March 5, 2024 The New Street Paving List is set for 2024 The Board passed Resolution 24-37 approving the annual street paving list. The 2024 Street Paving List includes 28.28 miles of paving over portions of 99 streets. The streets were selected by blending the recommendations from citizens, recommendations from Public Works and Staff, and the street pavement rating spreadsheet with the condition index from the First Step Street Inventory Study. Consideration was also given to the conflicts with near-term utility relocations and repairs. The Engineering Department evaluated each street to ensure it was a good candidate. Also included is the resolution is an Alternate List of 2.87 miles of paving over portions of 12 streets that may be substituted if funding permits or something in the Paving List must be postponed for some reason, such as utility work. The 2023 Street Paving List consisted of 16. 76 miles to be paved which as of February 29, 2024 83% has been completed and the remainder will be finished prior to beginning the new 2024 street list. • The Board passed Resolution 24-33 revising the 2024 budget by appropriating certain funds that were unspent at the end of fiscal 2023 year. The funds will be reappropriated for snow removal supplies and equipment for the Street Department. • The Board passed Resolution 24-34 approving the procurement of fifteen 30-cubic yard roll off containers from Wastequip, LLC. These containers are used throughout the City for the disposal of construction debris, as well as, our annual cleanup event. • The Board passed Resolutions 24-35 approving the procurement of certain commercial frontload containers from Wastequip, LLC. These front-load containers are used throughout the City to provide solid waste collection to our commercial customers. • The Board passed Resolution 24-36 awarding a term contract to Redmond Environmental, Inc. for AMGP Series Sewer Grinder Pumps. These AMGP Series Grinder Pumps are replacement pumps that will be used in over 3,400 of the City’s sewer grinder stations. • The Board passed Resolution 24-38 approving the Airport Property Management policy. The Airport fund derives revenue from hangar rentals, selling of aviation fuel, leasing land and buildings. The leasing of property is the second largest source of revenue behind fuel sales, making up 22% of their total revenue. This policy will provide the guidelines for the leasing of all airport administered property. • The Board passed Resolution 24-39 approving the procurement of elevator repair and modernization products and services for 324 Malvern Avenue from Kone, Inc. The current elevator equipment is outdated and parts are not available. • The Board passed Resolution 24-40 awarding a bid to Ketcher & Company, Inc. for roof replacement and repairs at 226 and 228 Service Lane. Bid packages were sent out to different vendors with only three vendors responding. The bid was awarded to the lowest responsive bidder. • The Board passed Resolution 24-41 and 24-42 approving the purchase and installation of certain Fire Suppression Equipment, Systems and Services as well as video surveillance system at the Community Resource Center, 109 Hobson Avenue, from Johnson Controls Fire Protection LP. This system will provide fire suppression systems and surveillance to the entire building of 109 Hobson. • The Board passed Resolution 24-43 approving procurement of certain document scanning, processing and index services from MCCI, LLC. MCCi is a business process automation company that provides document scanning, processing and indexing services as well as other intelligent automation solutions. • The Board passed Resolution 24-44 authorizing a ground lease agreement with the Historic Downtown Farmers Market, Inc. This agreement is a renewal for three years at which after the three years an additional three-year renewal can be granted upon mutual consent of both parties. • The Board passed Resolution 24-45 authorizing Director Beard for out of state travel to the National League of Cities Conference in Washington DC. • The Board passed Ordinance 24-12 waiving the requirement of competitive bidding and approving the purchase of certain snow removal equipment from Hilbilt Sales Corp., Arkansas. This will allow for the purchase of two plow frames to be installed on existing trucks, one 6.5 cubic yard sand spreader with liquid tanks to inject brine on the sand, and retrofit five existing spreaders with liquid tanks. • The Board passed Ordinance 24-13 to abandon and vacate a portion of an unnamed alleyway located in block 4 of Avondale Subdivision in Garland County, Arkansas. This will require abutting property owners to take title to the center line of the alley so abandoned, and the ownership shall be free from the easement of the City for public use as a street or alley.
