 稅項
Income tax expense represents current tax expense. The income tax payable
represents the amounts expected to be paid, using the tax rates that have
been enacted or substantively enacted by the end of the reporting period.
(I) LEASES (I) 租賃 會
Leases that transfer substantially all the rewards and risks of ownership of 及
assets to the Institute, are accounted for as finance leases. The leased asset 務及 務
is capitalised, at the inception of a finance lease, as an item of property, plant 及 務
and equipment at its fair value or, if lower, at the present value of the minimum 務 務
lease payments and are depreciated over the shorter of its estimated useful
life or the lease term. Lease payments are apportioned between the finance
charges and reduction of the lease liability so as to achieve a constant rate of
interest on the remaining balance of the liability. Finance charges are charged
to profit or loss.
Leases where substantially all the risks and rewards of ownership of assets are 及
not transferred to the lessee are accounted for as operating leases. Rentals
applicable to operating leases are dealt with in profit or loss on a straight-line
basis over the lease term.
(J) RETIREMENT BENEFIT COSTS (J) 退休福利供款 員 員
The Institute operates a defined contribution Mandatory Provident Fund 會 (
retirement benefit scheme (the “MPF Scheme”) under the Mandatory 會
Provident Fund Schemes Ordinance for those employees who are eligible ) 員 會
to participate in the MPF Scheme. Contributions are made based on a
percentage of the employees’ basic salaries and are charged to profit or loss
as they become payable in accordance with the rules of the MPF Scheme.
The assets of the MPF Scheme are held separately from those of the Institute
in an independently administered fund. The Institute’s employer contributions
vest fully with the employees when contributed into the MPF Scheme.
(K) FOREIGN EXCHANGE (K) 外幣換算 會
The reporting currency of the Institute is Hong Kong Dollars, which is the 務
currency of the primary economic environment in which the Institute operates.
Foreign currency transactions are converted at the exchange rate applicable
at the transaction date. Foreign currency monetary items are translated into
Hong Kong Dollars using exchange rates applicable at the end of the reporting
period. Gains and losses on foreign exchange are recognised in profit or loss.
(L) RELATED PARTIES (L) 有關連人士
(a) A person, or a close member of that person’s family, is related to the
Institute if that person: (a)
