Housing Marinduque being known to its geographical location and a 4rth class province is considered to have a low to middle standard of living. It can be observed in the tables below the distribution of households in a specific type of tenur from the CBMS data of 2014-2016. CBMS results of 2014-2016 showed that the province of Marinduque has a total of 53,321 households, 1,686 of which live in public places with rented/owned house or lot, or rentfree house or lot without consent of the owner. There are still numbers of housing units in the rural barangays which used bamboo, sawali and nipa as prevalent construction materials in outer walls of their houses. Almost all (99.1%) of the occupied housing units were single houses. Other structures were duplex (0.5%) and multi-unit residential (three units and more) (0.4%). In 2010, the median floor area was 23.3 square meters, higher than the 20.6 square meters recorded in 2005. This meant that half of the occupied housing units in Marinduque had a floor area of below 23 square meters. Most of the occupied housing units had a floor area of either 10 to 19 square meters (26.3%), 20 to 29 square meters (20.5%), 30 to 49 square meters (16.8%), and less than 10 square meters (16.3%). Furthermore, the proportion of occupied housing units with roof made of galvanized iron/aluminum accounted for 68.8% while 30.1% had concrete/brick/stone as the construction materials of the outer walls. These figures were up by 37.8 and 19.6 percentage points, respectively from that of the 2005 figures. As to the combination of materials used for roof and outer walls, 29% of occupied housing units were made of galvanized iron/aluminum for roof and concrete/brick/stone for outer walls. HEALTH Aside from the three (3) hospitals: the Dr. Damian Reyes Provincial Hospital (DDRPH), the Santa Cruz District Hospital (SCDH) and the Torrijos Municipal Hospital (TMH), the province has eight (8) Rural Health Units to accommodate emergency needs of the patients in the far-flung barangays. The province has limited number of health personnel assigned in each hospital and health units. To date, there are 10 Sanitary Inspectors assigned in the conduct of actual inspections on every households. 1,203 active Barangay Health Workers (BHWs), 2 Dentists, and 38 Midwives in the existing 37 Barangay Health Stations (BHS) in the province being managed by the Provincial Health Office. All municipalities maintain and operate each own Rural Health Units (RHUs) and the 218 barangays in the province has Barangay Health Stations being maintained by Barangay Health Workers and Barangay Officials. Similarly, there are eight (8) RHUs and 37 Barangay Health Stations, 11 Public Dental Clinics, 26 privately-owned Medical Clinic, and 16 privatelyowned Dental Clinics. Table 31. SCDH with 25-bed capacity and occupancy rate is 66.15% and 29.48% for TMH, during the same reference period. It can be observed in Table 22 that the occupancy rates of the SCDH decreases every year with possible reasons that patients choose to continue medication and healing in their respective homes.

Although a 100-bed provincial hospital is within the requirement, preparatory provision for expansion must be undertaken to meet the standard requirement and provide the desired health services to the increasing population of the island. There are several proposed improvements projects for the provincial hospital. Part of the programs under the Provincial Governor’s Thrust is the completion of hospital equipment and ensure a continuous supply of drugs and medicines and reagents for the laboratory. The DDRPH is working on becoming a secondary hospital while SCDH and the TMH into a Level 1 category. 1. Health Manpower The inadequacy of hospital manpower is the common concern of the three hospitals. Shortage of health personnel especially in far flung areas contributed to the high mortality and morbidity rates in the province. There is a need to capacitate the existing personnel and upgrade skills on hospital operations and management. Table 33. Morbidity and Mortality Pneumonia/Influenza and Acute Upper Respiratory Infections are the common causes of mortality and morbidity in the province. In 2015, PHO-Marinduque has recorded 202 cases of pneumonia patients with a rate of 86.9. It has a 69.31% increase from the 140 recorded patients in the past three years of 2011-2014 or a total of 62 patients in the province. In a recent record of the PHO, the province has recorded 129 cases of influenza/pneumonia in 2018 which is 20%lower from the past four years of record in 2013-2017 with 176 cases. Table 34. SOCIAL WELFARE The Provincial Government of Marinduque reflects solely to the Social Welfare and Development Office’ mandate to care, protect and rehabilitate the segment of the province’ population (individual, family and community) in terms of physical, mental and social wellbeing and needs social welfare assistance and social works intervention to restore their normal functioning and participation in national development. 1. Elderly In 2018, there is a total of 27,728 senior citizens in the province of Marinduque, 15,808 of the group are males and 11,920 are females. Out of this volume of the aging individuals, 37.52% or a total of 10,403 are indigents. The Provincial Government thru the PSWDO is assisting federation and associations of senior citizens in the six (6) municipalities of the province to provide and address their immediate needs and concern as member of the society. 2. Persons With Disability In 2015, PSA Census of Population released a record of 234,521 individuals living in Marinduque, of this population 1.53% of which or 3,594 are considered, and as identified by the PSWDO Person with Disabilities (PWDs) in 2016. Most cases of PWDs are mental impairment, orthopedic related followed by Visual Disabilities due to chronic illnesses. In 2017, the record increased by 604 individuals making a 4,198 PWDs in Marinduque acquired by birth and or by accident. 364 individuals were added in the record of PWDs in 2018. The municipality of Boac has the most record of PWDs with 1,026 individuals followed by Sta. Cruz and Gasan with 965 and 793 PWDs, respectively in 2018. PSWDO managed to segregate the information of PWDs below 18 years old. In 2018, there is a total of 1,193 children with disabilities in the province. L. COMMUNICATION 1. Radio Stations Based on the Socio-ecological profile of PPDO Marinduque, there are three (3) radio FM stations that operate in this province. The RADYO NATIN, located at Boac and Santa Cruz owned and managed by the Manila Broadcasting Company (MBC). It operates with the power and frequencies of 500 watts at 105.7 MHz and 105.3 MHz respectively. The two radio stations started its operations on December 26, 1997. The third radio station is the DZNS 94.1 Radyo KaMalindig located in Buenavista operated by private institution and a co-partner of the Provincial Nutrition Office and Municipal Nutrition Office of Buenavista.

