In 1924, William and Everett Kingery started Kingery Construction Company with limited resources. The
company remained in the Kingery family for three generations until 2013 when Rod Berens and Rick
Wintermute became the leaders to take the company into the future. Although ownership has changed,
the values of honesty and quality construction remain and still drive the company today. During the last
95 years, Kingery Construction Co. has had the opportunity to work on a wide variety of projects for
education, hospitals, churches, commercial, governmental, industrial and private projects. We are honored to
have been involved in building several iconic landmarks and have developed relationships with owners and
architects, which spans decades.

Over our 95 year history, we have performed construction services in all types and sizes of building
construction. We are familiar with, and have successfully completed, projects of Design/Bid/Build, Design/
Build and Construction Manager methods. We are well suited and experienced in being able to manage the
St. Wenceslaus School Addition project as Construction Manager as Contractor.

Kingery Construction has been involved with many Catholic projects over the years. The Cathedral of the
Risen Christ, Pius X High School and St. Gregory the Great are three pillars of the Lincoln Diocese that
Kingery Construction Co. is proud to say we were the original builders.

Kingery Construction intends to generate bid packages for all Technical Specification sections. Kingery
Construction may provide proposals on bid packages if it may benefit the project. Kingery Construction
Co. anticipates subcontracting work based on, but not limited to, the following potential bid packages:
Sitework, site utilities, paving, landscaping, foundations, flatwork, precast, masonry, steel, carpentry, roofing,
glass and glazing, drywall, flooring, ceilings, painting, fire protection, HVAC, plumbing and electrical.
In the event that local subcontractors would like to participate, but for reasons of scope and schedule may not
be able to provide complete project services, Kingery Construction Co. will make efforts to adjust bid packages
to ensure as much local subcontractor participation as possible. This can and has included establishing split or
smaller bid packages that will allow greater participation by qualified smaller contractors.

SACRED HEART PARISH HALL

RENOVATION AND ADDITION | CRETE, NE

Sacred Heart Catholic Church and school had a long range plan in place when they began the process of an addition and
renovation to their Crete, Nebraska church and school building. This current phase included a 13,000 sq ft addition to the
original building that houses the parish hall, parish office and additional classrooms.
This project also included the renovation of approximately 4,000 sq ft of space in the existing school in order to relocate the
school offices and create a new media center.
New parking, drop off lanes and revisions to the existing parking lot were completed to ensure space for the growing
congregation and student population.

ST. GREGORY THE GREAT SEMINARY

RENOVATION AND ADDITION | SEWARD, NE

The initial project for St. Gregory The Great Seminary consisted of administrative offices, food service, recreation and
housing for up to 100 seminarians and faculty. The second phase incorporated a 250-seat chapel, library and classrooms.
The latest project consisted of 16 dorm rooms, three Priest Suites, a lounge and classroom spaces. A geothermal system,
capable of being expanded to accommodate the entire existing facility, was installed. The project was expanded to include a
second phase that completed of the full design intent of the project.

FAITH BIBLE CHURCH

ADDITION | LINCOLN, NE

Faith Bible Church had been steadily growing and required additional space. The addition provided a new fellowship
hall for the church. A link building was also constructed to connect the east and west buildings to the new addition. The
addition has a hip roof and utilizes a thermalift insulation roof system to achieve a higher R-Value and was one of the first
buildings using this combination in the area. Part of the project also included an entryway canopy that was constructed to
help shelter members of the congregation from the elements.
The fellowship hall has no interior columns creating a large open space useful for accommodating weddings, funerals,
receptions and Vacation Bible School.

GENERAL DYNAMICS

MANUFACTURING ADDITION | LINCOLN, NE

General Dynamics wanted to increase production and determined that an addition of 50,000 sq ft of manufacturing space
at the Lincoln, NE location would help them achieve their long-term production goals. They will use the majority of the
space to extend two production lines south to the shipping docks.
The addition is constructed of a Pre-Engineered Behlen building with a tapered EPDM roof. This building utilizes a
siphonic roof drain system which allows the drain pipes to be run flat. This was utilized to ensure that a certain clear
height was maintained for working area. This structure will house manufacturing space, a mezzanine with a number of
office cubicle spaces, a conference room and one full office. Below the mezzanine, a break room, restrooms/locker rooms,
mechanical and electrical rooms will be completed.

