The Board Report, capturing major elements of the latest regular meeting of the Hot Springs Board of Directors, is part of the City of Hot Springs’ efforts to broaden its communications with the public. April 2, 2024 Hot Springs Memorial Field Airport to get a Flight Simulator The Board passed Resolution 24-66 approving a lease agreement between the City of Hot Springs, Arkansas and Physicians Air Transport, LLC for use of Hanger A-14 Room #3 for installation of a flight simulator. Physicians Air Transport is an established airport tenant who desires to install a flight simulator to be used with their current operations and pilots’ qualification. Physicians Air Transport is an FAA licensed MEDEVAC air ambulance transportation service, founded in 2004. Physicians Air Transport offers convenient and safe fixed-wing aeromedical transport services for fixed-wing patient transfers, organ transfers, surgical teams, and family members anywhere and everywhere across the contiguous United States, Canada and Mexico. While ground transportation is suitable for most ill and injured patients, air medical transport offers advanced medical assessment and care capabilities that surpass those of a paramedic-staffed ground ambulance. Physicians Air Transport’s patient-centered aeromedical care and emergency services which include: organ transport such as Surgical Teams and Coordinators, and Transplant Recipients. They also conduct Patient transfers as well as Disaster Relief transfers. • The Board passed Resolution 24-58 appointing Rosa Maria Meyers to the Hot Springs Animal Control Advisory Committee. This sevenmember committee assists the Animal Control Department in evaluating policies and procedures including public education efforts concerning responsible pet ownership. Members serve a term of 4 years. • The Board passed Resolution 24-59 appointing Kenneth Blackwelder, Thomas Bolton, Elizabeth Colgrove, Kara Gunter, June Simmons, Eli Vega II and Amanda Mitchell to the Hot Springs Arts Advisory Committee. The Arts Advisory Committee is made up of seven members and each member serves a term of 4 years. • The Board passed Resolution 24-60 appointing Cynthia Rogers and Chris Sheppard to the Hot Springs Historic District Committee. The five-member commission administers the rules and regulations governing the downtown historic district pursuant to state law. Members serve a term of 3 years. • The Board passed Resolution 24-61 appointing Kyle Clem to the Hot Springs Parks and Trails Advisory Committee. This seven-member group provides guidance and oversight in the city’s parks and trails, including planning, and policy development. Members serve a term of 4 years. • The Board passed Resolution 24-62 appointing Sam Stathakis, Jr. to the Hot Springs Civil Service Commission. The commission performs various personnel-related functions related to the city’s uniformed departments (fire and police) including administration of hiring and promotional testing. The commission consists of five members. Members serve a term of 6 years. • The Board passed Resolution 24-63 appointing Bill Lemond, Rick Ramick, Garrett Collier, Corey Scott, Ashley Campbell and Dorethea Yates to the Hot Springs Planning Commission. the Zoning Code. Members serve a term of 3 years. • The Board passed Resolution 24-64 appointing Garrett Collier, William Beyer Harding and Renee Williams to the Hot Springs Board of Adjustments & Appeals and the Hot Springs Board of Zoning Adjustments. The Board of Adjustments & Appeals and the Board of Zoning Adjustment are both five-member boards serving 3-year terms. The former hears appeals regarding the enforcement and application of development codes, while the latter deals with appeals and variance requests related to the Zoning Code. • The Board approved Resolution 24-65 to include specific water and wastewater assets in the Hot Springs Municipal Utility System. To keep accurate records of assets and their depreciation, it’s necessary to document new additions to the city’s water and wastewater system. • The Board passed Ordinance 24-67 approving the purchase of a 2024 custom built Pierce Manufacturing Saber Fire Engine from SiddonsMartin Emergency Group, LLC. The purchase of the proposed Saber pumper will enable the fire department to replace a 24-year-old reserve engine and move a 12-year-old front line engine to a lower call volume station. The engine features advances in technology such as a Class A foam proportioning system and integral foam cell. This 2000 GPM apparatus will provide the city with a dependable and versatile emergency response vehicle for many years into the future. • The Board passed Ordinance 24-68, approving the Community Development Advisory Committee’s recommended FY 2024 action plan for the Community Development Block Grant (CDBG). As a recipient of the CDBG from HUD, Hot Springs must submit and have an Annual Action Plan approved detailing fund usage for authorization. • The Board passed Ordinance 24-14 amending the zoning map from R-1 Rural Residential to M-1 Light Manufacturing for 3.44 acres located at 110 Carpenter Dam Road; amending the Future Land Use map. Marcia Dobbs-Smith Dist. 3) • AARP Foundation Tax-Aide- 8:30 a.m.- 12:30 p.m. NOW through April 15 at the Garland County Library, 1427 Malvern Ave. (Dir. Karen Garcia Dist. 5) • Atlas Obscura’s Ecclipse Festival- April 5-8 at Cedar Glades Park, 461 Wildcat Rd. (Dir.
