The Board Report, capturing major elements of the latest regular meeting of the Hot Springs Board of Directors, is part of the City of Hot Springs’ efforts to broaden its communications with the public. February 6, 2024 The City of Hot Springs appoints Sublett to Housing Authority Board of Commissioners The Board passed Resolutions 24-16 appointing Howard Sublett, Jr. to position 2 on the Hot Springs Housing Authority Board of Commissioners. The Board of Commissioners of the Housing Authority of Hot Springs consists of five commissioners. Commissioners serve for a term of five (5) years. These terms are staggered with one term expiring on August 16th of each calendar year. Position 2 on the Hot Springs Housing Authority Board of Commissioners was currently held by Mr. James M. Tuohey and expired on August 16, 2023. On November 20, 2023, the Hot Springs Housing Authority Commissioners voted to reappoint Mr. Tuohey to Position 2 to serve a full term. A.C.A. § 14-169-208(c)(2)(B)(ii) states that if the commissioners fail to appoint a successor within forty-five (45) calendar days from the date a commissioner’s term expires or another vacancy occurs, the governing body shall appoint a successor. Because more than forty-five (45) days elapsed from the expiration of the subject term on August 16, 2023, and the appointment on November 20, 2023, the provisions of A.C.A. § 14-169-208(c)(2)(B)(ii) were triggered and the City of Hot Springs Board of Directors advertised the opening and called a special meeting on January 30, 2024 where interviews of the seven qualified applicants were conducted. Upon reconvening into public session Mayor McCabe announced the proposed appointee that would be listed on the February 6, 2024, agenda for consideration. Tonight, the Hot Springs Board of Directors each placed their vote appointing Mr. Sublett, Jr. into position 2 of the Hot Springs Housing Authority Board of Commissioners. • The Board passed Resolution 24-14 approving the funding required for the Contract of Obligation with the Arkansas Department of Energy and Environment, Division of Environmental Quality (DEQ) to retain the operating permit for the Hot Springs Transfer Station. In order to retain the permit for the Transfer Station, Arkansas and Federal environmental regulations require the City to provide financial assurance to pay the costs of facility closure, if such action were needed. • The Board passed Resolution 24-15 approving the purchase of a Brine Master Brine Maker and application equipment from C&H Outdoors, LLC. This is a new process that mixes the treated rock salt with water to make brine which is more efficient by allowing both pre and posttreatment for icy conditions. • The Board passed Resolutions 24-17 and 24-18 authorizing the city to file and accept two State Airport Aid Grants (80/20%) and (90/10%) with the Arkansas Department of Commerce; Division of Aeronautics for the South Ramp Hanger Construction. The City of Hot Springs has undeveloped property located at the Hot Springs Memorial Field Airport. The State Airport Aid Grant (SAAG) will be used for the design, utility, and site preparation for constructing a clear span. • The Board passed Resolution 24-19 authorizing the Hot Springs Police Department to file and accept the 2023 Edward Byrne Memorial Justice Assistance Grant (JAG) program for local solicitation. The Police Department has been the recipient of the JAG grant for 10 years. In previous years the funds have been used to acquire equipment and make site security improvements. These grant funds will be used to make final security improvements to police facilities by adding and replacing existing exterior lighting to enhance nighttime security for visitors and staff. • The Board passed Resolution 24-20 awarding a Construction Management at Risk Contract (CMAR Contract) to Max Foote Construction Company, LLC for the construction of the Gulpha Basin Wet Weather Sewage pumping station. The construction will take approximately 18 months and will be completed by July 2025. • The Board passed Ordinance 24-07 amending the zoning map to C-4 (Regional Commercial/Open Display Zone District) for 1.064 acres generally located at 163 & 165 Weston Rd; amending the future land use plan map to Linear Commercial Corridor. The amendment was made due to surrounding properties having commercial shops with offices. The change in zoning will allow this property to blend in well with these commercial tracts and is well suited for the same purpose.
