Police Department said goodbye to a
dear friend and brother in blue, Officer
First Class Brent Scrimshire.

"We can't say thank you enough or
begin to show our appreciation to the
community and to everyone from all
over the United States who came to
pay their respects to Brent," said Chief
Stachey. "Scrim, we love you, and we
have the watch from here."

With the rapidly evolving scenarios associated with the spread of the coronavirus
(COVID-19), the City of Hot Springs has joined with the County, healthcare and first-
responder agencies as a part of a local response task force.

A dedicated webpage at www.cityhs.net/covid-19 has been established to keep our www.cityhs.net/covid-19
community abreast of all updates related to our local task force, City and department
updates and any information that may be of assistance. The following page has news
briefs from this week, with full details available at the COVID-19 webpage.

• The Hot Springs/Garland

County COVID-19 call

center is available at 501-

760-4307, from 8 a.m. to 5

p.m. daily, as a first line

of triage in an effort not

to overrun our hospitals.

The main goal of the

call center hotline is to

assess individuals from

Hot Springs and Garland

County over the phone.

After the assessment,

operators will make

recommendations based on

the caller’s responses. The

recommendations could

be for the caller to stay at

home, visit one of the area

evaluation clinics or, as

Another option for a resident

concerned about possible symptoms or exposure is to call their personal doctor or primary care provider.

• City Manager Bill Burrough has issued a Proclamation of Emergency pursuant to State law. In addition, the Board
of Directors adopted an Ordinance at their March 17 meeting delegating additional powers and authority to the City
Manager, including the right to contract purchases or services, provided such purchases are in the adopted budget or
are in response to an emergency expenditure in response to the pandemic.

• The City of Hot Springs has decided to extend the deadline for February alcohol taxes and for business licensing fees.
The deadline for February alcohol taxes that were originally due today, March 20, has been extended until April 20,
2020. There will be no penalties for filing after the original March 20 deadline. The deadline for March taxes will be
evaluated at a later date. Business licensing fees that were originally due on March 31, 2020, will not be due until April
30, 2020.

• The lobby of the City’s Utility Billing Services (UBS) location, 517 Airport Road (Suite C) is closed to customers.
Payments and other services are being provided through a service window, and customers are also encouraged to
consider using the online payment portal, pay-by-phone, drop-box locations or pay by mail. Visit www.cityhs.net/UBS
for more information regarding all the payment options. The Hot Springs Police Department lobby is closed. If anyone
needs to speak to an officer, there is a call button inside the foyer, and an employee will come out to assist.

• The lobby of the City of Hot Springs Animal Services is closed. Individuals interested in adopting or looking for lost
pets can view the animals from the outside kennels or look on the Animal Services Facebook page. To adopt or reclaim
pets, call Animal Services at 501-262-2091 for assistance. To fill out paperwork on adopted or reclaim animals, one
person will be allowed in the lobby at a time.

• Garland County District Court will continue to operate its essential court functions, but all cases through April 3,
2020, shall be continued effective immediately, with a new schedule that postpones cases starting back on April 17.
Persons making monthly payments will still be able to make their regular scheduled payment in person. In order to
avoid long lines and the risk of exposure to COVID-19, it is strongly encourage for payments to be made online at the
following URL: https://pay.arcourts.gov. The Jail Docket for those persons arrested on new charges will continue to be
held on Monday, Wednesday and Friday via video conference, but the courtroom will only be open to essential court
personnel. Court dates and case information for your case can be found online at https://caseinfo.arcourts.gov.

• Southern Airways announced that all change fees will be suspended through April 15. "So long as the government
allows unrestricted domestic travel to continue, Southern Airways will serve the people of our 31 cities," they stated.

Energy-savings equipment arrives at water plant

The new variable frequency drives (VFD’s) have been delivered
to the Ouachita Water Treatment Plant and are being prepped
for installation in the new switchgear building (photo at right).
VFD’s are a type of motor controller that adjust motor speeds to
closely match output requirements, typically resulting in energy
savings.

Gravity sewer work on Highway 7 widening project

Diamond Construction Company from North Little Rock has begun
work on the gravity sewer portion of the Utility Relocation Project as
part of the Arkansas Department of Transportation (ArDOT) Highway
7 North Widening Project (photo at right). Diamond Construction
started February 24 by clearing the easements acquired by the City,
starting at the first gravity sewer manhole just south of Fox Pass
Cutoff, and by putting up stormwater containment barriers. Diamond
Construction should be rerouting traffic through the intersection of
Fox Pass Cutoff and Highway 7 during the middle of next week. The
COVID-19 virus has the commuter and school traffic reduced through
this normally busy intersection, allowing the construction crew to
work more efficiently, thus minimizing the traffic disruption.

First Clean Sweep of 2020 underway

Between the Neighborhood Services Division (Planning & Development Department) and the Solid Waste Department,
the City is underway with the first of at least three Clean Sweep operations for 2020. Neighborhood Services is placing
pamphlets this week, and Solid Waste will begin CAPS pick-ups on Monday, March 23. The area of focus is from
Ridgeway Street to Stacy Street; Stacy to Cones Road, and back to Malvern Avenue. Final totals of collections will be
available the week of March 30.

Weekly Snapshot highlights some of the recent projects from the various City of Hot Springs departments
and is part of the City’s efforts to broaden its communications with the public.
