RURAL HEALTH EXPERIENCE

It is human nature to want to get quality care close to home, and strategic investments like this critical access hospital
will be integral to the surrounding fabric of Lafayette County.

The EUA Healthcare Studio is comprised of individuals that have extensive rural healthcare experience, for inpatient and
outpatient settings, as well an understanding of numerous funding mechanisms. While the demographics of each project

of the largest employers in town yet are tasked with providing comprehensive services, that can be a challenge to give the
volumes required to support specialty care service providers; making recruiting and retaining clinicians and support staff
paramount in the quest to provide access to these under-served populations. In some cases, we are seeing shifts from in-
person specialist visits to tele-health visits. Your facility will likely need to accommodate both.

We find the stakes are high on any large-scale rural healthcare project and there is a lot of attention from the
community during the process. Financial viability and community support are all part of the equation, and EUA prides
itself on working with all stakeholders to generate facility solutions that are right for the communities they serve. We do

We offer “full service” consulting with Section 11 40 00 foodservice and 11 23 00 laundry specifications. We
do not sell equipment nor are we compensated to recommend/specify preferred equipment, so that the
client receives the appropriate piece of equipment for the appropriate task. We assist our clients in making
the best equipment choices to fit their current operating procedures with flexibility to accommodate future
needs and future foodservice technology. We also monitor all compliance with the drawings and
specifications throughout the construction process.

Stewart Design Associates incorporates “sustainable design” into our projects and have experience with
LEED building practices and criteria. This results in lower operating costs for the facility and lower capital
investment for utility systems.

Services include layout drawings, electrical and plumbing rough-in drawings, building works plans, MEP
schedules and elevation drawings. Our in-house Project Coordinators produce AutoCAD or Revit drawings
(BIM, 3D modeling) and interface with all architects and disciplines.

Our approach to developing any foodservice plan is first to gather information about the facility's menu,
market and methods of service. This leads to the proposal of alternative methods of dealing with the many
components of any foodservice facility. From there we develop a final operational program, equipment
lists, schematic plans, budget estimates and a preliminary mechanical, electrical and plumbing schedule.

Plans are repeatedly reviewed with all concerned parties and revised as needed. Detailed rough-in
drawings are next, followed by elevations, sections and other drawings required to clearly indicate the
construction and function of each component and work area.

General and item specifications are then clearly written so all parties know what is required in terms of
material, labor and workmanship. We also evaluate submitted bids for compliance with drawings and
specifications, approve shop drawings and review the installation for any deficiencies in workmanship or
material.

The key ingredient in all phases of our work is attention to detail which makes everyone's job easier at all
stages of the design and construction process and ensures client satisfaction.

Design a community-focused facility
for the next generation

Starting with a 50-year campus planning strategy
and integrating the volume projections and market
demographics established by Sg2, the new Langlade
Hospital provides a comprehensive range of services
to the community. EUA designed a custom solution for
this critical access replacement facility that integrates the
existing community and site context, provides flexible and
usable space, and embodies the owner’s vision of how to
deliver healthcare in the future.

Working in tandem with innovation teams, clinical staff
and community visioning sessions, EUA created space
that capitalizes on best practices, supports new processes
and provides the optimal environment for patient-
centered care for the community.

Sustainability was a focus in the design of this hospital;
high efficiency mechanical systems, environmentally
responsible interior finishes, and high performing exterior
envelope all work together to responsibly use resources.

Prior to providing full design services for the new hospital,
EUA completed master planning for a medical office
building, skilled care facility and community center.

The goals for the new hospital included:
• Creating an exemplary model of healthcare

and families
• Implementing state-of-the-art technologies
• Utilizing quality, sustainable building materials
and systems while being operationally efficient
• Promoting community health and wellness

The hospital is the first in Wisconsin to use a PROJECT TJ Morley
ground-loop geothermal HVAC system to reduce the DESIGNER /

Lean-led master planning to improve
operational efficiencies + the
patient experience

EUA worked with Reedsburg Area Medical Center to
generate a campus-wide master plan. Using a Lean-led
design process and value stream mapping, EUA facilitated
meetings with key stakeholders, hospital administration
and board members to develop and present four different
options to create a healing, patient-centered environment.

