1. Background

In Uttar Pradesh (UP), around 70% of the population directly or indirectly depends on agriculture and
allied activities. In spite of this, the farmers of the state are economically very weak, which is evident
from the fact that UP ranks 13th in terms of farmers’ income among 18 major states1 in India.
The average income of farmers in UP is INR 4,923 per month. This is lower than the national average
of INR 6,426 per month and one-third of the average monthly income of INR 18,059 of Punjab’s farmer.
Also, an average monthly consumption expenditure of INR 6,230 pushes an average farmer from Uttar
Pradesh into a deficit of INR 1,307 each month.
In its endeavors toward improving the agriculture ecosystem, the Government of Uttar Pradesh (GoUP)
is taking many initiatives, like adopting scientific approaches to improve productivity, reducing post-
harvest wastages, skill and agriculture infrastructure development and encouraging agro and
food processing. To align with these initiatives and to provide a timely relief to distressed
farmers, GoUP has formulated a crop loan redemption scheme for small and marginal farmers. This
scheme is an investment for empowering the small and marginal farmers, alleviating their hardship
and rejuvenating agriculture.
GoUP shall provide the much needed capacity enhancement support to small and marginal farmers
and will aim at integrated plan to increase farmers' income byholistic welfare of the sector that
complements its other initiatives. Besides, this shall contribute as a significant step towards achieving
vision of ‘Doubling farmers' income by 2022’ as envisaged by the Honorable Prime Minister of
India.
Under this scheme, GoUP after careful consideration of the options, is committed to redeem crop
loans up to INR 1 lakh of individual small and marginal farmers, whose crop loans were disbursed by
lending institutions on or before 31 March 2016. This redemption would be done after adjusting the
repayments/credits received from the farmer during Financial Year (FY) 2016-17

2. Key Definitions

3. Scheme

The Government of Uttar Pradesh (GoUP) shall provide loan redemption up to INR 1 lakh to individual
small and marginal farmers, whose crop loans were disbursed by lending institutions on or before
31st March 2016.

For the purpose of calculating the loan redemption amount, the outstanding amount (including the
interest) as on 31st March 2016 would be reduced by the repayments/credits received from the farmer
during Financial Year (FY) 2016-17 (after 31st March 2016 and till 31 st March 2017) without taking
into account the money withdrawn by the farmer or new sanctions by the lending institutions during FY
2016-17.
Criteria for the scheme:

► The farmer taking the loan, bank branch (through which the loan has been granted) and the
farmer’s owned land, all shall be in the state of Uttar Pradesh

► The total area of all the lands owned by the Small farmer would not exceed 2 hectares and by
the marginal farmers would not exceed 1 hectare

► The farmer whose crop loans were restructured due to occurrence of natural calamities in
accordance with the guidelines of the Reserve Bank of India (RBI) will be covered under this
scheme.

► Crop loans taken by farmers for cultivation on government-leased land, as per the Revenue
Records of government

Loans to be excluded from the scheme are as follows:
► Crop loans availed by Self Help Groups (SHGs) and Joint Liability Groups (JLGs)
► Loans to farmers by companies or corporate guaranteed loans even though disbursed by lending
institutions and loans given by other institutions like Trusts, Partnerships, Micro Finance
Institutions (MFIs)/ Urban Cooperative Banks (UCBs)
► Loans extended to sugar factories for onward lending to member farmers
► Term loans given for any purposes
► Loan or cash credit accounts given for fisheries or any kind of activities allied to agriculture
(excluding crop loan).
► Any crop loan taken by particular farmer against the same piece of land, for
the same purpose but from more than one bank would not be eligible for any redemption.
However, if the farmer has availed the loan from multiple banks for multiple crops against the
security of different agricultural lands, the redemption would be given on proportional basis,
subject to a maximum aggregate of INR 1 lakh
► Cases where money withdrawn from the Kisan Credit Card (KCC) account has been mis-
utilized or not used for crop purposes, but deposited in any term/ recurring deposit account

Any aspect of the scheme that is not explicitly mentioned in this scheme document would be
addressed by the Empowered Committee.

