The Board Report, capturing major elements of the latest regular meeting of the Hot Springs Board of Directors, is part of the City of Hot Springs’ efforts to broaden its communications with the public. City Board meetings are open to the public, and agendas, minutes, and more information can be found at www.cityhs.net/Board or by contacting [email protected] 20, 2026Approval of the 2026 Annual Street Improvement ProgramThe Board passed Resolution 26-18, approving the 2026 Annual Street Improvement Program list. The approved program includes improvements on 63 city streets, totaling approximately 12.4 miles of milling, 15.33 miles of asphalt paving, 0.08 miles of concrete paving, and 3.60 miles of pavement preservation, with an additional 4.23 miles of alternate streets identified if funding allows or scheduling conflicts arise. Streets were selected using a combination of resident input, Public Works recommendations, pavement condition data, and engineering review to minimize utility conflicts and maximize the longevity of repairs. The City will utilize $5 million in “Pave It Forward” sales tax bond funds for asphalt milling and paving through its existing contract with McGeorge Contracting Co., Inc., and the program also proposes the use of a cost-effective cape seal treatment on select streets to extend roadway life and reduce future maintenance costs.‣ The Board passed Resolution 26-13 acknowledging receipt of the City of Hot Springs financial statements for November 2025. Monthly financial statements are issued to keep city management and constituents apprised of the financial condition of the City of Hot Springs.‣ The Board passed Resolution 26-14, approving an agreement with Andrews Technology HMS, Inc. to provide a Web-Based Time & Attendance software solution for the City of Hot Springs. The new system supports the City’s transition from Tyler Technologies to BS&A and will automate employee scheduling and timekeeping, improve reporting, support compliance with the Family and Medical Leave Act (FMLA), and provide enhanced scheduling tools for the Fire Department, including overtime assignments.‣ The Board passed Resolution 26-15, repealing Resolution No. 8418 and renaming the Parks and Trails Advisory Committee as the Parks and Recreation Advisory Committee. This change reflects the recent consolidation of the Parks and Trails Department and the Sports Recreation Department back into a single Parks and Recreation Department, ensuring the advisory committee’s name accurately aligns with the current departmental structure.‣ The Board passed Resolution 26-16, awarding a term contract to AvFuel Corporation to provide aviation petroleum products and services at the Hot Springs Memorial Field Airport.‣ The Board passed Resolution 26-17, awarding a two-year term contract to JGB Company LLC to provide graphics for emergency vehicles for the City of Hot Springs Police and Fire Departments. The contract ensures police and fire vehicles receive required graphics, color schemes, and window tinting before being placed into service.‣ The Board passed Ordinance 26-03, accepting St. Nicholas Ct. as a Class “A” City Street. Although the area was annexed into the City in 1969 and later developed as a residential neighborhood, the street does not currently meet City specifications and requires approximately $150,000 in repairs, including sewer trench recompaction, street repaving, and drainage and concrete improvements.‣ The Board tabled Ordinance 26-04 an ordinance amending Chapter 7 of Title 10 of the Hot Springs Code pertaining to the Hot Springs Paid Parking Program until the next Board of Directors meeting that will be held on February 17.
