ANTI-TRUST STATEMENT
Texas Statewide Telephone Cooperative, Inc. (“TSTCI”) places a high priority on compliance with the anti-trust laws, and all TSTCI meetings must be consistent with that policy. TSTCI members should avoid discussing certain subjects when they are together – both at formal meetings and in informal contacts with other industry members. The types of discussion that should be avoided are those that suggest agreements among competitors as to: price; terms of sale that could impact price; allocation of customers; markets or territories; bid-rigging; and boycotts or joint refusals to do business with others.
An illegal agreement can be found even without a “handshake” or express words of writings indicating agreement. An implied agreement also may be inferred from actions or the result of those actions. An informal verbal understanding could violate the anti-trust laws. It is possible to break the law without a written contract or express agreement.
The anti-trust laws apply to organizations such as TSTCI just as they apply to any individual company. Members should always avoid conduct that would violate the anti-trust laws in the ordinary course of business.

WHO IS TSTCI?
We are Rural and RURAL MATTERS!
We are a statewide association of the small, rural telephone cooperatives and independent local and/or family-owned telephone companies.
TSTCI members are committed to providing rural Texas with the best telecommunications available. The telecommunications network (“The Network”) of Texas depends on our member companies’ individual pieces of “The Network.”
Rural America contains 75% of the nation’s land but is home to only 17% of the population. Not unlike the national figures, TSTCI member companies serve over 50% of the geographic area of the State of Texas and approximately 2%
of the total access lines. Our member companies live, work and worship in the areas they serve. They provide the schools, libraries, farms, ranches, dairies and other businesses in their service territory with telecommunications services.
We serve the areas of the state that other providers would not and do
not serve. We work hard to keep Rural Texas connected and part of the telecommunications infrastructure and the economic growth of our service areas, our communities and our state.
As an association, we advocate for our membership with the state Legislature and the state regulatory body, Public Utility Commission (PUC) and nationally with Congress and the Federal Communications Commission (FCC) on
behalf of our members. We work side-by-side with these entities and other telecommunications industry advocates to ensure that the rules, regulations and technologies of telecommunications ever-changing environment continue to remember that Rural Matters and one size does not fit all.

ACCOUNTING COMMITTEE
PURPOSE: To participate and monitor regulatory, legislative and industry activities that impact the accounting practices of and for rural telephone providers and impacted vendors. Committee works with the Comptroller’s Office to update, revise and disburse the TSTCI Tax Grid; works with the Executive Staff, Accountant and Board on Association budget; works within the Committee structure to ensure CPE training opportunities for the membership.

LEGISLATIVE COMMITTEE
PURPOSE: To participate, monitor and influence legislative issues that may impact the membership. Committee works with Executive Staff and Legislative Manager to determine position and action items for legislative strategy/agenda during session and non-session years. Committee also takes the lead on political action committee (PAC) activities, fundraising and makes recommendations to
the PAC Disbursement Committee for political contributions. Committee responsible for legislative bill tracking, analysis and data collection as needed.
