October 17, 2023 District Court to gain Peer Recovery Specialist The Board passed Resolution 23-171 authorizing the filing and acceptance of Justice-Involved Peer Recovery Specialist Program grant funding through the Administrative Office of the Courts. The Department of Human Services (DHS), Division of Aging, Adult, and Behavioral Health Services (DAABHS), Office of Substance Abuse and Mental Health (OSAMH) funds the employment of JusticeInvolved Peer Recovery Specialists in specialty courts through the Specialty Court Justice-Involved Peer Recovery Specialists Program. This program aims to provide peer services to defendants involved in the criminal justice system, including those actively participating in specialty courts, and intercept those in need of specialty court services. Collaboratively, DHS-DAABHS and the Administrative Office of the Courts (AOC) will provide orientation, supervision, training, and technical assistance to Justice-Involved Peer Recovery Specialists and specialty court stakeholders to ensure successful support service integration. Justice-Involved Peer Recovery Specialists working within specialty courts will assist the judiciary and community through advocacy, resource linkage, sharing experiences, community and relationship building, group facilitation, skill building, mentoring, goal setting, and additional support services as necessary on individual bases. Upon acceptance of the grant award, DHS funding of up to $50,000 would employ a DWI Court Justice-Involved Peer Recovery Specialist. Award recipients agree that all grant funds shall be expended within 12-months of hiring a Justice-Involved Peer Recovery Specialist. All unused funds shall be returned to the state after the 12-month period. The grant also requires certain training by DWI Court employees, monthly and quarterly reporting and program evaluations. • The Board passed Resolution 23-168, authorizing the purchase of a portion of certain property at 2102 Seventh Street, Real Property ID# 47547. The property is currently located on Lot 11, Block 1 of Randy Subdivision in Garland County, Arkansas. The property will be intended for a sidewalk that will provide a pedestrian connection to the Hot Springs Junior Academy and the High School. Currently school children have to walk in the street or in the homeowners yard. • The Board passed Resolution 23-169, authorizing the purchase of a portion of certain property at 2100 Seventh Street, Real Property ID# 47548. The property is currently located on Lot 12, Block 1 of Randy Subdivision in Garland County, Arkansas. The property will be intended for a sidewalk that will provide a pedestrian connection to the Hot Springs Junior Academy and the High School. Currently school children have to walk in the street or in the homeowners yard • The Board passed Resolution 23-170 authorizing the purchase of a certain portion located at 2000 Seventh Street, Real Property ID# 52355. The property is located in the Northwest quarter of the Northwest quarter section 17, Township 3 South, Range 19 West in Garland County, Arkansas. The property will be intended for a sidewalk that will provide a pedestrian connection to the Hot Springs Junior Academy and the High School. Currently school children have to walk in the street or in the homeowners yard. • The Board passed Resolution 23-172 declaring a certain portion of City-Owned property located on parcel ID# 82734 Surplus Property pursuant to Resolution No. 9347 and sold by way of negotiated sale. The City Manager along with City staff conducted a review of various City-owned real property to evaluate the appropriate use, need, and purpose of such properties pursuant to Resolution No. 9347. A small portion of city-owned property on parcel ID# 82734 consisting of 0.413 acres has been identified as no longer needed by the City of Hot Springs. The owner of the adjacent property, has expressed interest in acquiring this 0.413 acre portion of the parcel. To determine if this portion of the parcel can be released, Hot Springs Memorial Field engaged the Federal Aviation Administration. The City received the Section 163 Determination letter from the FAA on September 6, 2023 in which the FAA stated that the disposal of the portion of real property would have no material impact on aircraft operations at, to or from the airport and would not impact the safety of people and property on the ground. The property was found that it had been in a tax free status, no valuation exists from ActDataScout or the Garland County Assessor’s Office. Because the City has no use or need for the property, the small size of the property keeps it from being otherwise marketable and because the release of said property will not impact airport operations, it is in the best interests of the City of Hot Springs to release the portion of the property. • The Board passed Resolution 23-173 approving a certain street name in the Bella Vita Subdivision located East and South of Higdon Ferry Road and located in the Southwest quarter of Section 25, Township 3, Range 20 West in Hot Springs, Arkansas. The developer of Bella Vita Subdivision, Carriage Custom Homes, requested a name for the section of street that it intends to develop and will be located in the parcel 52950 located between Higdon Ferry Rd and Central Ave. By giving the street a name only it does not obligate the city to accept any part of the Street for City maintenance. The street will be officially named “Spa Bridge Cv” and will be added to the City Master Street Index. • The Board passed Ordinance O-23-25, accepting Bluebell Court and Coneflower Court as City Streets. The developer of Wildwood Gardens located off of Piper Street. requested that these streets be accepted by the city. These streets have been inspected and meet City Street specifications therefore will be included for City maintenance.
