COMMISSIONER’S
PRIORITIES*
Teaching is one of the most important jobs in the country, and it is
one of the toughest. It should also be financially rewarding. In 2019,
the Texas Legislature overhauled the state’s school finance system,
including a massive increase in teacher pay and a major infusion
into the teacher retirement system. Teachers are critical for student
success. And while we expect all students to achieve at high levels,
in some places, this requires even more from our teachers.
All children can learn how to read, write, and do math. Ensuring we
have taught all children these foundational skills is difficult. 61% of
students from middle- and upper-income households are reading
on grade level in 3rd grade, but only 35% of their low income peers
meet grade level. Our strategic plan calls for an integrated set of
actions to improve these foundational skills at scale.
Being prepared for life after high school means being ready
for both college and career. Career readiness is re-emerging in
Texas, with almost double the number of graduates obtaining
an industry credential compared to the prior year. Our strategic
plan calls for an integrated set of actions to ensure every student
in Texas has a high school experience that successfully launches
them into what comes next, be it college, a career, or the military.
Since the 2016-17 school year, Texas has transitioned to an
A-F rating system to provide clear, fair, and differentiated
performance information for all our schools. The results are not
strongly correlated to student poverty. Our strategic plan calls for
an integrated set of actions to rapidly improve low-performing
schools.

At the core of effective schools is effective instruction: interactions between students, teachers, and
content determine learning outcomes. This instructional core is strengthened and supported by
effective, well-supported teachers, high-quality curriculum, and positive school culture. Strong
school leadership and careful planning encompass and ensure each of these levers.
The Effective Schools Framework consists of a set of district commitments and, for schools, essential
actions. District Commitments describe what local education agencies do to ensure that schools
are set up for success. The Essential Actions describe what the most effective schools do to support
powerful teaching and learning.

REGION 7 EDUCATION SERVICE CENTER
is one of 20 regional education service centers statewide that participates in the planning, development,
coordination, implementation, and evaluation of innovative education programs. This upcoming year will be
our 55th in existence. Counties served by Region 7 ESC include: Anderson, Angelina, Cherokee, Franklin, Gregg,
Harrison, Henderson, Nacogdoches, Panola, Rains, Rusk, Sabine, San Augustine, Shelby, Smith, Upshur, Van
Zandt, and Wood. Education service centers do not have tax levying or bonding authority and rely on grants and
contracts for funding. Revenues are received from three primary sources: federal, state, and local funds.

Due to continuous state health and safety recommendations, Region 7 Education Service Center has
shifted the way professional development and technical assistance is offered. Region 7 districts and
charter schools are able to access a variety of online courses, live and prerecorded webinars, which allows
participants the ability to continue learning from the comfort of the classroom or home.

WORKSHOP REGISTRATION
Welcome to the Region 7 Education Service Center Workshop System. The Education Service Center (ESC)
offers a variety of professional development opportunities for school and charter educators, administrators,
personnel, parents, and involved community members.
Requirements for Workshop System
- A valid email address to create an account and register online
- A unique username and password
- Your TSDS Unique ID number (LEAs)
- Include work and home email addresses to receive email registrations, especially in summer
- Verify account information each time you register
Process and Policy for Workshop Sessions
Your workshop account moves with you from district to district. Do not create a new account if you change districts.
Simply update your account information.
- Register early. Workshops fill quickly. Our workshops involve time and effort in planning for outside presenters,
books, materials, handouts, and facility arrangements.
- Registration and payment deadline is seven calendar days prior to the workshop start date.
- Registration approval only occurs after payment is received.
- If payment is not received, a participant’s registration status is changed to “dropped” and an email notice is sent.
- Admission after the registration deadline is based upon receipt of payment and availability.
- Participants receive email and/or text messages based on their preference selection in their profile.
- There is a “resend confirmation” button located under “My Upcoming Workshops” to get a confirmation resent
to you.
- For special arrangements or needs, please contact the workshop contact 2 weeks in advance.
- In order to maintain the professional learning environment and the safety of minors, we ask that you do not bring
children under the age of 18 when you attend training.
Workshop Fees
- Fees vary depending upon district and charter Co-Op memberships with Region 7 ESC.
- Region 7 ESC accepts MasterCard and Visa for online workshop registrations.
- Workshops listed for “Co-Op Members Only” are limited to persons employed by those districts.
Workshop Cancellation / Refund Policy
- A refund is granted if cancellation is three calendar days prior to the workshop start date, or if Region 7 ESC
cancels the workshop.
- The ESC reserves the right to cancel a workshop due to low enrollment or unforeseen circumstances.
- If the ESC closes due to inclement weather or other unforeseen circumstances, information can be found at:

CTE PROGRAMS OF STUDY GUIDEBOOKS
In 2020, CTE partnered closely with the Region 7
ESC Marketing & Communications department
to create Programs of Study Guidebooks for
participating cooperative schools as a great
way to educate parents and recruit students in
the programs offered at their schools. Districts
communicated directly with the Education
Service Center to personalize these guidebooks,
and the CTE department covered the cost of the
design work and printing fees.

easiest experience. This is my first year as a CTE administrator and Kimberly,
Carrie and Mark have been there with me every step of the way to ensure our
schools CTE success. From assisting us with our POS and guidebook, to leading

STUDENT SEMINARS
Each of the Region 7 ESC Student Seminars is designed to offer gifted students an array of appropriately
challenging learning experiences that are commensurate with their abilities and opportunities that allow them
to accelerate their strengths in a variety of areas. Student Seminars also allow gifted students throughout the
Region 7 ESC to work with one another, as well as independently.
Robotics is designed for students in grades 1-3 as a showcase which allows
them to build and program robots around a central thematic concept.
Robotics for students in grades 4-12 participate in a competition that
focuses on team building, higher-level thinking, and problem-solving.
Teams participate in a board design competition and robot design,
construction, and programming.
Imagination Fair is designed to allow gifted learners to hear a professional
storyteller and to showcase their own storytelling and problem-solving
skills by participating in storytelling groups and hands-on activities.
Innovative Inventions is a competition designed to challenge students
to create and invent new ideas and products. Students use higher-order
thinking skills and apply SCAMPER techniques and strategies to produce
new products.
Model United Nations is a real-world simulation designed to offer
gifted students in grades 6-12 opportunities to experience global issues
from multiple points of view and experience learning in a variety of

REGION 7 FOOD SHOW
The Region 7 ESC Purchasing Cooperative
hosts an annual food service show that
allows exhibitors the ability to serve healthy
product samples to Food Service Directors,
school cafeteria employees, and students
in Region 7. This show connects food and
drink vendor representatives to district
contacts who are making the decisions about
what can and should be served to students
throughout the school year. On average,
there are about 90 food service vendors
who attend the event, which is coordinated
through the Purchasing Cooperative.
