The Kitsap County Board of Commissioners received a project update briefing on the Kitsap
County Courthouse Project during the September 1st Commissioner Work Study Session.
Led by Thomas Architectural Studios (TAS) President Ron Thomas, TAS team members
provided the Commissioners with a revised project schedule and budgetary update.
As with most Kitsap County construction, the impacts of COVID stalled the initial project
launch with newly established timetables projecting completion of the initial phase of
parking solution construction to begin this fall and complete in mid-2022.
Implementing a phased project approach, Phases 1 through 5, including constructing a
new courthouse, parking structure, and campus functionality improvements will begin
mid- 2022, extending through Fall 2024. Total project costs of $54,050,737 will enable the
1935-constructed facility to better meet the needs of the more than 200,000 Kitsap County
citizens who annually visit and utilize services.
The demolition of the existing courthouse, construction of new facilities, and a modernizing
“reuse” of existing structures will also address aging mechanical and electrical systems and
court security measures.
The next steps for the Courthouse project's implementation include Kitsap County Board of
Commissioner approval of identified phases and a TAS update presentation to the City of
Port Orchard tentatively scheduled for October 2021. Thanking the TAS, Commissioner Ed
Wolfe commented, “ I think with what’s happening around the world and certainly within
our community, it’s refreshing to get back to something constructive and positive, and I see
this project as a constructive and positive effort.”
