LAKE OUACHITA WATER SUPPLY PROJECT City of Hot Springs Engineering Department CITY OF HOT SPRINGS Oct. 27, 2023 On Monday, Oct. 30, MICHELS Trenchless Corp. will begin installing lighted restricted work zone buoys across Upper Lake Hamilton. This is in preparation for installing the “float and sink” 42-inch welded steel pipe, a raw water transmission main, across the bottom of Lake Hamilton, near Treasure Isle Road. Due to this construction, boat traffic from the Highway 270 bridge to Blakely Dam will not be possible from Oct.30 to Nov. 21; however, boat travel on Lake Hamilton will still be available up and downstream of the work zone. MICHELS will place turbidity (sediment curtains) across the lake work zone (from shore to shore) as well as have marine divers and large floating construction barges preparing and clearing shorelines, as well as preparing the lake bottom. Entergy employees will be present due to the work zone being located under Entergy Transmission lines. As another integral part of the Hot Springs Lake Ouachita Water Supply Project, MICHELS prepared launching and receiving secant shafts (pictured above) for a 60-inch micro-tunnel boring machine. MICHELS began the tunneling under the Big Mazarn Creek on Monday, Oct. 9. The tunnel will be 520 feet long between North Moore Road and Timberlake Drive. The tunnel will be made from a 56-inch Permalock steel pipe as part of the raw water transmission main. Pictured below: 'Miss Queenie', the 60-inch micro-tunnel boring machine.


PROMOTIONS AND AWARDS Snapshot Page 2 On Oct. 6, the Hot Springs Police Department welcomed six new HSPD officers and promoted four dedicated officers. Congratulations! The new officers are: Off. Daniel Dankert, Off. Larry Fowler, Off. Joshua Jester, Off. Alexander Lee, Off. Acxsel Rios and Off. Austin Rogers. Richard Davis, Joey Vanderburg, and Tyler Ward were promoted to Corporal. While Nathan Rines was promoted to Sergeant. On Oct. 16, Sgt. Patrick Langley received the Life Saving Award for administering Naloxone to a citizen and saving their life. On Oct. 9, Ofc. William Stockwell and Ofc. Castaneda received the Life Saving Award. These officers saved the life of two individuals by administering Naloxone. The Arkansas Association of Chief of Police (AACP) Banquet was held in Hot Springs at the Convention Center on Sept. 26-28 and HSPD Ofc. Omar Cervantes, received the AACP’s Servant Heart Award. On Sept. 30, the Hot Springs Fire Department promoted two firefighters, Allen Goines and David Koller. Goines was promoted to Lieutenant and Koller was promoted to Driver. Both promotions are welldeserved, and we know they will continue to excel in these new roles. Congratulations! Snapshot Page 3 FIRE SAFETY Hot Springs Fire Department Once a year, the Hot Springs Memorial Field (HOT) is home to the Annual Hot Burn Aircraft Rescue and Firefighting (ARFF) Training. Members of the HSFD and sometimes others from surrounding fire departments gather for this week-long training. A part of that training is use of simulators from Missouri State University for the crews to practice live fire exercises. During the week of Oct. 16-20, Lakeside School District’s Safety Week, the Hot Springs Fire Department (HSFD) met with kindergarten classes to go over the firefighter’s safety procedures and how the students should respond in the event of a fire. The Lakeside Junior High School (LJHS) EAST students, Caroline Green and Emmy Eskine, also partnered with HSFD to create a video series to educate young people in Hot Springs on fire safety and prevention. In addition to the HSFD, the Hot Springs Police partnered with the Lakeside Police Force to conduct a district-wide safety drill, which was a success! STUDENTS TOUR THE TOWN Hot Springs Intracity Transit Snapshot Page 4 On Oct. 16, Animal Services held a Trick or Treat event at the shelter. One cat and five dogs found loving homes and 17 were brought in to receive microchips. Numerous more simply stopped by with their families to enjoy the Halloween festivities. Several individual volunteers and organizations donated time, decorations, gifts and countless bags of candy to make this event a success. In addition to the Animal Services staff, other City departments at the event included staff from the Stormwater Division and the Hot Springs Fire and Police departments. For those interested in adopting or needing to microchip a dog/cat, visit the shelter at 319 Davidson Drive, between 10 a.m. and 5 p.m., Monday – Friday. For questions, please call 501-262-2091. On Oct. 4, a group of about 50 enthusiastic first graders from Jan Sligh's class at Park Elementary embarked on an unforgettable adventure around Hot Springs with their guide, Intracity Transit Supervisor Ross Baldwin! As they journeyed through the bustling city streets, Baldwin showed the students the ins and outs of navigating the city bus and shared thrilling tidbits about the vibrant urban landscape. TRICK OR TREAT EVENT On Sept. 28, members of the Street Division took part in a CPR class, led by the University of Arkansas. It is crucial to be equipped with life-saving skills because every second counts. Kudos to the Street Division for their commitment to the safety and well-being of others. Snapshot Page 5 LATEST EVENTS Hot Springs Parks & Trails Department On Oct. 19, the Parks & Trails Department staff were pleased to show off the new playground equipment at Linden Park,309 Linden Park Lane. The updates include a turf base and all new equipment geared for children ages 5 to 12. This wouldn't have been doable without theincredible support of the Whittington Valley Association, Central Development Block Grant Program, Little Tikes Commercial Hahn Enterprises, INC. and the amazing Hot Springs community. The Diamond Lakes Arkansas Master Naturalists (DLAMN) and the City of Hot Springs Parks & Trails Department hosted another successful annual Monarch Butterfly Mania on Oct. 7 at the Hot Springs Creek Greenway Trail Butterfly Garden. This event consisted of a Monarch butterfly release and a guided walk. More than 100 Generation 4 Monarch butterflies were released at the event to begin the great migration to Mexico.


Snapshot Page 6 On Oct. 11, the HR Department hosted another succesfull Annual Employee Health Fair with more than 300 employees in attendance. The members of HR brought in 17 vendors and provide a ton of door prizes for the staff. In addition to the vendors, Lakeside Walk In Clinic and representatives from CHI St. Vincent provided bloodwork, vitals, vision checks and optional flu shots. This event is appreciated by all City staff and are thankful that the HR Department enjoys organizing such a helpful event. A special thanks to the HR team, who did a wonderful job of putting this all together. APPRECATION FOR ALL City of Hot Springs Human Resoruces On Oct. 25, HR Clerk Alisha Gruszka and Mayor Pat McCabe (seen at left) attended the Arkansas Rehabilitation Services Advancing Access and Equity Job & Resource Fair hosted by West Central Arkansas Workforce Development Area. At the event, Mayor McCabe presented a proclamation for National Disability Employment Awareness month and Gruszka provided information on job opportunities and benefits.
