October 3, 2023 Kimery Park Set to Receive Renovations and Upgrades The Board passed Resolution 23-165, awarding a contract to Golden Standard Construction, LLC for Kimery Park concession stand building renovations and certain baseball field improvements. As Kimery Park sports continue to grow, the concession stand building has not had any substantial work done to it and needs various upgrades and improvements. Plans have been developed to expand the width of the concession building kitchen to the full width of the building. An electric griddle and vent hood will be added to the service area, all counters and major appliances will be upgraded. There is currently no heating or air conditioning with the exception of one HVAC unit in the concession room. As part of the renovation, 5 new mini-spit HVAC units will be added and 2 electric heaters. An internal restroom will be added, and interior/external walls and ceilings will be painted. Floors will receive a epoxy seal and exterior doors and windows will be replaced. There will be 8 new dug out slabs poured, moving the current dug out locations to the 3rd base line and 3 new metal roof shade structures, including slabs to be installed at locations where bleachers currently do not have shade coverings. Bid Invitations were sent out to 419 vendors for the Kimery Park Concession building renovations and field improvement with one bidder responding. Golden Standards Construction, LLC of Traskwood, AR was the only responsive bidder meeting all specifications. Therefore, staff recommends approving awarding a contract to Golden Standards Construction, LLC of Traskwood, AR. • The Board passed Resolution 23-162, acknowledging receipt of the City of Hot Springs Financial Statements for August 2023. Monthly financial statements are issued to keep city management and constituents apprised of the financial condition of the City of Hot Springs. • The Board passed Resolution 23-163, approving the City of Hot Springs Historic District Commission Bylaws. The Historic District Commission is authorized, to formulate and adopt design guidelines, adopt bylaws to govern their proceedings, subject to the approval of the Board of Directors, and take such other measures deemed appropriate to enforce the terms of the provisions of such Historic District ordinance as may now or hereafter adopted by the Board of Directors not inconsistent with the provisions of A.C.A. tit. 14, ch. 172, subch. 2.” • The Board passed Resolution 23-164, authorizing the Mayor to execute a contract for services between the City of Hot Springs, Arkansas, and Garland County, Arkansas, for Information Services (IS) Services. This contract allows the City to provide IS services to Garland County. They pay 100% of the cost of 3 employees plus management/support fees that cover a portion of salaries for the IS Director and IS Manager. • The Board passed Resolution 23-166 approving amendments to the 2023 Budget for the City of Hot Springs, Arkansas. There was a need to amend the Public Works budget for operating expenses such as utilities and insurance for the recently purchased Community Resource Center building. • The Board passed Resolution 23-167, declaring a certain structure located at 350 Holly Street a nuisance and condemning same pursuant to title 17 of the Hot Springs Code. The City of Hot Springs proposes condemnation for the purpose of demolishing and clearing a vacant single family residential structure at 350 Holly St, Hot Springs, Garland County, Ar. Based on the condition of the structure, the structure poses public health and safety risks. • The Board passed Ordinance O-23-23, approving R-2 Suburban Residential Zoning on 1.35 Unplatted Acres known as 136-140 Waine Place. The subject property is currently zoned R-1 and located in Board of Directors District #1. • The Board passed Ordinance O-23-24 approving C-TR Commercial Transition Zoning on 0.62 acres of land generally at 115 Wynn Street. These subject properties is currently zoned R-4, located in Board of Directors District # 3.
