About HB4545
WHAT IS House Bill 4545 is a Texas statute that went
HOUSE BILL into effect immediately, starting in June
4545? 2021. It requires schools to participate in
accelerated instruction practices–for
01 students who did not pass their STAAR
tests in grades 3-8 or EOC assessments.
Schools are required to use STAAR results
unless a student did not participate in the
assessment. If so, students are required to
receive accelerated instruction until they
can score high enough on a local
assessment aligned to the appropriate
standards at their grade level.

Supplemental Instruction: Instruction provided outside of the core instruction
Accelerated Instruction: Supplemental instruction provided in conjunction with
core instruction with the intent to provide more than a year of growth. According to
HB4545, accelerated instruction entails either 1) assigning a classroom teacher who is
a certified master, exemplary, or recognized teacher under TIA, or 2) delivering
supplemental instruction that meets HB4545 requirements.
Accelerated Learning Committee (ALC): A committee designed under HB4545
regulation to develop individual educational plans for all students who did not meet
minimum standards on the corresponding year’s state test.

Schools are required to establish Accelerated
Learning Committees (ALCs) for students who
did not pass a STAAR test in grade 3, 5, or 8
math or reading. Starting summer 2022,
schools must establish ALCs and develop
individual student plans during the summer
and prior to the start of the school year, based
on the latest STAAR results.
ALCs must be comprised of the principal or the
principal’s designee, the student’s parent or
guardian, and, the teacher of the subject of an
assessment on which the student failed to pass.

WHO IS REQUIRED TO RECEIVE ACCELERATED
INSTRUCTION?
Any student who did not pass STAAR grades 3-8 or EOC assessments.
WHAT ARE THE REQUIREMENTS FOR ACCELERATED
INSTRUCTION?
Option 1: Assigning a classroom teacher who is a certified master, exemplary, or
recognized teacher under TIA.
Option 2: Providing supplemental instruction before or after school, during the
school day, or during the summer that meets the following criteria:
Delivers targeted TEKS-aligned instruction for the applicable grade level and
subject area(s)
Is provided for no less than 30 hours total for each subject area
Is designed to assist the student in achieving satisfactory performance in the
applicable grade level and subject area(s)
Utilizes effective instructional materials designed for supplemental instruction
Is delivered in a 1-on-1 or small group environment, with no more than 3
students in a small group (or in a larger ratio with permission from all parents
or guardians connected to students in the group)
Is provided by an individual with training in aligned instructional materials and
under the LEA’s oversight
To the extent possible, is provided by one person for the entirety of the
student’s supplemental instruction period
WHO NEEDS AN ACCELERATED LEARNING
COMMITTEE?
Any student in grades 3, 5, or 8 who did not pass or did not take the math or
reading STAAR or STAAR Alt-2 assessment.
Any student who was required to have an ALC in 3, 5, or 8 grade and did not
meet passing standards on a similar exam in the subsequent year. (i.e. Student
did not pass 3rd-grade STAAR reading in 20-21, then did not pass 4th-grade
STAAR reading in 21-22 school year.)
If a student does not meet passing standards in subsequent school years the
superintendent or superintendent’s designee must be part of the second ALC
meeting.