a. Describe the firm’s proposed organizational structure for management, operations and
supervision of this project. Identify experience and qualifications of the team members (include a
current resume for each) and planned duration of involvement.
Rod Berens and Rick Wintermute are the co-owners of the company. They both are integrated with
all Kingery Construction Co. projects.
Chris Foged and Eli Dull will be acting as your project management team. They will be responsible
for all preconstruction and construction phase services and will participate for the full duration of the
project. They will serve as your points of contact for all administrative related tasks.
Rich Avila or Eric Brown will serve as the onsite project supervisor. The superintendent will be
responsible for all job site related activities. This includes but is not limited to quality, scheduling and
safety. The onsite project supervisor will be involved during preconstruction by assisting with plan
review and the establishment of bid packages. The superintendent will be onsite full time from the
onset of construction activities through project closeout.
Tammy Swenson acts as Kingery Construction Co.’s safety consultant. She will perform independent
safety inspections and audits to ensure a safe workplace for all individuals during the construction of
the project.

Trinity United Methodist Church

Trinity Methodist's original historic church was built in 1893 and badly in need of renovation.
The building was costly to maintain, heat and cool and with nine levels, wasn't easily
accessible to those with physical disabilities. Although moving to a different neighborhood
was hard, the new church project would bring together the new with the old. The project
included a Fellowship Hall, classrooms and support facilities. A sanctuary would be part of
Phase Two.

St. Mark's United Methodist Church

As part of a three phase project, St. Mark's wanted to provide additional space for their
growing congregation. The 2,000 seat sanctuary was part of a long term fund raising
campaign and allowed the church to move Sunday services out of the Family Life Center.
This expansion included state of the art sound and media technology, a balcony and a large
Narthex.

Lincoln Public Schools District Office

The Lincoln Public Schools District Office project consisted of the construction of a replace-
ment operations facility on the same location as the original building. The facility consisted
of multiple floors and included a complete geothermal system. This job was completed on
schedule which allowed the district to relocate all of their staff and operations to the new
facility prior to the start of the school year. The project was completed as scheduled and
under budget.

Lincoln Lutheran jr/sr high school

A desire to improve student athletic facilities drove Lincoln Lutheran to design and build a
new sports facility. The intent of this building is to provide space for multiple athletic teams to
practice and much needed equipment storage. Along with practice space for wrestling, dance,
soccer and various other sports, the building features a concessions area for home football
games and provides storage for football equipment.

Faith bible church

Faith Bible Church has steadily grown and required additional space and a new entry canopy.
The addition provides a new Fellowship Hall for the church. A link was also constructed to

City impact

City Impact is a vital program in the Lincoln community and in 2012 was ready for their own
space after renting facilities two days a week for its programs. It was determined that it would
be most effective to have all services in one location. With generous donations the agency was

Apple roofing headquarters

Apple Roofing has its roots in Lincoln but they are quickly becoming a multi-state super
power. As the largest Nebraska based roofing company, they now offer services in 13 states
from 4 branch offices. With such an exciting future, space is a premium. When the decision
was made to expand their offices and warehousing space, Kingery was excited to help out.
The resulting building won the 2016 Behlen Building of the Year award and provided Apple
Roofing with the stylish space required to meet with clients and train staff.

Sacred Heart Catholic Church

With long range planning in place, Sacred Heart Catholic Church began the process of an addition
and renovation project of their Crete, Nebraska church and school building. This included a
13,000 sf. Addition to the original building that houses the parish hall, parish office and additional

Seward Middle School

elmwood-murdock elementary/Jr.Sr. High

Elmwood-Murdock schools required additions and renovations to both the Elementary and
Junior-Senior High School buildings due to increased student population. More classroom
and administration spaces were added along with ADA upgrades, asbestos abatement, indoor
air quality, security, fire and life safety upgrades. Space limitations meant full occupancy and

PROJECT MANAGEMENT METHODS

4. Project Management Methods: Limit section to five (5) pages.

a. Describe the differences of a Construction Management as Constructor Project vs. Traditional
Design/Bid/Build. What are the most valuable characteristics of Construction Management
as Constructor from an Owner’s perspective? Owner welcomes discussion or recommendations about
other construction delivery options if contractor feels it is relevant to the project

Construction Management and Design/Bid/Build delivery methods have several similarities, but also have
distinct differences. The following highlights each method and their basic processes.

The Construction Management delivery method entails a commitment by the CM for construction
performance to deliver the project within a defined schedule and price. The CM provides construction
input to the owner and design team during the design phases and manages all aspects of the project during
the construction phase. The CM is typically selected through an interview process and is chosen primarily
based on qualifications and ability to integrate to the project team.

