Revised CT Compliance

Dear Mr. Mitchell:

The CT letter for Hot Springs Waterworks – Lakeside Plant has been revised to include the
LT2ESWTR microbial toolbox option of reduced turbidity that your system selected for Bin 2
compliance.

Based on current conditions, CT compliance can be achieved in the filters and both
clearwells. Both clearwells are assigned a baffle factor of 0.4 for calculation of the T10 time
based on a 6.5 minimum water level. This compliance is based on the following:

1. A maximum flow rate of 6.0 MGD (4167 gpm) with an approved T10 time of 20.5
minutes in the filters, 19.8 minutes in the large clearwell and 13.6 minutes in the
small clearwell.

2. The following information must be used for daily calculations for CT compliance
and reported with the monthly operation report form:

A. The daily maximum flow rates through the filters and clearwells.
B. The minimum daily water level in the clearwells.
C. The minimum daily chlorine residuals.
D. The minimum daily temperatures.

E. The maximum daily pHs.

3. The maximum flow rates must be measured and recorded daily at raw water line
and the effluent from the clearwell.

4. The water quality parameters in item 2 must be monitored daily at the following
locations.

a. Effluent from the filters prior to post chlorination.
b. Effluent from the large clearwell prior to post lime addition.
c. Effluent from the small clearwell.

The CT compliance is based on the specific chlorination points at the filter influent and large
clearwell influent and pH adjustment point at the influent to the small clearwell. Therefore,
no deletion or relocation of a chlorination point or pH adjustment point for CT compliance is
to be completed without first notifying this office in writing and receiving confirmation of the
proposal.

If the above conditions cannot be met, the water system must reanalyze its CT compliance
as soon as possible. If necessary, contact this office for assistance. The water system must
begin immediately to monitor the above plant parameters to ensure SWTR compliance is
being achieved. Measures should also be taken to ensure that the LT2ESWTR individual filter
and combined finished turbidity requirement of 0.15 NTU in 95% of samples can also be met.

Past operation reports have indicated that the finished water pH has been above 9.0 units
on a regular basis. The CT tables in the SWTR do not allow for CT inactivation credit under this
condition. Therefore, no CT credit will be allowed for the small clearwell or other treatment
units when the pH is above 9.0 units.

This letter should remain a permanent part of the water system’s compliance file for the SWTR
until notified or superseded in writing by this office.

Daily CT Compliance

Dear Mr. Cochran:

The CT criteria for Hot Springs – Ouachita Plant have been revised due to the water
treatment plant expansion and modifications. Based on these modifications, CT compliance
is to be achieved in the remaining clearwell. The clearwell is assigned a baffle factor of 0.65
for calculation of the T10 time based on the lowest water level each day. CT compliance as
outlined in the Surface Water Treatment Rule (SWTR) can be achieved based on the
adjustment of the chlorine residuals to provide adequate CT levels to maintain compliance
with changing pH levels, temperatures, flow rates and clearwell depths.

1. The following conditions must be maintained at all times

A. The flow rates shall not exceed the maximum of 15,507 gpm through the
clearwell.

B. The pH must not exceed the maximum 9.0 units.

2. The following information must be used for daily calculations for CT compliance
and reported with the monthly operation report form:

A. The daily maximum flow rate through the clearwell.
B. The minimum daily water level in the clearwell.
C. The minimum daily chlorine residual.
D. The minimum daily temperature.
E. The maximum daily pH.

3. The water quality parameters in item 1 must be monitored daily at the effluent
from the clearwell during the maximum flow rate prior to any post chlorination.

4. To determine the T10 in minutes for the new clearwell, use the following
formula:

T10 = (18,131 ft2)(min. clearwell depth)(0.65BF)(7.48 gal/ft3)
(max. flow rate)

The CT compliance is based on the specific chlorination points as outlined below:

completed without first notifying this office in writing and receiving confirmation of the
proposal.

compliance is being achieved. Measures should also be taken to ensure that the IESWTR
turbidity requirement of 0.3 NTU in 95% of samples can also be met.

This letter should remain a permanent part of the water system’s compliance file for the SWTR
until notified or superseded in writing by this office.
