MUN RULES OF PROCEDURE

2nd EDITION OF WeMUN MODEL UNITED NATIONS CONFERENCE

1. ROLL CALL

• At the start of the day, a roll call will be conducted by the chairs.
• The answers to the roll call will be “present” OR “present and

voting”.
• “Present” means that the delegate is simply present in the

committee and the vote is optional. THIS IS ONLY FOR THE DRAFT
RESOLUTION.
• “Present and voting” means that the delegate must vote. THIS IS
ONLY FOR THE DRAFT RESOLUTION.
• If the delegate chooses “present and voting” then they cannot
abstain in a vote.

2. MOTIONS

• After the roll the Chair will ask the committee to raise the motion to
open the debate and establish the General Speaker List (GSL) and the
delegate must also state the time per delegate.

Use Verabtim- “The delegate of Burka Faso would like to raise the
motion to open the debate and establish the GSL.”
• Now the chair will call upon the committee to support the motion

with a raise of hands.
• A simple majority will be required to pass the motion. Simple

majority means half plus 1 of the total committee presence.

3. GENERAL SPEAKER LIST

• When the motion for the GSL is passed, the chair will call upon the
committee to participate. The delegates must use the raise hand
feature on Zoom if they wish to participate.

• During the GSL, delegates must speak on what their respective
countries are doing with regards to the agenda. It is important to
state the current as well as future plans of the country to fulfill the
agenda.

4. POINT OF INFORMATION

• A point of information is a question usually asked by a delegate who
finds an issue with what another delegate has previously stated.

• A POI can be written down in the WhatsApp group in the form of a
chit or a delegate can yield to points of information.

• For example. Delegate of USA states that Russia has a poor allocation
of funds toward their health budget. Now the delegate of USA has
yielded 20 seconds of their time to POIs. Here the Delegate of Russia
may raise their hand and request the chair for a POI against the
Delegate of USA, if chair grants permission, the question can be
asked.

5. Right to Reply

• When anything is said that is considered insulting to a delegate or to
a nation, a right to reply may be initiated.

6. Point of Parliamentary Enquiry

• When a delegate has any doubt with regards to the procedure, the
delegate may ask the chair via a Point of Parliamentary Enquiry.

7. Yield Time

• A delegate if they have any time remaining can yield their time in the
below ways----

• A delegate may also decide to yield for comments to be given on
their speech. It is not necessary to yield for comments.

• A delegate may also yield any remaining time to the chair.
• A delegate may yield time to questions.

8. Moderated Caucaus

• During a Moderated Caucaus (Mod Coc) session, the delegates must
use their creativity to go deeper into the agenda and find relevant
problems and solutions to the agenda.

• The idea of a Mod Coc is raised by the chair when they ask the
question after the start of the GSL- are there any motions on the
floor?

• Any delegate may raise their hand and say – “The delegate of USA
would like to suspend formal debate and enter into a moderated
caucaus session on the topic__________ for a total time of 15
minutes and individual speaking time of 60 seconds.”

• Now there will be multiple delegates who will raise Mod Coc topics and
the chair will vote on all topics. The topic with most votes will be picked for
the Mod Coc session.

• There can be multiple Mod Coc sessions on a MUN day.

• No POI to be asked during Mod Coc.

• Rule applying to Yielding time is same with regards to yielding time to chair
only.

9. Unmoderated Caucaus

• In an Unmoderated Caucaus (Unmod) session, the delegates will have
to find the required solutions to the problems they have earlier
raised.

• It is an informal session where delegates can be relaxed and speak
freely. It is a perfect moment to capitalize of marks for lobbying.

• Verbatim- “The delegate of USA wishes to suspend formal debate
and enter into an Unmoderated Caucaus session for a total of 15
minutes.”

10. Working Paper

• Working papers are simply a set of problems and solutions that the
delegates have arrived on. This paper must be submitted to the
Chairs.

• It is like a sample draft resolution and multiple Working Papers can
be submitted in a committee.

• It can be made by groups of delegates.

11. Draft Resolution (DR)

• A DR is the final document that is to be submitted to the Chair. It
contains the problems and solutions to the problems.

• There can be multiple DRs or only one DR.

• Preambulatory Clauses are to be used for the section where the
problems are mentioned and Operative Clauses are to be used where
the solutions are written.

• Preambulatory Clauses– Recognizing, Noting with concern, Alarmed
etc

• Operative Clauses-- Strongly encourages, Appeals to, Recommends
Invites Recognizing Requesting Emphasizing.

• Voting for DR will require a two thirds majority of the committee to
be passed. If two thirds majority cannot be obtained then that
particular DR fails.

• Delegates may abstain from voting in a DR but they should have
stated “present” during the role call at the start of the day.

12. How to refer to each other?

• Delegates please also note do not use personal pronouns such as---
------Me, Myself, I, You, They, He, She, etc.

• Please refer to each other as “Delegate” or “Delegate of ___”

• Use of Personal Pronouns will lead to marks being cut.

13. How to Name Yourself?

Delegates, in an MUN Conference, there is a format to be followed
while naming yourself. Please follow this format only.

Format→ Country name- Committee Name- Your Name.

Example→ Senegal- UNSC- Marc.

Please follow this format strictly.