With the use of visioning sessions, the team identified the
project goals as creating an inpatient unit with private
rooms, constructing a new central utility plant with
new mechanical systems and updating laboratory and
pharmacy departments. Key drivers determined through
the master planning process were operational efficiency,
patient privacy and dignity, improved wayfinding, and
front and back of house separation. EUA led value stream
mapping sessions that helped the stakeholders determine
the ideal inpatient admission and discharge process. The
selected master plan option also proposed realignment
of city roads to create space on the hospital campus for a
future building addition and additional parking spaces.

ASPIRUS MEDFORD

MASTER PLAN + CRITICAL ACCESS HOSPITAL +
RENOVATION + ADDITION

Setting a road-map for future care

EUA designed a two-story addition to the front of the
hospital. A primary challenge was integrating the new
additions into a limited site footprint while maintaining
critical hospital adjacencies and allowing efficient
departmental flows of patients and visitors. EUA and the
hospital stakeholders worked together to find innovative
solutions that were driven by early visioning sessions and
process mapping in which the affected department areas
were examined from a lean perspective.

As part of this progression, full-size mock-ups were
created in an empty warehouse space so the designs
could be fine-tuned and new processes and operations
could be trialed. The process helped the owner build
confidence in the knowledge that the design solution
would work for their needs.

Design that addresses the growing
needs of the community

Aspirus Riverview worked with EUA to expand their
hospital campus with a new 17,000 sq ft emergency
department and 21,000 sq ft, 10-suite birthplace
and master planned to confirm the second phase of
implementation of the previous master plan.

With a projected 25% increase in annual visits, the
emergency department reduced future capacity
constraints by centralizing the care team and identical
non-trauma rooms for streamlined workflow. Specialized
equipment carts are located in staff areas for ease of
access and transfer into patient rooms. Expanding the
women’s center addressed the projected 40% birthing
capacity increase due to a new strategic physician
alignment within the hospital.

EUA worked with the hospital team to validate
departmental programs. One strategy that was explored
was relocating the existing ICU to be adjacent to
Med / Surg beds. This allows for increased flexibility in
staffing and frees up existing real estate for other uses.

A state-of-the-art hospital designed
with a community-based feel

EUA worked with the client to develop a master plan for
a community hospital located in Lafayette County. The
campus is positioned in a picturesque rural setting off
of main transportation routes, providing convenient and
visible access to the hospital; emergency vehicles and
staff use a different entrance to separate private and
public parking. It was important to the client to explore a
variety of scenarios that enhanced operational efficiency
as well as cross-functional staff efficiency.

The community hospital is designed to be a
state-of-the-art hospital, that is future focused, while
also expressing the community’s history. EUA
incorporated natural and historic reference elements in
the design creating a calm and private environment for
patients and staff.

For the master plan, EUA worked with an existing facilties
assessment on campus planning to accommodate the
replacement of an aging building. Stoughton Health
strategically focused on future growth of clinical and
inpatient treatment spaces, as well as parking and
surrounding land. The team coordinated with financial
consultant Wipfli on analysis and growth strategies,
resulting in the identification of space needs and
remodeling strategies for off campus facilities.

Develop a future-proof master plan for
a rural, critical access hospital

Columbus Community Hospital (CCH) is an independent
provider with deep community ties. Looking toward the
future, they wanted a comprehensive master facility plan
to support their mission of building caring relationships to
guide the journey to health and wellness.

EUA began the planning process through a visioning
session with hospital board members. Four project
goals were identified: accessibility, relationships, future
proofing and differentiation. Drivers of the plan were
clear wayfinding, a welcoming atmosphere, balancing
technology with human touch, smart growth, respect for
patients and families and being the healthcare provider
of choice.