Non-Performing Assets (NPAs)
Crop loans of individual small and marginal farmers classified as NPAs by the lending institutions in
line with the RBI norms would form part of the loan redemption scheme for NPAs.
Eligibility criteria for NPA

► In case of NPAs, loans prescribed under the scheme, disbursed up to 31st March 2016, would
be taken into consideration

► Recovery charges while calculating the outstanding balance for NPA accounts will not be part
of the eligible amount

Loan redemption scheme for NPAs

► The redemption amount for NPA loans would be up to INR 1 lakh
► A separate scheme for redemption of NPAs would be brought after negotiation with the

banks

4. Role and Responsibilities of Stakeholders

The roles and responsibilities of the stakeholders are provided below:
National Informatics Centre (NIC)

► The NIC will enable facilities and the information technology (IT) infrastructure for the
successful implementation of the scheme.
o The NIC will design and develop a web portal (www.upkisankarjrahat.upsdc.gov.in) to
provide access to various stakeholders for the purpose of scheme implementation. The
web portal would be hosted by the State Data Centre (SDC), which would also provide
the necessary infrastructure. Digitally signed data provided by lending institutions
would be uploaded on the web portal and checks as proposed by Directore of
Institutional Finance ( DIF) would be incorporated.
o It will design, develop, and maintain the grievance redressal system, which will address
the grievances of the farmers.
o It will facilitate in establishing a facility for monitoring the implementation of the
scheme across the state. This would be done through, generating identified reports for
various stakeholders, monitoring real-time progress, providing video conferencing
facility with the District Magistrate (DM) and integrating the workflow to inform the
stakeholders about the pending tasks.
o NIC will provide operational manuals for all IT infrastructure.
o All operational queries related to the above-mentioned infrastructure would be handled
and managed by the NIC through its dedicated control room established at Yojana
Bhavan, Lucknow.

o The infrastructure required along with hardware, manpower, communication
equipment and contingencies to support the control room will be extended by the
Department of Institutional Finance. It will provide two technical persons along with
contingency to support DLCs and the District Information Officer (DIO) with technical
operations and capacity building.

State Data Center (SDC)

► It will enable data security, cyber security, and access management for the entire infrastructure.
► It will provide infrastructure for hosting the web portal.
► It will arrange for security audit.
► It will ensure 24 X 7 smooth functioning of the portal with appropriate concurrency provision

and daily backup of data.
Lending institutions

► The lending institutions will ensure accuracy, integrity, and completeness of the audited crop
loan data (as per Appendix 1a, 1b, and 2) provided on the web portal developed by the NIC,
including additional details uploaded on the web portal relating to Bhulekh and Aadhar data.

► The ownership of data would lie with the lending institutions and they would be responsible for
any discrepancy in the data.

► The lending institutions would actively participate in the appropriate awareness campaigns and
drives to gather additional farmer details in a timely fashion.

► The lending institutions through their district coordinating officers would participate in and
assist the DLC in identifying the eligible farmers as per the loan redemption scheme criteria.

► After receiving the loan redemption amount from the GoUP, the lending institutions would
immediately adjust the farmer’s crop loan account as prescribed under the scheme and provide
a “Statement of Redemption/ Information Letter” to such farmers. The bank would also
distribute such certificates whenever demanded.

► They would actively participate in the disposal of grievance of farmers.
► They would timely provide statement of credit (scroll) to the DLC.
► The lending institutions will provide audited certificates (statutory auditor) to DLCs, regarding

the correctness of eligible farmers and the amount credited to their identified crop loan accounts
under the scheme.

Department of Agriculture

► The Department of Agriculture would monitor fund disbursal and its utilization
► It would coordinate with the DLC for organizing the appropriate awareness campaigns
► The department will monitor redressal of grievances

► The department will manage the budget made available through the Department of Finance and
transfer it (as and when required) to the lending institutions

► It would report through a system of Management information system (MIS) to the GoUP
► It will be responsible for the appropriate audit of the scheme

Directorate of Institutional Finance (DIF)

► The Directorate would co-ordinate with all stakeholders of the scheme for data collection
from the lending institutions and subsequent record management.

► The Directorate would convene State Level Empowering Committee meetings to resolve the
matters that are not explicitly mentioned in the scheme.

► It would provide the NIC with scheme-related checks.
► It would provide funds for setting up the web portal (including all associated costs), the NIC

control room at Yojna Bhawan and District NIC support infrastructure.

Department of Revenue

► Revenue officials at the district level would be responsible for verifying details of small and
marginal farmers and assisting the DLCs as deemed necessary.

District Level Committee (DLC)

► The following would be the composition of the DLC. If required, the District Magistrate (DM)
can nominate other members to the Committee.