Design-Bid-Build (DBB) is the delivery method that has been typically utilized in the past. It normally
involves three sequential project phases: The design phase, which requires the services of a designer
who will be the “designer of record” for the project; the bid phase, when a contractor is selected; and a
build or construction phase, when the project is built by the selected (typically low bid) contractor. This
sequence usually leads to a sealed bid, fixed-price contract. This method can prevent the project team
from becoming a cohesive entity.

Advantages of the CM delivery method for the Owner include:

• CM works directly for owner and acts as their advocate for the entire project.

• The CM establishes a more professional relationship with Owner.

• The Owner gains the benefit of having the opportunity to incorporate a contractor’s perspective and
input to planning and design decisions.

• The Owner gains earlier knowledge of costs.

• Project delivery can be faster than traditional design-bid-build by allowing for the establishment of
early bid packages.

b. Describe the firm’s philosophy and methods in establishing and managing project budget and
contingency (at all phases) for a project of this scope and complexity.

Kingery Construction Co. will work to ensure the maximization of the project scope within the project
budget with the following processes during the design phase and even extending into the construction
phase. Early estimating will enable Kingery Construction Co. to identify major cost items that may be
unusually high and demand further review. Additionally, the estimating approach provides meaningful
and helpful information guidance to the design disciplines for their use in designing with established
budget parameters. Kingery Construction Co. will use our experience and knowledge of the local
construction market in assisting the project team in analyzing the various building systems and
components from several perspectives, including labor and material availability, time required for
procurement and installation, means and methods of installation, and the impact of the selection of
each system or material on others. This process will be performed by Kingery Construction Co.’s

management personnel and take advantage of our diversified construction experience. Our goal is to
provide the project team with the information needed to analyze the selection and coordination of
materials and systems in the context of the entire procurement and construction process. During the
design development phase, we will recommend establishing alternate bid requests to be incorporated
into the project. These alternates can establish the pricing for additional scope items that could be added
to the project based on a favorable bidding climate to maximize project scope. During construction,
project savings will be offered up as the project progresses. The project contingency and allowances would
be allocated following team discussions with regards to the item costs and requirements within the project.
As the project progresses, the contingency level and allowances being carried are able to be reduced as
the potential scope and coordination issues will have been reduced. The return of the project savings
would not necessarily be released at any given percentage of project completion, but would be agreed
upon by the project team based on the status of the project and areas of coordination that are still
remaining. This reduction can be applied at multiple times throughout the project.
Kingery Construction Co. is willing to establish a project GMP. This would be recommended to take
place once the bids have been received, scopes reviewed and reviewed with the owner and design team for
acceptance. With the establishment of the GMP, the project scope and costs are locked in, preventing
scope creep and associated costs negatively affecting the project and St Wenceslaus.
c. Describe the way in which project budgets and schedules are developed, monitored, and maintained
through completion of construction. Provide two examples of your performance from previous
projects. Select projects that will present significant examples of budget and scheduling challenges.
Describe how the firm resolved them.
Kingery Construction Co. has a very successful track record completing projects within the specified
time frames and budget constraints. Monitoring and maintaining the project schedules and budgets
start during the pre-construction phase and continues throughout construction. Upon being selected as
the Construction Manager for your project, Kingery Construction Co, will initiate meetings with St
Wenceslaus and the Deign Team to develop a mutual understanding of the scope and nature of the
project.
A milestone schedule will be established with the core group including representatives from each partner
for decision making and participation of design and construction progress meetings. This schedule will
identify specific tasks, critical completion dates and the responsible parties necessary to obtain those
milestones. Any delays will be addressed as a team to ensure coordination is fully integrated. During the
construction phase of the project, a separate detailed construction schedule will be created with input
from the Superintendent and subcontractors at the beginning of project to establish initial task
durations. This schedule will be monitored and maintained through on-site daily supervision weekly
subcontractor meetings. Should a contractor fall behind, we will work with them to implement a
recovery program that will allow the schedule to be met.
During preconstruction, budget estimates will be based upon a detailed quantity survey with estimated
qualities of work determined and priced by trade categories. Kingery Construction Co.’s extensive
historical cost records for similar projects are used with adjustment factors applied to unit costs, to take
into account increases in costs, type of facility, location, seasonal adjustments, and market conditions.
Kingery Construction Co.’s knowledge of the current construction industry is vital to this process
to be able to recognize and account for items that may not appear on preliminary design documents, but
are ultimately necessary for a completed project. Every estimate prepared on the project is presented in
a totally open manner to the project team, to provide the detail necessary for all pricing, escalation
factors, etc., that are to be reviewed by all parties.

