Zimbabwe needs NGOs

Comments from Midlands Provincial Affairs minister,
Larry Mavima not so long ago regarding NGOs are re-
grettable. Mavima says that Zimbabwe does not need
NGOs anymore therefore they should be deregistered
and go to Ukraine where there is war, if they want.
Can we say that here is an example of a short memory
and nearsightedness? Admittedly a country should be
built by its own people but no people were ever able
to build its own country without any assistance from
other people. Even the so-called developed countries
need support from NGOs and other countries. Go to
America, go to Britain or Germany you will find there
gaps which governments are not able to fill. There are
homeless and poor people. There are hungry and sick
people and others who are facing all sorts of challenges
that their governments cannot solve. This is where
NGOs come in, simply to complement and support
governments where they are failing.
We also need to take note of the fact that not all NGOs
are foreign owned. Most of them are actually local
and were formed by local Zimbabweans who because
of their patriotism felt obliged to form, register and
run NGOs that complement government in its service
delivery efforts.
Mavima rightly says that there was a time when NGOs
were necessary but he needs to be told that NGOs are
necessary now and will be necessary for a long, long
time to come. Much as the Zimbabwean government
is now able to do a lot of things it can never satisfy all
the needs of its people. We are still an underdeveloped
country and aiming to have middle income status by
2030 means that we are still far away from being de-
veloped and therefore need support. The government
cannot meet all the educational, health, economic and
social needs of its people. It is therefore going to rely
on other people even if people like Mavima seem not
to like it. Peaceful on not peaceful, Zimbabwe needs
NGOs today and in the foreseeable future. We there-
fore need to see government being grateful for the
work that is being done NGOs.

Companies squeal as Zimra brings another gadget

MASVINGO – The introduction by Zimra of a new File pic.

expensive gadgets for transaction recording
has placed small businesses under immense
financial pressure.
Last year Zimra ordered companies to buy two
Fiscalised Electronic Registers (FER), one for for-
eign currency and another for RTGS gadgets at
a cost of US$500 each and small business enti-
ties whose revenue collection is not only small,
but in local currency struggled to raise the
money and many entered into high gearing.
The ESD which Zimra is just introducing and
cost between US$500 and US$800 has seen
many companies failing to collect money from
debtors as those that owe are now demanding
receipts generated from an ESD. Some com-
panies are borrowing in order to buy the ESDs
and those that are failing to raise the money

quickly lose value to inflation.
According to ZIMRA explanation, Fiscalisation
refers to configuring of fiscal devices to enable
them to record sales and other tax informa-
tion on the read only fiscal memory at the time
of sale for use by ZIMRA in Value Added Tax
administration.

such devices but who are not retail operators
are required to use, an electronic signature
device; a Fiscalised electronic register; or a non-