► Responsibilities of DLC
o The DLC would be involved in monitoring and time-bound implementation of the scheme.
o The DLC would be involved in making decisions at the district level.
o TheDLC willdeliberateonthecrop loanfarmer datareceivedfromtheDepartment of
Agriculture to assess the eligibility of small and marginal farmers. The final list of farmers
as decided by the DLC will be handed over to the Secretary and Co-Secretary of the
Committee. The Co-Secretary will digitally sign the data and issue the required pay order to
the lending institution.
o The DLC would deliberate on the farmers' data as and when farmer details are made
available. The minutes of the Committee meetings would also be uploaded on the web portal
for record purpose.
o The DLC would be responsible for establishing the category of farmers as per the definition
mentioned in the scheme. Any decision related to this would also be taken by the DLC.
o According to the scheme devised by the State Government, the validation of the list of
eligible farmers through the NIC portal and transfer of redemption amount to the farmers
account would be the responsibility of the DLC.
o The DLC would be responsible for organizing appropriate awareness campaigns and
taking other publicity measures DLC would be responsible for distribution of Statement of
redemption (Appendix A) and information letter (Appendix B) to the farmers during the
awareness campaign meetings.
o The DLC will be responsible for verification of the farmers who have availed loan from
multiple accounts for different crops against the security of different plots of lands, for which
the redemption would be given on proportionate basis, subject to a maximum aggregate of
INR 1 lakh.

Mandal Level Committee (MLC)

► The following would be the composition of the MLC. If required, the Divisional Commissioner
(DC) can appoint other members to the Committee.

► Responsibilities of MLCs

a. It would take decisions on the representations given by farmers who are identified
ineligible by the DLC.

b. It would decide on the issues referred by the DLC, in accordance with the provisions
of the scheme and extant Government orders.

c. It would supervise the implementation and execution of the scheme in their respective
division.

d. It would communicate policy-related issues to the Empowered Committee at the state
level.

State Level Empowered Committee
► In pursuance to the order number -134 (b) 01 (b) / SVKN-6/2017, dated 7th April 2017 and the

order dated 9th May 2017 regarding Small and Marginal Farmers’ crop loan redemption a
committee has been constituted under the chairmanship of the Chief Secretary, GoUP.
► The composition of the committee is as follows. As and when required, the Hon'ble Chief
Minister is authorized to make changes in the number of members in the committee.

► The DM would be responsible for planning, execution and implementation of the scheme.

Department of Information

► The Department of Information will be responsible for publicity, raising awareness
of the scheme and actively participating in the appropriate awareness campaigns.

5. Implementation Process

With reference to the decision of crop loan redemption by the Government, the following process has been
outlined for the transfer of benefit to the farmers in a transparent manner:

I. The NIC would develop a portal for the implementation of the scheme. The respective state-
level bank nodal officers would upload the data in the portal as per the template provided in
Appendix 1a and 1b.

II. The DIF would send the digitally verified bank data through the portal to the login of Director,
Department of Agriculture, after due certification by banks in the prescribed format.

III. The Department of Agriculture through the nodal officer (Director) would further share the
respective district data with the Co-Secretary, DLC, through the portal. Simultaneously, the
Director, Department of Agriculture, would inform the Government about it. Further, the
Directorate of Agriculture would transmit the information within three working days of its receipt
on its login, and would also inform DIO, NIC.

IV. Immediately after receiving the information, the Co-Secretary, DLC, would present this
information to the DLC.

V. The following procedures would be performed by the DLC.

1. The DLC has to ensure that all data related to Appendix 2 is entered by the bankers
in the portal within 10 days.

2. After the completion of these entries within the stipulated time, data checks would be run
by NIC through a software. The DLC would analyze the data through the NIC
software. After the analysis, a village-wise farmers list would be made available on the portal
and would be displayed publicly. This list would comprise Aadhar seeded, Aadhar non-
seeded, and non-Bhulekh mapped farmers. The Aadhar data would be validated by UIDAI.

3. Co-Secretary, DLC, would present the list generated in step 2 for the validation to the
DLC. The DLC would prepare a list of eligible and ineligible farmers on the
basis of the criteria as defined in the guidelines. Representations of such ineligible farmers
would be decided by the MLC under the chairmanship of Divisional Commissioner.
The list of eligible farmers will be displayed publicly.

