Editorial Comment

Take mental health seriously

When most of us think of mental health what comes
to mind is the mentally challenged person in mental
institutions like Ngomahuru and Ingutsheni or the one
roaming our streets and villages wearing dirty clothes
and feeding from rubbish bins. Mental health includes
our psychological, emotional and social well-being
and affects how we think, feel and eventually act. It is
also about how we handle stress, relate to others, and
make choices. According to the World Health Organi-
sation, ‘’mental health is the foundation for the well-
being and effective functioning of individuals. It is
more than the absence of a mental disorder; it is the
ability to think, learn, and understand one’s emotions
and the reactions of others. Mental health is a state of
balance, both within and with the environment’’.
Given this picture it is important that we all take men-
tal health very seriously. Results of poor mental health
are all too obvious in Zimbabwe as we are every day
witnessing numerous cases where people are losing
the ability to think, learn and understand their emo-
tions and the reactions of others. Murder, rape and
gender based violence cases are on the increase. A
person is killed just because he took a sip of someone
else’s beer. A spouse is battered because she did not
cook food for her husband. A child is beaten to death
by a parent because she came home late. A young
man hangs himself because a girl she loves rejected
her. More is happening when people take drugs or
get intoxicated. These are indications that mental
health in our country is on the decline.
As a country we therefore need to take mental health
very seriously at national, community, family and in-
stitutional levels. A state of positive mental health will
allow us as citizens to realize our full potential, work
productively, cope with the stresses of life and make
meaningful contributions to our communities.

MBERENGWA – A 26-year-old man from
Mberengwa was stabbed to death on Thursday
last week after his friends allegedly attacked
him for sipping their Super beer.
Midlands Police Spokesperson, Inspector Em-
manuel Mahoko confirmed the incident to The
Mirror.
“We received a report where a man from
Mberengwa was killed by fellow patrons as
they were drinking beer. On March 31, 2022
at around 12pm at Chemubhobho Business
Center in Mberengwa, the now deceased,

and Ephraim Chengeta.
“Moyo sipped Hove’s beer and this led to a
misunderstanding. The two suspects assaulted
Moyo with fists and Hove withdrew an okapi
knife which he used to stab the now deceased
on the thigh several times.
“Hove and Chengeta fled from the scene leav-
ing Moyo lying on the ground, he later died
from the injuries he sustained and the body
was ferried to Zvishavane District Hospital
mortuary where it awaits postmortem,” said
Inspector Mahoko.

CHIREDZI– A list of 20 Zanu PF supporters
aligned to Chiredzi West MP, Farai Musikavan-
hu were last Thursday barred from going on a
trip to Harare to attend a Young Women for
Economic Development Convention organized
by ruling party president, Emmerson Mnan-
gagwa.
The women were barred by Aliginia Samson,
the Masvingo Provincial Women’s League
chairperson after they arrived to board a bus
that was supposed to leave Chitsanga Hall in
Chiredzi for Harare on Thursday at 1am.
The arrangement was that each of Chiredzi’s
four constituencies would send 20 women to
the conference. In the end none of the women
listed by Musikavanhu was allowed into the
bus.
Musikavanhu confirmed the issue and said he
was shocked to realise that none of the party
members submitted by him was taken aboard.
He said he was still waiting for answers.
“I was away at a family funeral when the trip
was undertaken. I only heard about the devel-
opment when I came back. Anybody aligned
to Musikavanhu was not allowed into the bus.
I am still trying to get answers,” said Musika-
vanhu.
Sources however, told The Mirror that there is
suspicion that Musikavanhu created parallel
structures after losing provincial party elec-
tions in December last year and the women he
submitted were from some such structures and
some of them are not even members of the
ruling party.
One of the women on the list, Fungisai Majek-
wana is alleged to be a member of ZIPP who
contested against Musikavanhu in the July
2018 harmonised elections.
Majekwana told The Mirror that she left ZIPP
in 2021 and joined Zanu PF and insisted that

Chiredzi North whose MP is Roy Bhila.
Samson said she expected two busses for
the trip but only one bus came and she was
therefore forced to drop a lot of people from
the trip and this included the 20 brought by
Musikavanhu.

RESOLUTIONS OF THE MONETARY POLICY COMMITTEE (MPC) MEETING HELD
ON 1ST APRIL 2022

The Monetary Policy Committee (MPC) of the Reserve Bank of Zimbabwe (the Bank) met on
1 April 2022 to consider developments in the domestic and international macroeconomic
environment as well as the impact of global geopolitical factors on the economy.

While noting the decline in month-on-month inflation, from 6.99% in February 2022 to 6.31%
in March 2022, the Committee was concerned with the escalation in annual inflation, from
66.11% to 72.70%, over the same period. The Committee particularly noted that global
inflation was on the increase as a consequence of the on-going Russia-Ukraine conflict which
had secondary pass through effects on domestic and international prices. Rising prices of oil,
gas, fertilizers and other related products had the effect of increasing global inflation and
inevitably had a negative impact on domestic costs of production and was destabilising the
foreign exchange market.

In this regard, the Committee reiterated the need for the Bank to remain focused on inflation
reduction and putting in place additional policy measures in response to the resurging
inflationary pressures and foreign exchange parallel market activities.

The Committee resolved to put in place the following policy measures with immediate effect:

i. Reviewing upwards the Bank Policy Rate from 60% to 80% per annum;

ii. Reviewing upwards the Medium-Term Bank Accommodation Facility Interest Rate from
40% to 50% per annum;

iii. Reviewing upwards the minimum deposit rates for ZW$ savings and time deposits from
10% and 20% per annum to 12.5% and 25%, respectively;

iv. Further tightening monetary policy by reducing the quarterly reserve money growth target
from 7.5% to 5% for the quarter ending June 2022;

v. Further liberalising the foreign exchange market by allowing banks to conduct foreign
exchange transactions of up US$1 000 under an arrangement agreed upon between banks
and the Bank and in terms of which individuals with free funds and entities/corporates
holding foreign exchange in their foreign currency accounts (after meeting the statutory
surrender requirements) shall be free to sell foreign currency to banks on a willing-buyer-
willing-seller basis; and

vi. Ensuring that commercial imports are processed through normal banking channels in line
with international best practice.
