February 20, 2024 Hot Springs Memorial Field Airport runway set for renovations The Board passed Resolutions 24-24 approving a work order to the master agreement for professional services between the City of Hot Springs and Garver LLC., to rehabilitate runway 5-23 at the Hot Springs Memorial Airport. The rehabilitation project will include the completion of crack repair, new markings, and replacement of runway edge lighting. This work order includes project administration, design, and bidding services. The construction phase and project closeout services will be brought before the Board of Directors under a separate work order after the bids are opened for the project. This entire project is part of the Federal Aviation Administration (FAA) approved Capital Improvement Plan which is currently slotted for a FY2027 completion date. • The Board passed Resolution 24-21 acknowledging receipt of the City of Hot Springs financial statements for December 2023. • The Board passed Resolution 24-22 revising the 2023 and 2024 budgets by appropriating funds due to purchase orders for items that were ordered in 2023 but were not received until 2024. Consequently, adjustments must be made to both the 2023 and 2024 yearly budgets. • The Board passed Resolutions 24-23 awarding a bid to Golden Standard Construction, LLC for construction of the new 8 dugouts at Kimery Park that were in need of replacement. • The Board passed Resolution 24-25 authorizing Comfort Systems USA (Arkansas) Inc o replace 3 HVAC roof top units, along with the two internal units at 109 Hobson Avenue that was purchased for use as a Community Resource Center and shelter. • The Board passed Resolution 24-26 authorizing the filing and acceptance of a National Park Service Paul Bruhn Historic Revitalization grant application they will allow the city to rehabilitate, protect and foster economic development in the Central Avenue and Pleasant Street Historic Districts. • The Board passed Resolution 24-27 approving a substantial amendment to the Community Development Block Grant (CDBG)) for years 2019, 2020, 2021, and 2022 Annual Action Plans to repurpose funds. The repurposed funds are due to projects completed under budget or canceled during those specific years. • The Board passed Resolution 24-28 approving the procurement of cellular and data services from T- Mobile for the Hot Springs Fire Department. • The Board passed Resolution 24-29 setting a time and date for a public hearing regarding a petition from property owners of an unnamed alleyway located in Avondale Addition subdivision in Garland County, Arkansas who have requested to vacate a portion of the unnamed alleyway. • The Board passed Resolution 24-30 a resolution authorizing the purchase of 32 vehicles pursuant to the State of Arkansas Cooperative Purchasing Program. Arkansas law and the City of Hot Springs’ ordinance permit the purchase of vehicles through a contract administered by the state. Additionally, Arkansas law allows new motor vehicles purchased from a licensed automobile dealership located in Arkansas for an amount not to exceed the fleet price awarded by the state. The vehicles are all budgeted in the 2024 budget that was approved by the Board of Directors in November 2023. • The Board passed Resolution 24-31 approving a Preliminary Plat and 106 Lot Subdivision Development Plan on approximately 25.3 Acres of land generally located at 900 and 1000 Blocks of Burchwood Bay Road. The one hundred and six (106) lot single-family residential subdivision will be known as the Callie Ridge Subdivision. • The Board passed Resolution 24-32 amending Title 2, Chapter 1, of the Hot Springs Code of Ordinances which contains administrative and procedural provisions for the Hot Springs Board of Directors. • The Board passed Ordinance 24-09 amending Hot Springs Code of Ordinances Title 15, Chapter 8, Article II (Flood Damage Prevention Code) in order to enhance the protection of the public from flood damage. • The Board passed Ordinance 24-10 amending the Hot Springs Fire Prevention and Building Code as applied to certain structures. This will allow for wood frame buildings 2000 sq. ft. or less, with exterior walls located more than 15 ft from a common property line be exempt. As well new and existing structures regulated by residential code be exempt from City Fire District requirements. • The Board passed Ordinance 24-11 authorizing an agreement with Cogent Leasing and Financing Inc. to provide short-term financing for capital items approved in the 2024 budget. The items include vehicles, pumper truck, specialized equipment heavy equipment, and playground equipment.