4. Based on the above recommendation, the minutes of the meeting will be uploaded on the
respective portal. The list of eligible farmers as identified by the DLC would be
uploaded through digital signature of Co-Secretary, DLC on the web portal. The budget
provision for crop loan disbursement would be made in the grant of the Department of
Agriculture. After the financial sanction of the budget, the provisional funds will be

available at the disposal of the Agriculture Director for disbursement. This disbursement
will be done in the following manner:

a. The Director of Agriculture will sanction funds on the basis of requirement
of fund raised by the DAO. This would be sanctioned for allotment to the Deputy
Director Agriculture (Drawing and Disbursing Officer) within three working days
of the request raised by the respective DAO.

b. The DLC will give the final approval for the funds to be redeemed to the farmer’s
loan account and disbursement approval order will be given by the DM.

c. The DDO will draw the required amount from the Treasury through bill and
disburse the funds to nodal branches of the bank at the district headquarter. Along
with this disbursement, a list with details of the eligible farmers will also be
provided to these nodal branches. The nodal branches have to deposit the funds in
the respective loan accounts of the farmers within three working days of the receipt
of the fund.

d. Respective nodal bank branches have to submit a certificate (utilization certificate)
to the DDO indicating that the nodal branch has deposited funds in the account of
the farmers. This certificate has to be submitted within three working days of fund
deposit. This will also be informed to the DAO.

e. An account would be opened in each nodal branch for the disbursement of the
funds. To open the account, necessary information will be obtained from the
banks.

f. The utilization certificate will be sent to the state headquarters of the bank through
the portal prepared by NIC. Subsequently, the utilization certificate signed by state
head office of the bank would be sent to Director, Agriculture.

5. Within seven days of funds transfer to the farmers’ accounts, the Committee would organize
the camps under the appropriate awareness campaign at the respective bank branches.
Before organizing this awareness and publicity campaign, the Committee would make a
list of all the beneficiaries public and will drive the awareness and publicity programs for it.
During this awareness campaign, all the farmers as per the list have to go to their respective
branches and collect their statement of redemption/ information letter, with respect to their
loan account number. Farmers can also obtain these certificates online. DLC will distribute
the respective certificates during the camp under the awareness campaign. For the same,
guidelines will be issued separately.

Banks would obtain a consent letter (Appendix C) for seeding the Aadhar details from the
farmers who have received the information letter (Appendix B). The DLC would obtain the

statement of credit (scroll) (Appendix 5) for the list of all eligible farmers whose redemption
money has been transferred and the relevant details would be uploaded on the portal.

6. Eligible farmers who have received the information letter during the first camp under the
awareness campaign and have consented for their Aadhar seeding, would get their accounts
Aadhar seeded as per the guidelines mentioned in the information letter. The farmers
should get their account Aadhar seeded before the second camp under the awareness campaign.
The Committee would follow the same guidelines as mentioned in points 3 to 5 for the list
of eligible farmers whose Aadhar seeding has been completed in one (1) month. Thereafter,
the econd camp under the awareness campaign would be organized.

VI. 7. The DLC would procure the list from the web portal for all such farmers who have received
VII. “information letter” and have not consented for Aadhar seeding of there accounts. The DLC
would decide on their eligibility based on the set guidelines. These eligible farmers would get
VIII. the statement of redemption (Appendix A) in the final camp under the awareness campaign
IX. as per the process implemented initially.

Any grievance related to the scheme implementation would be redressed by the DLC at
the district level and the MLC at the divisional level.
Prior to the implementation of this scheme, the DIF and the Department of Agriculture would
jointly organize a training of all the related officers. This training would be facilitated by the
NIC.
The Department of Information would be responsible for the entire awareness program and
publicity of the entire scheme.
For grievance redressal and monitoring, NIC would develop a portal and the DM would set up a
control roomat thedistrict level. At thecontrol room, all thegrievances would befed in the
grievance redressal portal. The DLC would also maintain a phone number for grievance
redressal at the district level. The DM would be responsible for monitoring the scheme as per the
extant guidelines and ensure reporting to the state-level control room or any such infrastructure
created for the purpose at the state level. The control room would generate and forward the reports
to Additional Chief Secretary (ACS), Department of Finance and Director General (DG), DIF
and Empowered Committee

6. Grievance Redressal Portal

NIC will develop a portal for the transparent implementation of the crop loan redemption scheme,
Grievance redressal and monitoring.