Telecommunication The province has postal, telephone, telegraph/telefax, mobile phone and freight services. Postal and telegraph services are provided by the Philippine Postal Corporation and Bureau of Telecommunication. Telephone and internet services are served by PLDT connecting the municipalities of Boac, Gasan, Mogpog and Santa Cruz. 2019 ENR Information & Statistics © DENR - PENRO Marinduque 2019 ENR Statistics & Information DENR PENRO Marinduque 50 Provincial Environment and Natural Recources Office (PENRO) The Provincial Environment and Natural Resources Office (PENRO) shall: ▪ plan, coordinate, control, prepare and/or update plans for the protection of the environment, development and conservation of natural resources in the province; ▪ enforce environment and natural resources laws, rules and regulations; and ▪ perform such other functions that may be assigned by higher authority. There shall be two (2) divisions at the PENRO level, namely (1) Technical Services Division; and (2) Management Services Division. Technical Services Division (TSD) The Technical Services Division (TSD) shall: ▪ coordinate and supervise the implementation of all policies, regulations, programs and projects on environmental and natural resources conservation in the province; ▪ supervise the provision of technical services to the CENROs within its jurisdiction; ▪ represent the province in the provincial development bodies in the formulation and implementation of provincial plans and programs; and ▪ perform other functions that may be assigned by higher authority. It shall be composed of the following sections: ▪ Conservation and Development Section (CDS) shall: o be responsible for the coordination and supervision of priority programs and projects of the Department, including but nit limited to the programs and projects in forest development including but o not limited to Enhanced National Greening Program and watershed management, and CBFM, protected area management including coastal management; o be responsible in coordination and supervision of all DENR ecosystem development efforts with all stakeholders including CSOs and Local Government Units; and o perform such other functions that may be assigned by higher authority. ▪ Regulation and Permitting Section (RPS) shall: o be responsible for the coordination and supervision of all permitting system being performed by the Department in forestry, protected areas and land management and related concerns as per DAO 2018-18; and o perform such other functions that may be assigned by higher authority. ▪ Monitoring and Enforcement Section (MES) shall: o be responsible for the coordination and supervision of enforcement of DENR laws, rules and regulations including but nit limited to the conduct of patrol of forestland including protected areas as well as DENR Enforcement Officers and coordination with all law enforcement arm of the government (i.e. PNP, AFP, NBI, etc) and various taskforce/council such as but not limited to POGI, DEM and other units of the Regional Office and other law enforcement agencies;

Management Services Division (MSD) The Management Services Division (MSD) shall: ▪ oversee the delivery of financial and administrative services within its jurisdiction; ▪ ensure that all administrative and financial transactions are in compliance with COA, DBM and CSC rules and regulations; ▪ ascertain that plans and programs are attained through sufficient and timely release of funds; ▪ monitor spending vis-à-vis accomplishments for efficient and economic fund utilization within its jurisdiction; ▪ provide assistance and services on the implementation of office orders, rules and regulations on matters involving personnel management, general services, communications, logistics, property, safety, records management and documentation; and ▪ perform other functions that may be assigned by higher authority. It shall be composed of two (2) sections: ▪ Planning Section shall: o be responsible for the coordination and supervision of all plans/ programs/ activities in accordance to the priorities and target of the PENRO Office; o serve as the depository of all plans and programs, maps and database of the PENRO, as planning and monitoring arm of the PENRO; o serve as the counterpart of the local planning offices of the Local Government Units and National Government agencies at the provincial level; and o perform such other functions that may be assigned by higher authority. ▪ Admin and Finance Section shall: o be responsible for the delivery of financial and administrative services within its jurisdiction in compliance with COA, DBM and CSC rules and regulations; and o perform such other functions that may be assigned by higher authority. However, the implementing PENROs or those PENROs without CENROs shall perform the roles and functions of a CENRO following the foregoing organizational structure.