The project budget is monitored, maintained and presented during the construction phase by utilizing
an “open book” basis. This provides a level of transparency that allows the project team to know at all
times what project costs have been incurred and what areas of allowances or contingencies still remain.
Unspent allowances and contingencies will be returned to the Owner at agreed upon times throughout
the project.

Example 1: Northeast Community College’s desire was to provide housing in a new residence hall for fall
semester 2016. Kingery Construction Co. coordinated with the design team to accelerate design and
installation of critical foundation, framing, and below grade mechanical elements at the new residence
hall. This allowed construction to proceed with these items early instead of waiting for completion of all
design work. Path Hall residence facility was completed on time for occupancy.

During the construction phase of the project, Northeast Community College identified additional
campus data infrastructure work that would be required to support the new Residence Hall and
Cafeteria/Student Life Center. Kingery Construction Co. coordinated two different buried innerduct
raceway systems that were installed underneath existing campus roadways, parking lots, buildings and
storm water drainageways utilizing directional boring technology. The timely installation of the
additional campus infrastructure facilitated the successful opening of the new Path Hall residence hall
and Hawks Point Cafeteria/Student Life Center on time for fall Semester 2016.

Example 2: The General Dynamics addition is a 50,000 square foot Design/Build project with an
aggressive schedule and budget. Meeting the schedule is imperative to the client meeting contractual
obligations for production. The first challenge was that the soils in the building footprint were not
capable of supporting the building without the building pad being installed and then waiting for
the soils to compress. This meant 1 month of time passing before construction could begin. By
partnering with our subcontractors and suppliers, Kingery was able to schedule the work to meet
the deadline. After construction started, the second challenge was the weather. Unusual amounts of
rainfall occurred throughout construction. Kingery changed the previously scheduled sequence of events,
so that the building concrete slab would occur prior to erection of steel so that all building
subcontractors would have a good surface to work off of in lieu of muddy conditions that would slow
down progress.

d. Describe the estimating and cost control methods used by the firm during both the pre-construction
phase and the construction phase of a project.

Estimating the project will be based upon a detailed quantity survey and priced by trade categories.
Additionally, we will use our experience and the knowledge of select specialty contractors to assist in
analyzing the various building systems and components from several perspectives, including labor and
material availability, time required for procurement and installation, means and methods of installation,
and the impact of the selection of each system or material on others.

During construction, project cost management will be provided a minimum of monthly to the project
team. These reports will be prepared to convey the project costs incurred to date, changes incorporated
into the project, remaining costs anticipated to the project and an accounting of the contingencies and
allowances on the project and their allocations.

Example 1: During the design development phase of York Middle School, our cost estimate projected
the main entrance design would exceed the budget. We performed a value engineering cost analysis
and suggested a masonry wall with windows, be substituted for the curtain wall system proposed for the
entrance. We worked closely with the Architect's team members and together were successful in
constructing an aesthetically pleasing entrance that fit the budget requirements.
Example 2: The St. Gregory the Great Seminary Dormitory and Classroom addition originally consisted
of 16 dorm rooms, three Priest Suites, lounge and classroom spaces. Following bidding, the project was
Value Engineered to reduce the overall project cost while still meeting their immediate needs for the
lodging and teaching space requirements for the seminarians. Through careful project cost monitoring
and expenditures, the scope of work initially eliminated, was able to be added back during the original
project construction with a minimal time extension for the second phase.
e. Provide a description of the way in which the firm identifies what is covered under the construction
contingency verses what is related to scope changes. How do you handle situations when
subcontractor pricing for changes seems excessive?
The established GMP will include an agreed upon contingency amount, that contingency would be
utilized for cost items related to scope gaps etc. Changes to the project that are driven by the owner
or design team at this point would be considered to be a scope modification and could be allocated from
the contingency upon agreement by the project team.
Change requests on the project will be carefully reviewed in collaboration with the design team to
ensure accurate pricing request have been received. Should a contractor’s pricing be deemed excessive,
we will require them to provide additional information to substantiate their proposed costs and help
arrive at a mutually agreeable amount.