1. This portal will have three major interfaces (A, B, C):

A. For the farmers' grievance registration: This interface will be One Time Password (OTP)-
based. Farmers will be able to register their complaints in a set format.

B. For registering the complaint at the DM level: In this interface, complaints received at the
district level control room will be entered in a set format. This interface will be password-
protected.

C. Monitoring reports interface: On this interface, a user with a verified login ID can check
the progress reports at the following levels:
a. District
b. Division
c. Directorate of Agriculture
d. Directorate General of Institutional Finance
e. Government

2. Actions taken procedure on the portal:

(A) Any farmer can register their complaints either online (interface A) or offline (through the

DM) in the following format:

(B) After filling up this format, the aggrieved farmer has to select a category of the
complaint, so that it can be registered under a particular category at the DM control
room. An illustrative list of categories is provided below:

Based on these formats, village-wise and category-wise lists will be generated on the DM’s
login. Post verification of these lists, the DM will approve online the names of farmers found
eligible in these lists. After the DM approval, the eligible list will be printed and submitted
to the DLC for its action. The Committee will take action as per the scheme guidelines and
implementation process.

7. Financial Resources for the Scheme

Financial resources for the crop loan redemption scheme for small and marginal farmers will be
arranged separately by the Department of Finance.

Expenses have to be incurred on the operationalization of scheme for the purposes of awareness
campaign, buying of computer systems, engaging computer operators, travel allowances and any other
related activities. Directorate of Agriculture shall estimate in advance the expenditure on all these heads.
Department of Agriculture, GoUP will verify the same and will make budgetary provisions in the grant
of Department. Officers/ workers of the Agriculture Department involved in the implementation of this
scheme would not get any honorarium amount for the same.

8. Roadmap for empowerment of farmers

While this scheme aims at providing temporary relief to the debt-ridden farmers, the GoUP is committed
to create a conducive environment to foster a culture of credit discipline and to take proactive steps for
raising farmers’ incomes. Through this twin approach, it seeks to minimize such incidences of debt
relief in the future. The Department of Agriculture is working on appropriate strategies in order to
develop and operationalize both approaches.

1. Credit discipline: The strategies under this approach would focus on promoting and
popularizing the set of moral values that underpin credit discipline. Also the Govt. would introduce a
policy of rewarding borrowers who adhere to the credit discipline, by using a variety vehicles such as
public honoring of regular re-payers or rewarding them through a prize structure. It would be
necessary to evolve a mechanism for such education and advocacy amongst farmer community
through government agencies in partnership with NGOs. There needs to be a time bound
program to develop content for such advocacy and mobilization field campaigns with specific
targeted outcomes.

2. Integrated plan for raising farmers’ income: There needs to be an integrated action plan for
raising farmers’ income within the broader framework of Government of India (GoI) mandate
of “Doubling farmers’ income by 2022”. While there already exists a broad shelf of schemes
promoted by the Central and State Governments, there is a lack of synergistic linkages,
professional project management, and target oriented outcomes. Such an action plan would be
different from conventional ones as it would focus on integrated planning aimed at bridging the
gaps, creating synergies by encouraging new innovation or adapting innovations proved
successful elsewhere. It would also explore ways of harnessing resources from the private
sector or NGOs. An effective plan seeks to impinge upon the whole spectrum of the agriculture
value chain from inputs to markets. The plan would not be general for the whole state but rather
tailored to the local needs of selected topographies and would be professionally managed with
private partnership. With this in mind, the State Government has developed a roadmap for
doubling farmers’ income in the next five years. Some of the areas that are highlighted in this
road map are:
a. Scientific approaches to increase the productivity, e.g., use of micro irrigation and
certified seeds
b. Crop planning and diversification and incentives for organic farming
c. Approaches and methods for reducing wastage in post-harvest management
d. Increasing the arable land by converting fallow land into active land
e. Skill development and agriculture infrastructure development
f. Value addition by sorting, grading, packaging, etc.
g. Encouraging food processing in the state

h. Development of fruit and vegetable markets and linking mandis to Electronic National
Agriculture Market (eNAM)

i. Encouraging floriculture, horticulture, animal husbandry, etc.
j. Post-harvest management and storage

9. Modifications and Clarifications in the scheme

The Hon’ble Chief Minister, on the recommendation of the Committee constituted vide GO No.
134(B)/01(B)S.V.K.N-6/2017 dated 7 April 2017 would be authorized to approve any modification,
alteration, or amendments or issue clarification regarding the scheme.
