The Board Report, capturing major elements of the latest regular meeting of the Hot Springs Board of Directors, is part of the City of Hot Springs’ efforts to broaden its communications with the public. January 23, 2024 The City of Hot Springs embarks on grant funding for Hot Springs Trails The Board passed Resolutions 24-04 and 24-05 authorizing the filing and acceptance of a U.S. Department of Transportation Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant for the design and construction of certain trails, trail connectors and, a street extension. The citizens of Pulaski, Saline, and Garland counties are proposing a new trail to provide a safe path for pedestrians and bicyclists to move between Hot Springs, AR, and Little Rock, AR. The Southwest Trail (SWT) is an approximately 60-mile multi-use bicycle and pedestrian trail connecting the two historical sites of Little Rock Central High School National Historic Site and Hot Springs National Park. The SWT will provide a recreational, alternative transportation resource that provides opportunities for physical fitness, environmental education, better floodplain management, enhanced wildlife habitat, and improved economic activity. The City of Hot Springs will use the approximate funding from the RAISE Grant to fund the Hot Springs portion of the SWT trail, Stokes Creek Greenway, and Pullman Trailhead while adding connections to other trails and signage. The City of Hot Springs will also apply for an additional Raise Grant earmarked for design only. If awarded, the additional funding from the RAISE Grant will be used for the planning required for four new multiuse trails in Hot Springs and extending ameneities from Belding Street to Malvern Avenue, which will ultimately connect Malvern Avenue to the Hot Springs Creek Greenway. In addition, if awarded it would allow Hot Springs to be in a better position to apply for future grants for construction and speed up the delivery of new trails and or roads • The Board passed Resolution 24-01 acknowledging the receipt of the City of Hot Springs financial statements for November 2023. • The Board passed Resolution 24-02 approving a contract for services with ISI Water Company (Water Company of America”WCW”) for the review of unbilled utility services. • The Board passed Resolution 24-03 awarding a contract to Goslee Contraction Company, Inc. for Community Development Block Grant improvement projects on Park Avenue, Tom Ellsworth, and Holly Street. This project will be 100% funded with CDBG funds and includes improvements to these streets. The work will vary on the streets but includes installing sidewalks, drainage, curb and guttering, rain gardens, and ADA ramps where needed. • The Board passed Resolution 24-06 approving the extension of electrical transmission mains to the water treatment plant on Randall Road by Entergy Arkansas, LLC. • The Board passed Resolution 24-07 approving the purchase of a John Deere 6510 E Tractor from Greenway Equiptment, Inc. pursuant to the Cooperative Purchasing Program through Sourcewell. • The Board passed Resolution 24-08 approving the purchase of a Vactor 2100i Combination Sewer Cleaner Truck from Vactor Manufacturing offered through Environmental Products Groups, Inc. pursuant to the Cooperative Purchasing Program through Sourcewell. • The Board passed Resolution 24-09 approving the purchase of an Envirosight Sewer Inspection Camera System offered through Environmental Products Group, Inc. pursuant to the Cooperative Purchasing Program through Sourcewell. • The Board passed Resolution 24-10 approving the purchase of a new asphalt patch truck from PB Loader Corporation pursuant to the Cooperative Purchasing Program through Sourcewell. • The Board passed Resolution 24-11 acknowledging the organizational Rules and Procedures for the City of Hot Springs Board of Directors for the calendar year 2024. • The Board passed Resolution 24-12 awarding a bid to HD Roofing and Construction LLC for the roof replacement and building repairs at the Davidson Drive Wastewater Treatment Plant. The roof on main level of Wastewater Treatment Plant was damaged during a recent hail storm and is in need of a replacement. It has been evaluated by the insurance adjuster for AML and determined the TPO Roofing needs to be replaced along with acoustic tile and insulation. • The Board passed Resolution 24-13 authorizing the purchase of certain Tasers and related accessories from Axon Enterprises, Inc. • The Board passed Ord. 24-01 waiving the requirement of competitive bidding for and approving the procurement of a Tiger AR-12 Boom Mower from Little Rock Equipment Sales. • The Board passed Ord. 24-02 amending Ordinance No. 6469 and authorizing a 2024 contract for services with High Impact Movement (HIM). HIM is an open enrollment program that offers services to youth adolescant. By amending the current ordinance, the 2021 contract will extend into the calendar year 2024. • The Board passed Ord. 24-03 amending the Zoning Map to (C-TR) Commercial Transitional Zone District for 0.172 acre generally located at 117 Alpine Street. • The Board passed Ord. 24-04 approving (PD) Planned Development Zone District and Site Planning for approximately 0.14 acres generally located at 422 Beard Street. • The Board passed Ord. 24-05 amending the Zoning Map to (C-3 ) Office/Neighborhood Commercial Zone District for approximately 0.51 acres generally located at 1103 Higdon Ferry Road. • The Board passed Ord. 24-06 amending the Zoning Map to a (C-4) Regional Commercial Zone District for 2.864 acres generally located at 155 Harvest Lane.
