5-21-24 Board Report

The Board Report, capturing major elements of the latest regular meeting of the Hot Springs Board of Directors, is part of the City of Hot Springs’ efforts to broaden its communications with the public. May 21, 2024 Restoring the Flow: 2024 Stormwater Improvements on Sabie and Audubon Streets The Board passed Resolution 24-104 awarding a bid to Steep Creek, LLC for certain 2024 stormwater drainage repairs and improvements along Sabie and Audubon Streets. The City of Hot Springs storm sewer system conveys storm water runoff away from development and into local creeks and lakes. Many of the issues with the system have occurred within private residential properties and although the system serves multiple properties or areas, repairs and upkeep have, by ordinance, been the responsibility of the homeowner. The exception to this is that, with Board approval, funds that are collected through the stormwater utility fee can be used for private property system repairs. These repairs can be made provided funds are available and the property owner agrees to grant the city a permanent easement at which point the city will accept perpetual maintenance of the drainage structure. Engineers Inc, on behalf of the City of Hot Springs, evaluated two bids for repairs and improvments and awarded the bid to Steep Creek LLC. The city’s stormwater utility fee generates funds to be used to support the Stormwater Utility Division of which a large portion is spent on storm sewer infrastructure repairs and upgrades. Problems range from undersized pipes causing flooding, structural failures, blockages and proactive repairs. The Stormwater Division has prioritized these projects using multiple ranking criteria and has chosen three drainage repair projects that will have the greatest impact and benefit the most city residents for the money. • The Board passed Resolution 24-98 acknowledging receipt of the City of Hot Springs financial statements for March 2024. • The Board passed Resolution 24-99 authorizing the filing and acceptance of grant funding from the State of Arkansas (National Highway Safety & Administration) for eligible expenses for DWI District Court. These Grant funds are a continuation of previous grants awarded to Garland County District Court annually since 2009. The match funds are in the form of salary and benefits of the file clerk position paid by the county/city. The grant supports travel for District Court Staff for educational purposes in understanding addiction, trends, best practices, and DWI/Drug docket operations. Additionally, these funds will pay for drug tests, drug test supplies, printing forms, and office supplies. • The Board passed Resolution 24-100 a resolution pertaining to bond underwriting services repealing Resolution No. 9442 which was approved on May 21, 2019. Five years has passed since the last statements of qualifications have been solicited for and the City needs to solicit new statements of qualifications for bond underwriting services. • The Board passed Resolution 24-101 awarding a contract to Crist Engineers, Inc. for professional engineering services for the Lake Catherine Filamentous Algae study and ADEE coordination project as work order No. 10 of the Master Services agreement for Wastewater Services. • The Board passed Resolution 24-102 a resolution approving the procurement of a Pak-Rat 10 Cubic Yard Side Load Collection Vehicle from River City Hydraulics, Inc. An invitation to bid on the procurement of a 10-cubic yard side loading compactor was duly advertised and issued by the City’s Purchasing Department, in adherence to Ordinance 6148. Only one bid was received and that was from River City Hydraulics, Inc. • The Board passed Resolution 24-103 awarding a term contract to Mel Northey Co. Inc. of Houston, Texas for certain ornamental street lights. A “Request for proposal” (RFP) was duly advertised and issued with three (3) vendors responding. Based on a rate and ranking of the respondents, Mel Northey Co, was ranked highest and got the bid. • The Board passed Resolution 24-105 awarding a term contract to TEECO Safety for certain Emergency Response equipment for Police Vehicles. The Hot Springs Police Department requires supplies and services of police vehicle equipment such as emergency lighting, wiring for cameras, mobile data terminals (computers), vehicle mounted modems, and other miscellaneous equipment. The current contact is expiring; therefore, an “invitation to bid” for these supplies and installation services was duly advertised and issued. Four vendors responded and TEECO Safety was awarded the bid. • The Board passed Resolution 24-107 and 108 declaring a certain structures located at 621 Illinois Street and 610 South Street a nuisance and condemning same pursuant to title 17 of the Hot Springs Code.