EUA met with department leaders to collect information
and discover the existing challenges and opportunities,
which formed alternative layouts for the future state.
CCH now has a plan for developing a new clinic and
renovating existing spaces to serve the community well
into the future.

RURAL HEALTHCARE EXPERIENCE

In addition to our rural health expertise mentioned in Section One, EUA’s Wisconsin-specific rural healthcare experience
is one of the most extensive in the state. Our team has worked with many different independent and system
associated facilities throughout Wisconsin.

The collective team has worked on more than 20 rural clinics and critical access hospitals. Some of our most recent
work includes: Edgerton Hospital, Columbus Community Hospital, Reedsburg Area Medical Center as well
as Aspirus Affiliated: Medford Hospital, Riverview Hospital, Langlade Hospital and Stoughton Health,
to name just a few.

Lead Design Architect, John Ford, has a depth of experience from working with critical access hospitals in the Midwest
and US. His experience includes providing visioning services for hospital teams and community members; starting these
projects with solid buy in and participation from all involved. He has created master plans for several of the campuses
he has designed. John has performed space planning for entire critical access hospitals and associated medical office
buildings. He is also versed in leading user group meetings for each department within the hospital. He is familiar with
planning for and maximizing cost-based reimbursement on campuses, and has worked on a USDA-funded critical
access project. Above all, John has a solid understanding of the challenges that critical access hospitals face and brings
solutions that provide efficiencies in staffing and workflows. He has supported planning or design for the following
entities: Southwest Health Center in Platteville, WI*; Upland Hills Health in Dodgeville, WI*; Stoughton
Hospital in Stoughton, WI; Kewanee Hospital in Kewanee, IL*, Livingston Hospital in Livingston, MT*

USDA FUNDING EXPERIENCE

EUA has experience in many types of funding mechanisms such as USDA and HUD 242, as well as traditional
municipal debt, philanthropy and others. We find that most require very similar responsibilities on behalf of the Architect
and Engineers, and in your case, the scope required will be clearly stated in contractual documents. What they all
center on is the appropriate use of funds pledged. Moving ahead, we are prepared to follow through in areas we
know are very important to the USDA Rural Development program such as: agency concurrence of Owner / Architect
Agreements, acceptance of Plans and Specifications, concurrence of Construction Contract documents and lastly
construction and construction monitoring. These are all activities that need to be planned, scheduled and coordinated
with you and your other partners. We find some variation in process by local USDA offices across the country and would
suggest meeting with your representatives immediately upon selection.

Our most recent USDA funding project was your Preliminary Architectural Feasibility Report submitted in 2021. We
have also supported Lisbon Clinic (Milwaukee, WI) as well as multiple dental clinics (Marshfield, Neillsville, Medford and
Rice Lake) for Marshfield Clinics.

In addition to that, we have supported HUD financing for Edgerton Hospital and Health Systems (Edgerton, WI), Allied
Drive Housing Design (Madison, WI) and King Height, Retail and Housing (Milwaukee, WI).

Vaughn Lewis’ diverse transportation engineering background includes
experience in traffic impact and Intersection Design Studies, signal and
roadway design, stormwater management, and sanitary sewer and water
main design. His field work includes observing construction and erosion
control inspections. Vaughn is responsible for client coordination, scheduling
and cost- and quality-control. He works on several high-profile transportation

Matt Smith works on transportation, commercial, residential and land
development civil engineering and surveying projects. He makes sure
required codes, regulations and specifications in the field meet the design
for municipal clients and private development companies.

design projects. He prepares detailed drawings, cost estimates and 3D
modeling and ensures quality. His project experience includes design

Rockford Gateway Association A planned addition to the substance abuse treatment facility created an opportunity to add a
healing garden to serve as a group treatment area that could also be a place for individuals
seeking solace and insight and family visits and gatherings. Kent was the Landscape Architect
on the project and provided a patio space large enough to host groups of up to 30. He also
designed smaller inwardly focused breakout areas around the patio edges, all of which look
upon a water feature. Kent provided an attractive comforting landscape that provides privacy for
the facility’s clients.
